We have several Sites without Convenors, approved or otherwise, in Divisions (----). If no
Convenors/Co-convenors are approved for those Sites than those Teams will NOT play. If any
Volunteers from these Site(s) wish to Convene or Co-Convene please contact Reno Perlin
ASAP. I have had some discussion with some interested Coaches but to date MORE ARE
NEEDED. Deadline to contact and confirm will be 1 week before the Divisional Date. If you

General Information
Tournament Format:
Each division will have a round-robin type tournament with the top team from each division
advancing to the Boys Regional Finals at Earlscourt on Tuesday, June 7, 2016 & Girls
Regional Finals at High Park on Wednesday, June 8, 2016.
All 5 & 6 team divisionals will play 2 – 15 minute halves with a 3 minute (or minimal) half
time breaks. All 3 & 4 team divisionals play 2 – 25 minute halves with 5 minute half
breaks. See Accompanying Formats.
The Regional Finals will feature a knockout tournament with the top 2 teams advancing to the
City Quarter & Semi-Finals on Tuesday, June 14, 2015 at Centennial. This year’s City
Championship will be held on Thursday, June 16 @ at Lamport Stadium. More
information will be provided to those teams who advance, including the City Soccer
Booklet 2016. Good Luck to ALL!

Site Convenor’s Duties:
- Please follow the procedure(s) as set out in the South Region Soccer Booklet.
They’re there for safety purposes and to allow for Fair Play and Conflict Resolution.
- Inspect fields prior to tournament for suitability of play.
● Schedule games.
● If no officials can be arranged by the Phys. Ed Resource Teacher,
the Convenor and Coaches will need to referee the games, co-operatively.
- Record scores.
- Resolve any problems or safety concerns on site.
- Supply size 5 leather game balls and bring a First Aid Kit.
- Report the final results to: MC: Reno Perlin reno.perlin@tcdsb.org

schools).
***Important Reminder(s)***
● Those Teams who do not arrive to compete at their Tourney will see their matches
forfeit with a 1-0 score for the Team present, for a total of 3 points. The Site
Covenor can alter the Division Format (ex. 5 teams to 4 or 4 teams to 3, etc), if
Team’s) scheduled to play don’t arrive, arrive late or other factors arise. If a Team
departs early not playing ALL scheduled games, all previously played matches
involving that Team will be reverted to the forfeited score 1 – 0, 3 points total to the
Team present.
● All participants please ensure that ALL Players & Team Officials are assembled
together along the designated sideline reserved for Teams during gameplay. At no
time shall other students, friends, fans, family-members, etc be allowed to join teams
during contests. Those in attendance shall follow fair-game play rules, at all times,
respect the Game Officials, Coaches, Volunteers, and fellow players. Any and all
instances of untoward behaviour will be recorded, reported and properly dealt with
by the Game Official(s), Site and Master Convenor(s).
● ***(NEW) ALL TEAMS please, if possible, bring a set of pinnies, just in case they
are needed.
SOCCER RULES
1. All rules to be followed are found in the Canadian Soccer handbook governed by
F.I.F.A.
1. Referees will be students from local catholic secondary schools or appropriate adults at
the divisional level and qualified referees from the Ontario Soccer Association at the
regional and city levels. Coaches may need to officiate if no appropriate officials are
arranged by the Master Convenor(s)/Phys. Ed resource teacher.
1. Teams must be ready to play 10 minutes before their scheduled game time as every effort
will be made to have the games played on time. A representative from each team must be
present at the site 10 minutes before the start of the tournament for a review of the rules
and regulations.
1. All teams must be on time. If a team is late by 15 minutes, the team will be penalized 1
goal; after 30 minutes, a 2 goal penalty will be applied. The rest of the game will resume
at that point
1. Notification of cancellations will be decided by convenors by 8:30 am. All schools will
be informed at that time before leaving their respective schools (rain does not necessarily
indicate a cancellation of the tournament-be prepared for inclement weather).
A. Game length:
Divisional play is determine by the number of teams in a division and is listed. Regional
play is 2-20/2-15 minute halves with a 3/5-minute or minimal break at half time (at
Convenor/Referee's discretion).
1. Please note: There is no overtime in round robin matches.
B. The game is technically over once an 8 goal spread is attained. However, play can
continue for the duration of the game but additional goals for the winning team are NOT counted
(nor included in any goal difference situation).
1. A tie game after regulation time in Divisional (and in all Regional Games) semi-
final and final games will result in two 5 minute golden goal-halves, (switch sides). If
there is still a tie after the over-time periods, there will be a shoot-out (5 per team). If a tie
remains, sudden death penalty kicks will commence.
a) 5 penalty kicks; to be taken by any player on the field at the end of the
regular timed game. Please note: any player on the field can play in net.
There are no substitutions permitted at the end of regulation time including
the goalie coming off the bench.
b) Sudden death 1 on 1 penalty kicks
1. Teams may carry as many players as they wish however, only 18 Ribbons will be
awarded to the champion and finalist teams.
1. All teams must appoint a captain to represent their team. Only the captain may ask for an
interpretation of a rule. Other players and coaches must direct their comments through
the captain. Captains should be designated with a letter "C" or an armband.
12. Each team will be allowed unlimited substitutions. Substitutions will be made on
the referee's signal on your own team’s throw-in, a goal kick and /or an injury.
13. Girls shall be permitted to put their hands across their chest to prevent a ball from
hitting their chest region. In the event players attempt to gain advantage from the rule,
a "handball" will be called.
1. Running shoes or rubber/composite cleats are to be worn by all players. No bare feet
are permitted.
1. All players must wear shin pads in divisional, regional and City tournaments.
1. Goalies must wear a different coloured uniform than their team members.
1. The goalie can take as many steps in the penalty area when in possession of the
ball, but
must play the ball within six seconds once the ball is in their hands.
1. All games will be played with a leather ball, regulation size 5.
1. A ball played to a goalie by a teammate cannot be picked up by the goalie. No
player
may direct a pass back to their goalie to deliberately slow down the game.
20. Players using foul language will automatically be ejected from the game and may
be suspended from further games if the convenor believes such disqualification is
warranted. Any player receiving a red card may be disqualified from the
tournament at the Site-Convenor’s discretion.
21. 3 points are awarded for a win, 1 point for a tie and 0 points for a loss.
22. If there is a tie between teams, in points accumulated at the conclusion of the
round robin portion of the tournament, the champion will be decided in the
following manner:
a) record between teams tied (points), if teams are still tied, then,
b) best defensive record (least amount of goals against) ** NEW **
c) goals for and against record (during round robin play), if still tied
then,
d) total goals, if still tied then, a shoot-out, until a winner is decided (only
in semi-finals or finals)
23. Top team in each division will advance to the Regional finals (except in modified
divisions)
Please Note:
Advise students to dress appropriately for the prevailing weather conditions.
Students will be outdoors all day and there will be little available shelter against the cold
or rain. Soccer is played in the rain but the Master/Site-convenor will make the final
decision whether the tournament will continue or be canceled due to inclement weather.
Permits generally stipulate where washrooms are available and students must be
supervised during the use of these facilities. Coaches are requested to supervise their own
teams.
OFFICIALS/CONVENORS/COACHES:
Each site convenor is to meet with the referees and coach(es) prior to the
start of the tournament to review the rules and expectations of the day.
Referees at the Divisional level have been requested by the local high school students
and have been requested to be present, with the locations of the fields it is probable that
some student referees may not show. In the event a referee does not show up, we
would ask that a coach referee the game. Therefore, all coaches are requested
to bring an extra whistle and stopwatch and/or a suitable person to referee.

Question or Issue If a question(s), issue(s) or concern(s) arise or occur prior to, during or after any
Regional Athletic Event, please contact the following Officials to assist:

Important - Please Ensure you have the Park Permit available thru-out the Day ***
Read tournament booklet carefully.
Arrive one hour before starting time and introduce yourself to the
person in charge of the facility or school. Review any ground rules.
Inspect the facility and note any existing damages, etc. If there is a
danger, inform the authorities. Do not proceed with play until the
danger is remedied.

Thank you for volunteering to look after a site and or accepting the rotation.
Without you, there wouldn’t be a tournament.
Referees have been requested by high schools - 2 for one field site - 3 for a two field site. - Talk to the referees and coaches prior to the start to ensure the pace of
games, rules and expectations of the day.
You are responsible for ensuring that the competition is held in a safe, fair and positive environment. Please refer to the “Responsibilities of Coaches/Convenors et. Al.” Provided by the TCDSB Athletic Association.
You are responsible for ensuring that referees are treated respectfully by all present. Referees will not put up with inappropriate language or behaviour from all those present. The site convenor in consultation with the referee can determine whether a dismissed player (red card) should be barred from further participation in the divisional tournament. **NOTE** A player receiving a red card for violent conduct, spitting at someone or swearing on the field SHALL be barred from competition the remainder of the day.
Please hold a brief meeting with all coaches before the tournament to make announcements, state expectations and clarify information.
Briefly discuss with the referees that “FIFA” rules are in affect (2 x 20 minute halves with 3/5 minute half time, stoppage for injuries or extenuating circumstances) see the South Region Soccer Booklet for additional information.
I’ve provided some score sheets which can be distributed and/or recreated on charts.
