OVERVIEW INFORMATION
PURPOSE OF THIS GUIDE
This Implementation Guide supports the RII Resources and Infrastructure Industry Training Package (RII Training Package). It is designed to assist industry and Registered Training Organisations (RTOs) to implement the RII Training Package. It provides advice about the features of the Industry Training Package, its structure and application.
WHAT IS AN INDUSTRY TRAINING PACKAGE?
Industry Training Packages specify the skills and knowledge required to perform effectively in the workforce. They do not prescribe how an individual should be trained. Trainers and supervisors develop learning strategies to support an individual learner's needs, abilities and circumstances. The development and endorsement process of Industry Training Packages ensures the specifications are developed to an agreed quality standard and are highly responsive to industry’s existing and future demand for new skills.
Industry Training Packages:
provide a consistent and reliable set of components for training, recognising and assessing learners skills,
and may also have optional support materials;
enable nationally recognised qualifications to be awarded through direct assessment of workplace
competencies;
encourage the development and delivery of flexible training which suits learner and industry requirements;
and
encourage learning and assessment in a work-related environment which leads to verifiable workplace
outcomes.
Industry Training Packages, including the RII Training Package, must be developed to comply with the Australian Government Standards for Training Packages and associated Policies.
The RII Resources and Infrastructure Industry Training Package consists of the following endorsed components:
Units of competency – which specify the standards of performance required in the workplace;
Assessment Requirements – which are associated with each unit of competency specifying the performance
evidence, knowledge and assessment conditions for assessment;
Qualifications – which comply with the Australian Qualifications Framework (AQF) specification for that
qualification type and describe a combination of units of competency that provide a meaningful outcome at
an industry or enterprise level; and
There are currently no Credit Arrangements in the RII Training Package.

SkillsDMC works in partnership with industry and key stakeholders to develop the Resources and Infrastructure Industry’s competency standards. These are critical to the success of Australian companies and their workforces.

The competency recognition framework for all five sectors is held within the RII Resources and Infrastructure Industry Training Package which includes:
58 qualifications aligned to the Australian Qualifications Framework (AQF);
793 Resources and Infrastructure Industry Training Package units of competency;
179 Imported units of competency; and
32 Skill Sets.

There are no prerequisites for RII Training Package qualifications or units of competency. Where imported units have prerequisites these are identified within the relevant qualifications. Care must be taken when selecting an imported unit to verify a prerequisite unit requirement.

KEY WORK AND SKILLING REQUIREMENTS IN THE RESOURCES AND INFRASTRUCTURE INDUSTRY
The Australian Resources and Infrastructure Industry is comprised of five sectors – Coal Mining, Metalliferous Mining, Civil Infrastructure, Drilling and Quarrying (Extractive). Many operations are in remote or rural locations with major resources projects currently concentrated in Western Australia and Queensland.
Though diverse, the five industry sectors are intrinsic economic partners heavily reliant on each other for commercial success within a single eco-system. They have workforce development challenges which if not addressed, will result in a loss of productivity for the industry. The challenges include:
an ageing workforce nearing retirement age, especially at managerial and operational level;
new worker attraction in the face of often negative public perception of the Industry;
remote operation locations requiring sophisticated workforce movement practices;
engaging regional communities as a source for an operational workforce;
ongoing skill enhancement to support safety, operational and technological requirements;
attraction and retention of female workers;
up-skilling and cross-skilling workers who move across from related industries so they are able to fill skills
gaps in a timely manner; and
global economic shifts that dictate changes in workforce direction.
There is a need to identify generic and emerging skills within the industry to support the employability of individuals and to assess and prepare the workforce for current and future productivity.

CONTINUOUS IMPROVEMENT OF THE RII TRAINING PACKAGE
SkillsDMC engages with industry to determine skill needs relevant to industry requirements. It is through this engagement that issues are identified which result in further development of qualifications, units of competency and Skill Sets within the RII Training Package.
These issues are resolved through the activity of five Sector Standing Committees (SSC). These Committees are comprised of a Chair, key industry participants and union representatives.
The SSC may resolve an issue through either of the following two methods:
via committee consultation and research process; or
through the engagement of an Expert Panel or Reference Group.
To ensure the RII Training Package continues to reflect the current and future needs of industry, SkillsDMC maintains an online Continuous Improvement Register as part of the industry engagement and continuous improvement strategies.

REGULATION AND LICENSING IMPLICATIONS FOR IMPLEMENTATION
Each unit of competency, qualification and Skill Set identifies where regulation and licensing requirements may apply by including one of the following statements:
No licensing, legislative or certification requirements apply to this unit/qualification at the time of
publication; or
Licensing, legislative, regulatory and certification requirements that apply to this unit/qualification can vary
between states, territories, and industry sectors. Relevant information must be sourced prior to application
of the unit.
Licensed occupations and registrations
Regulations about licensed occupations and registrations vary from jurisdiction to jurisdiction. Some of the qualifications and units of competency in the RII Training Package are associated with statutory positions, but none result in a statutory ticket. Statutory tickets or licences are issued by State/Territory regulators.
Requirements for licences and registration can change. All information about licence/regulation requirements should be checked with the appropriate authority before training commences or work is carried out.
Commonwealth and State licencing and regulation
Licensing, legislative, regulatory and certification requirements can vary between states, territories, and industry sectors. Contact your local regulator for advice on:
complying with Work Health and Safety laws;
reporting a workplace incident;
renewing or applying for licences;
workers' compensation claims; and
registering plant and plant designs.

High Risk Work Licence units
The Model Work Health and Safety Regulations set out the training and assessment requirements for a person performing high risk work, and the arrangements for issuing a licence to a person performing high risk work.
The Model Work Health and Safety Regulations recognise classes of licence for High Risk Work and require that all training and assessment for High Risk Work Licences occur within the vocational education and training system. Unless otherwise advised by particular States and Territories, all training for licences must be issued against the relevant units of competency.
The RII Training Package includes 12 imported licensed units of competency listed in the table below.

Relationship between licenced and non-licenced units of competency
Non-licensed units also exist for the areas of work listed in the previous table. Licensed units are to be used for training and assessment for licensing purposes, whereas industry units can be used for assessing workplace competence.
The following table shows where non-licenced RII units of competency cover similar content to imported licenced units of competency. With careful consideration of the content of both the matching licensed and the non-licensed units of competency, RTOs can cover off both units using a holistic approach to training delivery. SkillsDMC recommends this approach to enterprises to ensure maximum value from the delivery of training, and increase options for staff who undertake the training.

IMPLEMENTATION INFORMATION
Industry Training Packages are not static documents; they are constantly reviewed and amended to reflect the latest industry practice and are version controlled. It is essential that the latest version is always used.
The latest version of the RII Training Package can be found at training.gov.au. The SkillsDMC website contains support materials such as Companion Volumes and Mapping Guides.
Implementation of Industry Training Packages within the National Training System is regulated by the following authorities:
Australian Skills Quality Authority (ASQA) is the national regulator for Australia’s Vocational Education
and Training sector.
Victorian Registration and Qualifications Authority (VRQA) provide information on education and
training providers registered in Victoria.
Training Accreditation Council (TAC) provide information on Vocational Education and Training within
Western Australia.
WHO CAN DELIVER AND ASSESS THE RII TRAINING PACKAGE?
Industry Training Packages and their components are used in a variety of ways by industry and Registered/Licensed Training Organisations.
Training and assessment using Industry Training Packages that leads to nationally recognised qualifications must be conducted by an RTO. The RTO must have the qualification/s or specific unit/s of competency on its scope of registration, or work in partnership with another RTO that does.
Training Packages are often used outside of the National Training System for verification of competence, skills assessment and development. Some organisations may choose to map their internal skills/competency frameworks against the established industry defined standards within a Training Package. When used in this way for training and assessment, while not bound by the Standards for RTOs, sound practice should ensure that:
assessors have sufficient industry experience to ensure assessment results are valid and reliable; and
trainers have sufficient industry experience to ensure training outcomes reflect contemporary industry
practice and contribute to productivity improvements.
Training and assessment in this type of arrangement does not lead to the nationally recognised credentials which can be issued by RTOs. Certification which references unit of competency and/or qualification codes should not be issued by any organisation other than a RTO with the required scope of registration to do so.
ENTRY REQUIREMENTS FOR RII RESOURCES AND INFRASTRUCTURE INDUSTRY QUALIFICATIONS
The RII Training Package does not mandate any entry requirements for qualifications. All RII Training Package qualifications can be used as a point of entry into a qualification pathway.
The completion of a lower level qualification, learning capability and capacity and current or past job roles can assist in readiness for undertaking a qualification.
The candidate is advised to consider their learning readiness, physical ability, interest and motivation for undertaking a qualification in order to successfully meet all requirements.

IMPACTS ON IMPLEMENTATION FOR REGISTERED TRAINING ORGANISATIONS (RTO)
Trainers and Assessors will need to maintain currency of knowledge, skills and industry experience to deliver high quality training and assessment related to the RII Training Package.
Where an assessor does not have current knowledge, skills, and industry experience a co-assessment arrangement should be established.
Technical skills are supported by non-technical foundation skills in each unit of competency. This requires an ability to recognise these underpinning skills, support learners in the development of these skills, relate these skills to the application of technical skills and effectively assess the application of these skills to technical tasks in the work environment.
On-the-job training and assessment is foundational to the delivery of the RII Resources and Infrastructure Training Package. Where training and assessment is to take place utilising plant, equipment and dedicated technologies in operating environments, RTOs will require the necessary inductions to enter and operate on active sites.
RTOs must ensure that all plant, equipment and dedicated technologies used in training and assessment meet safety standards.
For the effective delivery of work place competencies, RTOs must contextualise units of competency, including foundation skills, into the site requirements and work processes impacting the learner’s job role.
RTOs must ensure that assessment practices meet all learner and site requirements through a process of assessment validation. This will ensure that the learning and resulting competencies are current and relevant to the needs of the learner and the workplace.
SCHOOL-BASED APPRENTICESHIPS
Australian School-based Apprenticeships provide current school students with an opportunity to gain entry into some vocational areas, allowing them to combine work and school. It is an option for students completing senior secondary school, with their learning continuing at work once their schooling is completed.
FOUNDATION SKILLS
Foundation skills underpin almost everything people do at work, at home, and in the community. There are several terms that have been used to refer to these skills in recent years.
Foundation skills essential to performance are explicit in the performance criteria of all RII Training Package units of competency. To support foundation skills development SkillsDMC has produced a comprehensive Companion Volume which can be accessed via the following link:

ACCESS AND EQUITY
Training and assessment against this Industry Training Package may be delivered to a very wide range of people including:
people with low level foundation skills;
people of non-English speaking backgrounds;
Indigenous people; and
people with disabilities.
Assessment of units of competency from this Industry Training Package must occur in the workplace, and the assessment environment should not disadvantage any participants.
People with low level foundation skills The foundation skills requirements of a unit of competency are ‘built-in’, and not always obvious to trainers and assessors.
The way in which foundation skills are used in the workplace must also be considered. To find out what these requirements are, consider the workplace documentation, communication and numeracy that is required for the task.
It is also important to consider what are points of ‘key risk’ to a workplace around the application of these skills? Where can things go wrong if something is not:
Read and interpreted correctly?
Written down correctly?
Said clearly to the right person?
Interpreted properly when following an instruction?
Measured accurately?
This will change from industry context to industry context. These may differ from sector to sector. They may also differ between workplace contexts within each of those sectors.
Assessment tasks need to be designed to accurately assess competence. To be fair, valid, reliable and flexible they must allow candidates to demonstrate all the skills. The assessment task must only require the same level of foundation skills as the unit of competency and not become a barrier to the candidate being able to demonstrate competence.
Indigenous learners It is very likely that aspects of this Industry Training Package will be delivered to Indigenous people.
Non-indigenous trainers and assessors should acknowledge that Indigenous experiences of the world can differ greatly from mainstream Australian experiences. Indigenous culture is a well-established, complex, proud, adaptive and adoptive culture, deserving of respect.
Many Indigenous people and their families have had negative experiences in mainstream education. These experiences often have a negative impact on learners’ self-confidence, so strategies to rebuild positive learning experiences and attitudes need to be an integral part of training and assessment programs for Indigenous people.
Showing respect of Indigenous culture requires an understanding of the protocols of the local community. Protocols vary between different groups and trainers and assessors should always check with a contact, or an Elder in the local community about issues to be aware of in the training and assessment environment.

Reasonable adjustment The purpose of reasonable adjustment is to make it possible for learners to participate fully. It is not to give learners with additional/different needs an advantage over others, to change course standards or outcomes, or to guarantee success. A reasonable adjustment in learning and assessment activity needs to be justifiable and uphold the integrity of the unit/qualification. RTOs should provide reasonable adjustment to ensure maximum participation of learners with additional/different needs in teaching, learning and assessment activities.
Appendix 4 provides information about reasonable adjustment strategies that may assist RTOs and industry adjust training and assessment approaches to meet the needs of a variety of groups and/or individuals.
WORK HEALTH AND SAFETY IMPLICATIONS IN THE INDUSTRY
The Resources and Infrastructure Industry is subject to work health and safety regulations and requirements that are applicable to all industries.
Compliance with work health and safety legislation is central to all Resources and Infrastructure Industry units of competency.
Each unit of competency explicitly identifies health and safety requirements in the performance criteria. The assessment requirements prescribe health and safety evidence requirements in the performance and knowledge evidence.
High Risk Work Licence units have been imported into qualifications to support the regulatory requirements of the States and Territories.
OCCUPATIONAL OUTCOMES OF RII TRAINING PACKAGE QUALIFICATIONS
Qualifications have been designed in compliance with the Australian Qualifications Framework to meet introductory, workplace and occupational outcomes for each of the Industry sectors they relate to.
The expected occupational outcome for each RII Training Package qualification is summarised in the ‘Qualification Description’.
Appendix 5 provides occupational outcomes for all RII Training Package qualifications as well as listing the Industry Sector/s each is applicable for.
TRAINING AND CAREER PATHWAYS
The qualification pathways shown on the following pages provide insight into the Resources and Infrastructure Industry career pathways and entry level career options. The qualification pathway for each sector supports the availability at each certificate level. The brief explanation of the certificate levels is a guide of what is expected of an employee performing at that level.
The qualification pathway charts, provided for each sector, can be used for a variety of purposes, for example:
the recognition of job roles;
increasing the knowledge of qualification structures for those already in the sector;
increased knowledge of career options for those entering the Industry;
succession planning; and
relating vocations to qualifications or Skill Sets.

Coal sector qualification pathway
Certificate I Level is a pathway into Certificate II and III qualifications. The qualification raises awareness of the sector. This qualification alone will not usually lead to employment opportunities.
Certificate II Level reflects the role of an operator at work, under supervision. This role requires the observation of effective communication, compliance with site work processes and working safely.
Certificate III Level reflects the role of employees, working at a trade level under limited supervision, such as production operators and miners.
Certificate IV Level supervisory roles complete this qualification on the job. Advanced operations and the responsibility for quality and quantity of work are introduced at this level.
Diploma Level is completed by departmental managers, who can demonstrate the application of a broad range of technical, managerial, coordination, planning and implementation skills on the job.
Advanced Diploma Level is undertaken by mine managers etc. They are required to initiate solutions to technical problems, plan strategically and are responsible for the overall business.

Metalliferous sector qualification pathway
Certificate I Level is a basic entry level qualification. This is a pathway to Certificate II and III qualifications. This qualification alone will not usually lead to employment opportunities.
Certificate II Level reflects the role of an assistant working as part of a team. These jobs require the completion of a range of routine tasks using limited practical skills.
Certificate III Level reflects the role of employees, such as production operators, at work. These jobs allow them to use some discretion when selecting equipment, services and implementing contingency measures.
Certificate IV Level is completed by mine supervisors/team leaders on the job. Advanced operational requirements, management and leadership of staff are introduced at this level.
Diploma Level reflects the role of mine managers. Planning, implementing projects, managing staff and using your skills to address management problems that arise.
Advanced Diploma Level also reflects the role of the mine manager. This person performs tasks that are broad, specialised, complex in nature and highly technical.

Drilling sector qualification pathway
Certificate I Level is an entry level qualification. This is a pathway to Certificate II and III qualifications. This qualification alone will not usually lead to employment opportunities.
Certificate II Level is completed by employees, such as drillers’ assistants, who undertake a prescribed range of functions.
Certificate III Level reflects the role of employees, such as drillers, who complete this qualification on the job. They often exercise some discretion and judgment in selecting equipment, services or determining contingency measures.
Certificate IV Level is completed by skilled employees, such as senior drillers, who have been in the position for a considerable time.
Diploma Level is completed by employees, such as senior drillers or field supervisors. They are responsible for the quality and quantity of output of others.

Quarrying (Extractive) sector qualification pathway
Certificate I Level is an entry level qualification. This is a pathway to Certificate II and III qualifications. This qualification alone will not usually lead to employment opportunities.
Certificate II Level is for semi-skilled operators. These jobs require working safely in a team and following site, safety and quality procedures.
Certificate III Level is for highly-skilled production operators and is completed on the job. These roles require using discretion and judgment in selecting equipment, services or determining contingency measures.
Certificate IV Level is for supervisors or team leaders and is undertaken at work. Advanced operational requirements, supervision and leadership of staff are introduced at this level.
Diploma Level reflects the role of a mine manager. This level entails planning, implementing, managing and using your skills to address management problems that arise.
Advanced Diploma Level is for a person whose tasks are broad, specialised, complex in nature and highly technical. They are responsible for establishing mine management systems, plans and policies.

Civil Infrastructure (Construction) sector qualification pathway
Certificate I Level is an introductory operational qualification and a potential pathway to Certificate II and III qualifications. This qualification alone will not usually lead to employment opportunities.
Certificate II Level is a qualification completed by those employed in assistant or support roles. These Jobs would require the use of hand tools and small plant and equipment but not large driveable plant.
Certificate III Level reflects the role of an operator. Large mobile plant and equipment may be used and work is generally outdoors, taking responsibility for aspects of their team's work.
Certificate IV Level is completed at work by specialist civil construction personnel. Advanced operations, supervision and design are introduced at this level.
Diploma Level is completed by someone managing or designing one or several civil construction sites. Here they specialise either in management or design.
Advanced Diploma Level allows people to manage and/or design different size civil projects and manage the strategic direction of the business and initiate solutions to technical problems.

ASSESSMENT GUIDELINES
Advice in this section of the Companion Volume is intended to supplement guidance and standards applied by vocational education and training regulatory authorities. In all instances advice about compliance of assessment practice should be sought from the appropriate regulator.
The Standards for Training Packages support robust assessment and assessor requirements and the RII Training Package describes the Resources and Infrastructure Industry’s requirements for assessors and assessment.
Assessment Requirements in the RII Training Package aim to strengthen industry’s confidence that candidates who have been deemed competent against components of the RII Training Package are able to demonstrate the skills and knowledge described in units of competency in the workplace in a range of conditions and to industry’s standards. The following features should be embedded in assessment practice for the Resources and Infrastructure Industries:
assessors must have current skills and knowledge relevant to the industry sector for which they are
conducting assessment;
assessments must be conducted in the context of the relevant industry sector’s workplace, unless personal
safety or environmental damage are limiting factors, in which case they can be assessed in environments
which adequately replicate the workplace;
assessments must include the demonstration of skills and knowledge consistently over a period of time and
under a range of conditions/circumstances.
Appendix 6 provides further advice on assessment and Assessment Conditions described in the RII Training package are contained in
RECOGNITION OF PRIOR LEARNING (RPL)
Recognition of Prior Learning (RPL) as explained in the Australian Qualifications Framework (AQF) involves assessment of a candidate’s relevant prior learning (including formal, informal and non-formal) to determine current competency outcomes. RPL facilitates the progression of candidates through qualifications by giving advanced standing for learning outcomes they already have achieved or competency they can demonstrate as already being held. Advanced standing may allow for entry into a qualification and/or provide competency recognition towards the qualification and may reduce the time required for a candidate to achieve the qualification. RPL is appropriate for candidates who have previously attained skills and knowledge and who, when enrolling in qualifications, seek to shorten the normal duration of their training and either continue or commence working. RPL assessment should be undertaken by skilled people with expertise in the subject, content of skills area, as well as knowledge of and expertise in RPL assessment policies and procedures.

PARTICULAR DELIVERY REQUIREMENTS OF SOME QUALIFICATIONS
The Certificate I in Resources and Infrastructure Operations The Certificate I has been developed to provide an introduction to the Resources and Infrastructure Industry with development of entry level skills and knowledge.
The Certificate I in Resources and Infrastructure Operations is most suited to School Based VET programs which must be combined with work-based training and assessment. Due to the work health and safety issues on many worksites in the Resources and Infrastructure Industry sectors, providers must ensure that a suitable work placement is undertaken and that assessment of the application of skills and knowledge as they are applied in the workplace occurs.
The Certificate II in Resources and Infrastructure Work Preparation The Certificate II in Resources and Infrastructure Work Preparation is a pathway qualification that provides entry level operator training. It can be customised to meet the needs of any of the industry sectors encompassed in the Resources and Infrastructure Industry Training Package with a pathway to the industry specific operator qualification.
The set-up of workshops or worksites for the Certificate II in Resources and Infrastructure Work Preparation will vary, depending on the units chosen to make up the qualification. Generally, workshops, worksites, or simulated environments, should include full scale set-ups that provide for a range of industry conditions and contexts.
The minimum requirements for a workshop include:
materials and equipment relevant to complying with Workplace Health & Safety policies and procedures
including Job Safety Analysis sheets;
access to the relevant Australian Standards;
Personal Protective Equipment (PPE);
Safety Data Sheet (SDS) information;
manufacturers' specifications;
operators' manuals;
supporting texts, workbooks, graphics and film media that meet the needs of a diverse range of learners;
examples of specifications and work instructions;
personal computers with access to the internet and relevant software as used in the industry; and
measuring and monitoring equipment that is normally used in the industry, including minimum
requirements for specific units listed in the following.

The Certificate II in Cross Industry Operations
The Certificate II in Cross Industry Operations is a pathway qualification that provides entry level training to support occupational outcomes for multiple Industry sectors which have common skill and knowledge requirements.
This qualification prepares individuals to be more adaptable by focusing on the common requirements for a number of jobs within a broad vocation field of practice rather than for a specific occupation.
For delivery of this qualification, two different industry sectors must be chosen with common skill and knowledge requirements including:
• Compliance with Workplace Health & Safety requirements
• Assessment and control of risks
• Operating and maintaining machinery
• Using hand and power tools
• Identifying and responding to environmental concerns
The qualification is aimed at developing adaptive capacities in the learner where individuals are able to respond to changes in employment and work opportunities. The focus is on developing sustainable communities with a multi-skilled workforce that is able to cater for the changing skilling demands due to economic and/or seasonal trends, particularly in rural/regional areas.
Coordination between the two identified industry sectors is essential in the development of the program to be delivered, to ensure the units of competency selected will achieve the required outcome for both.
The Certificate IV in Surface Coal Mining (Open Cut Examiner) The Certificate IV in Surface Coal Mining (Open Cut Examiner) supports the statutory function of Open Cut Examiner in both Queensland and New South Wales surface coal mines. To work under the statutory requirements, applicants need to satisfy all the requirements outlined in the relevant legislation in each state, including relevant qualifications and experience, completion of exams, first aid certificate, etc.

Resource and Equipment List Accredited training and assessment conducted by an RTO must have the qualification or specific units of competency on their scope. The RTO must ensure they have the required resources to effectively train and assess the units of competency in the RII Training Package.
The associated assessment requirements for each unit of competency specify the resources and equipment that are relevant to achieving the vocational outcomes of the RII Training Package.
Where Industry has specified content to a unit of competency it can be located in the Range of Conditions Companion Volume. The Range of Conditions Companion Volume is the primary source for listing of all resources that may be used for assessment of each unit of competency and can be located on the SkillsDMC website.
Simulated work environments The Resources and Infrastructure Industry believes there are advantages to using a simulated work environment for learning, as long as the simulations closely resemble the real work place in its function and operation and provides access to a broad range of related experiences and scenarios.
The simulation must be established to meet industry requirements and be supported by industry. The simulated work environment should involve a range of guided activities that reflect real work experiences.
The RII Training Package identifies in the assessment conditions where simulation can be used for assessment purposes.
Where simulation is identified in the assessment conditions of a unit of competency it must be realistic and fully replicate the sectors work environment. It must be sufficiently rigorous to cover all aspects of the sector’s workplace performance, including task skills, task management skills, contingency management skills and job role environment skills.
LEGAL CONSIDERATIONS FOR LEARNERS IN THE WORKPLACE/ON PLACEMENTS
Assessment of competency will be in accordance with the relevant industry sector and State/Territory legislation applying in each State and Territory. This will include:
Duty of care requirements;
Work Health and Safety Acts and Regulations;
Environmental Protection Acts and Regulations;
Heritage Protection Acts and Regulations; and
Petroleum Acts and Regulations.
In certain circumstances other legislation/regulations will also be relevant including:
Mining Acts and Regulations;
Submerged Lands Acts and Regulations;
Dangerous Goods Regulations; and
Water Drilling Licensing requirements.
Where units of competency have been imported from other Industry Training Packages (that is, the unit code does NOT have the ‘RII’ prefix), the RTO responsible for verifying current prerequisites and the assessment should check the assessment guidelines covering those units of competency in the source Industry Training Package.

Apprenticeships requirements Apprenticeships and traineeships are formal training arrangements between an employer and an employee that have been established by a State or Territory Training Authority.
The training has to be registered and recognised by the State or Territory Training Authority. This includes the form and registration of indenture.

APPENDIX 6: ASSESSMENT INFORMATION
SkillsDMC recommends use of a systems approach in implementing training and assessment. This will incorporate competency profiling to company requirements, contextualisation to tailor units of competency to company needs, an enterprise and individual training needs analysis, training and assessment (as required), issuance of accreditation if applicable and support to fulfil relevant licensing requirements, evaluation and review.
Units of competency may be assessed in a holistic way with other units of competency. The assessment strategy for each unit must verify assessment requirements and practical application using more than one of the following assessment methods:
Written and/or oral assessment of the candidate's required knowledge;
Observed, documented and/or first-hand testimonial evidence of the candidate's, “implementation of
appropriate requirements, procedures and techniques for the safe, effective and efficient achievement of
required outcomes”
Consistent achievement of required outcomes; and
First hand testimonial evidence of the candidate's, “working with others to undertake and complete the
performance evidence assessment requirements”.
ASSESSMENT CONDITIONS
Assessment should be conducted in the workplace unless there is a valid reason to conduct the assessment outside of a live work environment.
The Assessment Conditions in the RII Training Package will commonly include requirements similar to those shown in the following table.

In many instances there will be significant differences between the documents and policies/procedures used by different sectors related to the same unit; equally, there will often be jurisdictional differences between legislation/regulation. Assessors must source authentic workplace documentation relevant to the workplace/sector/jurisdiction for which assessment is being conducted prior to assessment. This documentation should be used to inform development of assessment tools and/or tasks.

Operational and environmental workplace circumstances/conditions will differ widely within the Resources and Infrastructure Sectors and the application of skills and knowledge will differ depending on the prevailing circumstances. Assessment must ensure that candidates can safely and efficiently complete the required tasks in a range of applicable circumstances prior to deeming them competent. Ideally these observations will be made over a period of time to ensure performance is consistent.

Delivery and assessment of units of competency should always be contextualised for the Industry sector in which the candidate does/will work and the assessment should always be conducted in the context of the relevant sectors work environment (unless stated otherwise in the Assessment Conditions). This will require that all factors which might impact on safe and efficient performance in a live production workplace be in place when a practical assessment is conducted. Where assessment is conducted outside of a live production environment, evidence should be compiled of Industry guidance in the set-up of the assessment environment and validation that it provides the appropriate Industry sector context for assessment.

In some instances assessment will need to be conducted in a simulated environment. This will most often be due to personal safety considerations or the potential for environmental damage. In these situations the assessment environment should be realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills. Where a simulated environment is used for assessment, evidence should be compiled of: the justification for not conducting the assessment in the workplace; Industry guidance provided in the set-up of the assessment environment; and, Industry validation that it provides the appropriate context for rigorous assessment of performance to be conducted.

This Assessment Condition predominantly appears in Diploma and Advanced Diploma level qualifications where performance can be adequately demonstrated in institution based facilities. Only aspects of the Unit of competency which occur in an office based environment should occur in a simulated environment – tasks that require field or worksite activity should still be undertaken in a live production environment where appropriate.
ASSESSORS AND CO-ASSESSMENT
The Assessment Conditions in RII Training Package units of competency include the following:
assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this unit of
competency, and through the minimum years of current* work experience specified below in an Industry sector
relevant to the outcomes of the unit; or,
where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist
between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold
the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit
level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current
work experience specified below in the Industry sector, including time spent in roles related to the unit being
assessed; and,
assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications
Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.
*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
**Where a unit is being delivered outside of a qualification the first numeric character in the unit code should be considered to indicate the AQF level
As can be seen in the above extract from an RII unit of competency there are different experience requirements for assessors and co assessors depending on which sector the unit of competency is being assessed for. The required years of experience have been prescribed by each of the Industry sectors.
It is important to note in implementing the assessor experience requirements that the specified years of experience must have been “in an Industry sector relevant to the outcomes of the unit”; not necessarily in the specific sector for which it is being assessed. However, the assessor must be able to contextualise assessment to ensure it covers all aspects of application in the sector for which it is being assessed.
The assessor requirements specify “current” work experience. This requirement is to ensure that assessors maintain strong connections to Industry and contemporary workplace practices, systems, regulation and equipment. Currency of experience is best demonstrated through recent employment in a role relevant to the outcomes of the Unit being assessed. Where this is not available it can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
Where the assessor does not meet the experience requirements a co-assessment or partnership arrangement must exist. The assessment strategy must document how this arrangement will operate and how it satisfies the ‘Principles of Assessment’ and ‘Rules of Evidence’.
Co-Assessment Co-assessment is a process where an individual, who holds the vocational competency and current Industry experience, but not the assessment competencies, works in partnership with a qualified assessor who holds current assessment competencies to complete qualification and unit of competency assessments.
These partnerships provide opportunity for assessments to be completed in an effective manner on site where the individual possessing the vocational competency and experience is able to act as a Subject Matter Expert (SME) and assist in the evidence gathering process.
The Assessor facilitates the requirements of the Industry Training Package ensuring the integrity of the assessment requirement is maintained. The co-assessment process involves both the Subject Matter Expert and Assessor working together to collect evidence that meet the assessment requirements.
The final determination of competence is made by the Assessor who defines the validity and adequacy of evidence gathered as sufficient to meet the assessment requirements.
Glossary of Terms An Industry technical expert/ Subject matter expert
is deemed competent in the performance criteria of the unit being assessed, and where possible, holds
formal recognition of competence in the specific units of competency from this Training Package, at least to
the level being assessed;
demonstrates current knowledge of the Industry, Industry practices, and the job or role against which
performance is being assessed; and
communicates and liaises with the assessor throughout the assessment process.

Current experience
The current event or activity belongs to the present time, meaning the activity is happening or being used or
done now.
For an external assessor this can be demonstrated through exposure to Industry through constant site
assessments across various locations.
