Speaker Biographies
Michael Bremer serves as the Director of Operations at
CoreLogic Flood Services. He has spent more than 15 years
in a variety of operational roles related to ensuring compliance with NFIP policies and regulations. Mr. Bremer
holds a B.S. in Geography from Texas State University and
has been a Nationally Certified Floodplain Manager for over
13 years. Mr. Bremer assists the NFDA with various initiatives and serves as a subject matter expert in the
area of technical mapping processes and issues.
Dane Bailey is a Floodplain Hazard Specialist for the Kansas
Department of Agriculture - Division of Water Resources.
He has a Bachelor's and a Master's degree in Geography from the University of Kansas and is a Certified Floodplain
Manager. Professionally Dane has focused on cartography,
soil science, fluvial geomorphology, GIS, environmental
science and riverine flooding. Dane has worked in the private sector as a cartographer and environmental science
consultant for a decade and has been employed in the
public sector by The University of Kansas, the Kansas
Geological Survey, and the Kansas Division of Water Resources.

Matt Bond
Mr. Bond joined the City of Lawrence in April of 2006. He
is currently the City's Stormwater Engineer and project
manager for the environmental remediation of the former Farmland Industries Nitrogen Plant. He was responsible for
the certification of the Kansas River Levee as well as the
major rehabilitation project for Bowersock Dam. Prior to
his employment with the City of Lawrence he worked for the Kansas Department of Transportation in the Bridge
Design Section. Mr. Bond graduated from the University of
Kansas in 1991 with a BS in Civil Engineering and a BS in
Architectural Engineering.

Danaher
Speaker Biographies
Doug has worked at Wilson & Company since 1995, in
Salina from 1995 – 2006 and in Kansas City from
2006 - present. Doug graduated from Kansas State University in 1994 with a Bachelors of Science degree in
Civil Engineering. Doug’s experience has been focused on
stormwater management projects including: storm water
master planning and improvement design, roadway stream crossing modeling and design, FEMA Map Revisions, levee
and dam assessments and design. Doug is a Professional
Engineer and Certified Floodplain Manager. Doug and his
wife Jenny have two children, Faith (12) and Ben (9).
Brian
Loving
Brian earned a Bachelor of Science degree in Atmospheric
Science from the University of Kansas in 1994. For the last
18 years he has worked for the U.S. Geological Survey's
Water Resources Division in Utah and Kansas, gaining
expertise in the field of water resources data.
Brian currently works in Lawrence and serves as the Data
Chief for the USGS's Kansas Water Science Center. He and
his team of 20 hydrologists are responsible for monitoring
and reporting water levels in the streams, lakes and wells
of Kansas. The USGS monitors the water levels at more
than 250 locations across Kansas, providing the public and
water managers real-time data for flood warning, drought
monitoring, water allocations, recreation and other uses.
Hye
Jin Lee
Hye Jin spent first half of her professional career as a
consultant engineer in Orange County, California. She was
a Civil Engineer for City of Fullerton, CA for nearly 8 years before coming to Merriam, Kansas as the City Engineer in
January 2009. She was appointed as the Floodplain
Administrator in July 2012. She administers 5-Year Capital
Improvement Program from budgeting to construction for the City of Merriam.

Cristina Martinez, CFM is the flood technical coordinator for
Insurances Services Office, assisting FEMA with
administering the Community Rating System Program (CRS). She has 10 years of floodplain management
experience and an academic background in civil
engineering. Prior to her work with the CRS Program, she
worked as the NFIP Coordinator for the State of Colorado and the Floodplain Manager for the City of Boulder,
Colorado. Cristina has had unique opportunities to work on
floodplain management activities at a national, state
local level and is able to bring varying perspectives from this experience.

Janet
Meshak
Ms. Meshek’s career has included assisting communities all
across Oklahoma in resolving existing flood problems,
developing strong floodplain management programs to guide new growth and prevent future flooding, and
establishing utility funding mechanisms for the
implementation of floodplain management and stormwater
quality programs, routine maintenance of drainage systems, and stormwater capital improvements. Most
recently, Meshek & Associates was selected by the
Oklahoma Water Resources Board (OWRB) as its consulting
engineer to implement OWRB’s Cooperating Technical Partners (CTP) program and FEMA’s RiskMAP initiative
statewide; Ms. Meshek serves as its Project Principal.
Ms. Meshek received her B.S. and M.S. in Civil Engineering
from Oklahoma State University. She is a registered Professional Engineer in the states of Oklahoma, Texas,
Kansas, Missouri, and Arkansas and holds an NCEES
Record Certificate.

Rhonda
Montgomery
Rhonda Montgomery is a Program Specialist with the
Floodplain Management Branch of the Federal Emergency
Management Agency. In her current capacity, Rhonda provides assistance to Regional offices of FEMA in
community enrollment, eligibility and compliance with the
National Flood Insurance Program. Rhonda also serves as
the National Training Coordinator for floodplain management training including updating FEMA’s National
Training Strategy and development of training modules for
local floodplain managers. At the State of Kansas, Rhonda
worked with state partners to enhance the state’s capability of managing floodplains and directing
development to reduce the risk of flooding. Rhonda
obtained her Certified Floodplain Manager's
designation in October 2000. In May 2006, Rhonda received her Master’s in Public Administration from the
University of Kansas.

Dan
Mulhern
Dan graduated from KSU with a BS in Wildlife Biology in
1980, then with a MS from KSU in Ecology & Systematics
in 1984. He started working for the USFWS in 1984 as a temporary biologist, was converted to permanent full-time
in 1983, and began working with the endangered species
program in 1984. He serves as the Kansas Field Office’s
terrestrial endangered species biologist as well as handling most issues related to migratory birds.
Tom
Morey
Tom Morey began his floodplain management career with
the Kansas Department of Agriculture-Division of Water
Resources as the NFIP Specialist in September 2005. He obtained his Certified Floodplain Manager's designation in
May 2006. In May 2007 Tom accepted the position of State
NFIP Coordinator for the State of Kansas. Tom spends a
majority of his time working with property owners, insurance agents, real estate agents and local officials to
provide information on the National Flood Insurance
Program. Tom also serves as the President of the ASFPM
Certification Board of Regents and Chairman of the State Hazard Mitigation Team. Tom has a strong background in
education, natural science and public administration. He is
a Registered Sanitarian in the State of Kansas. He
previously worked for the Kansas Department of Health
and Environment and Parks and Wildlife and has over 9 years of experience in State Service.

Cheryl Small
Cheryl Small is currently the Immediate Past President of
the National Flood Determination Association (NFDA) and a
member of its Board of Directors. She has participated in the establishment and growth of the NFDA since its
inception, and is active in the industry working with various
FEMA agencies and trade organizations to promote the
NFIP. Cheryl is also Vice President of Operations at CoreLogic Flood Services and has been active in the
insurance industry for over 25 years, holding positions in
operations management, new product development, sales
and marketing. She has been involved with the NFIP since 1984 and was responsible for the Write Your Own (WYO)
Flood Program for a leading insurer in the financial
market. Cheryl owned a flood determination firm, which
was later acquired by GE Capital Corporation in 1994.
Erika
Stanley
Erika Stanley, CFM is the Floodplain Mapping Coordinator
at the Kansas Department of Agriculture. Under the
Cooperating Technical Partners (CTP) agreement with FEMA, she manages mapping projects throughout Kansas
and provides technical assistance and training to local
officials on how to use digital flood maps and LIDAR data.
Erika holds a Master’s of Urban Planning from the University of Kansas and a B.S. in Environmental Science
from Haskell Indian Nations University. She is currently
serving as the Region 7 Regional Director on the ASFPM
Board of Directors.
Gail
Moldovan-Trujillo
Ms. Moldovan-Trujillo has been a licensed insurance agent
for 24 years working for Hagan Hamilton Insurance agency
as a sales agent, Branch Supervisor and part-time educator. She has achieved the professional designations
of Certified Professional Insurance Woman (CPIW) and
Accredited Customer Service Representative (ACSR), and is
currently studying for the Associates in National Flood Insurance designation. Among Gail’s achievements, she
has also been awarded Insurance Woman of the year
twice, through her local National Association of Insurance
Women’s (NAIW) Chapter, and ACSR of the year from the Independent Insurance Agents & Brokers of Oregon
(IIABO).

Chad is a professional engineer with a Civil Engineering
degree from the University of Kansas. His background is in public works, stormwater management
and structural engineering. Chad managed the City of
Lawrence stormwater program for ten years, where his
work included flood control projects, development regulations, floodplain administration and NPDES
compliance. He also has several years experience with
engineering consulting firms in Kansas, Missouri, North
Carolina and Minnesota.
Chad joined the Division of Water Resources in 2010. He
and his family live in Douglas County.

Jerry
Winkley
Jerry E. Winkley is the owner and operator of
ServiceMaster Clean In AWink, South Central Kansas’
leading restoration and cleaning business. With five franchises, and ranked in the ServiceMaster Top 100, Jerry
and his nearly 100 employees serve throughout South
Central Kansas with 5 franchises in Wichita, Hutchinson,
Derby and Winfield, Kansas.
Jerry carries numerous trade certifications and has enjoyed
teaching Continuing Education since 1993. Over the years,
Clean In A Wink has provided continuing education training
to over 15,000 attendees including insurance agents & adjusters, REAL Estate professionals, plumbers, nurses,
HVAC technicians, and a wide host of other industry
professionals. His courses have been approved and used to
produce CE courses in nearly all 50 states.
Jerry and his wife, Lisa, have five children and are actively
involved in church ministry, music, and teaching.

Zung
Mr. Zung received his BS in Geology from the University of
Missouri at Rolla and a MS in Water Resources Science from the University of Kansas. Mr. Zung is currently the
Water Resources Engineering Program Manager as well as
the Hazard Mitigation Program Manager in the Kansas City
office of Stantec Consulting Services Inc. He also is the Professional Technical Service contractor STARR Regional
Service Center lead for FEMA Region VII. He has 15 years
of experience as a hydrologist with a background in
hydrologic and hydraulic modeling and water resource management. He is a Project Management Professional
and a Certified Floodplain Manager experienced with
FEMA’s National Flood Insurance Program, Hazard
Mitigation Technical Assistance Program, and Technical Assistance and Research Contract for FEMA’s Building
Sciences Branch. The majority of Mr. Zung’s work includes
project management of federal projects, performs the
completeness check review of certification packages to
meet 44CFR 65.10, technical review of floodplain mapping projects, performing hydrologic analyses, hydraulic
analyses and GIS mapping for FEMA flood studies,
―No-Rise‖ analyses, dam breach analyses, stormwater
management analyses, levee interior drainage analyses,

I. Call to Order: The meeting of the entire membership was called to order by Chairman Slone at 12:40 p.m. with the following officers present: Don Slone – Chairman, Sam Seeley - Vice-Chairman, Jon Bristor – Treasurer, Mark Vonachen - Secretary, Tom Morey – Kansas State NFIP Coordinator, and the following Regional Directors: Gina Bell – Region 2, and Marcie Weatherly – Region 6. Linda Finger, Region I and Charlene Weiss, Region IV were absent. Region III and Region V Regional Directors are currently vacant.
II. Approval of 2011 Annual Meeting Minutes:
Motion by Chad Bunger to approve the 2011 annual meeting
minutes, seconded by Mike Gregory. The motion was
approved unanimously.
III. Treasurer’s Report: Slone advised the membership the treasurer’s report is found on pages 19-20 of the conference agenda booklet.
Motion by Chad Bunger to approve the treasurer’s
report as submitted; seconded by Kelly Dixon. The motion
was approved unanimously.
IV. Amend the Association’s Constitution: Slone explained to the membership last year we established a constitution as a requirement of becoming a chapter of ASFPM. Since the re-establishment of KAFM in 2004 the Executive Board has had a difficult time filling the current six Regional Director positions. Region III has been the most difficult since the gentleman retired from the City of Hays.

Recently there has been some additional turn-over as persons holding these positions have moved to another region or are no longer in the floodplain management business.
The Executive Board discussed the frequency of vacancies and more importantly the role of the Regional Directors. No clear roles or duties could be established for the Regional Directors that the Executive Board could not fulfill. Therefore, the Executive Board decided to propose an amendment to the Constitution which eliminates the Regional Directors. With the proposed elimination of the Regional Directors, the Executive Board proposed to add a fifth position to the Executive Board. The position will be called the At-Large Representative. The main duty of this position will be to serve on the Conference Training Committee and be in charge of the training sessions at the annual conference. The last major change was from an Executive Board to a Board of Directors. Currently the Executive Board consists of the Chairman, Vice-Chairman, Treasurer, and Secretary. Then there are the six Regional Directors. If the proposed changes are approved, the name will change to the Board of Directors. The Board of Directors will consist of Chairman, Vice-Chairman, Treasurer, Secretary, At-Large Representative, and the Ex-Officio Member which is the State NFIP Coordinator. Along with these three proposed changes there were some other minor changes regarding spelling, grammar, as well as modifications of current job duties. The proposed changes were sent to the membership for comment in compliance with the current By-Laws. In addition, the changes were placed on the registration table for all members to view. Motion by Gina Bell to approve the proposed changes to the
Constitution as presented by the Executive Board; seconded
by Kenny Cook. The motion was approved unanimously.
V. Amend the Association’s By-Laws Slone explained the same changes in the Constitution are found in the By-Laws.
Slone advised the membership it was his recommendation to the Executive Board the addition of a fifth member to the Board. One of the major goals of the Association is to provide education and training of its membership. This position will help ensure we receive adequate training and meet the needs of the membership.

presented by the Executive Board; seconded by Steve Higgins.
The motion was approved unanimously.
VI. Election of Officers Slone asked if there were any questions on the process of how the nominations and election of officers takes place. There were none. The term for the Board of Directors is one year and runs from annual conference to annual conference. A memo was sent out by Vonachen to the membership asking for nominations to the Board of Directors. Slone reported he, Seeley, Bristor, and Vonachen are seeking re-election to their current positions. Tonya Richards, of Marion County is seeking election as the At-Large Representative. The membership received a copy of her biography and qualifications. By unanimous vote, the membership elected all nominees for
the 2012-2013 term year.
VII. Installation of Officers Slone announce to the membership the 2012-2013 KAFM Board of Directors are: Chairman: Don Slone Vice-Chairman: Sam Seeley Treasurer: Jon Bristor Secretary: Mark Vonachen At-Large Representative: Tonya Richards Slone congratulated all Board of Director members and thanked them for their service. VIII. Special Recognitions Slone announced to the membership several people who helped make this conference a success. X. Chairman’s State of the Association: Slone stated the Board of Directors has accomplished many goals this year. The main goal was becoming the 33rd official chapter of ASFPM. This was a follow-up to what past Chairman Kelly Dixon started last year. The board had some corrections to make before being accepted as a chapter. We became an official chapter member on 11/11/11. After becoming a chapter, the board discovered the association should have liability insurance, become incorporated, and begin paying taxes. These items were brought to the board’s attention during a chapter call with ASFPM. The Board of Directors is pleased to announce to the membership KAFM became incorporated on January 12, 2012, obtained liability insurance, and are in compliance with all IRS tax laws. Special thanks to Bristor and Melinda McCurley to help accomplish these goals.

The Board of Directors recently purchased the domain name KAFM. Therefore, the official website of our organization is www.kafm.org. The old web address of www.ekafm.org will still work. It will re-direct you to kafm.org. This is the second year of having registration of the conference through RegOnline. For the most part it went well. There are still some glitches in the system that the board will work to correct for next year. Slone wished the 10 people taking the CFM exam tomorrow good luck. Slone announced to the membership a member must attend all sessions to get the full eight credit hours for your CFM renewal. If a member leaves early, credit hours will be deducted accordingly. After the conference the certificates will be out on the conference registration table. XI. Please respond to the evaluation so the Board of Directors can make this an even better conference. Next year’s conference is September 4th and 5th in Topeka. This will be the 10th Anniversary Conference since the re-establishment of KAFM in 2004. The 2014 KAFM Conference will be in Sumner County at the Kansas Star Casino.
