IRPC ORDERS BACT TECHNOLOGY
CTS Thailand has secured an or-
der to supply the following BACT
(Best Available Control technique)
related products for 5 tanks
(2 80.0m diameter, 2 x 14m
diameter and 1 x 33m diameter):
• CTS40 double compression
plate seals
• CTS Leg seals
• CTS gauge pole covers
When working on reducing emis-
sions from open top (external
floating roof – EFRT) tanks it is
important to reduce emissions
from all emission sources as
found in these types of tanks.
These include the following:
• Seal and floating roof rim area
• Gauge pole and thermos well
• Roof legs
• Sample points
• Other roof penetrations
CTS has specialized itself in reduc-
ing these emissions by installing
products and systems that will
reduce or eliminate emissions of
VOC’s (volatile organic compounds)
from these sources. All of these
are classified BACT (Best Available
Control Technique) from both EPA
USA as well as from IPPC Europe.
Apart from supplying these prod-
ucts and systems CTS is also
able to monitor the performance
of these products by conducting
IR (infrared) emission measure-
ments.
All materials supplied will be in-
stalled under CTS supervision
during the first half of 2016.

Fuel oil storage represents a mas-
sive market as fuel for sea going
vessels. It is known as being very
corrosive to carbon steel, as a re-
sult of the presence of high con-
centrations of H2S, which is ex-
tremely corrosive to carbon steel
grades. Now as a result of the
superior corrosion resistance of
aluminium grades under these cir-
cumstances many steel roofs on
storage tanks have been replaced
by aluminium dome roofs
Now more and more often IFR’s
are being requested to cover Fuel
Oil and Crude Oil, raising ques-
tions on the suitability of alumini-
um for exposure to high Sulphur
concentrations for instance. Also
other contaminants as water and
Chlorides can result in very corro-
sive circumstances.
Over the years CTS has built a
vast experience on satisfactory
using aluminium IFR’s in com-
bination with these challenging
products. In particular should it
be noted that aluminium is not
attacked by hydrogen Sulphide
(H2S) or other environments con-
taining high concentrations of Sul-
phur and Sulphides. The excellent
corrosion resistance of aluminium
under these conditions has been
well documented from both in lab-
oratory tests as well as from in
service applications.
At the end of CTS we have ex-
tensive information available on
the suitability of our products in
combination with both Fuel Oil and
Crude Oil, so please consult us
on any specific requirement you
might have to reduce emissions
and/or smell from storage tanks
storing these products.
Zeeland Refinery is a joint venture company between Total and Lukoil, located in the South West of The Netherlands. CTS has been selected to install a full contact IFR in one of the Zeeland Refinery Fuel oil tanks to reduce smells from this tank. Though Fuel oil has a low vapour pressure it can still generate com-plaints as it can generate a lot of smell for the vicinity of the storage tank. To reduce this smell installing a full contact IFR is an excellent approach that also reduces product heating costs as it acts as an excellent insulator against heat loss.

VOPAK HORIZON BLACK PEARL PROJECT COMPLETED
THE VHFL TANK FARM, VIEW FROM ONE OF THE BLACK PEARL PROJECT DOME ROOFS
Black Pearl project:
The most recent terminal expan-
sion has been the Black pearl
project, where VHFL hjas decided
to realise 5 large 68m diameter
new tanks for storing Crude oil.
Given the challenging nature of the
products that can come in for any
lightweight floating roof structure it
was decided to build these tanks
having aluminium dome roofs cov-
ering a steel floating roof. This to
ensure the tanks involved can han-
dle any grade of Crude oil, while at
the same time also being able to
store the most volatile Hydrocar-
bons in these tanks as well.
Reasons to use covered floating
roof tanks:
The following reasons made VHFL
decide to realise this project for
this tank design:
• An aluminium dome is shielding
a floating roof from sun radiation
and as a result of this product
temperatures and related emis-
sions are significantly reduced
The VHFL (Vopak Horizon Fujairah Limited) terminal in Fu-jairah, UAE is amongst the largest independent tank termi-nals in the world. At one of the most important oil hubs and bunkering locations it is storing extensive volumes of all kind of hydrocarbons. Since the very beginning of the terminal all tanks have been built as API 650 atmospheric storage tanks with an aluminium dome roof, where the tanks for the more volatile products are equipped with lightweight aluminium in-ternal floating roofs. This to make sure minimum emissions are realised.

• As the steel roof will not see
any rain water loading nor be
exposed to wind a low rise sin-
gle deck steel floating roof can
be used, reducing roof height
(resulting in higher tank capacity
and lower construction costs)
• Last but not least building these
tanks as dome roof tanks allows
storing water sensitive products
and products with a low flash
point and high vapour pressure
in these same tanks as well
CTS scope of supply:
As a long standing partner for
both ENOC as well as Vopak (the
partners in the VHFL terminal)
CTS was selected to supply the
following systems and products:
• Aluminium dome roofs on slid-

RECOPE VALVES AND COMPOSITE HOSES ORDERS
PLEASE CONTACT US FOR MORE INFORMATION ON
INFO@CTS-NETHERLANDS.COM
Several important project or-
ders were realized for RECOPE,
amongst others for the following
products:
CTS composite hoses in various
sizes and lengths for different
terminals:
Composite hoses are hoses that
are made from multiple layers of
fabrics, supported from an inter-
nal and an external wire helix. The
inner layers ensure the tightness
and product compatibility, where
the intermediate fabric layers en-
sure the hose will deal with the
pressure required. The outer cov-
er is able to deal with a range of
circumstances and requirements,
from UV-exposure to frequently
being in contact with product han-
dled.
Over the years composite hoses
have developed into the most im-
portant loading and blending hose
in tank terminals and refineries,
given its almost universal chemical
resistance combined with great
reliability, a low hose weight (im-
proving hose handling) and great
flexibility. Even LPG and LNG can
be safely transferred using com-
posite hoses. All hoses supplied
from CTS are individually pressure
tested and certified, and have all
required type approvals. Upon re-
quest hoses can be identified with
the terminal name, and we can
also use specific hose colours to
identify hose service categories or
locations.
CTS valves for the expansion
project of RECOPE´s petrochem-
ical port named “Terminal del
Atlántico”:
The order for CTS valves consist-
ed of the design, manufacturing
and supply of ball, gate, globe and
check valves all designed to meet
ANSI & API standards in various
sizes up to 20”. CTS successfully
complied to the special coating
requirements for the valves, in
order for these to perform under
extremely harsh marine and envi-
ronmental conditions and with the
objective to guarantee a trouble
free and corrosion free life for the
valves.
CTS has implemented extensive
quality control routines through-
out the entire process from man-
ufacturing to installation of the
valves, to allow meeting exception-
al demands and requirements in
the field of industrial valves, under
the highest international quality
standards.
RECOPE (Costa Rica´s state owned oil & gas enterprise) has expressed its continued confidence in the products and ser-vices of CTS, this after CTS has been able to successfully complete several significant orders and projects in 2015. On the basis of an excellent order performance paired with high quality products CTS Costa Rica has developed as a key sup-plier to RECOPE in Costa Rica.

CTS recently has been awarded
the project to engineer and sup-
ply fourteen (14) aluminium dome
roofs and fourteen (14) alumin-
ium full contact internal floating
roofs (IFR’s) for tank diameters of
Ø42m, Ø36m and Ø23m.
The aluminium dome roofs will be
engineered with the internal ten-
sion ring and sliding supports, to
ensure aluminium dome roof integ-
rity and water tightness irrespec-
tive of any future tank settlement.
This arrangement will also ensure
minimum forces to be transferred
into the tank shell.
Full contact aluminium internal
floating roofs represent the best
available control technique (BACT)
in reducing emissions and do meet
the most stringent international
EPA and IPPC standards in this
respect. The emission reduction
from full contact IFR’s is realised
by minimising the liquid to air in-
terface, which intrinsically ensures
the emission reduction required is
achieved. Apart from that tanks
equipped with a full contact IFR
only do require firefighting facilities
suitable to deal with a rim fire, as
no full surface fire is possible with
these type of IFR’s under NFPA 11.
All full contact type IFR’s will be
equipped with liquid mounted pri-
mary shoe plate seals and rim
mounted independent secondary
wiper seals. This tank seal com-
bination will further improve tank
safety while also reducing environ-
mental impact as hydrocarbon va-
pour emissions are restricted to
an absolute minimum by using this
seal combination.
Realising this project represent
another major project for CTS,
positioning CTS as market leader
for systems and products for at-
mospheric storage tanks.
DOME AND FULL CONTACT IFR ORDER FOR BPGICBPGIC (Brooge Petroleum and Gas Investment Compa-ny FZC) was established in 2013 in the Fujairah Free Zone, UAE. BPGIC activities cover amongst others trad-ing and storing oil and build-ing and managing refineries. BPGIC has embarked on a project realising a terminal in Fujairah, where Phase 1 as the initial stage of the project will incorporate a mix of small and medium sized tanks representing 350,000 m3 of tank capacity.

EXXONMOBIL CONTRACT:
For ESSO Rotterdam (part of the
ExxonMobil refinery) a 33.5m di-
ameter tank was equipped with a
HC (Honeycomb) type full contact
aluminium IFR. The tank was con-
taining Hydrocarbons with a high
aromatic content. The order was
received per early October and the
whole project was realised before
year end, representing a very fast
turnaround time for the project.
GULF PETROCHEM CONTRACT:
Also in 2015 CTS ME has sup-
plied two numbers of full contact
HC (Honeycomb) type IFR’s for the
Gulf Petrochem terminal located
at New Hamriyah, Hamriyah Free
Zone, Sharjah, UAE. The IFR’s
were installed on 27m diameter
tanks storing Pyrolysis oil and
Naphtha.
Compliance:
All products and systems supplied
from CTS do meet all international
storage tank standards and guide-
lines such as API 650, API 653,
ASCE 7, EN 14015, EN 1991,
EN 1999, EEMUA, NFPA 11, EPA
USA, IPPC EU. We also do make
sure that we always meet spe-
cific local requirements such as
PGS 29 and VLAREM which are
representing the essential safety
requirements for The Netherlands
and Belgium.
From 1991 onward CTS has been distributing full contact aluminium IFR’s (internal floating roofs) for atmospheric stor-age tanks. These full contact IFR’s are manufactured from seal welded and pressure tested floatation elements, and have been extensively tested and certified for their emission reducing properties as well as fire safety. Manufactured from high quality aluminium grades these IFR’s represent proven BACT (Best Available Control Technique) technology and several thousands of these IFR’s have been supplied and installed on a global basis.

Engineering standards and CTS’
support:
For every project there was an
extensive set of engineering stan-
dards. These included the follow-
ing design standards:
• AWWA
• API 650
• Saudi Building Code
Under these standard CTS did
not only design, manufacture and
supply the dome roofs but we also
supported the design for the steel
tanks.
Now meanwhile quite a number
of the domes ordered have been
supplied and installed, and CTS
did not only supply the materials
but also supported the projects by
mobilizing experienced supervision
and supporting installation with all
specialized tools required for the
proper installation and lifting of
the aluminium dome roof.
On the NWC Makkah and Briman
projects 110m domes have been
successfully lifted and fully com-
pleted, for the moment represent-
ing the largest free span alumini-
um domes ever installed on top of
steel storage tanks.
As CTS also designed the steel
tension ring and dome supports
that were supporting the dome
roof the lift of these impressive
domes went very smooth and al-
lowed positioning the domes im-
mediately after the dome lift was
realised.
The fact that all materials were
supplied within the agreed deliv-
ery time and that all installation
activities were realised without
incurring any LTI (lost time injury)
is another milestone for the CTS
operations in the Middle East sup-
ported from the CTS offices in The
Netherlands and Bahrain.
In 2014 CTS has been awarded several contracts for the design, supply and installation support for a number of NWC Saudi Arabia projects realising very large tanks. These proj-ects included 44 domes in diameters from 52m to 120m.

VTTI UAE CRUDE OIL PROJECT REPORT
VTTI FTL CRUDE OIL TANKS
Why use covered floating roof
tanks:
VTTI did decide to build these
tanks as covered floating roof
tanks for the following reasons:
• Emission are significantly lower
for dome covered floating roofs,
as a result of eliminating sun
radiation as well as wind influ-
ences on the floating roof
• Installing an aluminium dome
roof allows using a lightweight
aluminium full contact IFR or a
single deck steel floating roof
• When using a single deck steel
floating roof it is possible to reduce
the height of the floating roof (re-
sulting in higher tank capacity and
lower construction costs) since no
longer 10” of standing water is to
be considered as loading the roof
In 2015 VTTI UAE (FRCL) has given the go ahead on a project realising 5 new tanks for storing crude oil in the Fujairah free Zone. Giv-en the demanding require-ments related to safety and minimal emissions these 5 tanks have been designed as aluminium dome roof tanks having a steel internal float-ing roof.

Southern Johor was chosen as the
location for the project due to its
proximity to deep-water port facili-
ties and regional demand centres.
The complex will cover an area of
2,000ha, and include a crude oil
refinery and petrochemical complex
capable of processing 300,000 bar-
rels of crude oil per day (bpd). The
RAPID project refinery will produce
gasoline and diesel that will meet
Euro 4 and Euro 5 fuel specifica-
tions. It will also supply feedstock for
the petrochemical complex, which
will create highly specialised chem-
icals. The refinery will use modern
technologies to develop these prod-
ucts and follow stringent environ-
mental regulations.
Per early 2016 CTS has been
awarded a contract to engineer,
supply and to support installa-
tion of nine (9) Aluminium Domes
Roofs, covering new steel tanks.
The dome roofs will be executed
in four different diameters, as
follows:
• Ø86m (3 tanks)
• Ø45m (2 tanks, to be operated
as pressure holding)
• Ø25m (2 tanks, to be operated
as pressure holding)
• Ø20m (2 tanks)
Four (4) of these domes will be oper-
ated under pressure and (5) domes
will be operated as atmospheric. All
dome roofs will be designed with in-
ternal tension ring and sliding sup-
ports.
The dome roofs are designed in
ccompliance with all relevant in-
ternational codes, as follows:
Construction:
API 650, API 653, API 2000
Safety:

ORPIC TANK SEAL CONTRACT FOR CTS
CTS1 SHOE PLATE SEAL DURING ASSEMBLY
From many suppliers and after a
thorough screening CTS has been
selected per early 2015 as the
preferred vendor to supply primary
and secondary tank seals for twelve
(12) external floating roof tanks to
be refurbished under the Sohar Re-
finery Improvement Project.
The seals ordered were the
following:
• CTS1 liquid mounted primary
scissor type shoe plate seal
• CTS20IT rim mounted indepen-
dent secondary compression
plate seal
To ensure that all tank seal compo-
nents would be able to withstand
the products stored ORPIC select-
ed to use an anti-static PTFE (Tef-
lon©) vapour barrier. This vapour
barrier is compatible with all known
hydrocarbons and chemicals while
also ensuring the tank seal fabrics
used are fire-safe. The latter has
been tested and certified under
DIN
For the tanks storing a more waxy
product such as Crude oil special
wax scrapers were included with
the delivered primary seals, to en-
sure minimum waxy crude will built
up on the inside of the tank shell.
This as that would not only result in
higher emissions, but it would also
be scraped off from the secondary
seal and be deposited on top of the
floating roof, introducing corrosion
and concerns on the drain sumps
becoming blocked from this depos-
its.
Additional to the supply of the
Seal System, CTS will provide the
Installation Supervision & Inspec-
tion Services for the twelve (12)
tanks.
Oman Refineries and Petrochemicals Company (ORPIC) has developed plans over the past years to boost the overall ef-ficiency and productivity for Sohar Refinery by prevail over the existing technical constraints resulting from the change in Oman export blend crude quality. This will give Sohar Re-finery the ability to meet the increasing demand for oil and refined products, supporting the economic development of The Sultanate.

BAPCO CTS1-20U SEAL ORDER FOR RIVETED TANKS
CTS20U TANK SEAL TRAVELLING A RIVETED TANK SHELL
Over the years CTS has supplied
a number of customers with its
tank seals as suitable for riveted
tank shells. As CTS is also a long
standing supply partner of the Bah-
rain Petroleum Company (BAPCO)
we received an order to supply a
CTS1 liquid mounted primary scis-
sor shoe plate seal in combination
with a rim mounted independently
acting CTS20U secondary com-
pression plate seal for three (3)
tanks.
Both seals were specifically de-
signed to travel the very rough
riveted tank structure, which intro-
duces very demanding properties
to any tank seal, as visible from the
picture on this page.
Apart from supplying the tank
seals for these tanks also orders
for a total of 63 CTS Drainmas-
ter drain line joints was supplied
to BAPCO per early 2015. These
Drainmaster joints represent the
best possible technology for hose
type pipe joints present in drain
lines, as amongst others a supe-
rior ETFE (Ethylene tetrafluoroeth-
ylene) cover is being used for these
joints, resulting in the best possi-
ble tightness while at the same
time guaranteeing trouble free
operations and suitability of these
joints for all known Hydrocarbons
and Chemicals.
Atmospheric storage tanks have been holding extensive quantities of Hydrocarbons for more than a century now, and if regularly inspected and properly maintained these API 650 storage tanks can last for more than 100 years. Where typically these storage tanks are of a welded structure there are also many storage tanks out in the market place that are of riveted design. These tanks pose an extra challenge for floating roof seals, as these seal do have to overcome the rivets on the inside of the tank shell when the floating roof is floating up and down inside the tank shell.

SYSTEMS AND PRODUCTS FOR INDUSTRIAL CARGO TRANSFER AND STORAGE
These IFR’s represent BACT (Best
Available Control Technology) and
will typically reduce emissions with
at least 97% as required under
the most stringent international
environmental codes (such as USA
EPA and EU IPPC requirements).
For this reason the IFR’s were
equipped with the following parts:
• Liquid mounted light weight scis-
sor type shoe plate seal
• Rim mounted (independent)
secondary wiper seal
• Seals on all penetrations (such
as for gauge pole and sample
point)
CTS has been distributing these
IFR’s for more than 25 years,
and we have been able to realize
an excellent track record on the
basis of meeting all relevant prod-
uct standards and by using the
following distinguishing product
features:
• All floatation pontoons have
bolted pressure test plugs
• Ends of pontoons are heavily
braced to prevent cracking at
this weld location
• All pontoons are pressure test-
ed and certified before shipping
• The IFR perimeter is extruded
as this represents the highest
mechanical strength for the IFR
All IFR’s will be installed under ex-
perienced CTS ME supervision in
the first half of 2016.
In the course of 2015 CTS ME received an order for 5 IFR’s destined for Shell Oman Marketing Company (SAOG) to be installed in the Mina Al-Fahal Depot in Muscat, Oman. This order was for supplying skin and pontoon type (non-contact) IFR’s suit-able for gasoline service, for tank diameters ranging from 14.6m to 36.5m. All tanks are storing gasoline grades.
