Bland Shire Council recently held a

series of roads forums in the Bland Shire.

After a small turnout to the first forum in

West Wyalong, community members turned

out in force to subsequent forums in

Ungarie, Weethalle and Mirrool.

A key part of the sessions was a

presentation from Council General Manager,

Ray Smith and Director of Assets and

Engineering Services, Will Marsh on

Council’s roads funding model and roads

hierarchy system.

The roads hierarchy sets out the service

levels for each road in the Bland Shire

based on the limited funding available from

the collection of rates and Government

funding received by Council.

While Bland Shire farmers pay

approximately $3 million per year on rates,

Council spend $5.7 million per year on roads

including $4.1 million on unsealed rural

roads used mainly by farmers. The Federal

Government’s recent decision to freeze the

indexation of Financial Assistance Grants

and the Roads to Recovery program is

expected to reduce Council’s roads funding

by more than $500,000.

The roads hierarchy contains six

classifications, from category one state

highways to category six unmaintained

tracks, which each have identified service

levels and response times for maintenance

that Council strive to achieve within its roads

maintenance budget.

The table on the right features roads

classifications one and two. The remaining

classifications will be featured and explained

further in subsequent editions of the Bland

Shire Council notices.

Category one roads included classified main

roads, including state highways and regional

(main) roads which are predominantly

funded by the RTA while category two roads

include arterial roads distributing traffic

directly between towns and villages and

streets which provide direct access to

commercial and industrial areas.
