The Bridge
The2010CurrentStrategyForum,entitled “The Global System inTransition,” had as itsmain themethe building of partnerships withother nations, and the unspokenassumptionthattheUScannolongerafford, financially or strategically,to solve all its internationalobjectives alone. Underscoringthe need for economy, the CNO,Admiral Gary Roughead, openedby explaining that “the downturnis different this time, because wearesmaller.”Hewentontocitethatthe Navywas at its smallest levelsince 1960, but that this was notnecessarily a bad thing providedthat we continued to improve thequalityofourpeopleandkeptourfiscalhealth.“Costandconstructiontime need to comedown…projectsneedtobeontimeandonbudget.”The Secretary also announcedhis challenge to have the Navyreceive half of its energy fromalternativeenergysourcesby2020.
With these fiscal constraintsclearly articulated, the stagewas open for some imaginativesuggestions from an impressivearray of government officials,academics and private sectorspeakers. In an optimistic surveyofglobaltrendsandthecontinuingneedforUSleadership,authorGreggEasterbrooksuggestedthatitmightnonetheless not be a bad thingif the US became less importantinternationally.HealsoexplainedthatAmerica’scollegeeducationsystemwas still the “jewel in the crown”that everyone elsewas anxious toemulate or become involved with,andthatweshouldconsideragoalof achieving a universal collegeeducation system in the future;education, after all, was the keyto continuing innovation. This wasalso emphasized by AmbassadorNicholasBurnson thesecondday,maintainingthattheattractiveness

strategic necessity ratherthanthroughanyaltruisticmotive. In the future,America will simply havetofollowBritain’sexamplea century ago, limitingher involvement in someareasinordertopreserve
capacity for the really importantissues.Ontheupside,hemaintainedthatallof this canbeachievedbyengagement, restraint and “good”diplomacy. While opinions on theglobal outlook varied, one pointmost presenters agreed upon wasthat this ‘engagement” required aholisticapproach fromgovernmentand that our “twentieth centurytoolbox” of separate military anddiplomatic initiatives will need tobe thoroughly updated to allow aseamless, “whole of government”approach.Thiswasathemebroughtinto stark relief byClare Lockhart,who when faced with the “rubbleofKabul” in2004and theneed tore-build institutions ravaged bydecadesofwarandneglect,calmlyandmethodically identified her 10“wholeofsociety”functionsrequiredto“fixfailedstates”asrecountedinherbookofthesamename.GivenourAfghanistanprerogativestoday,itisdifficulttoimagineamoretimelyand relevant “takeaway” from thisfascinatinganddiverseconference.

of our “soft” power was actuallymore influential globally than wemight think, and that we neededtopromoteandprotectit.HistorianHewStrachanexplainedthatthenewcenturyfoundAmericainaparadox.LiketheUKbeforeit,shewasbeingforcedtobesociallyprogressiveathome,whilstremainingconservativeabroadinhereffortstopreservethe
statusquo–theinternationalfree-trade system that fuels the globaleconomy. Sea powerwill again bevitalbut,andunlikeBritain,Americamust ensure that her deterrentposture is credible and capable ifadventurism is to be successfullycontained. Cold War expert MarySarottetookawiderview,explainingthatwhat she called the “pre-fab”approach to preserving, modifyingand using existing internationalinstitutionslikeNATO,whileitmighthavemadepragmaticcommonsenseatthetime,hadhadtheunintendedconsequenceofexcludingRussiafromthe security dialogue in Europe— something thatwewill need toreverseinthefuture.
Looking at resolving conflictitself, and in particular our ownattempts around the world, theanalystJamesDobbinsopenedwiththe warning that wars rarely endsuccessfullywithoutnegotiationandcompromise, a point picked up byauthorCharlesKupchanwhofurtherexplainedthattheseopeningmovesare invariably brought about by

JuneisalwaysthemostamazingmonthhereattheFoundation,andthis past one was no exception.It’s a time to publicly thank ourmembersattheAnnualMembers’MeetingandMajorDonorDinner,honor thosewhohavegoneaboveandbeyondwithspecialawards,andof course, there’s the excitementof Current Strategy Forum andgraduation.
WealsosaidgoodbyetoRADMGlennWhisler,ourBoardChairmanafteranoutstandingtermatthehelm.UnderGlenn’sguidanceourmembershipgrew to over 6000 and the amount of fundingtransferredtotheCollegewasthehighestintheFoundation’s history. Our debt of gratitude isenormous. We welcomed new Board ChairmanPeterPelletierandare lookingforwardtoall thetalentsPeterwillbringtotheposition.
This year’s CSF, THE GLOBAL SYSTEM INTRANSITION, provided the perfect capstone fora class of graduates who headed back to thechallenges they face better armed — througheducation—tomeettheneedsofaworldwherethe only common element is change and thecommonthreadistrust.Forty-sevennationswererepresented in theNaval CommandCollege thisyear and, if the usual statistics hold, there willbe over 20 Admirals or Generals (and perhaps
a national leader) emerging fromthisgroup.Theopportunitytobuildinternational bridges here at theCollegehasneverbeenstronger.
Ofcourse,wearealsofacingenormouschallenges.TheCollegebudget, as with all governmentbudgets, is under pressure. As aresult, the College has workedcloselywiththeFoundationtocraftthemost comprehensivepackage
ofprojectneedsithaseverdeliveredforfunding.From six Regional Studies Chairs and EmergingHighInterestIssuesConferencestoTheHattendorfPrizeforcontributionstomaritimehistory,thelistof needs from the College is comprehensive; Iinviteallofoursupporterstocontactmedirectlyifyou’dliketolearnmoreaboutanyofthespecifics.Myemailisroger.nolan@usnwc.edu,andIwouldwelcometheopportunitytospeakwithyou.AstheCollegepreparesitsstudentsforthemonthsandyearstocome,itisthestrengthoftheFoundationthathelpstoensurethatnostoneisleftunturnedinthispreparationprocess.

ASFT, founded in1992byAnjanDutta-Gupta,is headquartered in Roswell, GA but has had afield office in Middletown, RI since 1996. Thecorporationprovideslogisticssupport,configurationmanagement,systemsengineeringandinformationtechnology services mainly to defense-relatedagencies,andlocallytotheNavalUnderseaWarfareCenter.Thecompanyishometoastate-of-the-artintegration lab in Middletown where developmentandtestingistakingplaceonanAUV(AutonomousUnderwater Vehicle) that will be delivered to theNavyinJune.Overthelastyear,ASFThasincreaseditsworkforcebynearly20%andislookingforwardtofurtherexpansionin2010andbeyond.
Ms. O’Rourke’s first significant exposure totheworkattheCollegecamelastsummerwhensheattendedtheCurrentStrategyForum.“Iwas
especiallyimpressedwiththemixofparticipants;the interaction of allies, military (both activeand retired), government agencies and defensecontractors—andthemutualpurposeandrespectaffordedamongstall.”Later,MaryandsomeofhercolleaguesfromASFTwereledonaCollegetourby Foundation Executive Director, RADM RogerNolan,who stressed its history, the significanceof thesupport theFoundationprovides,andtheincredibleimportanceofourcorporatepartners
WhenaskedspecificallywhyASFTwantedtobeapartofthecurrentmissionandfuturevisionoftheWarCollege,Marysaidthatthesharingofideasthatcanhelpshapemaritimestrategiesisofvitalimportance,and theNavalWarCollege isat theforefrontofinnovativethinkinginthisregard.Shealsoexpressedadesiretobecomemoreinvolved

As this is my first Chairman’scolumn,letmebeginbyexpressingthe honor and pride that Ifeel having been elected yourChairman to lead the Foundationforthenext2years.Wearefacingsignificant external challengesas we move forward, especiallywithrespecttotheuncertainanddifficulteconomicfuture.However,offsetting these challenges is ourFoundation‘s loyal membership,which is currently in excess of6,000membersandgrowing.IamlookingforwardtoworkingdirectlywithourTrustees,whichcurrentlynumber32,ourRegional Directors, which currently number 13,andourExecutiveDirectorandhisstaff.ThisisanextremelytalentedandenergizedgroupthatwillleadyourFoundationtofuturesuccessinourmissiontoprovidesupporttotheNavalWarCollege.
Myprofessionalbackgroundconsistsof30yearsas a management consultant to a wide rangeof companies, focusing on their financial andoperational challenges. I have an engineeringdegree from the University of Rhode Island,am currently the Chairman of the College ofEngineeringAdvisoryCouncilatURI,andreceivedmyMBA fromtheWhartonSchoolofFinanceatthe University of Pennsylvania. I have been aLife Member of the Foundation since 2001 andbecameaTrusteein2006.Ihavealsoservedon

ThefutureoftheFoundationisanexcitingone.Wehavecompleteda seamless transition fromGlennWhisler’s administration, whichdid a terrific job in growing theFoundation to its current levelof operation. Everyone at theFoundation isdeeplyappreciativeof the fine stewardship that hasledtounprecedentedgrowth–notonlyinthenumberofmembersbut
alsoinrevenueaswell.Wearewellpositionedforthenextmilestones:ourcommitteestructuresforthepathaheadareinplacewithafocusonplannedgiving to ensure a healthy flow of funds to theCollege for the future;Foundationrelationswithanemphasisonspecificprojectsupport;abroaderoutreachtoprospectivemembers;andramped-upengagementwithourcurrentmembers.Withoutyou,noneofthiswouldbepossible.

Dr.VailP.Garvin,alongstandingTrusteeoftheFoundation,waswelcomed into the HeritageSociety at the Members’meeting on June 7, 2010. Asatrustee,Vailhaschampionedthe importance of “legacy”giving;i.e.,giftsmadethroughaFoundationmember’sestatethatservetoendowthelevelofsupport that thememberhadbeengivingduringhis/herlife.Likemostcharities,theNWCFhassetitsannualdistributionsfromtheendowmentatabout5%oftheprincipalbalanceofthe endowment— sometimesslightlymore,sometimesless.Thislevelofpayoutallowstheendowmenttogrowovertimeand keep pace with inflation.With this multiplier in mind,andtruetoherprinciples,Vailhasendowedherannualgiftof$500bychoosingto name the Foundation as the beneficiary ofa whole life insurance policy on her life. She
encouragesherfellowtrusteesandotherdonorstoconsiderabequestor similar arrangement of at least$10,000 (a$500annual gift). The Good Word from NCC 2010 and Their FamiliesFor us all it is time to reflect on the wonderful
experience that Naval Command College is, as a whole, and ensure that every opportunity is
taken. I have no doubt that in six months from now life will be different for us all in our home countries, perhaps even ‘normal’ once again, and many of us will be wishing that we were still amongst our 50 friends on NCC 2010. This was highlighted during the recent NCC 2010 Cook Book nights and International Cultural night, when it was obvious to all (in particular our American colleagues) how close we have become as a NCC ‘family.’
All of us in NCC 2010 have different personal and national goals in attending the NCC programme and joining the wider Naval War College student body. Much will be said about enduring ‘friendship and trust’ over the coming months, leading up to our graduation. While this has been primarily a close bond between all of us as a NCC international class, I suggest it is equally as strong amongst our many US friends at the War College. The strength of the Field Studies Program (FSP) programme has been the opportunity to learn about and to try to understand ‘America.’ The USA is a large and complex country, full of paradoxes, which emerged from an often turbulent 20th century as the sole global superpower. There are few countries in the world that currently would not have the USA as one of its top 3 critical international relationships. So our challenge and journey during NCC 2010, in particular through the FSP programme, has been to observe and explore America’s quintessential values, institutions, and challenges. I suggest that we all have become spectators and commentators on America in many ways! So what is America? Is it a hegemonic superpower, composed of greedy capitalists? Or is it a land of hope and glory, ‘a shelter for the huddled masses, and a beacon of freedom and enlightenment?’ The definition of this complex nation has been debated substantially over time and by many, not least by NCC 2010, yet all
seem to agree on one thing: it is unique! Unlike most other nations, the USA defines itself not on the facts of blood, religion, language, geography, or shared history, but on a set of ideals expressed in the Declaration of Independence and consolidated in the Constitution. At the core of these ideals lies the ambiguous concept of the ‘American Dream’ (or some would say American ‘exceptionalism’), a concept that for better and worse has proven to be amazingly elastic and durable across racial, class, and other demographic lines. An overarching theme is that America is an example to the world in so many spheres, and this is why the world has such high expectations for America; a hard act to maintain! While the FSP programme for NCC 2010 is now complete, perhaps our ‘American journey’ has only just begun?

Hi Captain,
I have to say that coming to the United States to study was a challenging experie
nce for me and my family. We
were concerned how we would manage in a country with a language and culture not completely familiar to us. But the
generosity of the American people was amazing to all of us. The caring, understanding and guidance that we received
here at Naval War College and from our neighbors and people wherever we went made us feel so welcomed. In no
time at all we started to fit in and it became an exciting experience
for all of us. As much as we are looking forward
to go back home we are sad to leave the friends that we made here. We will leave here with good memories to
share with our friends and family; we will never forget the warm welcome that we received. And for that we are
grateful and I would like to thank those who helped make it so memorable.

Newportsky,theNavalWar College celebratedthe graduation of its125th Anniversary classinaceremonyonDeweyField. 303 residentstudentsrepresentingall5militaryservicebranchesandvariousgovernmentdepartmentsandagenciesstepped up to the daistoaccepttheirdiplomas.Joining them were 120international studentsrepresenting68countries,alongwith 107 students from theCollege of Distance Education(CDE).Additionally,935studentsfromCDE,manyofwhomweredeployed in combat zones andinafloatunitsaroundtheworld,wererecognized inabsentia forearningdiplomas.Alltold,1,465graduates comprised this year’s125thAnniversaryclass.
Thecommencementaddress,delivered by former DeputySecretary of State RichardArmitage,was,inmanyways,anaturalextensionoftheCollegecurriculum.Armitagechallengedthe graduates to think beyondthe current fights; he spokeof
suchdisasters.Finally,NWCPresident,RADM
PhilWisecup,USN,inhischargetothegraduatingclass,remindedhisaudienceabouttheimportantandunique intellectual traditionwith which they will now beassociated.“TheNavy’sintellectualtraditionwasnotcreated in thePentagonoratsea,anditdidnotcomenaturallytoshipoperatorsorprogrammanagers,”heobserved.“It was created here [at theNavalWarCollege],anditmustcontinually be relearned andextended—for if it is lost weliterallyrisklosingourselves.”

New NWC Museum Acquisition: Revolutionary War Period Naval Chart of Narragansett BayFoundationMemberHarryAndersonhasgenerouslydonatedhisoriginalcopy of a chart of NarragansettBay to the Naval War CollegeMuseum.ThechartwaspublishedaspartoftheAtlantic Neptune,thefirst detailed hydrographic atlasof the waters of eastern NorthAmerica.IntendedforusebytheRoyal Navy during the AmericanRevolution, the donated chart isone of a volume of charts thatwascompiledfortheAdmiraltybyJosephFrederickWalletDesBarres(1721-1824), a British militaryengineerborninSwitzerland.
AmongtheAtlantic Neptune’smanycharts,theoneofNarragansettBay is particularly interesting foritsnavaldetail.Itisanextremelyvaluable item and is the 5-staroriginal artifact in the Museum’snewly-mounted displays on the
colonialandAmericanRevolutionperiods.Thehydrographic surveyinformationmaydateback to the mid-1760s,whenNewportwas considered asa possible site for aBritishnavaldockyard.The surveys for thischart are believedto have been carriedoutbyBritishmilitaryengineers CharlesBlaskowitz and Samuel Holland.According to the Map Division oftheLibraryofCongress,therewere8slightlydifferentversionsofthischart printed between 1776 and1781.Thisexample isanoriginalhand-colored print of the 8thversionandtheonlyonethathastheplatenumber “14” inasmall
oval in the upperright hand cornerand the imprintdate“1NOV1781.“Asoneof the laterversions,itcontainscorrections andadditions thatcame through theRoyalNavy’suseofNewportasamajorfleetbaseduringtheyears 1776-1779.It also contains
notes, symbols, and fortificationsitesthatrecordthecampaignof1778,duringwhichtheFrenchfleetundertheComted’EstaingfoughtitswayintoNarragansettBaytotryunsuccessfully toassistAmericanforces in an attempt to dislodgeBritishforcesfromNewportduringtheBattleofRhodeIsland.

On May 6, 2010, more than 250 students, faculty and friends of the Naval War College gathered at the Conference and Catering Center at the Washington Navy Yard to honor one of the College’s most distinguished alumni. Admiral Robert J. Papp, Jr., who recently assumed duty as the Commandant of the Coast Guard, was presented with the College’s Distinguished Graduate Leadership Award (DGLA) for the year 2010. In presenting the award, NWC President RADM
Phil Wisecup stated: “It is quite obvious that ADM Papp’s demonstrated leadership skills and his professional and personal accomplishments clearly serve as an inspiration to all Naval War College students, the purpose for which this award was established.” Executive Director of the NWC Foundation, RADM Roger Nolan, USNR, (Ret) helped present the award on behalf of the NWCF.
