for content when depositors who wish or have to share (only) within the UK academic domain

3. JorumPlusfor content with third-party licensed material, or for more limited authorisation

Initial licensing regime was risk-averse, with HEFCE licence required for deposit and for use.

In new regimes we plan to have the depositor license the user directly.
