In 2018, The Housing Authority of the City of Westbrook continued to successfully fulfill its mission in an environment that is in its fourth year of a robust economy marked by an unemployment rate of 2.7%. The Housing market remains strained by inflated housing prices with limited affordable inventory both in homeownership and rental properties. Even with the full employment rate and increasing wages, households continue to struggle to subsist with their household income being disproportionately consumed by increased rents and housing prices. To combat this dynamic, the Board of Commissioners expanded the Housing Choice Voucher preferences to include all the municipalities in its jurisdiction beyond Westbrook proper.
In alliance with the Board of Directors of the Westbrook Development Corporation, the Board of Commissioners of the Housing Authority continued to address the need of new affordable rental housing with the completion of construction of the Dr. Arthur O. Berry Apartments’ 38 units of senior housing. On January 19th, after five years of process, the Housing Authority transferred its 83 units of Public Housing through the HUD Rental Assistance Demonstration Program to Westbrook Development Corporation. With 5.5 million dollars of renovations, The Larrabee Woods building rehabilitation was completed in December and the Riverview Terrace building was 75% completed by the year’s end. In addition, Planning Board and City Council approval was granted for the development of 91 units of elderly affordable rental housing in two phases of construction on the Housing Authority’s campus at 30 Liza Harmon Drive. The first phase will be the 61-unit Robert L. Harnois Apartments to commence construction in 2019, and the second phase will be the 30- unit Lewis H. Emery Apartments which will be constructed in 2020.
The Housing Authority continues to operate as a High Performer with a rating of 96% for 2018. In its achievement of this goal it continues to operate the Housing Choice Voucher program with 99.86% of its 805 vouchers issued and with 95.54% of its budget authority expended. Due to this performance, a total of $8,443,651 of federal funds was infused into the local economy. The Housing Authority received an award of 25 new HUD-811 Housing Choice Vouchers for families with a member who is disabled and homeless or at risk of being homeless.

RIVERVIEW TERRACE AND LARRABEE WOODSRAD (RENTAL ASSISTANCE DEMONSTRATION) CONVERSION
Working with a development budget of $6,955,000, the buildings, which were built in 1974 and 1983, were modernized, rehabilitated, made fully ADA compliant and energy efficient.
This project is the first and only Public Housing conversion to private, affordable housing in Maine using HUD’s RAD program. The apartments are now subsidized with HUD Project Based Vouchers. Much needed capital improvements have been made and continued affordability of the apartments for the elderly and disabled aged 55+ has been preserved for the next 40 years.
The process of converting 58 apartments at Riverview Terrace and 25 apartments at Larrabee Woods from Westbrook Housing Authority owned Public Housing to Westbrook Development Corporation owned Affordable Housing started in 2013 with the Housing Authority’s Board of Commissioners voting to submit an application to the Department of Housing and Urban Development. HUD approval was gained in 2015 and work began to secure financing for the project and approvals from the City of Westbrook. In 2017, with financing and final approvals in place, the project entered the loan closing process. In January 2018 the loans closed, Westbrook Development Corporation assumed ownership of the properties and rehabilitation/construction began immediately.
Residents in both buildings moved out of their apartments in phases and into temporary apartments. The empty apartments were then completely renovated and the tenants moved back in three weeks later. In addition, all common spaces as well as the building envelope and mechanical systems were renovated and updated.
