The Charlotte Regional Transportation Planning Organization (CRTPO) is the federally-designated Metropolitan Planning Organization (MPO) for the Charlotte region. The CRTPO conducts transportation planning activities throughout its planning area, which includes all of Iredell and Mecklenburg counties, and the majority of Union County.
The Metropolitan Transportation Plan (MTP) defines policies, programs, and projects to be implemented over the next twenty-plus years for the regional MPO planning area. Through a collaborative process that includes stakeholder and public input, projects are evaluated to define priorities and anticipated funding is identified to support the transportation improvements and initiatives outlined in the plan. The MTP is updated often to stay current with changing needs.

The Strategic Transportation Investments (STI) bill (HB817) dictates how federal and state transportation funds are allocated in North Carolina. For funding purposes, NCDOT divides the state into seven Regions, each comprised of two Divisions. The STI categorizes all projects into three functional categories – Statewide Mobility, Regional Impact, and Division Needs.
A two-tiered roadway ranking methodology is used to evaluate CRTPO’s candidate projects and establish a list of priorities. Based on the anticipated funds available, the priority projects are programmed in the MTP.
