Background BritishColumbia’sCommunityEnergyandEmissionsInventory(CEEI)servesBCmunicipalitiesbyprovidingdataonenergyconsumptionandGHGemissions,reportedatmunicipalandregionalscales.TheinventoryisthefirstofitskindinNorthAmerica,providingsupporttolocalgovernmentsineffortstorefinetheirtargets,policies,andactionsforGHGreductionsasrequiredbyBill27—2008LocalGovernment(GreenCommunities)StatutesAmendmentAct.CEEIisalivinginventorythatwillbecontinuallyimprovedandupdatedeverytwoyears.TheTaNDMresearchprojectwasinitiatedinFebruary2011torespondtotherequestofCEEIuserstoimprovethelevelofgeographyforwhichthedataismadeavailablebyreportingatafinerscale.FocusedonthebuildingindicatorsofCEEIreports,TaNDMhasworkedtoaddressthebarrierstoneighbourhood‐scalereportingbyusingacollaborativeprocessandtestingnewmethodsforcollectingandanalyzingdata.Findingsfromthisprojectwillbeofinteresttoanyoneinvolvedincommunityenergyandemissionsplanning:localgovernments,utilities,consultants(engineering,planning,anddesign).TaNDMfindingswillalsoberelevanttoanyonewithintheprovincialandfederalgovernmentsinterestedinthedatafoundationsforinnovativeenergypolicyandregulatoryapproachestoreducingenergyconsumptionandGHGemissions.Purpose ThepurposeofTaNDMhasbeentoimprovethelevelofgeographyandtheaccess,structure,andcompletenessofbuildingsdataforCEEI.Currently,CEEIreportsonenergyconsumptionandGHGemissionsatthescale

ofthelocalgovernment.TaNDMhasresearchedhowsuchreportingcanbebroughttothescaleoftheneighbourhoodorcensustract.Thisinvolvedexploringtheopportunitiesandchallengesassociatedwithdataintegrationattheparcelscale,therebyenablingdataanalysisatmultiplescales.Theabilityforscalableanalysiswillallowmunicipalitiestounderstandenergyandemissionscharacteristicofdistinctneighbourhoodsandbuildingtypes,providingpolicy‐relevantinformationfordecision‐makersstrivingtoreachenergyandemissionstargets.

Ifdeemedsuccessfulatprovidinguseful,robustdatainaccordancewithprivacylegislationandcommercialprivacyinterests,themethodsdevelopedandtestedbyTaNDMtocollectandanalyzebuildingenergyconsumptionandGHGemissionscouldbeappliedtofutureCEEIupdatestosupportallBCmunicipalities. Methods and AchievementsTaNDMhasengagedselectedlocalgovernments,utilities,andBCAssessmentinacollaborativeprocesstoaddressthetechnicalandinstitutionalbarrierstoimprovingthequalityandaccessibilityofenergyandemissionsdataforbuildings.Dataproviders(BCAssessment,utilities)agreedtoparticipateintheTaNDMprojectbytestingnewmethodsfordataprovisiontoCEEI.Projectpartnershaveagreeduponstandardbuildingcategoriesandattributestoensureacoherentrelationshipbetweenthebuildingdataandmeasuredenergydatathattheycollectivelyhold.Theintegrationofstandardbuildingattributedataattheparcellevel,andaggregationofmeasuredelectricityandnaturalgasdatabystandardbuildingcategoryhasenablednotonlyaneighbourhood‐scaleenergyandemissionsinventory,butalsothecalculationoftheCEEIsupportingindicatorofbuildingenergyintensity.Workingwithsevenlocalgovernmentstopilotnewmethodstoanalyzeandreportthedata,TaNDMhassucceededinresolvingsignificanttechnicalbarrierstodataintegrationandthedevelopmentofspatial(neighbourhood)reportingforCEEI.Additionally,byworkingcollaborativelywithdataproviders,TaNDMhasuncoveredpotentialsolutionstoaddresstheissuesofprivacyandcommercialintereststhatnormallyposeabarriertodataaccessforlocalgovernments.

Significance TaNDMdevelopedpilotCEEIreportsthatprovideenergyandemissionsdataforbuildingsatthescaleoftheneighbourhoodorcensustract,representedinaspatialformat(maps).

Projectfindingswillprovidetechnicalandcollaborativemodelsforotherprovinces.TaNDMwillalsoprovideabenchmarkintermsoflevelofeffortandcostsinvolvedinrepurposingexistingpropertyassessmentandutilitydatasetsforcreatinganinventoryandundertakingthedevelopmentofdatamodelsinsupportoflocalgovernmentneeds.
