TH26 GENERAL BODY MEETING OF SBIOA (CC) NDAT CHENNAI ON 22 JULY 2017
Chennai, the capital city of Tamil Nadu, is the place where the first organised trade union in India, the Madras Labour Union was founded in 1918. The first “May Day” celebration in India was also organised in Madras by the Labour Kisan Party of Hindustan on May 1, 1923. This was also the first time the red flag was used in India. Extremist leaders of the land who were become integral part of Indian national movement such as Subramaniya Siva and V.O. Chidambaram Pillai, believed that the colonial government could be pressured by mobilising workers and organising a general strike. B.P. Wadia had famously said, “It is necessary to recognise the labour movement as an integral part of the Indian national movement… The latter will not succeed if the Indian working class is not enabled to come into its own.”
thIt was here that the 26 Triennial General Body Meeting of State Bank of India Officers' Association (Chennai Circle) was held at K.Sitaraman Hall @ SBOA School & Junior College, Annanagar, Chennai, on Saturday 22nd July 2017. More than 2000 comrades attended the conference. Comrades representing different modules went in a colourful procession from the historic Millennium Park to the conference venue. Com.A.Krishnan, President of the Association hoisted the flag amidst thundering slogansof “SBIOACC ZINDABAD”, “AIBOC ZINDABAD”, “Officers' Unity Zindabad”, by themilitant members.He presided over the meeting andhighlighted on the ill-effects of privatisation move of the Government viz. Merger of banks, introduction FDRI Bill, NCLT, Turnaround Plan, outsourcing of bank's core jobs, denial of compassionate appointment, bottle neck in the wage revision talks etc.

Com.Thomas Franco Rajendra Dev, General Secretary, SBIOA(CC), traced the history of Officers' movement in State Bank of India more particularly of SBIOA(CC) and the welfare measures taken from its beginning, by quoting “Craddle to Grave” the broader vision of Com. E.A.G. Moses, the legend of SBIOA(CC). The present scenario of banking industry is much alarming in the sinister move of the Government in privatising the Public Sector Banks and other PSUs. His information on Associate Bank's Merger and the present position prevailing in the State Bank of India, after post merger viz. Profit, NPA, closure of branches, staff position etc., created much needed awareness among the members.
Shri.Sasindran Deputy General Manager& Circle Development Officer represented the Chief General Manager of Chennai Circle and inaugurated the conference. He has appreciated the efforts taken by the association for the past 50 years and thanked all the officers for making Chennai Circle as No.1 Circle. He also congratulated the leadership of the Association for maintaining cordial relationship and industrial harmony.The Chief Guest, Dr.P.Sainath, an eminent journalist and orator, has highlighted the plight of farmers in India especially the region of Vidarbha and Marathwada. Inequality prevailing at present as it was practised by the British Raj and Colonial days has to be eradicated, social development activities have to be taken up by the People like Bankers and show sympathy and empathy on oppressed and suppressed community thereby creating a bond with them. PSBs. We have to recapitulate that the PSUs and PSBs contributed to our national income and earn respect among the general public in the nation. Thwart any attempt of the Central Government and other forces by our unity and solidarity besides broader vision on the common people, he said.

Clinching of five days Banking, regulated working hours for officers and parity of pay and pension with Central Government employees is going to be a challenge ahead. The efforts put forth by Com.Franco for “Save Public Sector Campaign” and for consolidating workforce in the financial sector including banking industry, Public Sector Undertakings and protecting them against privatisation move, was well appreciated.
As part of social service activities, a cheque for Rs.50,000/- and article worth of Rs.50,000/- donated to “Vasantham”, an orphanage home taking care of mentally retarded children, to reassure our social commitment.
Com.Amarpal, Former General Secretary of AIBOC was felicitated during the conference, for his great contributions to the officers' movement in Banks.

ALL INDIA PUBLIC SECTOR AND CENTRAL GOV'T.OFFICERS' CONFEDERATION (AIPCOC)
The ever growing threat of privatization of the Public Sector and the increasing attacks on the Trade Union and labour necessitated the consolidation of Trade Unions across industries. Com Thomas Franco Rajendra Dev, our General Secretary took the initiative getting the leaders come together under a single platform. (AIP&COC). The effort proved a huge success as leaders from many diverse sectors gathered at Chennai on 05/08/2017. More than 500 comrades representing various Trade Unions attended the Conference.Com V K Toamr, President of the National Confeder-ation of Officers' Association (NCOA) chaired the meeting and addressing the Conference said that the biggest threat to PSUs are the Government policies. AIP&COC is an independent and apolitical platform. Irrespective of financial health, and strategic importance all PSUs are under threat. This conference will strive to make a difference to the policies of the Government. Public Sector is sick because of Government policies. Metro rail is a fine example of what good Government policies can do for Public Sector.Presenting a report to the Conference Com Franco, Convenor, AIP&COC said, that attempts to organise Trade Unions in different sectors were earlier taken by Com Godbole, Com Ashokrao and Com Dinesh Abrol. Govt has been on a privatization spree and trying to handover every sector to the private. Why then shouldwe need a Government? Political parties should realize that it will be like a camel entering into a tent. 192 Public Sector Organisations have been killed. We have to join together upto the district level and fight together at the Natiinal level.He quoted Martin Niemöller,

PEOPLE'S PARLIAMENT FOR UNITY AND DEVELOPMENT
National Platform for People's Parliament for Unity and Development constituted Trade Unions, Farmers Organisations, Women's Organisations, Youth Organisations, Non GovernmentalOrganisations and Rights' Groups joined together to have a debate titled, “People's Parliament for Unity and Development” throughout the country. The aim is have a debate at every district of the country on issues of Development like,
Why Farmers, Traders, Women, Workers, Youth and Students complain that they do not get credit when needed, while the Bankers are saying there is no credit off-take?
Why even after 70 years of Independence all eligible children do not have access to Education at Schools and Colleges?
Why Universal Health Care is not available to all? Why farmers are committing suicides and youth do not want to enter farming?
Why women who have history of prompt repayment are not getting adequate credit even in SHGS?
Why unemployment is increasing and what is the possibility of creating employment in rural and semi urban areas?
Where the Budget-funds go?
Where is the tax we are paying going?
Why the Govt can't fulfil the promise of constitution – to provide equal opportunity to all?
What GST means to People?
Theabove are some of the issues which will be debated at every district and an enquiry will be done and presented in the District Parliament for Unity and Development. This will be followed by State Level and National level People's Parliaments. The Co-ordination Committee has plans to have atleast 1 lakh dialogues with farmers, women, youth etc. throughout the country. The National Platform has organisations like;

UNITED FORUM OF BANK UNIONS (UFBU) - DECLARES STRIKE
Demands:
1. Do not privatise Public Sector Banks
2. Stop plans of mergers and consolidation of Banks
3. Do not write-off corporate Non Performing Assets (NPAs)
4. Declare willful default of Bank loans as criminal offence
5. I m p l e m e n t r e c o m m e n d a t i o n s o f Parliamentary Committee on recovery of NPAs
6. Ensure accountability of Top Management/ Executives for bad loans and put in place stringent measures to recover bad loans
7. Withdraw proposed Financial Resolution and Deposit Insurance (FRDI) Bill
8. Abolish Banks Board Bureau
9. Do not pass-on the burden of corporate NPAs on Bank customers by hiking charges
10. Do not increase service charges in the name of GST
11. Reimbursement of cost of demonitisation and other Government Schemes to Banks by the Government

The meeting of United Forum of Bank Unions (UFBU), an umbrella body of nine trade unions in banks, held at Mumbai on 28th June 2017 has decided to strike work on August 22 against Government's attempts to destroy the Banking Sector. So many developments are taking place in the banking sector in the name of implementing banking reforms agenda of the Government. Instead of taking urgent remedial measures to recover the alarmingly increasing bad loans in the Banks, which are threatening to drive the Banks into a serious crisis, the steps like MOU, Prompt Corrective Action(PCA), Financial Resolution and Deposit Insurance Bill (FRDI), NPA Ordnance, Insolvency and Bankruptcy Code (IBC), etc. are only aimed to clean the Balance Sheets at the cost of the Banks which represent the hard earned savings of the people rather than to recover the money. On the other hand, while denying the Public Sector Banks of adequate capitals thus restricting their business expansion, licenses are being given freely to the corporate houses to open private banks, small banks, payment banks, etc. thus weakening the Public Sector Banks. Very tough measures are required including criminal action on willful defaulters to recover the huge bad loans given to the corporate houses, big business and top industrialists. It was also observed that the burden of the corporate NPAs are put on the shoulders of the common public and banking clientele in the form of hike in fees, charges, penalties, reduced interest rates on retail deposits, etc. for every type of normal banking services.
UFBU has also asked the government not to increase service charges in the name of Goods and Service Tax (GST), which has already been rolled out. It has raised tax from 15% to 18% for all services offered by banks.
Government has recently merged five associates with SBI and there are talks of the second round of consolidation among state-owned banks which may materialise by the end of the current fiscal.There are 21 state-owned banks in the country at present. India's

banking sector is saddled with NPAs or bad loans amounting to Rs 8 lakh crore, of which around Rs 6 lakh crore is accounted for by the state-owned banks alone.
UFBU demands an immediate stop to the moves aimed at merger and consolidation of banks and which ultimately end up in privatization.The Financial Resolution and Deposit Insurance (FRDI) Bill in its current form is another matter of concern. Bank officers and employees together demand to scrap this bill.
Ahead of August 22, the UFBU has kick started the agitation from July 19, the Bank NationalisationDay, by observing as “SAVE PUBLIC SECTOR DAY”.

AIBOC NATIONAL YOUTH CONVENTION IN KOLKATA ON 26TH & 27TH AUGUST
When India is set to become India is set to become the youngest country in the world with the median age of 29 years, AIBOC has embarked on a mission to involve a larger section of the youth in Association activities and develop future leadership to carry forward the legacy of our mighty organisation.,. A National Youth Convention is planned to be held at Kolkata on 26th & 27th August, 2017.
The 2 day National Youth Convention, the first of its kind, in the history of the Confederation is being organized with the primary focus of raising awareness among young officers about the need to stay consolidated, united and to make them aware of the socio-economic-political scenario of the country. This would be an ideal platform to exhibit their potential leadership qualities and showcase their talents in various spheres in front of the central leadership. Reimbursement of Entertainment Expenses
I. The entitlement for reimbursement of Entertainment expenses will be solely on the basis of role type in the CDS, as under:

II. Entitlement will be decided on quarterly basis as per major CDS role held during the period. Entitlement for the FY will lapse as on 30th April of the next FY and no extension will be granted.
III. The Official will be entitled for reimbursement of Entertainment expenses for the full quarter, if he/ she is present in the office for any part of the quarter during Sabbatical Leave.
IV. Officers on Deputation to other Organizations/ Associates & Subsidiaries/ GOI; Probationary Officers/ Trainee Officers; Medical Officers; and Roles/ Assignments where position is not set in CDS/ HRMS; shall be covered under the CategoryIII.
V. Officers retiring during the year will be entitled for the reimbursement of Entertainment expenses only up to and inclusive of the quarter in which they retire.

******************************************State Bank of India Employees' Defined Contribution Pension Scheme (SBIEDCPS) inclusion of special pay in the mandatory contribution under National Pension System
1. As per the extant guidelines, 10% of Basic Pay plus Dearness Allowance on it is being deducted from the salary of an employee towards the contribution of NPS (employee contribution) and the Bank is making matching contribution (employer's contribution) in NPS on behalf of the employee. The ECCB has approved inclusion of 10 % of Employees' mandatory contribution in Tier I of NPS at the rate of 10% of Basic Pay and Special Pay plus Dearness Allowance on such pay. Accordingly, Bank will make matching contribution as per the extant guidelines. Deductions
in HRMS in this regard will start from salary of June 2017.

Acquisition of Associate Banks by SBI computation of “inter –se seniority” of officers:
1. All officers of erstwhile State Bank of Bikaner & Jaipur, State Bank of Hyderabad, State Bank of Mysore, State Bank of Patiala and State Bank of Travancore who have opted to continue in the service of State Bank of India ,are placed in the seniority list being maintained on a Circle basis in respect of officers belonging to the JMGS-I, MMGS II and III, and on all India Basis in respect of officers belonging to other Grades .
2. The Bank has approved one-time adjustment given effect to by adding 0/1/2 years for Junior Management & Middle Management/Senior Management/Top Executive grades respectively to the officers of above five Associate Banks, for their first promotion from their present grade existing at the time of merger. For any other purpose for reckoning inter-se seniority, no adjustment shall be made between officers from SBI and those from erstwhile Associate banks . It will not have any impact on emoluments/superannuation or any other related terms & conditions of service.

contracted terms and conditions, till repayment”. All employees of e-ABs/e-BMB shall be eligible to take Housing loan, Vehicle loan, Personal Loan, Computer loan Education loan to the wards of staff and Festival advance as per the approved terms and conditions of SBI.
Iindividual Housing Loan Scheme (IHLS)
The ceiling amount and interest rates will be effective to all new loans under IHLS sanctioned on or after the date of merger of e-ABs/e-BMB with SBI i.e. w.e.f. 01.04.2017. Where an employee of e-AB has raised an Individual Housing Loan for an amount of less than the existing ceiling as per SBI, the remaining amount may be availed for purchase/renovation/repair of flat/house within overall ceiling. In case an employee of e-AB has raised additional housing loan from
the Bank or other verifiable sources at commercial rates, he/she may be permitted to avail of the housing loan up to his/her revised entitlement for repaying such loan as per Banks' terms and conditions.

The Bank has decided to waive the penalty provisions at the time of premature payment of FCNR (B) deposits subject to the undernoted conditions:
(a) Interest on premature payment will be paid by the bank only for the period, FCNR (B) deposit has remained with the Bank.
(b) Above interest will be paid at the rate prevailing at the time of opening the related FCNR (B) deposit account.
(c) Since minimum period of FCNR (B) deposit prescribed by RBI is one year, no interest will be paid on premature payment of FCNR (B) deposit if it is paid within one year from the date of deposit.

OPENING OF SAVINGS BANK ACCOUNT WITH AADHAAR AS KYC DOCUMENT
Government of India vide gazette notification No. 439 dated 1st June 2017 has amended certain provisions of Prevention of Money-laundering (Maintenance of Records) Rules 2005.
2. The salient features of the above notification in respect of opening of new accounts are as under:
a) In case of an individual, who is eligible to be enrolled for an Aadhaar number, he shall submit the Aadhaar number issued by UIDAI and PAN or Form

60 at the time of opening an account based relationship w.e.f. 01.06.2017.
b) All new accounts are required to be opened with Aadhaar and Permanent Account Number (PAN) or Form 60 as KYC document.
c) However, where Aadhaar number has not been assigned to an applicant, the applicant shall furnish proof of application of Enrolment for Aadhaar and in case PAN is not submitted, one certified copy of an Officially Valid Document (OVD) along with Form 60 is required.
d) In case the applicant is not a resident or is a resident in the states of Jammu and Kashmir, Assam or Meghalaya and does not submit the PAN, he shall submit one certified copy of OVD containing details of his identity and address and one recent photograph.
e) The extant instructions regarding opening of small account will continue.

The revised instructions with regard to analysis and submission of review of performance, for listed companies, based on QRR are as under:
In the case of all listed companies, a brief review is to be put up on the basis of quarterly working results published by them in the QRR format, duly incorporating comments such as extent of exposure, conduct of the account etc. Such review is to be submitted
(a) to the Heads of Verticals in respect of ECCB sanctions,
(b) to the CGM (Circle) / CGM (CAG) / CGM (MCG) / CGM (SAMG) in respect of WBCC & CCCC sanctions and
(c) to the GM (Network / MC Region / SAMG) in all other cases.

As per CKYCR guidelines , the data (Customer Informat ion, Photograph, Signature , KYC Documents) in respect of all account based relationships established by the Bank are required to be uploaded on CKYCR portal within T+2 days of such establishment of relationship. Account based relationship includes all types of loan accounts, non fund based accounts like Bank Guarantee, Letter of Credit etc. and all type of deposits accounts. Customer Information Sheet (CIS) in respect of individual borrowers has to be obtained from individual borrower for creation/updation of CIF, while opening of the loan/BG/LC account. CIS in respect of Non-individual borrower ,( the CIS format is not yet approved )
2. CIS in respect of both individual and non-individuals needs to be superimposed on the Loan/BG/LC application form in case of existing as well as from prospective borrowers for all types of loan accounts (including non-fundbased accounts), as per revised CKYCR template. Incidentally, updating the CIF as per CIS will also serve the purpose of

MERGER OF ASSOCIATE BANKS (ABS) AND BHARATIYA MAHILA BANK (BMB):
CLARIFICATION ON INTEREST RATE LINKED TO BASE RATE CLARIFICATION
a. Treatment of Interest rates linked to Base Rate:
All borrowers are to be advised that, as a onetime measure on account of merger, interest rates of their account are linked with BR of SBI, by tweaking the spread, to maintain the effective rate on the date of merger. Subsequent upward or downward movement in BR of SBI will be passed on to them. Borrowers are to be advised and their consent is to be obtained and
kept on record.
b. Due Date of renewal of multiple limits (of e-ABs/e-BMB ) under MBA/ Consortium:
In case of MBA / Consortium arrangement, post merger, the accounts of e-Abs and e-BMB are maintained as separate accounts till renewal of all limits. The limits maintained with different banks have different due dates of renewal. It has been decided by appropriate authority that the renewal of all limits should be carried out on the earliest of the due dates of all limits (of SBI / e-ABs/e-BMB). In case renewal of limits is not possible due to reasons beyond the control of branches, continuation of limits at existing level may be sought using the simplified format circulated vide Circular No CCO/CPPD-ADV/118/2015-16 dated 16.05.2015.
All other terms and conditions of the credit facilities will remain unchanged till renewal/ review of limit except the interest rate which gets reset after one year from date of disbursement / renewal.

Well the Govt, RBI and the Corporates may want this
but we will not allow it. The Officers and employees
will not allow it unlike the Air India staff who keep
quiet without knowing that they will all lose their job
the day Air India is privatised.
Who is to blame for the losses made by Air India? Air
India before merger of Indian Airlines was making
good profit. Air India was the only airline flying to
interiors. It is Air India which brought back lakhs of

increasing NPA. Let the authors of the article read the
Parliament Standing Committee report on NPA and
understand the reasons. Some are writing that RBI is
also not happy . The present RBI Governor was in SBI
Board before becoming Governor. The present
Finance Secretary has been in the Board. The brother
of Mr.VinodRai has been in the Board . What did they
do?
SBI with the largest number of branches in Lead
Districts in interiors including North East has been
doing yeomen services without making profit in many
branches. If SBI collapses, the Indian Economy will
collapse as 25% of Banking business is with SBI. Yes,
there are few course corrections needed and there is
need to stand up against forced policies and directives
of Govt. Service charges have to be relooked.
Employees have to be taken care. Redirection of credit
is already taking place. Doomsday Soothsayers will
only get frustrated.
SBI will march ahead. Let us work towards that. Let
the Peoples' Parliament for Unity be a step towards
