The Minister of Public Service and Labour;
Pursuant to the Constitution of the Republic of
Rwanda of 04 June, 2003, as amended to date,especially in Articles 120, 121 and 201;
Pursuant to Prime Ministers Order n 125/03 of25/10/2010determining the mission, organizationand functioning of the National Labour Councilespecially in Articles 4 and 5;
After consideration and approval by the Cabinetin its session of 14/05/2010;
HEREBY ORDERS:
Article One: Appointment
Persons whose names appear on the annex of thisOrder are hereby appointed members of the
National Labour Council.
Article 2: Repealing provision
All prior provisions contrary to this Order are

Pursuant to the Constitution of the Republic ofRwanda of 04 June 2003 as amended to date,
especially in Articles 120, 121 and 201;
Pursuant to Law n 13/2009 of 27/05/2009
Regulating Labour in Rwanda especially inArticles 39, 40, 41;
After consideration and adoption by the Cabinetin its session of 29/01/2010.

CHAPTER ONE: GENERAL PROVISIONS
Article One: Purpose of this Order
This Order determines the nature and the form of
the apprenticeship and internship contract in anenterprise.

Le Ministre de la Fonction Publique et duTravail;
Vu la Constitution de la Rpublique du Rwandadu 04 juin 2003, telle que rvise ce jour,
spcialement en ses articles 120, 121 et 201 ;
Vu la Loi n 13/2009 du 27/05/2009 portant
rglementation du travail au Rwanda,spcialement en ses articles 39, 40 et 41;
Aprs examen et adoption par le Conseil desMinistres en sa sance du 29/01/2010.

GNRALES
Article premier: Objet du prsent arrt
Le prsent arrt dtermine la nature et la formedes contrats dapprentissage et du stage pratiqueen entreprise.

Ingingo ya 2: Imiterere yamasezerano yokwitoza umurimo
Amasezerano yo kwitoza umurimo agomba
gushyirwa mu nyandiko. Agomba kwandikwa muri
rumwe mu ndimi zikoreshwa mu butegetsiuwimenyereza yumva.
Ingingo ya 3: Ingufu, ubumenyi nubushobozibwuwimenyereza
Iyo umwuga umwiga ashaka kwitoza ugomba
ubushobozi bw'ingufu cyangwa imiterere yumubiricyangwa yubwenge yihariye, ubwo bushoboziniyo miterere bigomba gusobanurwa neza mumasezerano kandi bikanakorerwa isuzumwa
ryabigenewe.
Ingingo ya 4: Igihe cyamasezerano yo kwitozaumurimo
Igihe cyamasezerano yo kwitoza umurimogishyirwaho hakurikijwe imiterere y'umwuga arikontigishobora kurenza imyaka ine (4).
Ku bwumvikane bwimpande zombi, igihe cyokwitoza gishobora kongerwaho iminsi ingana
niyikiruhuko cyatewe n'indwara cyangwa gusibaku kazi uwitoza abifitiye uruhushya, iyo kirengeje
iminsi cumi nitanu (15) ku mwaka.

Amasezerano yo kwitoza umurimo akorwa
Article 2: Form of the apprenticeship contract
An apprenticeship contract must be written. It
shall be compulsorily written in one official
language understood by the apprentice andaccepted as an official language in the Country.
Article 3: Physical or psychological abilitiesand knowledge of the apprentice
When the profession for which the apprentice is
designed requires particular physical or
psychological abilities, these must be clearly
specified in the contract and be the subject for anappropriate test.
Article 4: Duration of apprenticeship contract
The duration of apprenticeship contract shall be
fixed according to the professions uses butcannot exceed four (4) years.
After agreement between two parties, the
duration of apprenticeship contract may be

CHAPTER II: MASTERS ANDAPPRENTICES OBLIGATIONS
Article 6: Masters obligation
To have and train an apprentice, the employermust himself/herself be qualified to give an
appropriate training, or be in a position to make
this training be given by another person who is at
his/her service and has the required qualities.
In addition, the enterprise must meet necessary
conditions to carry out, through a progressive
and complete training, the apprenticesappropriate preparation to the profession he/sheis preparing himself/herself to.
The master shall promptly inform theapprentices parents or their representatives incase of sickness, absence or any fact likely torequire their intervention.
Article 7: Apprentice capabilities
The apprentice shall be given tasks by his master
that is within the limits of his/her physical
capabilities and professional training.
Article 8: Treatment of the apprentice
The apprenticeship master must treat theapprentice as a good parent and secure for
him/her, where possible, the best conditions of

Le matre d'apprentissage doit traiter l'apprentien bon pre de famille et, lorsque c'est possible,

Ingingo ya 10: Inshingano zuwitoza umurimo
Uwitoza umurimo agomba kumvira no kubahaumutoza we igihe bagifitanye amasezerano yo
kwitoza. Agomba kumufasha mu kazi ke akurikijeubushobozi bwe n'imbaraga ze.
Uwitoza agomba:
1 gutafa neza ibikoresho yahawe no kubisubiza
igihe cyose ukwitoza birangiye;
2 kugira ibanga ryakazi mu gihe cyose akikarimo

Where the apprentice needs further training, themaster must grant him/her the required time to
acquire this training. That time shall be devolved
to the apprentice in accordance with anagreement between both parties.
Article 9: Compliance with theapprenticeship contract
The master must train the apprentice,
progressively and fully, a profession or other
special occupation making up the subject of the
apprenticeship contract.
He/she shall issue to him/her, at the end ofhis/her apprenticeship, a certificate ascertaining
that the contract was effectively carried out.
Article 10: Obligations of the apprentice
The apprentice owes his/her master, within theframework of apprenticeship, obedience and
respect. He/she must help him/her throughhis/her work within the limit of his/her abilities
and strength.
The apprentice shall:
1 keep in good conditions equipment given to
him/her and give them back to the employer
at the time the training is completed;

Article 11: Apprentice remuneration

CHAPTER III: TERMINATION ANDCANCELLATION OF APPRENTICESHIPCONTRACT
Article 12: Lawful expiry
Termination of an apprenticeship contract shallintervene lawfully within the following cases:
1 death of the master or the apprentice or
closure of the enterprise;
2 employment by either of the parties as a
result of patriotic commitment or due to
circumstances independent to their will;
3 at the wish of both parties.

fermeture de ltablissement;
2 rappel du matre ou de l'apprenti au service
civique national ou suite aux circonstances
indpendantes de leur volont;
3 accord des deux parties.

Article 13: Causes of termination of theapprenticeship contract
The apprenticeship contract may be cancelled at
the instance of either party in the event of:
1 either party contravenes the terms of the
contract or to provisions of this Order
relating to apprentices working conditions;
2 either party shows misconduct;
3 either party commits serious mistake;
4 sale or winding up of enterprise by the
master or permanent cessation of his/herduties;
5 disclosure by the apprentice of a professionalconfidentiality;
6 disease leading to impossibility to carry on
with apprenticeship for a period more thansix (6) months.
Article 14: Expiry of the apprenticeshipcontract
Except upon justifiable reasons or agreement
between both parties, the apprenticeship contract
shall terminate at the expiry of the contract
duration.
However, the first six (6) months of
apprenticeship shall be regarded as a probation

Ingingo ya 17: Isuzuma ryuwitoza umurimo
Iyo uwitoza umurimo arangije igihe cyo kwitoza,akoreshwa ikizamini kandi agahabwa

CHAPTER IV: CONTROL MEASURESFOR AN APPRENTICESHIP CONTRACT
Article 16: Apprenticeship file
An apprenticeship file is opened by the masterfor each apprentice. It mentions the apprenticesprogress in the course of training; it must beupdated and presented to the labor Inspector
upon request. It also mentions the date on which
the contract was signed and the date of itstermination.
When the contract period expires, it shall be
compulsory to hand over to the apprentice theoriginal of the above file.
Article 17: Apprentice evaluation
An apprentice whose apprenticeship period hasexpired shall be examined and given a certificate
by the Government body in charge of vocational

progrs dans la formation. Ce carnet doit tretenu jour et prsent l'Inspecteur du Travail
sa demande. Mention y est galement faite de
la date de signature du contrat de la date de findu contrat d'apprentissage.
A l'expiration du contrat dapprentissage,
l'original du carnet est obligatoirement remis l'apprenti.
Article 17: Evaluation de l'apprenti
L'apprenti dont le temps d'apprentissage esttermin subit un examen organis par
l'organisme gouvernemental en charge de la

CHAPTER V : PRACTICAL INTERNSHIPIN THE ENTERPRISE
Article 18: Working conditions for the intern
The enterprise shall ensure that the intern carries
out his/her internship in most favorableconditions, in the section and department that
corresponds to his/her area of study.
Notwithstanding the potential presence of theinternship director, the intern shall be guided by
a member of staff appointed on the basis ofhis/her experience.
Article 19: Interns rules of conduct
The intern shall be required to abide by theregulations and other working conditions as any
other employees of the enterprise. He/she alsohas the obligations stipulated in Article 10 of this
Order.
Article 20: Internship indemnities
The intern may be entitled to an internship
allowance and the means to achieve his/her work
agreed upon by both the intern and his/herhosting institution.

Le stagiaire est tenu de se conformer larglementation et aux autres conditions de
travail tout comme le personnel de l'entreprise.Il a aussi les obligations mentionnes larticle10 du prsent arrt.
Article 20: Indemnits de stage pratique
Le stagiaire peut bnficier d'une indemnit de
stage convenue entre le stagiaire et lentreprise.

The Minister of Health,
Pursuant to the Constitution of the Republic of
Rwanda of 04 June 2003 as amended to date,especially in its Articles 120, 121 and 201;
Pursuant to the Law n 25/2008 of 25/07/2008Establishing the National Council of Nurses and
Midwives and determining its organization,functioning and Competence, especially in
Articles, 18, 19, 20, 21, 22, 23, 24 and 25;
After consideration and adoption by the Cabinet
in its session of 09/07/2010;
HEREBY ORDERS:
Article One: Purpose of this Order
This Order determines regulations for
registration of nurses and midwives by the
National Council of Nurses and midwives, called
National Council in the following articles.

Le prsent arrt dtermine la rglementation
dinscription au registre des infirmires,infirmiers et sages femmes par le Conseil
National des Infirmires, des Infirmiers et des
Sages Femmes, appel Conseil National dansles articles qui suivent.

Ingingo ya 2 : Impamvu yo kwandikwa murirejisitiri
Impamvu yingenzi yo kwandikwa muri rejisitiri niukugirango habeho umutekano, ubuziranengenimikorere myiza iganisha ku ntego yInamayIgihugu.
Ingingo ya 3: Imiterere nibyandikwa mulirejisitiri
Rejisitiri iteye mu buryo bubiri bukurikira:
1 Rejisitiri yo mu byuma kabuhariwe ;
2 Rejisitiri yigitabo.
Rejisitiri igizwe n ibice bibiri byingenzi:
1 Igice kigenewe abaforomokazi, abaforomonababyaza banditse;
2 Igice kigenewe abaforomokazi, abaforomonababyaza bungirije.
Muri rejisitiri handikwamo ibi bikurikira:
1 amazina yose;
2 itariki yamavuko;
3 impamyabumenyi afite;
4 itariki yo yandikiweho;
Article 2: Purpose of registration
The main purpose of registration is to ensure
safety, quality and effective delivery of services
in order to meet the objective of the NationalCouncil.
Article 3: Nature, structure and content of theregister
The registry shall have two (2) following forms:
1 Electronic form of registry, and
2 Book register.
The register is made up of two major parts:
1 Part for registered nurses and midwives;
2 Part for assistants nurses and midwives.
The information to be recorded in the register
shall be the following:
1 full names;
2 date of birth;
3 Academic qualifications;
4 date of entry in the Registry;
Article 2 : Objectif de lenregistrement
Lobjectif principal de lenregistrement est desassurer de la scurit, qualit ainsi que ladispense des services appropris et adquatspour atteindre les objectifs du Conseil National.
Article 3: Nature, structure et contenu duregistre
Le registre a deux (2) formes suivantes:
1 Le registre sous forme lctronique ;
2 Le registre sous forme dun livre.
Le registre comprend deux parties principales:
1 Partie pour le niveau des infirmires,infirmiers et sages femmes enregistrs;
2 Partie pour le niveau des infirmires,infirmiers et sages femmes assistants.
Linformation contenue dans le registrecomporte:
1 noms et prnoms ;
2 date de naissance ;
3 qualifications acadmiques ;
4 date denregistrement;

Iyo umuforomokazi, umuforomo cyangwa

Ingingo ya 4: Gusaba kwandikwa muri Rejisitiri
Umuforomokazi, umuforomo cyangwa umubyaza
usaba kwandikwa muri rejisitiri abikora hakurikijweibiteganywa nItegeko n 25/2008 ryo kuwa25 /07/2008 rishyiraho Inama yIgihugu
5 registration number;
6 sex;
7 place of residence;
8 Title and the number of the certificate or
diploma under which the registrant is
recorded;
9
any other relevant information on theapplicants eligibility to practice theprofession of nursing or midwifery.
If the registered nurse or midwife acquires a new
title or professional qualification, the newinformation must be proved so that it can be
recorded in the register and replace, where
appropriate, the previous one.
The specific titles of each category of nurses and
midwives shall be designated and recorded, asdetermined by the National Council.
Article 4: Application for registration in theRegister
Any nurse or midwife who intends to apply for
registration shall do so in accordance withprovisions of the Law n 25/2008 of 25/07/2008
Establishing the National Council of Nurses and

remplace, le cas chant, la prcdente.
Les titres spcifiques qui sont utiliss par les
infirmires, infirmiers et sages-femmes, sontdsigns et nots comme dtermin par le
Conseil National.
Article 4 : Demande dinscription au registre
Les procdures de demande dinscription duneinfirmire, infirmier ou sage femme restentconformes aux dispositions de la Loi n 25/2008
du 25 /072008 portant cration, organisation,

yAbaforomokazi, Abaforomo nAbabyazarikanagena imiterere, imikorere nububasha byayo.
Gusaba kwandikwa muri rejisitiri uko ariko kose
bikorwa mu nyandiko hakoreshejwe impapurozabigenewe zitangwa nInama yIgihugu. Izompapuro ziherekezwa nibindi byangombwabisabwa hakurikijwe amabwiriza ya komite
ishinzwe kwandika.
Impapuro zisaba kwandikwa nibijyana nazobigomba gushyikirizwa ibiro byushinzwe rejisitirina nyirazo ubwe, cyangwa hakoreshejwe urwandiko
rushinganye.
Umuforomokazi, umuforomo cyangwa umubyazausaba kwandikwa yishyura amafaranga adasubizwaashyirwa kuri konti yInama yIgihugu, nkukobiteganywa mu mabwiriza ngengamikorere yayo,mbere yo kuzuza impapuro zabugenewe.
Iyo ibyangombwa bisabwa bitari mu rurimi
rukoreshwa mu Rwanda, usaba kwandikwa agombakubanza kubihinduza mu rurimi rwemewe,
kubabifitiye uburenganzira mbere yo kubishyikiriza
Inama yIgihugu.
Igihe usaba kwandikwa atanga impapuro zisaba
kwandikwa, agomba kwerekana ibyangombwa
byumwimerere, bitaboneka agatanga ibisobanurobifatika, bitaba ibyo ugusaba kwe ntikwemerwe.
Midwives and determining its organization,functioning and competence.
Any application for registration into the register
shall be in writing and by use of forms providedby the National Council. The forms shall be
accompanied by other relevant documents
required in accordance with instructions of the
Registration Committee.
Application forms and accompanying documents
shall be submitted to the registrars office inperson or by registered mail.
Any nurse or midwife who applies forregistration shall pay a non-refundable fee
deposited into the bank account of the National
Council as prescribed in its internal rules andregulations before submitting the appropriate
application forms.
Where the required documents are in a language
other than the official languages used in Rwanda,the applicant shall have them translated into any
other official language by a competent authority
before submitting them to the National Council.
The applicant shall present the original
documents at the time of submitting the
completed forms and documents. Failure to do
so, he/she shall present justifications or theapplication shall be rejected.

Le formulaire de demande dinscription etautres documents annexes devront tre remis
personnellement ou par courrier recommand au
bureau du charg denregistrement.
Avant de dposer son dossier, chaqueinfirmire, infirmier ou sage femme paye desfrais dinscription, non remboursables, aucompte bancaire du Conseil National commespcifi dans son rglement dordre intrieur.
Au cas o les documents requis sont rdigs
dans une langue non officielle au Rwanda, lecandidat devra en prsenter la traduction faite
par une autorit comptente au Conseil
National.
Lors de la remise du formulaire de demande
dinscription, le demandeur prsente desdocuments originaux; en labsence des cesderniers, il doit fournir une justification
pertinente, si non, la demande dinscription estrejete.

Ingingo ya 5: Kwemererwa kwandikwa murirejisitiri
Kwemererwa kwandikwa muri rejisitiri bitangwaiyo Inama yIgihugu imaze kunyurwa nukoibisabwa byose byujujwe.
Mu gihe ibisabwa byose byujujwe, umuforomokazi,
umuforomo cyangwa umubyaza yandikwa mu gice
cya rejisitiri cyabigenewe kandi Inama yIgihuguikamuha icyemezo cyo gukora umwuga ndetsenicyemezo cyo kwandikwa muri rejisitiri bizahorabivugururwa.
Ingingo ya 6: Guhakanirwa kwandikwa murirejisitiri
Usaba kwandikwa ashobora guhakanirwa iyo:
1 ibyangombwa bye bifite amakemwa;
2 impamyabumenyi cyangwaimpamyabushobozi ze zitari ku rwego
rwemewe nInama yIgihugu.
Igihe usaba kwandikwa aba yahakaniwe, afite
uburenganzira bwo kujurira ku cyemezo cyafashwehakurikijwe ingingo ya 32 yItegeko n25/2008 ryokuwa 25/07/2008 rishyiraho Inama yIgihuguyAbaforomokazi, Abaforomo nAbabyaza.
Article 5: Acceptance for registration
Acceptance for registration shall be granted after
the National Council is satisfied that all therequirements for registration are fulfilled.
If all the requirements for registration are
fulfilled, the nurse or midwife shall be registered
in the appropriate part of the register and he orshe shall be issued, by the National Council,
renewable professional licence and certificate of
registration.
Article 6: Refusal of registration
The applicant may be denied registration if:
1 the authenticity of his/her documents is
questionnable;
2 his/her qualifications do not meet thestandards of the National Council.
In case of refusal of registration, the applicant
shall have the right to appeal against the decisionin accordance with Article 32 of the Law
n25/2008 of 25/07/2008 establishing theNational Council of Nurses and Midwives and
determining its organization, functioning and
competence.
Article 5: Acceptation denregistrement
Ladmission au registre est accorde aprs avoirsatisfait toutes les conditions dinscriptionexiges par le Conseil.
Lorsque toutes les obligations de linscriptionont t respectes, linfirmire, linfirmier ou la
sage-femme est inscrit dans la partie appropriedu Registre et le Conseil National lui dlivre un
certificat denregistrement et une carte delicence renouvelables.
Article 6: Refus denregistrement
Le candidat nest pas inscrit au Registre si:
1 lauthenticit des documents est remiseen question;
2 les qualifications ne sont pas cellesexiges par le Conseil.
En cas du refus denregistrement, le demandeur
a le droit de faire appel contre cette dcisionconformment larticle 32 de la Loi n25/2008du 25/07/2008 portant cration, organisation,
fonctionnement, et comptence du Conseil
National des Infirmires, des Infirmiers et des
Sages-femmes.

Ushinzwe rejisitiri cyangwa undi ubyemerewe, nibo
bonyine bemerewe kugira icyo bahindura cyangwabatunganya mubiyanditsemo.
Ingingo ya 8: Guhagarikwa no guhanagurwamuri rejisitiri
Umuforomokazi, umuforomo cyangwa umubyaza
wanditse ahagarikwa kuba muri rejisitiri igihe
icyabiteye ari impamvu yindwara ituruka kubumuga bwo ku mubiri cyangwa mu mutwe,
cyangwa se kubera imyifatire mibi.
Uwanditswe ahagarikwa byagateganyo cyangwa
akurwa muri rejisitiri burundu hakurikijwe icyemezocya Komite ishinzwe guca imanza, nkuko
biteganywa nItegeko rishyiraho Inama yIgihuguyAbaforomokazi, Abaforomo nAbabyazarikanagena imiterere, imikorere nububasha byayo.
Article 7: Access to registerand modifications
Registration shall be for a three (3) year period.
Its renewal depends on proof that the applicant
has deeply developed his/her knowledge andprofessional practice.
Access to the information contained in the
register shall be restricted only to the registrar orany other authorised person.
Only the registrar or any other authorised person
shall be allowed to make alterations ormodifications in the register.
Article 8: Suspension and removal from theregister
Any registered nurse or midwife shall be
suspended from the register due to physical or
mental impairment or misconduct.
A registered nurse or midwife shall be suspended
or definitively removed from the register on thedecision of the judgment panel as provided for
by the Law establishing the National Council of
Nurses and Midwives and determining its
organization, functioning and competence.
Article 7: Accs au registre et modifications
Lenregistrement est valide pour trois (3) ans.Pour cela, la rinscription dpendra davoir unepreuve que le demandeur a profondmentdvelopp ses connaissances et sa capacit
professionnelle.
Laccs aux informations contenues dans le
registre est rserv au seul chargdenregistrement ou autre personne autorise.
Seul le charg denregistrement ou autrepersonne autorise peuvent apporter desmodifications au registre.
Article 8 : Suspension et radiation du registre
Toute infirmire, infirmier ou sage-femme
enregistr est suspendu du registre si les
circonstances de suspension sont dues unedficience physique ou mentale, ou pour cause
de mauvaise conduite.
Lenregistr est suspendu provisoirement ou
radi du registre par dcision du Comit deJugement comme prvu par la Loi portant
cration, organisation, fonctionnement, et
comptence du Conseil National des
Infirmires, des Infirmiers et des Sages-femmes.

Ingingo 9: Gusubizwa muri rejisitiri
Umuforomokazi, umuforomo cyangwa umubyazawahagaritswe muri rejisitiri ku mpamvu yuburwayicyangwa imyifatire mibi mu kazi asubizwamo iyo
ushinzwe rejisitiri, akurikije amabwirizangengamikorere, agaragarijwe kandi anyuzwe nukousaba gusubizwa muri rejisitiri ashobora gukora
imirimo ye neza kandi nta ngaruka mbi ku buzima
bwabo agomba kwitaho.
Gusubizwa muri rejisitiri bikorwa mu buryo
buteganywa mu mabwiriza ngengamikorere. Arikoumuforomokazi, umuforomo cyangwa umubyaza
ntashobora gusubiraho iyo yahanaguwe murirejisitiri kandi:
1 igihe cyemewe cyo gusaba kongerakwandikwa kitaragera;
2 impamvu yatumye ahanagurwaitarakemuka.
Ingingo ya 10: Isuzuma ryimpamyabushobozi
Abagize Inama yUbuyobozi bwInama yIgihugu,za komite nabakozi bayo nibo bazabanzirizwahomwisuzuma ryimpamyabumenyi cyangwaimpamyabushobozi.
Article 9: Reinstatement to the register
A nurse or midwife who is suspended from theregister due to reasons of health or professional
misconduct, shall be reinstated to the register
only if the registrar, in accordance with internalrules and regulations, is shown evidence and is
satisfied that the applicant is able to effectively
practice and that there shall be no negative
consequences on health of the recipients of the
services.
Reinstatement to the register shall be done in
accordance with internal regulations. However, anurse or midwife shall not be reinstated if he/she
was removed from the register and:
1 It is not yet the period permitted forreinstatement;
2 the reason(s) for removal from theregistry has/have not been resolved.
Article 10: Verification of qualifications
Members of the Board of Directors of theNational Council of Nurses and Midwives, its
supporting committees and staff shall have their
qualifications verified first.
Article 9 : Rinscription au registre
Une infirmire, infirmier ou une sage-femmequi a t suspendu du Registre pour des raisons
de sant ou dinconduite professionnelle, estrinscrit au Registre uniquement si leRegistraire, en accord avec le rglement dordreintrieur, a eu des preuves videntes et
satisfaisantes que le concern est capable de
pratiquer de manire effective et quil ny aura
pas des consquences ngatives sur la sante desbnficiaires des services.
La rinscription au registre est faite
conformment au rglement dordre intrieur.Nanmoins, linfirmire, linfirmier ou la sage-femme ne peut pas tre rinscrit sil a t raydu registre et si:
1 la priode autorise pour larinscription nest pas encore arrive;
2 il na pas encore t tranch sur la causede la radiation.
Article 10: Vrification des qualifications
Toutes les infirmires, infirmiers, sages-femmes, membres du Conseil dadministration,des comits et le personnel du Conseil National
sont les premiers avoir leurs qualifications
vrifies.

The Minister of Health
Pursuant to the Constitution of the Republic of
Rwanda of 04 June, 2003 as amended to date,
especially in its Articles 120, 121 and 201;
Pursuant to the Law n 25/2008 of 25/07/ 2008
establishing the National Council of Nurses andMidwives and determining its organization,
functioning and competence, especially in itsArticle 26;
After consideration and adoption by the Cabinetin its session of 09/07/2010;
HEREBY ORDERS:
CHAPTER ONE: GENERAL PROVISIONS
Article One: Purpose of this order
This Order establishes the professional Code ofconduct for nurses and midwives in Rwanda.

Ingingo ya 2: Abo iri teka rireba
Iri teka rireba abaforomokazi, abaforomo nababyazabose banditse muri rejisitiri yInama yIgihuguyAbaforomokazi, Abaforomo nAbabyaza. Buri kigoumuforomokazi, umuforomo cyangwa umubwazaakoramo kigomba gutunga igitabo cyimyitwarireyabaforomokazi, abaforomo nababyaza.
Ingingo ya 3: Inshingano zakazi
Inshingano yibanze yumuforomokazi, umuforomonumubyaza ni iyo kubungabunga ubuzima
bwabakeneye kwitabwaho.
Umuforomokazi, umuforomo cyangwa umubyazaafite inshingano enye (4) zingenzi zikurikira:
1 guteza imbere ubuzima;
2 kurinda indwara;
3 kuzahura ubuzima;4 koroshya ububabare.
Mu mwuga wubuforomo nuwububyazahakubiyemo kubaha uburenganzira bwa muntu,
bukubiyemo uburenganzira bwo kubaho nokwihitiramo, bwo gukurikiza umuco, kubahwa no
gufatwa neza kandi mu cyubahiro.

Article 2: Scope of this Order
This Order concerns nurses and midwivesregistered with the National Council of Nurses
and Midwives. Every institution employing a
nurse and/or a midwife shall keep a copy of theCode of conduct of nurses and midwives.
Article 3: Professional responsibilities
The primary professional responsibility of a
nurse or a midwife shall be to preserve healthfor those people requiring nursing care.
A nurse or midwife shall have the following four
(4) main responsibilities:
1 to promote health;
2 to prevent illness;
3 to restore health;4 to alleviate suffering.
Respect for human rights, particularly the right
to life, to free choice, dignity and human
treatment as well as cultural rights shall be anintegral part of professional conduct of nurses
and midwives.
Article 4: Non discriminative profession
Nursing and midwifery services shall not be

du Conseil National des Infirmires, des
Infirmiers et des Sages-femmes. Chaqueinstitution qui emploi une infirmire, un infirmier
et/ou sage-femme doit avoir une copie du Code de
conduite professionnelle des infirmires, des
infirmiers et des sages-femmes.
Article 3: Responsabilits professionnelles
La responsabilit primordiale de linfirmire,linfirmier ou la sage-femme consiste donnerdes soins infirmiers aux personnes qui en ont
besoin.Linfirmire, linfirmier ou la sage-femme aquatre (4) responsabilits essentielles:
1 promouvoir la sant ;
2 prvenir la maladie ;
3 restaurer la sant;4 soulager la souffrance.
Le respect des droits de lhomme, en particulierle droit la vie, au libre choix, la dignit et
un traitement humain, ainsi que les droitsculturels font partie intgrante de la conduite
professionnelle des infirmires, infirmier et
sages-femmes.

Mu mirimo yubuvuzi, umuforomokazi, umuforomo
cyangwa umubyaza bita ku muntu ubwe, umuryangonabaturage rusange, kandi bagahuza iyo mirimoniyabandi bahuje inshingano.

Ingingo ya 6: Kubaha uburenganzira nagaciro kamuntu
Bitabangamiye ingingo zamategeko zihariyeziteganya uburenganzira bwumurwayi mu Rwanda,umuforomokazi, umuforomo numubyaza bagombakubahiriza ibi bikurikira:
1 gukora imirimo ye aharanira uburyo
uburenganzira bwa muntu, agaciro ka muntu,umuco, nukwemera kwa muntu,ukwumuryango nukwabantu rusangebyakubahirizwa;
2 kwiyemeza guharanira ko umuntu ahaweamakuru ahagije mu nyandiko yashingiraho
kugirango yiyemerere uburyo yakwitabwaho
influenced by any consideration of age, color,creed, culture, disability or illness, gender,
nationality, politics, region, social status or anyother personal characteristic.
Article 5: Nursing and midwifery services
A nurse or midwife shall render health services
to the individual, the family and the communityand co-ordinates his/her services with those of
other groups of similar responsibilities.
CHAPTER II: CONDUCT TOWARDSPATIENTS
Article 6 : Respect for human rights andvalues
Without prejudice to provisions of particular
laws that specify the rights of a patient inRwanda, a nurse and midwife shall:
1 promote the respect of human rights,
human dignity, culture and spiritualbeliefs of the individual, family and
community;
2 ensure that the individual receiveswritten and sufficient information on
which to base his or her consent for care

1 promouvoir le respect des droits humains,
la dignit humaine, les coutumes et lescroyances spirituelles de lindividu, de lafamille et de la communaut;
2 veiller ce que lindividu reoive desinformations crites et suffisantes pour
donner son consentement, en pleine

yifatanya na rubanda mu kugira uruhare rwo
gutangiza no gushyigikira ibikorwa bituma abantu
bagira ubuzima nimibereho myiza, hitabwa cyanecyane ku bafite intege nke.
Umuforomokazi, umuforomo cyangwa umubyazaanafatanya nabandi bantu mu kubungabungaibidukikije kugirango byoye gucika, guhumanywa,kononwa no kwangizwa.
Ingingo ya 8: Guhakana umurimo bishingiye kukubura ububasha nubushobozi
Umoforomokazi, umuforomo cyangwa umubyaza
ategetswe guhakanira umuntu wese wamusabaamabwiriza yo gukora akazi asanga katari mu
bubasha bwe cyangwa adafitiye ubumenyi buhagije.

Article 7: Collaboration in promoting healthactivities
A nurse or midwife shall collaborate with
members of the community in initiating and
supporting actions to meet the health and social
needs, in particular those of vulnerablepopulations.
The nurse or midwife shall also collaborate with
others in conserving the environment in order to
protect it from depletion, pollution, degradationand destruction.
Article 8: Refusal to act for lack of capacityand competence
A nurse or midwife is required to reject any
instructions to perform any activity that isoutside his/her scope of competence or one for
which he/she lacks sufficient knowledge.
However, in that case, he/she shall inform his/her
supervisor or the person who gave him/her such
instructions.

conservation de lenvironnement afin de leprotger contre lpuisement des ressources, lapollution, la dgradation et la destruction.
Article 8:Refus dagir par manque de capacitet de comptence
Linfirmire, linfirmier ou la sage-femme doit
refuser dagir lorsquil sagit de toute actiondpassant sa capacit et sa comptence. Par
contre, il communique sa dcision son
responsable ou la personne qui lui aurait
demand dagir.
