4. PUBLIC HEARINGS
a. Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the
Warrant articles for the Special Town Meeting Referendum Election to be held on November 2, 2021.
Election Information, including the Warrant and Ballot, are available in the Town Clerk’s Office and on
the Town's website (www.kennebunkmaine.us/election).
Items on the Warrant to be voted on are:
Longfellow Lane - Road Acceptance
Barnard Tavern - Release the Town’s right of enforcement of a covenant in the deed
Proposed Change in Town Zoning Map

6. ACKNOWLEDGEMENTS/ANNOUNCEMENTS
a. Accept a Donation for the Kennebunk Police Department – Ms. Carolyn Broad, of Kennebunk,
donated $1,000 to the Police Department to thank the officers for their work-related efforts throughout the
community. She has asked that the funds be used for the purchase of items the department believes would
be beneficial to their ongoing efforts.
MOTION: To accept the donation and send a letter thanking the donor for her generosity.
b. New Hire – We are pleased to announce that Kevin Theriault has been hired by the Town as a full-time
Truck Driver. Kevin began his work in Public Services on October 18th. Kevin’s prior experience includes
working at Casco Bay Steel Structures in Saco for 13 years. Prior to that, he worked in the areas of septic
and construction and has also served as a member of the Waterboro Fire/EMS. Welcome Kevin!
c. Traffic Changes for Halloween (Sunday, October 31) are as follows:
Summer Street closed to motorists between Main and Depot Streets from 5:00-8:30 p.m., (times are
dependent on pedestrian traffic)
o Those traveling on Summer Street from Lower Village toward Main Street will be detoured
onto Depot Street
o Traffic going toward Lower Village should utilize an alternate route such as Water Street to
Factory Pasture Lane to Depot Street
Park Street will be closed to motorists from Summer Street to Dane Street
Winter Street will have no parking on either side of the street
There will be a police officer at both ends of the Summer Street road closure.
These traffic changes will take place to enhance the overall safety of this area.
d. Hear an Update from the Town Manager regarding COVID-19 and the Town’s Preparedness Plans

7. TIME SENSITIVE BUSINESS & STAFF PRESENTATIONS
a. Award the Bid for the Purchase of Two (2) 2022 Ford Explorer Police Package Vehicles – We
received the following bids for the purchase of two 2022 Ford Explorer Hybrid Police Package Vehicles:

Arundel Ford, Arundel, ME $70,340.00
(2) 2022 Ford Explorer Police Utility AWD Hybrid Vehicles (bid withdrawn)
$35,170.00 ea.
The bid from Arundel Ford was mistakenly submitted for two non-hybrid (gasoline only
powered vehicles). After a discussion with Arundel Ford, they chose to withdraw their bid.
FYI, last year’s bid was awarded to Arundel Ford for two 2021 Ford Explorer Police Utility AWD Hybrid
Vehicles in the amount of $75,808.00.
The Town’s budget of $101,800.00 allows for the purchase of two vehicles, new prisoner containment
systems, emergency lights, center consoles, lettering, and various new police equipment along with set-up
and installation.
The Police Chief recommends awarding the bid to Casco Bay Ford.
MOTION: To award the bid to Casco Bay Ford at a price of $78,122.00 for two 2022 Ford Explorer
Hybrid Police Package Vehicles.
b. Discuss a Criminal Forfeiture Request by the Kennebunk Police Department for the Transfer of
Forfeiture Assets to the Town – The Maine Drug Enforcement Agency (MDEA), in which the
Kennebunk Police Department has an agent assigned, investigated suspected drug activity in southern
Maine. The investigations resulted in criminal charges along with the seizure of U.S. currency in the
following case:
Docket No. CR-17-660 State of Maine v. Tremayne McWilliams
Kennebunk’s monetary share is $3,793.70
Under Rules issued by the Department of the Attorney General, a vote by the Select Board must be made
on the forfeiture approval. Should Select Board members vote in the affirmative, Chief MacKenzie
requests these funds be retained by the Police Department for use in criminal investigations involving
drugs or stolen property, or similar investigations.

MOTION: To sign the Municipality of Kennebunk Approval of Transfer form (for Docket No. CR-
17-660) approving the transfer of $3,793.70 (or any portion thereof); with said funds being retained
by the Police Department for use in criminal investigations involving drugs or stolen property, or
similar investigations.

c. Town of Kennebunk Recent Marketing Video – Communications & Marketing Specialist Tina Radel
will show a newly developed video that highlights the beautiful community of Kennebunk.
d. Hear a Department Overview Presentation – In an ongoing series of Department updates, Merton
Brown, Town Clerk, will be presenting a brief overview of the department’s recent activities and
upcoming initiatives.
No motion is necessary.

a. Discuss the Discontinuance of the Curbside Composting Collection Program – In 2015, the Town
entered into an agreement with “We Compost It!”, a division of CPRC, to offer a weekly residential
curbside composting collection service. This is a privately-billed subscription service by We Compost It,
which costs participants $8.26 per month. They have approximately 150 Kennebunk residences
participating in this program.
Due to ongoing staffing difficulties, CPRC has announced that this curbside collection program is being
discontinued, effective October 25th. As an alternative to collecting food waste at the curb, they will be
placing 36-gallon totes at the Transfer Station on Sea Road for residents who desire to continue to
separate their food waste from their regular household trash. The totes will be emptied weekly by the
commercial collection staff at the Transfer Station. The cost for this drop off service for residents will be
$1.00 per 5-gallon bucket of food waste. The fee will be collected by the Transfer Station attendants and
available Tuesday through Saturday during their regular operating hours.
Jim Hiltner and John Adelman from CPRC/We Compost It will be in attendance to discuss the changes to
this program.
MOTION: To approve the proposed changes to the Curbside Composting Collection Program.
