Project Overview
The 2016 Transit Service Review was initiated with the goal of providing more effective all-day transit service to areas with underperforming routes, without expending additional service hours. General planning guidelines used to achieve this were to:
• Reduce route duplication• Increase frequency• Make routes more direct• Expand service on evening and weekends to achieve base service standards
Throughout February and March 2016, Calgary Transit offered the following opportunities for the public to review the proposed changes and give us feedback.
• An online feedback form was available from February 17, 2016 to March 16, 2016. The opportunity to provide feedback for this was widely promoted.
• Two consultation sessions were held with community representatives on February 8, 2016 and February 11, 2016.
• Five information sessions were held between February 22, 2016 and March 11, 2016.• Six pop-up information sessions were held at CTrain stations between February 23, 2016
and March 3, 2016.• An information session was held at the University of Calgary on March 7, 2016 and at
Southern Alberta Institute of Technology on March 14, 2016.• Five engagement meetings were held at affected senior’s residences’ and/or care facilities
between March 11, 2016 and March 17, 2016.
Public feedback was incorporated into the plan, which was finalized in May 2016 and implemented on September 5th, 2016.
Purpose of Report
The purpose of this document is to provide a six-month update of how the plan has proceeded since the September 5, 2016 implementation and to guide any next steps for monitoring and action. A more complete assessment of the outcome will be available in the one-year review, which will occur in 2018. The one-year review will require data collection in Fall 2017 to adequately compare route performance and customer response to Fall 2015 and Fall 2016.

Operational Performance Analysis
Base Service Provision
The RouteAhead Update TT2017-0185 defined Calgary Transit’s operational goals in the following terms:
“Base transit service and the Primary Transit Network (PTN) define both the quality and quantity of transit service in terms of the coverage (accessibility), frequency (how often transit vehicles arrive at a stop or station) and the time ‘span’ of service (when does service start and finish each day).
Base: a combination of services operating at least every 30 minutes, 15 hours a dayPTN: a combination of services operating at least every 10 minutes, 15 hours a day
A key base service measure is making transit service accessible (i.e. withing 400 metres walking distance) to ensure accessibility for the majority of Calgarians where they live and work.”
As a result of the 2016 Transit Service Review route changes, over 24,000 more people in NW Calgary are now within 400 metres of base-level service. Over 100 additional businesses are also within base service coverage range. The result is significant progress towards The City of Calgary’s goal of having 95% of population within 400 metres of base transit service.
Service Hour Savings
The 2016 Transit Service Review was implemented with an overall annual savings of about 10,000 service hours, which have been reinvested into the Calgary Transit bus network.
Reliability
Issues were identified early on with several of the new bus routes in terms of schedule adherence. In particular, Route 10 & Route 90 experienced severe and consistent delays within the first month of service.
Once the early issues had been corrected, overall reliability for the new routes in Fall 2016 was improved over the previous routes in Fall 2015. Specifically, the proportion of buses that werew on time had improved from an average of 80% to 85%. This 5% improvement was achieved by reducing the incidence of buses leaving too early (by -3%) and too late (by -2%).

Bus Ridership
A direct comparison of the old routes and the new routes will not indicate the change in ridership. Below are four reasons why this is true:
1. Customers may shift to or from other bus routes that interact with the new routes but that were not changed (e.g. Route 1 Bowness / Forest Lawn).
2. Customers may shift from the bus to the CTrain without making use of a bus connection, particularly where bus routes previously went directly to downtown. This would include previous bus users who access an CTrain station by walking, cycling, drop-off, or park and ride.
3. Customers may transfer from bus to bus, creating two boarding data points, where before they only boarded one vehicle to make the same trip (or vice versa).
4. There were major city-wide shifts in ridership patterns from 2015 to 2016 due to the economic downturn in Calgary. It is unclear if these impacts are evenly distributed across the network.
To get a better understanding of the changes in bus boardings due to the 2016 Transit Service Review, other routes or portions of routes are added into the analysis that are “related” to the Transit Service Review. That is, boarding changes are expected on those routes as a direct result of the Transit Service Review route changes.

Northwest Calgary, including those routes unaffected by the Transit Service Review, saw more routes affected by the bus boardings decline than the city as a whole. It is unclear if the boardings decline is any higher due to the Transit Service Review than it would have been with impacts of the economic downturn alone. Without an in-depth understanding of the transfer rates, we could merely suspect a decline in ridership (though not boardings) due to the new network design that encourages greater numbers of transfers.

Weekday Bus Boardings for New Routes – Fall 2016
LRT Ridership
There was a decline in overall boardings on the CTrain network from Fall 2015 to Fall 2016. However, the northwest leg of the Red Line defied this trend with an increase of 4%. The reorientation of the bus routes in the 2016 Transit Service Review is possibly one cause of increased LRT traffic in NW Calgary relative to the rest of the CTrain network, along with the stability of post-secondary enrolment (University of Calgary, Southern Alberta Institute of Technology, and Alberta College of Art & Design).

Ongoing Public Feedback
Calgary Transit has tracked customer feedback that has been received via customer service requests (CSR’s) and e-mail since the September 5, 2016 implementation of changes to 15 routes, stop location modifications, and schedule modifications. These responses have been classified according to the general category of concern. The dominant issue expressed by customers after the changes began is the addition of a transfer to complete some trips. Customers frequently stated that they would be seeking other modes of travel to avoid the necessity of having to transfer.
The data do not include phone calls or other more casual modes of feedback without a record, such as interaction between operators and customers. The total numbers of concerns are not equivalent to the number of e-mails or CSR’s. In some cases, a single customer will have raised multiple concerns, all of which were counted separately. Other customers may raise the same concern on multiple occasions; this is only counted once. Petitions are only counted for the individual submitting it. Calgary Transit cannot verify the circumstances under which others sign the petition, or if their individual concerns are identical to those submitting the petition.
West Hillhurst Seniors-Focussed Feedback – Spring/Summer 2017
A separate paper feedback form was created and distributed to the West Hillhurst Community Association in May 2017 for gathering of input from users who may have trouble contacting Calgary Transit through standard methods of communication. The purpose of this feedback gathering was to discover more detailed information on the experiences of senior citizens in particular with the new bus routes. By better understanding the needs of this group of users, Calgary Transit can target future, small-scale modifications to better meet these needs.
Main points of feedback:• The primary origin of concern is within the 5 AV NW and 6 AV NW corridors between Crowchild Trail
and 14 ST NW.• Concern about the challenges of connecting to Downtown and Market Mall.• Challenges with accessing the Go-Getters program at West Hillhurst Community Association from
Bridgeland in particular.• Low service frequency on bus routes was a barrier to travel.• General dissatisfaction with making transfers, particularly between bus and CTrain.• Lack of stops in particular locations (e.g. 19 ST NW between Kensington Rd NW and 6 Av NW).• Preference for seeing previous Route 9 reinstated.

Route 90 Schedule & Operations
On-time performance issues within the initial weeks of service. The main contributing factor was slower than expected average speed through the downtown core and reliability issues with operating standard buses through some segments of the route.

Action 2: Route split into Route 90 Bridgeland / Sunalta and Route 449 Parkhill / Eau Claire. Route 449 served with shuttle buses to ensure more reliable operations.

The implementation of the new bus routes has been an operational success in terms of route performance and overall system efficiency. Initial schedule adherence challenges related to Route 10 and Route 90 were overcome with adjustments made in the first month of service. Overall, the new routes experienced an increase in on-time reliability from 80% to 85% from the previous routes in Fall 2015.
More significant concerns related to the operational reliability of Route 9 and Route 90 were solved by splitting those routes in December 2016, allowing community shuttles to serve the newly created Route 104 and Route 449. No further operational concerns remain on these new routes, although some customers are faced with a transfer between new routes.
Calgary Transit typically allows new routes to operate for at least one year before performing major ridership analysis. It takes time for customers to alter their travel patterns based on a new bus network. Further complicating analysis, Calgary Transit as a whole is experiencing a significant change in ridership with the associated ongoing economic downtown.
There has been upward growth for CTrain ridership in NW Calgary relative to other parts of the network. The northwest leg of the Red Line experienced 4% growth in 2016 relative to 2015, while boardings on the network as a whole declined. Redirecting bus routes to feed the CTrain likely contributed to this growth.
After six months’ operation under the Transit Service Review routes, bus boardings in Northwest Calgary are down relative to the network as a whole. However, it is unclear the extent to which this decline is related to the Transit Service Review, or to a generally greater decline on Northwest Calgary buses. Specifically, bus routes unaffected by the Transit Service Review experienced declines similar to the Transit Service Review-related routes. Ongoing public feedback, however, would suggest that at least some people are seeking alternative modes of travel, due in particular to some people’s aversion to transfers.

1. Continue monitoring ridership with the aim of using Fall 2017 data as a basis for a one-year review. This data will be available in early 2018.
2. Monitor the initial ridership of the modified routes from December 2016 (9, 90, 104, & 449) as well as customer feedback about these changes.
3. Convert Route 120 and Route 134 to all-day community shuttle in June 2017.
4. Continue adjusting schedules and vehicle types as needed based on ridership data as well as customer and operational feedback.
