BarriersSummary:•  Respondentswantnoblanketchangesfromthetopdown(e.g.statemandate);communiBesshouldbeworkedwithonanindividualbasistoadoptchangesatthelocallevel.

•  ThedistanceoftheZoneneedstobeexplained,as660feetfeltexcessivetoseveralrespondents.Mostlocalpublicofficialsdealwithbuffersinthe50‐200footrange,660isbeyondwhatmanycommuniBesanddevelopersareusedtodealingwith.

•  TheremaybesomepushbackifadopBonisseentoslowdowngrowthorthepermihngprocess.Theremayalsobesomepropertyrightspushbackdependingonwhatis“allowed”withinthe660feet.

•  PlannerswereconcernedthattheynotloseauthoritytoapproveordenyapermittoaprojectasaresultofCZs.
