Mozambican ICT Research in the Context of the IST-Africa Initiative (1)
• Work being done to strengthen Mozambican ICT research capacity:– Review National ICT and National STI Policy in order to
identify the gaps that can be solved through research;
– Work closely with the Mozambican academia, research institutions and ICT industry in order to better define priorities for the ICT research;
– Raise awareness regarding ICT research in our national ICT workshops (public sector workshops involving government leaders)
– Improve collaboration at regional and international level.

• Benefits of Belonging to the IST Africa initiative:– Through FP7 program IST-Africa promotes European-African
research cooperation linking researchers from both continents;
– IST Africa African partners take advantage of sharing their experiences and lessons leapfrogging some of their challenges,
– IST Africa African partners take advantage of exploring opportunities to interact with other researchers from Europe and other countries;
– IST Africa African partners share the vision of building capacity and awareness as a pillar for strengthen research capacity.

Current Status of the ICT Legal Environment
• Telecommunications sector liberalized;
• Open and competitive market;
• Autonomous regulator;
• Telecommunications Policy in place (2004);
• Telecommunications Strategy in place, which includes Internet access in the Universal Service (2006);
• Telecommunications Law in place (2004);
• Universal Access Projects under implementation (from 2007);
• Electronic Transactions submitted to Government (2010).

Current Status of the ICT Infrastructure
• National broadband backbone:
- Optical fibre connecting all the 11 provincial capitals;
• International connectivity:
- SEACOM and EASSY submarine cables;
• Telecommunication Services available:- Telephony Operators: 1 for fixed telephony and 2 for mobile telephony; the third is coming;
- Customers: Fixed telephony=78,000; Mobile telephony=3,455,237;
- Coverage: Fixed telephony= 92% of the districts; Mobile=95%.
- Telecommunications operators: 14
- ISPs: 10;
- Cable TV: 2

– Create a critical mass of researchers and improve coordination and focalizantion in the research activities;

– Create prioritization in the research agenda; and
– Increase public investment in R&D.
