Overview

Safety Assessment Program

SAP is intended to help local governments perform

facility safety evaluations as quickly as possible.

Program Focus

Reduce impacts on shelter needs

SAP Evaluator Student Manual ATC-20-1 (2005): earthquake guidance ATC-45 (2004): flood and wind guidance

SAP Capabilities

– Managed by Cal OES – Multi-Hazard

Training Available

• Evaluator – for civil engineers, architects, and building inspectors (~6,700 in CA, ~2,300 outside CA)

• Coordinator – for building officials and emergency managers (~350)

• Train-the-Trainer – to train evaluators to become official trainers (~230)

Concept of Operations

Under Operations in Incident Command System, is therefore SEMS and NIMS compliant

Requests made to Cal OES through RIMS Costs eligible for FEMA Category B –
