NASHVILLE, TENNESSEE . ':.NOVEMBER 13-16, 1984 "" .
Gentlemen: r
Bill Bowlby, A1 Harris and I are pleased to announce that we will_once again be offering our state-of-the-art, hands-on seminar in traffic
noise analysis. The seminar will be held on the campus of VanderbiltUniversity, and will feature extensive computer usage. Among other
things, we will he uslng'ST_ilNA 2.0 and OPTIMA for noise prediction,HICNOM for construction noise, and IMAGE-3 for parallel barrieranalysis.
We suggest that you strongly encourage those consultants you are
currently using or planning to use for noise studies to partlcipete inthis seminar, as well as members of your o_ staff. As you know, _WA
noise analysis training is neither routinely available nor offered toconsultants, and FNNA is now charging State agencies to train their ownstaff. Our seminar represents one comprehensive .analysis/design
oriented course. It is not necessary for attendees to be experiencedinnoise issues.
Together, Bill, Al and I represent more than thirty yearsexperience in stat_ and FHWA highway-nolse specialist positions, andhave trained more than 400 Federal, state, local, and consultant
r
personnel in highway traffic noise.
Attached is a brief description and agenda for the course, which: .has n total cost of $595.00. Included in that cost is an extensivenotebook and set of manuals.
Should yes'have'any questions or desire further information. please
call. Our staff'will'be happy to assist in mnkin S logist_cal arrange- .'meats.

Office of Regulatory Program ActivitiesUnited States Environmental Protection Agency "Washington, DC 20460
Dear Ms. Gierseh:
Thls communication is prompted by your latter of November 18, 1983 rioCongressmen Wortley concerning envlronmenta] noise (copy enclosed).
This Department is not currently offering noise control assistance to localgovernments. Since the United States Environmental Protection Agency fermi|tared
fundlmg for state and local noise control programs on October i, 1982, it hasbeen Imposslble to oontlnue an active environmental noise control program.
Trained personnel have been reassigned to other duties. Tb¢ sound monitoring_" equipment, formally available for use by local governments, has not been call-'_ hrated for over a year, and cannot be used.
In the event of future noise pollution inqulrlem= tbe public should beencouraged to seek solutions El]rough their local governments. Questions from
Comgressmenj Legislators, and other public officials should be dlreeted toHenry G. Willlams, Commissioner of Environmental Conservation, rather thanindividual staff members.
Thank you for your cooperation.
Sincerely,

We have received your request for noise publications and regret toinform you that the Environmental Protection Agency no longer distributessuch noise control information. As part of President Reagan's plan toshift appropriate responsibilities to the State and local agencies, EPA'sOffice of Noise Abatement and Control has been phased out.
However, general interest noise publications can, in many instances,be obtained from your State environmental agency or health department. The National Association of Noise Control Officials (NANCO) also has aquantity of noise publications and technical documents available at cost. The majority of the technical documents are available through the NationalTechnical Information Service (NTIS) of the Department of Commerce; thereis a fee for this service.
In order to assist you with your specific request, the names andaddresses of the most appropriate contacts are attached.
Thank you for your continued interest in a quieter environment.
Sincerely, ._
