AboutSDEARPForoveradecade, theconflict in theDarfur regionofwesternSudanhasbeendisplacinghundredsofthousandsofpeople,forcingthemintosub-standardlivingsituationsinwhichmalnutrition,diseaseandviolencearerampant.Toaddresstheurgent humanitarian needs of communities affected by communities in SouthDarfur,CAREhasdeveloped theSouthDarfurEmergencyAssistance&RecoveryProject(SDEARP).Sincethebeginningof2014:•Over320,000peoplehavebeendisplacedinDarfur•Anestimated203,000peoplehavereturnedtotheirhomes•119,000peoplehavebeennewlydisplacedwithintheregionOBJECTIVETheobjectiveoftheSDEARPprojectwastoaddresstheunmetneedsofpre-existingandnewconflict-anddisasteraffectedpersonsinSouthDarfur,withafocusongirlsandwomenofreproductiveage.TheongoingandrecentlyescalatedconflicthasleftdisplacedcommunitiesintheDarfurregionwithalackofbasicamenitiesandadequatestandardsofliving.CAREpartneredwithlocalcommunities,nationalNGOs,andstateauthoritiestorespondto their needswith a special focus on reproductive health, aswell as providingemergencyassistanceinprimaryhealthcare,nutrition,agriculture,foodsecurity,andwater,sanitationandhygiene(WASH).STRATEGYTheprogramstrategywasdesignedfortheprotractedandemerginghumanitarianneedsoftheSouthDarfuriancontext. Theprojectprimarilyaddressedtheurgentandunmethumanitarianneedswhilealsohelpingthemostvulnerablecommunitiesfindandadoptdifferentlivelihoodoptionstocopewiththehumanitariansituation.INTERVENTIONSTheprogramadoptedinterventionsthathelpedcommunitiesdevelopresiliencesothatcommunitiescouldcontinuetorebuildtheirlivesinthefaceoftheongoingcrisis.SDEARP’s Agriculture and Food Security interventions for instance enhance thecapacityofInternallyDisplacedPersons(IDPs)andruralfarmerstoaddress

acute foodshortagesandpromote long termsolutions for the food insecurity in theregion. Activities also included identifying sources of credit for IDPs and returneesthroughmicro-creditandVillageSavingsandLoanAssociations(VSLAs).MicrocreditandVSLAshelpedthereturneestoreinitiatefarmingactivitiesandinvestinlivestockwithafocusonwomenandgirls.Communities affectedby conflict are at increased risk of diseasedue to damagedwater infrastructure systems and likelihood of contamination. CARE’s WaterSanitation and Hygiene interventions focused on improving access (for 218,129conflict affected communities) to safe water and adequate sanitation to improvehygieneandmitigateriskofillness.Acutemalnutrition is prevalent among IDPs. CARE’s interventions aimed at savinglivesof28,540childrenunder5yearsofageand37,775womenofreproductiveage,throughthecomprehensivepreventionandmanagementofacutemalnutrition.Theprogram incorporated nutrition education sessions along with targeted activitiesfocusedonchildrenandpregnantandlactatingwomen(PLW)topreventand treatmalnutrition.Additionally,healthinterventionssuchaslifesavingprimaryandreproductivehealthservicesreducedmaternalandchildmorbidityandmortalityamongconflict-affectedcommunities,aswellashostcommunitymembers.LookingAheadConsideringthedramaticincreaseinnewhumanitarianneedsin2013and2014,CARErefocuseditsstrategytoprimarilyaddresstheurgentandunmethumanitarianneedsinitsoperationareasinSouthDarfur.Theprojectstrengthenedthecapacityofcommunities,Sudanesehumanitarianpartnersandrelevantlocalauthoritiestofurtherstrengthentheiremergencypreparednessandresponsecapacities,andtomitigatedrasticnegativeconsequencesofacutecrises.
