What’s the issue with lock cylinders? What can be done to help Why standards play a vital role – both for

products and those specifying, supplying and fitting the products

Locks don’t guarantee security

Locks are designed to open! What “man” makes, “man” can break No such thing as eliminating crime / being

100% secure About minimising opportunities for burglars

and (unfortunately) moving them on elsewhere

What’s the issue with lock cylinders

Various ways of defeating cylinders Picking (tends not to be used by burglars)

Bumping (don’t believe the hype)

Snapping (the real threat)

Lock Snapping

A real threat because It’s quick Relatively quiet Requires no specialist tools Requires very little knowledge

So is there a fundamental flaw with the design?

No Cylinders (as a design) are fit for purpose Problem has been focus on price by

consumers (and cost by manufacturers) meaning significant deterioration in quality of door hardware

Problem with standards existing at the time

EN1303 – European standard for lock cylinders

Had elements that related to the type of forces exerted during snappingbut

Had a “get out” clause which meant didn’t have to be tested for it!

Is there a solution?

Absolutely! (Don’t panic Mr Manwaring!) SS312 Diamond – first standard to

address lock snapping Followed by TS007 (1*, 2* and 3*)

Best option: “Belt and braces approach” –SS312 Diamond Cylinder and SS301 Domestic Bronze Handles

But it’s not just products where standards are important!

Standards for locksmiths just as important No government licensing of locksmiths Anyone can advertise as a locksmith Hence why the MLA is a vital part of the

fight to reduce crime

British Standards, RiscAuthority and other well respected establishments

The first port of call for the media when they have questions on the industry

The MLA True not-for-profit trade association Represents its members Promotes its members Helps protect the general public as well as

commercial customers Lobbies the Government for better

regulation Provides technical support where required It’s all about standards!

MLA Projects CRB Checking for Locksmiths Following a hard fought campaign the MLA

has been successful in changing the law The MLA’s critical role was emphasised in

debates in both the Houses of Lords and Commons

The MLA has now been added to the statute books and membership is the only way for locksmiths to gain standard CRB checks

MLA Initiatives Lack of Advice from “Sheds” MLA had a professional “mystery shopper”

project performed looking at 3 major DIY chains in the UK.

Feedback was (as expected) that the lack of security knowledge within these outlets is worrying

Gave out award at Neighbourhood and Home Watch Network ceremony at the House of Commons last year, doing same this year

Sponsored the NHWN stickers (500,000 stickers with MLA details on the back)

Member (who’s the only locksmith who’s a royal warrant holder) was at the recent Coronation Festival
