Come Sindaco e in rappresentanza della cittadi-nanza tutta, desidero rivolgervi un caloroso saluto dibenvenuto a Genova, il principale porto italiano euno dei più importanti del Mediterraneo. Già Capi-tale Europea della Cultura, Genova ha molto da offrire anche agli amanti dell’arte. Siamo molto or-gogliosi e onorati di ospitare quest’anno la Confe-renza Annuale di EUROCITIES anche perchè ricorreil 25° anniversario di EUROCITIES. È un’ottima op-portunità per scambiare esperienze, per condividereconoscenze ed opinioni, per analizzare problemi esviluppare soluzioni. Siamo tutti impegnati a lavorareverso la visione comune di un futuro sostenibile in cuitutti i cittadini possano godere di una buona qualitàdella vita. Con il perdurare dell’incertezza econo-mica, condivido l’idea che siano le persone, non gliedifici a fare le città. Europe is currently facing serious economic,environmental and social challenges, and how werespond to these challenges in cities has profoundstrategic consequences for us and for the rest of Europe.Europe’s global competitiveness depends on cities,as cities have the capacity to innovate, to attracttalent, trade and investment. It is also in cities thatclimate action is most urgent and where socialcohesion is at most risk. Europe’s 2020 vision for ‘smart, sustainable and inclusive growth‘ willtherefore only be achieved if we have smart,sustainable and inclusive cities. The focus of theEUROCITIES 2011 Genoa conference Planning forPeople on the social dimension of urban planning ishugely important. After all, it is people that make citieswhat they are: it is the high degree of interactionbetween citizens that create dynamic, creative andwealthy cities. We cannot sustain our successful citieswithout ensuring that urban planning meets thedemands of our citizens. I am certain that our conference here in Genoa willbe both productive and enjoyable.
L’Europa sta affrontando sfide rilevanti in campoeconomico, ambientale e sociale; il modo in cui si af-frontano tali sfide a livello locale ha importanti svi-luppi strategici per noi e per il resto dell’Europa.La competitività globale dell’Europa dipende dallecittà, poiché esse hanno la capacità di rinnovarsi, at-trarre talenti, affari e investimenti. È altresì nelle cittàche le azioni per prevenire le mutazioni climatichesono più urgenti e la coesione sociale maggiormentea rischio. Gli obiettivi per l’Europa nel 2020 di “cre-scita intelligente, sostenibile e inclusiva” potrannoperciò essere raggiunti solo se abbiamo città intelli-genti, sostenibili e inclusive. Il tema della conferenzadi EUROCITIES - Genova 2011, Planning for People,sulla dimensione sociale della pianificazione urbanaè molto importante. Dopo tutto, sono le persone cherendono le città quello che sono: è l’alto livello di in-terazioni tra i cittadini che crea città dinamiche,creative e floride. Non possiamo sostenere le nostrecittà di successo senza assicurarci che la pianifica-zione urbana soddisfi le esigenze dei nostri cittadini.Sono certo che la nostra conferenza qui a Genovasarà produttiva quanto gradevole.

As a one-time city planner I’m of course particularlyexcited by the theme for EUROCITIES 2011 Genoa.Compared to the mega-cities now rising around the globe, the human scale of much of Europeanurban development is a real competitive advantage.In Europe we have recognised the importance of containing sprawl, of good public transport, ofgreen space, quality architecture and decent publicservices. Above all our cities are exploiting theirunique identities in order to define a strong sense ofplace, protecting cultural assets and fosteringcommunity cohesion.Over the past century, the democratic dimension of city planning has been a powerful restraint on the commercial imperatives that have threatenedhuman scale and liveability. But, though widelyvalued, the active involvement of citizens in shapingtheir urban environments is sometimes difficult toachieve. In showcasing examples from across ourmembership I am confident this conference will bothprovoke and inspire.
In base alla mia esperienza di urbanista, sono par-ticolarmente lieto del tema di EUROCITIES - Genova2011. Confrontando le megalopoli che stanno sor-gendo nel mondo, la dimensione umana di granparte dello sviluppo urbanistico europeo è un realevantaggio competitivo. In Europa abbiamo ricono-sciuto l’importanza di contenere il sovraffollamento,di un buon trasporto pubblico, di spazi verdi, qualitàarchitettonica e servizi pubblici adeguati.Le nostre città stanno sfruttando soprattutto le loroidentità uniche al fine di poter definire un forte sensodi appartenenza al luogo, salvaguardando i beniculturali e favorendo la coesione della comunità. Nel secolo appena trascorso, la dimensione demo-cratica della pianificazione urbana è stata fortementelimitata dagli imperativi imposti dallo sviluppo eco-nomico, che hanno minacciato la dimensione umanae la vivibilità. Sebbene notevolmente apprezzato, ilcoinvolgimento attivo dei cittadini nel modulare gliambienti urbani è talvolta difficile da raggiungere.Sono fiducioso che questa conferenza, grazie alloscambio di esempi da parte delle città aderenti, possasia ispirare che fornire gli stimoli necessari.

THE THEME OF EUROCITIES 2011 GENOA:PLANNING FOR PEOPLEIL TEMA DI EUROCITIES - GENOVA 2011:PLANNING FOR PEOPLE
Planning for people means a new approach tourban regeneration, setting aside the traditionalfocus of the ‘place‘ in favour of the ‘people‘. Byharnessing the skills, creativity, energy and ideas ofthe citizens, city authorities can redevelop areas witha view to promoting social cohesion. Increasingly,every city faces challenges of inequality, immigrationand security, so public spaces that can be enjoyedby the whole community offer an ideal opportunity toaddress these issues.By taking this a step further and involving thecommunity in the entire redevelopment process,projects can better meet the needs of the people andmore effectively tackle these challenges.
Planning for People è un nuovo approccio alla rige-nerazione urbana, mettendo da parte il tradizionalefocus sui “luoghi”, a vantaggio delle “persone”. Sfrut-tando la capacità, la creatività, l’energia e le idee deicittadini, i governi locali possono riqualificare areenell’ottica di promuovere la coesione sociale. Sem-pre più spesso, le città devono far fronte a sfide cheriguardano le disparità sociali, l’immigrazione e lasicurezza, cosicché gli spazi pubblici che possono es-sere fruiti dall’intera comunità offrono un’ideale op-portunità per affrontare tali problematiche.Compiendo un ulteriore passo avanti e coinvol-gendo la comunità nell’intero processo di rinnova-mento, i progetti possono soddisfare meglio i bisognidei cittadini e affrontare più efficacemente le sfidesummenzionate.

This year’s keynote address will come from renownedGenoese architect and planner Renzo Piano, whowill set the tone for the conference. Fully familiarwith the challenges of redeveloping urban areas,Piano launched Genoa’s Urban Lab in 2008 with aview to regenerating the historic city.
At the frontline of southern Mediterranean migration,Genoa is well-placed to host the Mayors’ debate, aprivate political discussion around the theme ofmanaging migration flows.
The debate offers the chance for mayors to exchangeideas and discuss ways of better managing thispolitically sensitive agenda.
Le linee d’indirizzo della conferenza di quest’annoverranno indicate dal celebre architetto e urbanistagenovese Renzo Piano. Con una lunga esperienza inprogetti che riguardano il rinnovamento di aree ur-bane, Piano ha inaugurato nel 2008 Genova UrbanLab, che mira alla riqualificazione della città.
In prima linea nell’affrontare l’immigrazione prove-niente dal sud del Mediterraneo, Genova è una sedeideale per ospitare il Dibattito dei sindaci, un incon-tro politico privato sul tema della gestione dei flussimigratori.
Il dibattito offre l’opportunità ai sindaci di scambiareidee e discutere sui modi di affrontare al meglio que-sto aspetto politicamente sensibile dell’agenda.

Marta Vincenzi graduated in philosophy and was adirector of studies at a high school. She has politicalexperience with a wide range of public andadministrative roles in Genoa. She served asPresident of the Province of Genoa for two mandatesbefore becoming Member of the EuropeanParliament in 2004, where she was a member of theTransport Committee.She has been Mayor of the City of Genoa and alsoMember of the Commitee of Regions since 2007.
Laureata in filosofia, è stata preside presso un isti-tuto di istruzione secondaria superiore. Ha unalunga esperienza politica e ha ricoperto diverse ca-riche pubbliche e amministrative a livello locale. Èstata Presidente della Provincia di Genova per duemandati prima di divenire membro del ParlamentoEuropeo nel 2004, dove ha fatto parte della Commis-sione Trasporti.Dal 2007 è Sindaco di Genova e membro del Comi-tato delle Regioni.

Frank Jensen is the Lord Mayor of Copenhagen, a post he has held since 1st January 2010. He is anexperienced politician who has held a wide rangeof influential posts in Danish politics. Frank Jensenwas elected to the Danish Parliament in 1987 forthe Social Democratic Party. Through his 20 years inparliament he was a leading member of the SocialDemocratic Party. He was the political speaker of theparty, Minister of Research in 1994 – 1996 andMinister of Justice in 1996 – 2001. In 2007 he leftpolitics to enter a career as CEO in the privatesector. In 2009 he returned to politics and waselected Lord Mayor of Copenhagen.
Frank Jensen è Sindaco della città di Copenhagendal 1° gennaio 2010. Politico esperto, ha svolto diversiincarichi influenti nelle istituzioni danesi. È statoeletto al Parlamento Danese nel 1987 per il PartitoSocial Democratico e, nel corso della sua permanenzaventennale in Parlamento, è stato uno dei leaderdel partito. Paul Bevan is Secretary General of EUROCITIES, thepolitical platform that networks over 130 of Europe’smost important cities. EUROCITIES was founded in1986, and now represents some 25% of Europe’scitizens through their city mayors.A city planner by profession, he joined EUROCITIESin November 2008, having been involved in Europeanurban policy since the 1990s. Renzo Piano is a renowned Genoese architectplanner, born in 1937. After his degree, he traveledaround Great Britain and the USA. In 1971 hefounded the studio Piano and Rogers in London and in this period he won the competition for theconstruction of Centre Pompidou in Paris. In 1981 hefounded the Renzo Piano Building Workshop whichbrings together over 150 people with seats in Paris,Genoa and New York. During his career, he hasreceived many prizes, among which the Legiond’Honneur in Paris in 1985 and the Imperial Prizein Tokyo in 1995. Since 2004 he has overseen hisRenzo Piano Foundation for the promotion of thearchitecture profession through new educationalprogrammes and activities.

Richard Burdett is Professor of Urban Studies at theLondon School of Economics and Political Science(LSE) and director of LSE Cities and the Urban Ageprogramme. He is a Global Distinguished Professorat New York University. He was Chief Adviser onArchitecture and Urbanism for the London 2012Olympics and now advises the Olympic Legacy ParkCompany. He was architectural adviser to the Mayorof London from 2001 to 2006. In addition to leadinginnovative research on global cities, Burdett hascurated numerous exhibitions including GlobalCities at Tate Modern, was Director of the 2006Architecture Biennale in Venice and chairman of theJury for the 2007 Mies van der Rohe Prize. A chance to discover the ‘real‘ Genoa: the downtownMaddalena district offers an ideal opportunity to seehow the city is addressing various social challenges.Considered one of the most run-down parts of thecity, participants will take a tour by foot through thiscolourful district, stopping at three very different localprojects. Stops include a bar, formerly a meetingplace for prostitutes, which is being given a newidentity as a kindergarten, a shop selling fair-tradeproducts grown on land seized from the mafia, aspart of the nationwide Libera project against mafias,and a social workshop, a lively venue bringingtogether community groups who can book its spacesfor activities. The tour will conclude with a discussionover coffee at a local theatre, where participants willbe joined by residents encountered on the journeyto share ideas and reflect upon the tour.

Genoa, like many other cities, faces the challenge of regenerating disused industrial premises toaccommodate modern urban life. The Corniglianoquarter is a perfect example of this. Genoa is givingits disused steelworks a new lease of life in thecommunity with a regeneration project, launched in2005, aimed at encouraging local services andinstitutions to ‘reclaim‘ the abandoned premises fortheir own use. Recognising the potential of thebuilding, which was to be demolished, CineportoGenova is now housed in the former administrativeoffices of the steelworks. It is an audiovisual studiooffering spaces and services for producers fromacross the world. The director of the Società perCornigliano will give a presentation to participantsat Villa Bombrini, a manor house now used as acultural and conference centre, followed by a tour ofthe ‘finished product‘ the Cineporto Genova.

What you might least expect to be tucked away in thehills of this historic city is the pioneering Istituto Italianodi Tecnologia, a research institute where 900 peoplefrom more than 30 countries of the world carry outleading edge scientific studies. What makes theGenoa headquarters of the institute unique is that itbrings together seven separate technology platforms(robotics, neuroscience, drug development anddiagnostic, smart materials, nanotoxicity, energy andcomputation) to cooperate on the development ofhumanoid robotics. There has been developed iCub, a ground-breaking humanoid baby robot. The iCubwas ‘born’ five years ago and boasts an unrivalledcombination of physical and cognitive performances.Workshop participants will tour the laboratories to geta first-hand view of how this futuristic technology isbeing created and see for themselves how cooperationof this sort can lead to such advanced technologies.

The Palace houses the official state rooms of theMayor of Genoa. The building is located in the heart of the city and isone of the most impressive among the historicmansions of Strada Nuova (now via Garibaldi)which belong to the system of the so-called Palazzidei Rolli, enrolled in the Unesco World Heritage Listsince 2006. The construction of the building datesback to 1565. Together with Palazzo Rosso andPalazzo Bianco, Palazzo Tursi forms one of the mainmuseum complexes in the city, the Museums ofStrada Nuova. Notable exhibits include: theGuarneri del Gesù, the violin that belonged toPaganini and a famous collection of ceramics, coins,official weights and measures of the ancientRepublic of Genoa.

The construction of Palazzo Ducale in Genoa beganduring the flourishing period of the Republicanhistory of the city, during the end of the 13th century.In 1339 it became the seat of the first Genoese DogeSimon Boccanegra and was named Palazzo Ducale.Over the centuries the Palace was enlarged, otherbuildings were added to the original one and theMedieval structure disappeared.During the fire of 1777 several parts of the Palace,such as the original decoration of the Salone delMaggior Consiglio were destroyed.The reconstruction of the central side of the buildingbegan from a design of Simone Cantoni, a famousneo-classical architect, who also designed the innerdecoration of the official hall.On the day of its re-opening (14th May 1992), Genoa’sPalazzo Ducale – 38,000 square metres and 300,000cubic metres – was the largest restoration projectundertaken in Europe.

Oltre alla forte vocazione rivolta al turismo,l’Acquario ha la missione di educare e sensibilizzarel’opinione pubblica sulla conservazione, gestione e uso responsabile dell’ambiente acquatico, attra-verso lo studio e la conoscenza delle specie animalie dei loro habitats.L’Acquario dispone di 70 vasche che ricreano gli ha-bitats marini, lacustri e terresti; ospita all’incirca 600specie con più di 12000 esemplari di pesci, rettili, an-fibi, mammiferi, uccelli e invertebrati. Con più di1.300.000 visitatori all’anno e 17 milioni dalla suainaugurazione, l’Acquario di Genova è una delledestinazioni turistico/culturali più visitate in Italia.L’edificio principale è stato progettato da RenzoPiano, in occasione del 500° anniversario della sco-perta del Nuovo Mondo da parte di Cristoforo Co-lombo. Nell’estate ’98 il complesso è stato arricchitocon la Nave Blu, una vera nave con 2500 m2 di spa-zio per ulteriori esposizioni.

Located in the heart of the Port area, Galata is thelargest and the most innovative Sea Museum in theMediterranean region. Spectacular, with a 10,000sqm area set in a glass and stone building designedby Guillermo Vasquéz Consuegra, the museumoutlines the evolution of the maritime town’s portusing an approach which is not just scientific but is highlighted with interactive and multimedia-related aspects.Particularly fascinating is the submarine NazarioSauro, the first museum-ship in Italy to be visitedunderwater. Together with the outer premises,enriched with historical cranes of the industrial age,it is part of the Galata Open Air Museum.

Situato nel cuore dell’area portuale, il Galata è il piùgrande e innovativo museo marittimo del Mediter-raneo. The Strada Nuova Museums (via Garibaldi) aremasterpieces of Genoese architectural and housingculture and the centre of a cultural institution that is unique for its dimensions, characteristics, qualityand prestige. Three historical palaces of the 16th
century make up a unique exhibition routededicated to ancient art and culture, which wasgranted the status of World Heritage Site byUNESCO due to the spectacular lobbies, frescoedhalls, gardens, nymphaea and art collections.Palazzo Rosso and Palazzo Bianco are prestigious artgalleries: paintings by artists such as Caravaggio,Veronese, Rubens, Van Dyck are shown togetherwith a wide range of Genoese painters from the 16th
to the 18th century. Palazzo Tursi houses the LordMayor’s boardrooms but it is also used as a venue forcultural events and exhibitions and it hosts theprecious Paganini violin and a collection of finds ofthe ancient Genoese Republic.

Palazzo Rosso e Palazzo Bianco sono pre-stigiose gallerie d’arte: dipinti di artisti come Cara-vaggio, Veronese, Rubens, Van Dyck sono espostiaccanto a opere di numerosi altri pittori genovesi delXVI fino al XVIII secolo. The departure of the coach (with the tour guide) toSanta Margherita Ligure is scheduled at 9:00.There a ferry boat will depart to Portofino (if weatherand sea conditions allow it, otherwise the transferwill be by bus), where the participants will be able tovisit the quaint borough at their own pace.At 12:00, return to Santa Margherita by ferry boat orby bus (according to weather and sea conditions),where, after lunch, it will be possible to visit the oldtown and the charming seafront. At 15:00, transfer to Camogli by bus, through thescenic Ruta road, for a short tour of the fishingvillage, followed by a drink on the seafront.The return to Genoa is expected for around 18:00.

La partenza del pullman (con accompagnatore turi-stico a bordo) diretto a Santa Margherita Ligure èprevista per le ore 9:00.Da lì partirà il battello per Portofino (se le condizionimeteo-marine lo permetteranno, altrimenti il trasferi-mento avverrà in autobus di linea), dove i partecipantipotranno visitare liberamente il pittoresco borgo. Alle 12:00, rientro a Santa Margherita in battello oautobus di linea (secondo le condizioni meteo-ma-rine), dove, dopo pranzo, i partecipanti potranno vi-sitare il centro storico e il lungomare di questaincantevole località turistica.Alle 15:00, trasferimento a Camogli in pullman, at-traverso la strada panoramica della Ruta, per unabreve visita del caratteristico villaggio di pescatori,seguita da un aperitivo sul lungomare. Il rientro a Genova è previsto per le ore 18:00 circa.

Genoa has been a wealthy and powerful seafaringcity state since the Middle Ages. Walking through thenarrow, medieval alleyways (locally called thecarruggi) is the best way to discover the trueatmosphere of the city, where the ‘old‘ is still mixedwith the ‘new‘.Among the main Medieval sites: the church of SanDonato (do not miss the Adoration of the three wisemen, a Flemish masterpiece painted by Joos vanCleve in 1515); the Cathedral of Genoa, dedicated toSan Lorenzo, with its impressive black-and-whitegothic façade that reminds us of the history of the cityas a wealthy and powerful seafaring city state sincethe first Crusade, when Genoese brought the ashesof Saint John the Baptist back to the church, ourPatron Saint since then; and the nearby San Matteosquare, a perfect example of medieval houses andbuildings erected by the mighty Doria family as theirprivate headquarters.

Genova è stata una potente città-stato mercantile giàdal Medioevo. Passeggiare per gli stretti vicoli me-dievali (che a Genova sono chiamati carruggi) è ilmodo migliore per scoprire la vera atmosfera di Ge-nova, dove il “vecchio” è tuttora mescolato con il“nuovo”. Tra i principali siti medievali si annoveranola chiesa di San Donato (da non perdere l’Adora-zione dei Magi, capolavoro del pittore fiammingoJoos van Cleve del 1515) e la Cattedrale di Genova,dedicata a San Lorenzo, con la sua imponente fac-ciata gotica di colore bianco e nero, che ci rimandaalla gloriosa storia della città. Già durante la primaCrociata, Genova era una ricca e potente repub-blica marinara; in tale periodo i Genovesi portaronoda Gerusalemme le ceneri di San Giovanni Battista,tuttora conservate nella cattedrale, e da allora ilSanto è patrono della città. La vicina piazza SanMatteo è un esempio perfetto di case ed edifici me-dievali fatti erigere dalla potente famiglia Doria,come loro quartier generale privato.
