1. INTRODUCTION
In accordance with your authorization to proceed, Ninyo & Moore has conducted a Limited
Asbestos Survey (Survey) at ten Jefferson County Schools, as part of the Jeffco Warm, Safe, &
Dry 2016 Project. The Survey was limited to the areas of proposed renovation as indicated on the
design development drawings provided by JeffCo Public Schools (client). This report is based
upon site conditions at the time of the sampling activities and has been conducted in accordance
with generally accepted practices for asbestos surveys.
2. PURPOSE AND SCOPE OF SERVICES
The purpose of the Survey was to evaluate building materials for the presence of asbestos. The
objective of the Survey was to gain information regarding site conditions prior to door and/or
window replacement in the buildings. Ninyo & Moore performed the following services at each
school:
A visual reconnaissance of the readily accessible areas of the site to evaluate the possible
presence of asbestos-containing material (ACM).
The collection of building material samples related to the proposed renovation activities and
submittal to a Colorado Department of Public Health and Environment (CDPHE) registered
laboratory for analysis by polarized light microscopy (PLM). The sampling was conducted
according to EPA protocol described in the Asbestos Hazard Emergency Response Act
(Code of Federal Regulations, Section 40, Part 763). And,
Preparation of this report summarizing field activities, laboratory test results, conclusions,
and recommendations.
3. SITE DESCRIPTION
The project site included ten school buildings throughout Jefferson County. The following
schools were included in this Survey:

4. PHYSICAL LIMITATIONS
No physical limitations, such as locked rooms or fenced areas, were encountered during the
Survey. However, samples were collected from the reasonably accessible areas of each building.
The insulating material of fire doors was not assessed, nor were the non-glass panels in the door
or window systems. There is a possibility that during building renovation or demolition
activities, additional ACM may be encountered in areas that were not assessed during this Survey
(e.g. interstitial wall spaces). Suspect materials encountered during renovation that have not been
assessed may either be assumed to contain asbestos, or tested for the asbestos content.
5. SAMPLE COLLECTION
On February 9 through February 19, 2016, Mr. Mark A. Williams and Mr. Robert Neumann,
CDPHE-certified asbestos building inspectors with Ninyo & Moore, conducted the Survey. The
Survey was conducted in accordance with the Colorado Air Quality Control Commission’s
Regulation 8, Part B (Regulation 8) and the United States Environmental Protection Agency
(USEPA) guidelines, within the limitations of our scope of work.
A preliminary visual assessment of suspect ACM was conducted and homogeneous areas
(areas in which the materials appear uniform in color, texture, construction or application
date, and general appearance) were identified. Each homogeneous area was observed for
material type, location, condition, and friability. Representative samples were collected from
each homogeneous material, within the limitations of the survey, using EPA-recommended
sampling procedures. Building materials sampled and analyzed for the presence of asbestos
are summarized in Tables 1-10.

6. LABORATORY ANALYSES AND RESULTS
A total of 107 samples of suspect ACM were collected and submitted to EMC Laboratories
(EMC) of Phoenix, Arizona for analysis. EMC is a CDPHE-registered asbestos laboratory and is
accredited by the National Voluntary Laboratory Accreditation Program (NVLAP No. 101926-0)
for bulk asbestos fiber analysis. The samples were analyzed using polarized light microscopy
with dispersion staining (PLM/Ds), for the presence and quantification of asbestos fibers, in
general accordance with EPA Method 600/R-93/116.
The lower limit of detection for asbestos using the PLM method is approximately 1%. Materials
containing asbestos, but in amounts less than 1% are defined as containing “trace” amounts. In
accordance with Regulation 8, Part B, Section III any friable material reported by PLM analysis
to contain trace asbestos must be confirmed by point count analysis.
Copies of the laboratory analytical reports and chain-of-custody records are presented in
Appendix A. A copy of Ninyo & Moore personnel and the analytical laboratory certifications are
presented in Appendix B.
7. FINDINGS AND OPINIONS
The findings of this Survey are based on our visual observations and analysis of suspect building
materials for the presence of asbestos. Based on the analytical results of bulk samples collected
during this survey, the following building materials contain asbestos in amounts greater than 1%:
Leawood Elementary
Approximately 10 square feet (SF) of friable window glazing (gray) is located on the north,
west and south windows and contains 15% chrysotile asbestos. The material was observed to
be damaged.
Moore Middle
No asbestos was detected in the materials sampled at this school.
Glennon Heights Elementary
Approximately 50 SF of non-friable caulk (light gray) is located on the door frames and con-
tains 8% chrysotile asbestos. The material was observed to be in good condition.

Jeffco Open Elementary
Approximately 20 SF of non-friable caulk (black/tan) is located on the door frames and con-
tains 3% chrysotile asbestos. The material was observed to be in good condition.
Slater Elementary
Approximately 30 SF of non-friable caulk (blue/beige) is located on the door frames and
contains 7% chrysotile asbestos. The material was observed to be in good condition.
Eiber Elementary
Approximately 40 SF of non-friable caulk (beige) is located on the door frames and contains
10% chrysotile asbestos. The material was observed to be in good condition.
Lumberg Elemenetary
Approximately 20 SF of non-friable caulk (yellow/gray/blue) is located on the door frames
and contains 5% chrysotile asbestos. The material was observed to be in good condition.
Approximately 20 SF of non-friable caulk (white/green) is located on the door frames and
contains 2% chrysotile asbestos. The material was observed to be in good condition.
Weber Elementary
No asbestos was detected in the materials sampled at this school.
Witt Elementary
No asbestos was detected in the materials sampled at this school.
Campbell Elementary
Approximately 80 SF of non-friable caulk (beige) is located on the door frames and contains
10% chrysotile asbestos. The material was observed to be in good condition.
8. RECOMMENDATIONS
Prior to renovation that will impact ACM, the material should be removed in accordance with
Regulation 8. There is a possibility that additional suspect ACM may be found during
renovation. In the event additional suspect materials, not sampled or assessed during this survey,
are discovered during renovation, Ninyo & Moore recommends one of the following:

(a) Samples of suspect materials should be collected for laboratory analysis and activities which
may impact the materials should cease until laboratory analysis is completed; or
(b) the materials should be assumed to be hazardous and handled as such.
9. LIMITATIONS
Ninyo & Moore's opinions and recommendations regarding environmental conditions, as
presented in this report, are based on limited sampling and analysis. The samples collected and
used for testing, and the observations made, are believed to be representative of the area(s)
evaluated. However, if additional suspect ACM is encountered during renovation or demolition
activities, these materials should be sampled by qualified personnel, and analyzed for asbestos
content prior to further disturbance. In addition, please note that quantities of ACM are
approximate. These numbers should be confirmed prior to removal or repair activities.
The environmental services described in this report have been conducted in general accordance
with current regulatory guidelines and the standard-of-care exercised by environmental
consultants performing similar work in the project area. No other warranty, expressed or implied,
is made regarding the professional opinions presented in this report. Variations in site conditions
may exist and conditions not observed or described in this report may be encountered during
subsequent activities. Please also note that this study did not include an evaluation of
geotechnical conditions or potential geologic hazards.
This document is intended to be used only in its entirety. No portion of the document, by itself, is
designed to completely represent any aspect of the project described herein. Ninyo & Moore
should be contacted if the reader requires any additional information, or has questions regarding
content, interpretations presented, or completeness of this document.
The environmental interpretations and opinions contained in this report are based on the results
of laboratory tests and analyses intended to detect the presence of ACM in samples collected
from the subject site. The testing and analyses have been conducted by an independent laboratory
which is accredited by the National Voluntary Laboratory Accreditation Program for bulk

asbestos fiber analysis. Ninyo & Moore has no involvement in, or control over, such testing and
analysis. Ninyo & Moore, therefore, disclaims responsibility for any inaccuracy in such
laboratory results.
Our conclusions, recommendations, and opinions are based on an analysis of the observed site
conditions. It should be understood that the conditions of a site can change with time as a result
of natural processes or the activities of man at the subject site or nearby sites. In addition,
changes to the applicable laws, regulations, codes, and standards of practice may occur due to
government action or the broadening of knowledge. The findings of this report may, therefore, be
invalidated over time, in part or in whole, by changes over which Ninyo & Moore has no control.
