Mr. Cole is a Houston based executive “Rainmaker” with a successful history of executive level sales, sales
management and operations management bringing passion and focus to revenue generation, growth and profitability.
His skills are further enhanced by creativity and innovation, process management and optimization, strategic team
development and management, operations, strategic planning and decision making. His leadership is enriched by high
levels of knowledge and experience in go-to-market and growth strategies, product development, life cycles, services
and delivery and a strong marketing and branding orientation.
He is driven by passion, the challenge and the desire to add value through the identification and the capturing of new
business opportunities through an in-depth understanding of target clients and markets; brand strength and by the
motivation of sales operations culminating in exceptional team performance. He maintains an emphasis on information
technology integration, infrastructure, platform and process optimization and enterprise security for Fortune 1000, mid-

Mr. Cole is experienced in all phases of business operations including sales and marketing, asset management, human

acquisitions. He has been instrumental in the turnaround of numerous organizations and has served on the Board of
Directors for companies including Pacific Medical, Regenetech, and ISV. Mr. Cole is a member of the Federal Bureau
of Investigation’s Infragard program, Greater Houston Chapter, the HIPAA Conformance and Compliance Organization
(HCCO) and is a published author. Mr. Cole attended the University of Houston.
**************** A unique differentiator exists within Mr. Cole’s background held by possibly less than 20% of our workforce and
shrinking – management experience obtained during the 1970’s economic downturn; second only to the Great
Depression. Mr. Cole’s management career began with the financial management of fixed operations during very similar
economic conditions that took place during the Carter Administration.
Mr. Cole’s career began with his being chosen to oversee the implementation of a new operational model for fixed
operations mandated by Toyota Motor Sales. Upon completion of Toyota University’s; Toyota Education for the
Advancement of Management in Service (TEAMS), Mr. Cole led the implementation of the new model significantly
increasing profitability while establishing more competitive pricing structures. Used as the foundation of today’s fixed
operations; the dealer is now producing in excess of $100 million in revenue from the same location.
As a result of implementing new operational concepts and models, Mr. Cole’s out-of-the-box thinking began to solidify
and he began undertaking projects including assisting corporations with the re-engineering of their business model
integrating advanced technologies achieving numerous milestones, new levels in revenue, services, cost containment,
operational efficiency and customer relations.

Technology boosts health care compliance, training systemsHouston Business Journal - by Richard Cole
Health care providers have cut costs and have trimmed their staffs as a means to remain profitable, but at what cost to a patient's safety? At a time when fewer workers are performing more tasks, health care providers must begin looking for tools that will allow staff members better access to information and training.
Human performance and safety can be enhanced considerably through technology. Although technology developed for other industries may be only part of the solution, it does offer the health care industry an immediate avenue to begin addressing the new challenges.
A recent Institute of Medicine report estimates that over 7,000 deaths each year are caused by preventable medication errors. In addition, preventable medication errors are estimated to increase annual hospital costs by approximately $2 billion nationwide. Many of these adverse effects are associated with pharmaceuticals.
The Food and Drug Administration receives approximately 100,000 reports per year of adverse events associated with medical devices and over 250,000 reports associated with pharmaceuticals. The FDA estimates that over one-third of these adverse events are preventable.
According to the report, the health care industry maintains a proficiency level of 99 percent. Although this is impressive, drastic improvements are necessary. If performance levels of 99.9 percent were applied to the airline and banking industries (substantially better than those in health care), it would equate to two dangerous landings per day at O'Hare International Airport or 32,000 checks deducted from the wrong account per hour.
STREAMLINING ADMINISTRATION
One way that many large companies improve patient safety is by streamlining the administration of their corporate compliance, training and incident-tracking programs.
This can be accomplished by integrating the system with e-mail, establishing an automatic notification process allowing companies to fully automate and manage system-wide programs.
Fully integrated systems not only ease administrative burdens but also hold the staff accountable for knowing company policies and procedures and completing all their assigned training through 24 hour a day Web-based access.
WIRELESS APPLICATION
Health care shares a number of characteristics with other industries, as they all rely on systems which include the interaction of humans and technology to perform a number of functions leading to an outcome. However, health care is distinct in its complexity. For example, a patient in an intensive care unit is the recipient of an average of 178 different activities performed per day that rely on the interaction of monitoring, treatment and support systems.
It has been suggested that many medical errors can be attributed to the simple fact that the knowledge base to effectively and safely deliver health care exceeds the storage capacity of the human brain. The technology is available, however, to put policy, procedures and training into the hands of a health care operation's staff using wireless application protocols.
Systems have been developed for use with commercially available hand-held devices, allowing procedures to be downloaded for immediate access. These systems also provide data collection, incident reporting and sign-off capabilities on a point-of-need basis.When incidents occur, especially when life threatening, workers may not remember exactly what to do and do not have the time to run a look up a procedure.
COMPUTER-BASED TRAINING
The Veterans Administration, considered as one of the nation's leaders in patient safety, has instituted patient safety programs in all of its health care facilities, which serve 3.8 million patients nationwide. This year, the VA will invest over $47.6 million to increase the requirement for patient safety training for staff from 15 to 20 hours a year. This, in part, isdue to the Institute of Medicine's recommendation of including periodic re-examination of a health care professional's knowledge of patient safety as part of the provider's license renewal.
Organizations can implement online testing programs that not only help ensure high levels of competency, but also provide a vehicle for self-assessment and benchmarking.

Utilizing computer-based training systems with integrated testing and remediation allows organizations a cost-effective alternative to classroom training. Certain educational courses are best taught in a classroom setting, while others can be effectively taught utilizing advanced training systems, which can be supplemented by online training and knowledge management programs.
Properly implemented, organizations can achieve a first-year return on investment of over 400 percent.
Errors occur throughout operations, and utilizing software that allows organizations to define the characteristics of an incident and automatically follow the report through the system has proven to be an invaluable tool.
Fully integrated compliance and training systems can assist health care organizations in the development of corporate integrity programs for federally mandated actions including Occupational Safety and Health Administration, FDA, Environmental Protection Agency and Health Care Financing Administration, among others. Even the most difficult integrity programs can be centrally managed and maintained by use of integrated products for compliance, management of change, material safety data sheets management, incident tracking and reporting, training and testing.
When properly integrated into an organization, technologically based solutions can also result in an enhanced risk management program, operating as a tool capable of defusing potential liability hot spots.

Catastrophic rehab venture lands capital to begin string of clinicsHouston Business Journal - by Jennifer Darwin
A local company that wants to provide outpatient rehabilitation for catastrophic injuries has secured a total of $5 million to launch its concept.
A group of investors, including investment bank Oxford International of Bethesda, Md., has provided the backing for the new venture called Cole Integrated Medical Holdings.
The company plans to open 10 to 20 facilities over the next five years, beginning in Houston and then throughout Texas. The first location, which is still under negotiation, would open in April 1999.
Cole President and CEO Richard Cole says he got the idea for the business by watching the treatment of patients with spinal cord injuries and neurological disorders. They are routinely released as quickly as possible from the hospital, but have to go to another facility because they still require care, he says.
"I noticed there was a big gap in the continuum of care," Cole says. "They will do better by being able to go home."
These facilities will be unique because they bring together all of the disciplines available in a rehabilitation hospital and add on an ambulatory surgery center, he says. And patients will have the added benefit of being able to go home every day.
Cole Integrated will market primarily to insurance companies, but it has yet to sign a contract. Cole predicts he can save third-party payers between 40 percent and 60 percent on rehab costs.
Making the rounds
The Memorial/Sisters of Charity HMO has received approval from the Texas Department of Insurance to more than double its coverage area. The HMO, which now serves the 15 counties surrounding Harris County, will expand to add 18 counties to the area, which will stretch along the coast as far south as Kenedy County.
As of January, Memorial/Sisters of Charity had 20,524 members and ranked as Houston's ninth largest HMO.
• HMO Blue is jumping into the local Medicare HMO market. The subsidiary of Blue Cross and Blue Shield of Texas announced two weeks ago that it will be offering Medicare HMOs in both Houston and Dallas under the product name Senior Blue. In addition to traditional coverage, the HMO will not have restrictions on prescribed drug choices and will offer a covered amount of $1,500 per calendar year.
• Dynacq International Inc. broke ground last month on a new primary care hospital in Pasadena. The 48-bed facility, Vista Medical Center Hospital, will cost $2 million to construct. The hospital is being built adjacent to the company's Vista Healthcare Complex, which contains an outpatient surgery center and physician practice management group. Construction should be complete later this year. Once the hospital is added to the complex, the company plans to duplicate the concept in other areas.
• Houston-based Agennix Inc. has been granted a patent from the U.S. Patent and Trademark Office for the production of recombinant lactoferrin. Lactoferrin is a natural protein the firm uses in the development of anti-inflammatory products.
• The Texas Department of Insurance issued a bulletin to health insurance companies this week reminding them that they are required by law to notify patients of their right to a binding independent review when they are denied treatment. The bulletin from Commissioner Elton Bomer went out to insurance companies, HMOs and their utilization review agents.
TDI sent out the notice because of the small number of patients who have asked for an independent review since the process became available last November. Since that time, only 167 cases have been submitted for review.
"We aren't sure why so few patients are seeking independent review," Bomer said in a statement. "I want to make sure the HMOs, insurance companies and utilization review agents understand that they're responsible for telling patients about this important new right."
Of the cases submitted for independent review, 66 were decided in favor of the patient and 70 were decided in favor of the HMO or insurance company. Others are pending or resulted in split decisions.

Internet-based business model revs up savings for auto dealers Richard B. Cole
As technology encroaches more into the way businesses operate, industry specific applications are becoming more prevalent, including those that are not thought of as high-tech. Car dealers, for instance, traditionally rely on old-fashioned face-to-face customer relationships. But many are beginning to explore technology as a way to improve upon that service.
Automobile dealers may recognize the potential value of the Internet, but how to establish a fully functional e-commerce system remains a mystery to many.
Developing a truly functional operational model for either an e-commerce or Internet-based customer relationship management system only requires a little creativity mixed with an understanding of the business processes. Combine this with a working knowledge of emerging technologies, and automobile dealers can easily develop fully functional e-commerce models, increasing both productivity and profitability.
They need to realize, however, that an e-commerce model is part of an overall customer relationship management program.
For most businesses, using the Internet as a backbone allows connection to not only potential customers, but to current customers, vendors, lenders, manufacturers, businesses and a host of others. But there are a number of areas that are unique to automobile dealers because of the connectivity issues that must be addressed.
For an automobile dealer, creating a fully integrated e-commerce model for existing operations can establish double-digit growth sustainable with minimal increases in support systems.
Fully Internet integrated dealers must operate two connectivity platforms simultaneously. One is for the general consumer, and the other is for internal business functions. This requires integrating multiple levels of security and working with third-party vendors to integrate the technology while staying within the limitations of the consumer segment while harnessing the power of the business segment.
Basic connectivity. A dealership's first step towards success with an advanced online system relies heavily on providing Internet access for everyone at the dealership. This basic connectivity establishes the foundation. Once the proper connections are made, the dealer can operate an advanced local area network integrated with an advanced communications platform for both interdepartmental communications and external communications.
The platform allows dealers to begin integrating technologies available in both the consumer and industrial markets that have become readily available.

Adobe Acrobat, the prominent document transportation program, allows documents to be sent over the Internet without loosing any formatting while allowing them to be read on any personal computer. Unless they are extremely large, documents can easily be sent as e-mail attachments.
Thus, creating the platforms allows dealers to not only simplify, but improve communications between the dealer and the customer base.
Training programs. Distance learning applications allow dealers to control the content and the continuity of company training programs. Consistent training programs can be accessed during slow periods or even from an employee's home.
Dealers also can implement testing programs that confirm the intended knowledge was not only reviewed by an employee, but that the employee retained the knowledge as well.
Human resources. Technology is also available that allows automobile dealers to establish an online human resources department that gives employees 24-hour access to an abundance of information, including company training programs, forms, policies procedures and employee benefits. Combined with features from a distance learning program, the dealer can ensure that an employee's knowledge of specific policies or procedures has been obtained.
Video conferencing. Interdepartmental communications also can increase operational efficiencies. Integrating simple technologies such as Web cams operating on local area networks, which make video conferencing possible, eliminate unnecessary trips for face-to-face meetings. Such imaging technologies also are becoming an increasingly valuable tool for communications with customers as more become connected to the Internet using broader bandwidths.
Process integration. Dealers can also interface current databases and automate a number of business processes, freeing up employees to handle other matters. Combined with wireless applications, such as the pocket PC, employees can access updated information at anytime on or off the premises.
Creating an e-commerce operations model for the automobile dealer can vastly improve efficiency and profitability of the business. All it takes is a little creativity and a little know-how. As technology continues to evolve, bringing more and better connectivity for both businesses and consumers, dealers taking advantage of these technologies hold the power to implement best practices with advanced models resulting in maximized productivity and efficiency in all departments.

Since information technology (IT) infrastructure is now integral to a company's entire operations, threats to network security are not just "an IT issue" anymore but one for management as well. One of the key threats facing oil and gas companies today is the ability of anyone to download sophisticated software programs off the Internet. Advanced software programs can be downloaded from numerous software vendors and hacker sites that allow anyone to have complete, real-time access to a company's network system, either internally through the Internet or through the company's remote-access systems. With these tools loaded locally, a hacker can discover a company's complete IT topology, including all of its network devices, without anybody at the company ever knowing it. This occurs if there is no adequate network visibility to see what is occurring within the system.
Today's buzz phrase is "remote agents." Although these agents serve a useful purpose in network system management by allowing remote management of a company's entire infrastructure to keep it optimized, they also can be used against a company's network. That's because once installed, they can provide a remote control of the system to hackers who successfully breach security and, once successful, can then take over the company's network. In addition, a hacker can make a backup of confidential information without affecting any part of the active network and can retrieve data at any time. This can happen because there are no industry standards to protect these databases and the company's confidential information.
Insiders Are the Largest Threat
The bad news for company management is that most hackers are not attacking from the outside but are company employees, contractors, one-time solution providers, or even sales associates from large software or hardware vendors. The common issue with the oil and gas industry is that, historically, it has not kept pace in guarding against increased hacker access or in the sophisticated levels of remote-access software. Traditionally, companies have hired network system administrators to be responsible for securing information resources but have provided them with limited, if any, technological security tools or network visibility tools.
Network vulnerabilities should be considered of red-level importance for oil and gas companies that have operations in some of the world's most politically volatile regions where it is difficult to definitively know who is actually associated with whom. Many people who appear "safe" (including those having successfully passed background checks) have access to computers within the company's infrastructure and can gain unauthorized access to critical information. If data logs exist that document these activities, it is an extremely time-consuming task to review and analyze the logs to

determine if an event actually occurred and, if so, to what extent.
Five-Part Solution
Given the threats to IT network security within the oil and gas industry, what can management proactively do? Initially, it must gain an understanding of the basics of security threats and solutions by working in conjunction with the company's IT department. Then, it must develop a comprehensive security program and implement it. Essentially, it's a five-part solution beginning with the most important: infrastructure visibility.
That visibility should allow continuous monitoring of the company's IT infrastructure including a company's switches, routers, and network hardware configurations. It includes monitoring actual cabling and connectivity, transport mechanisms (fiber, copper, or wireless), and the protocols that are used to communicate.
The second part of the solution involves monitoring the company's information transport, data, and application systems and, additionally, the servers and desktops they run on. The most widely accepted approach is the broadest one: monitoring the application structure by employing a full-featured product that monitors all computer and business applications in real time. These are the most important, critical, and vulnerable because this is where a company's data are stored.
The third part of the solution focuses on security-analysis software. The company's security-application group needs to be able to identify and defend in real time unauthorized access through firewalls or unauthorized access to applications and databases.
The fourth part enables companies to stop any unauthorized processes in real time. This is typically accomplished with an application suite specifically designed for protecting resources from unauthorized use. Different from security-analysis software, security management suites allow a company to prevent unauthorized processes from even starting. Additionally, it provides a traceable and accountable transaction log from beginning to end of the unauthorized process.
The most sophisticated is the fifth part of the solution: the custom-configuration component. This enables the four solution applications to interoperate and deliver a single-user interface that identifies the health of the company's data and communications infrastructure.
By properly establishing policies, procedures, and operational models, companies that have the best visibility throughout the infrastructure can determine their security needs
An IT security breach? How serious could that be?
IT security vulnerabilities strike right at the core of oil and gas operations. For example:
At a large Houston-based E&P company, a vendor's software package (being used legitimately at the company) fell into the hands of a contractor. After gaining unauthorized access to several network systems, the contractor "mirrored" the network's information, showing real-time transactions, onto a storage device. Mirroring the port caused a significant drain on bandwidth, slowing the capabilities of the primary system to the point that the company had difficulty with daily operations. Another oil and gas company belatedly noticed that several thousand barrels of oil were missing. Consequently, its accounting department spent a substantial amount of time poring over financial information in an attempt to uncover the problem, which actually involved manipulation of the company's network system.
As a result, it had to replace the missing barrels and incur the resulting revenue loss.

on the basis of specified applications and data. The more sensitive data can be determined "high-level security." This allows companies to adjust their security posture in real time, thus enabling them to operate the network at the highest efficiency and productivity levels with maximum security without hindering corporate profitability.
The Outlook
The IT security future for the oil and gas industry appears considerably brighter than in recent years, with the industry largely adopting standards that previously had not been followed. The industry is becoming more sophisticated in using advanced application suites and methodologies that aid in implementing the solutions outlined. In addition, a growing number of professionals within the oil and gas industry are implementing advanced-support mechanisms that address both infrastructure security and infrastructure productivity.
The bad news is that hackers have ready access to an increasingly wide array of tools and are becoming more sophisticated in their ability to gain access to network systems. To combat this, second-generation applications go well beyond even those used in the late 1990s. These applications are more robust, more intelligent, more user-friendly, and much more manageable. Most of the first-generation applications required months and thousands of man-hours to deploy, while today's applications can be deployed in weeks, and some within days.
In addition, these second-generation tools operate on united platforms, which means their operation considers all layers of the network, and they are critical for the convergence of various technologies. The tools to deploy against IT security threats and vulnerabilities are better than ever but are useless if company management is not proactive in taking initiatives to implement these tools.

Meet security concerns that are caused by technology convergence Richard Cole Special to Houston Business Journal
Security alert! Too many times it's like a car alarm blaring; for all the noise, it's not given proper attention. And that spells trouble for technology convergence.
Last February, President Bush announced a national strategy to secure Cyberspace, acknowledging the extraordinary and difficult challenge of securing both public and private information technology infrastructures. As technologies such as personal data assistants, wireless networks, instant messaging and peer-to-peer file sharing programs find their way into an enterprise, often unbeknown to IT, they can create numerous security and management issues.
However, when properly deployed throughout an enterprise, they can offer business advantages through increased communications, work collaboration, sales processing and customer relationship management, eventually touching all business processes.
Although these technologies offer many benefits, they can create both security and legal issues for the company, such as the SOBIG worms and the ongoing recording industry lawsuits. When vulnerabilities are exploited, costs can rapidly become staggering, as evidenced by the FBI in its 2002 Computer Crimes Report. Of the 530 companies surveyed, only 223 companies were able to quantify their losses financially; but, for those 223 companies, the losses totaled well over $450 million.
Technology tornado
Hackers have a multitude of tools readily available free from Internet resources, and the knowledge required to cause severe damage is minimal. To combat this calls for individuals capable of documenting, analyzing, developing and deploying programs/applications that prepare companies for the convergence of ever-newer technologies used in the workplace.
Companies find themselves in this technology tornado because of increased user knowledge and the ease of deploying many of these technologies requiring no assistance from the IT department. Computer users have become so computer savvy that the whole playing field has become a super-infrastructure rather than just a communications or data transfer platform.
Proactive responses
Each new technology calls for developing and implementing proactive responses, instead of reactive ones after the damage is done.
First, companies should assess their entire network infrastructures by performing network and security audits. While this is not publicly acknowledged by the industry, the vast majority of manufactured hardware and

software contains flaws and vulnerabilities.
Next, software applications should be examined to ensure that the latest updates and patches have been applied properly. Rogue applications including peer -to-peer file sharing, such as Kazaa, adware and spyware, are often a major source of trouble. However, once a thorough understanding of the infrastructure and applications is obtained, remediation can begin to secure the network. Once secure, network monitoring must occur to observe traffic flow, ensuring only "legal" traffic is allowed. Excessive traffic may signal the need for further investigation to determine if the network is under attack.
Best practices
Finally, all companies should begin using industry "best practices" (for example, the Microsoft Operational Framework).
And companies can also take a page from Cisco's SAFE blueprint, a flexible, dynamic plan for security and virtual private networks based on Cisco architecture for voice, data and integrated data. This blueprint enables businesses to securely and successfully leverage their infrastructure to compete in today's and tomorrow's economies.
The security problem continues growing because most people are still used to yesteryear's networks, not taking into account the astounding changes brought about by Internet connectivity. The Internet makes network security a real problem that demands attention and solutions to protect companies, their employees and vital internal information.

A trio of security specialists is starting up a company in Houston with plans to field teams of trained agents to provide threat and risk management and protection to high-level individuals and companies around the world.
Alliance Group Research is jumping into a $14 billion global industry with a start-up investment of $23.6 million from a group of international investors and clients. The company declines to identify its investors, saying only that they are "high net-worth individuals and a couple of private corporations."
Alliance's principle partners are Ross Leo, former chief security architect for the Mission Control Center at the Johnson Space Center; Wolfgang Ziegler, a former special agent with the Georgia Bureau of Investigation; and Richard Cole, whose background is in business management in the information systems sector.
Alliance has already signed cooperative agreements with the Houston Community College System's Public Safety Institute to use HCC's law enforcement training facilities for its own training as well as to provide instruction for the college system's training programs. Alliance also has a partnership with Virginia training company Insyte LLC.
The company expects to hire, train and deploy 150 agents over the next 12 months, says H.B. Norris, vice president for planning.
The partners have been working for a year to launch the company, with the idea of providing a range of services including high-level dignitary protection, global travel planning, kidnap and extortion countermeasures, corporate counter-espionage and protection of data and intellectual property.
Leo sees Houston as a strategic location for Alliance.
"Houston is a city that has one of the most active ports in the world," deemed a critical infrastructure by the U.S. Department of Homeland Security, Leo says.
And that's in addition to Houston being an energy center and being home to a host of companies that have operations in some of the most high-risk locations around the globe.
But Leo points out that there is not much security training going on in Houston, and that the city has a low profile for security services, although there is a fair amount of IT security work taking place locally.
There is at least one other company in Houston providing services similar to those planned by Alliance: Secure Solutions International, a management consulting firm specializing in risk mitigation and security services to companies facing risks of terrorism, political instability, hostile competitors and other threats.
High alert
Todd Brown, director of the Overseas Security Advisory Council of the U.S. Department of State, said in a recently published report on security trends that U.S. businesses and other entities face growing security threats as they expand the scope of their international operations.
In Asia, particularly India and China, the threat of fraud and theft of business and trade secrets against U.S. businesses "has increased exponentially in recent years," according to the OSAC analysis.
In Europe, there has been "a steady increase in 'home-grown' political radicalism," while in North Africa, terrorists pose a serious threat to Western companies. And these threats now extend beyond oil companies to other Western economic and political targets, the OSAC report said.
"We are sinking a lot of resources into enterprise risk management -- identifying the risks to a particular enterprise and mitigating those risks," says Jim Loucks, Houston-based managing director of Aon Risk Services of Texas Inc., a division of Chicago-based global insurance firm Aon Corp.
Insurers such as Aon, American International Group Inc. and The Chubb Corp., which insure global companies with extremely high risks, typically contract with specialized security firms to train their clients' executives and other key employees in risk avoidance as well as how to respond when an incident such as a cyber attack or a kidnapping occurs.
Indeed, in the case of Alliance, Leo and Ziegler hold various security and training certifications. For the last year, Leo has been a security instructor for Vigilar Inc., an information security consulting firm with headquarters in Atlanta and Dallas.
