Guidelines for Controlling Officers
1. Use the internet-based system the link to which has been already sent to the Chief
Mechanical Engineers of the Zonal Railways and PUs, to nominate the trainee officer/
supervisor.
2. The trainee officers should be informed well in advance about their nominations so that
they can make their reservations. The availability of emergency quota at Jamalpur is
very limited and last-minute confirmations might be difficult.
3. Please check the official website of IRIMEE three days before the beginning of the
course for any information regarding cancellation/rescheduling of courses.
4. Accommodation for supervisors and officers up to senior scale will be made on twin-
sharing basis. Officers in SAG/SG/JAG will be given single rooms, based on availability.
5. It will be difficult to accommodate families at the hostels in IRIMEE. This must be made
very clear to the officer/supervisor.
6. Trainee officers should not bring personal staff. No accommodation will be provided to
such staff.
7. Trainees should be told to bring their laptops as most of the course material is made
available in soft copy only. Trainees coming for computer-related courses can be
returned if they do not bring a laptop.
8. IRIMEE has multiple sports facilities. Trainee officers/supervisors should bring their
personal sports equipment for using these facilities.
9. The climate of Jamalpur can be very hot in summers and very cold in winters and wet in
the summer monsoons. This should be kept in mind while packing.
10. Trainees will have to make payment for mess charges in cash.
Advance Intimation of Nomination
Please send the nominations to IRIMEE using the link to internet-based system for nomination
at least two weeks in advance. This is required for planning of accommodation and teaching
facilities. Online nomination facilities for courses are now available which can be sent through
URL link, already provided to CMEs.
Examinations
All trainee officers and supervisors will have to write examinations during or at the end of a
course. No leniency will be allowed in this respect.
Leave
Leave will normally not be granted during a course.
Awards
Toppers of all courses will be felicitated on IRIMEE Annual Day (14th February) subsequent to the
completion of the Course.

Centralized Training for IRSME Probationers
All IRSME officers begin their career with Railways with a 78-
week training programme centralized at IRIMEE. The trainees
are given in-depth training on the working of Indian Railways with
deep focus on Mechanical Department of Indian Railways. The
training comprises of coursework at IRIMEE, extensive field
visits, and training at external Institutions. After completion of this
training, the IRSME probationers are sent for posting to their
respective zonal Railways and Production Units.
Eligibility: All freshly recruited IRSME Probationary Officers
Appreciation Course for Probationers from other CTIs
Probationers of other Railway services are trained for one week
in various aspects of working of Mechanical Department. They
are made aware of the synergy between their departments and
the Mechanical Department in the Railways.
Eligibility: Probationers of all Railway services except IRSME
Amelioration Course for SAG/SG Officers
This is a specially designed 6-week course with deep focus on
project-work to build upon work-experience of the officer.
Officers undergo one week of comprehensive classroom course
during the first week of training. They also decide on a project
that they would do during the course, in consultation with the
Course Director. For the next four weeks the trainee officers
work on their projects at different locations in Indian Railways.
They return during the fifth week for further three days of
classroom training and for presenting their project. They have to
submit a detailed report of the project they have undertaken.
Eligibility: SAG and SG Officers of all Departments
Senior Professional Development Programme
The officer would have been working for over eight years before
he entered JA Grade. In this period many changes would have
come over in the Mechanical Department. The officers should
also be ready to face newer and multiple challenges. This two-
week programme prepares the officer to take on wider
responsibilities as a JA Grade officer of the Mechanical
Department.
Eligibility: JAG officer of Mechanical Department
Professional Skill Augmentation Programme
Officers promoted from Group B to Group A suddenly face a lot
of challenges in day-to-day working. The pressures on the officer
increase in the face of higher responsibilities as well as demands
on their managerial skills. This three-week course augments the
techno-managerial abilities of these officers.
Eligibility: IRSME officers recently promoted from Group B
Group B Induction Program for Mechanical Engineers
Group B officers have come from the supervisory cadre where
their exposure has been limited. As officers they need to have
cross-functional knowledge across the various fields of working
in Mechanical department. This course prepares the officers
from any background to take on responsibilities in
Manufacturing, Open line and Diesels. They also do a project
and go for a field visit.
Eligibility: Group B officers of Mechanical Department
Power Electronics and their Control Systems
Power Electronics devices are being widely used in today’s
locomotives. This course equips the trainees with basic
knowledge of the types and functioning of power electronics
devices and their important control systems.
Eligibility: Officers up to JAG of Mechanical Department
Mechatronics
Mechatronics concepts find a wide applicability today in Diesel
Locomotives, LHB coaches and Machine tools in Workshops.
This course equips the trainees on basic concepts of
mechatronics.
Eligibility: Officers up to JAG of Mechanical Department
Computers and IT in Daily Use
Computers have become indispensible in Railways today. The
trainees are equipped with the basic skills of Word Processing,
Spreadsheets and Presentations. Some training is also given on
the basics of networking.
Eligibility: Officers up to JAG of Mechanical Department
Diesel Advancements
Over the last decade major changes have come in the field of
Diesel Traction technology in Indian Railways. This course
builds upon the basic knowledge of diesel locomotives, DEMU
maintenance, to tell the trainees of all these changes and
upgradations and their benefits as well as maintenance
practices.
Eligibility: Officers up to JAG of Mechanical Department
Welding Technology and Corrosion
Most stock of Indian Railways is being manufactured using
welding. At the same time corrosion repairs have become an
important activity in Railway workshop. This course imparts
knowledge to the trainees on welding methods including the
more modern processes like stainless steel welding and MIG
welding. It also trains the trainees in identifying the different
kinds of corrosion, their reasons and preventive strategies.
Eligibility: Officers up to JAG of Mechanical Department
Fuel, Loco Operations and Crew Management
Fuel and Crew Management are very important aspects of
divisional working in Mechanical department today because of
the very costly nature of these resources. Diesel locomotives
are in very high demand and need to be utilized judiciously and
optimally. This course allows the trainees to learn the basics
practical management in these areas, as well as tells them
about all the extant rules and procedures in this respect.
Eligibility: Officers up to JAG of Mechanical Department
Tender and Contract Management
Mechanical Department is engaged in a getting a large amount
of work done through tenders and contracts. Successful
tendering and proper contract management requires a special
set of skills. This course imparts working knowledge of these
skills. The course is participative in nature where trainees are
encouraged to share their field experience, apprehensions and
problems, some of which are solved in the class.

Disaster Management
Mechanical Department has been given the task of rescue and
recovery on site during railway accidents and disasters. This
course imparts knowledge to the trainees on the roles and
responsibilities of Mechanical Department in the case of
Disasters as well as shares some practical experiences of senior
officers who have successfully handled such incidences.
Eligibility: Officers up to JAG of Mechanical Department
Project Management
Management of Projects has become very important for
Mechanical Department. Project Management is a highly
developed field with its standardized tools, skill sets and
paradigms. Trainees are exposed to some of the more important
basic techniques of project management and imparted initial
training on use of project management concepts and software.
Eligibility: Officers up to JAG of Mechanical Department
Legal matters in Mechanical Department
Mechanical Department is uniquely exposed to certain laws of
the land related to its workshops like Factories Act, Workmen’s
Compensation Act, Payment of Wages Act etc. Now a days, by
its forays into Contracts, Contract Act and related statutes have
also become important for the Department. At the same time
newer laws like Pollution Control Act are required to be followed.
This course imparts knowledge to trainees on the provisions and
working of some of these laws.
Eligibility: Officers up to JAG of Mechanical Department
Mechanical Department Specific Management Skills
Mechanical Engineers in Railways are supposed to act as good
managers too. Appropriate management skills are attempted to
be taught to the participants of this course. These skills will equip
the trainees in day-to-day working in the Department.
Eligibility: Officers up to JAG of Mechanical Department
Mechanical Department-specific Material Planning
Mechanical Department consumes a large amount of material in
its Workshops and Maintenance Depots. This material is
procured by the Stores Department. Material procurement has its
own rules to be followed and therefore timely and optimal
availability of material becomes very important. This course
imparts knowledge to the trainees on how to plan for and procure
material.
Eligibility: Officers up to JAG of Mechanical Department
Money value cases in Mechanical Department
Planning and execution of works is slowly becoming important
for Mechanical Department. At the same time, buying M&P is a
major responsibility of the Department. This course imparts basic
knowledge of planning and budgeting for works, M&P
procurement and Rolling Stock Programmes.
Eligibility: Officers up to JAG of Mechanical Department
Quality Practices and Inspection in Mechanical Department
This course imparts training on Quality Practices and the
methods followed for the Inspection of materials before
acceptance for use by Mechanical Department.
Eligibility: Officers up to JAG of Mechanical Department
ISO-9000
ISO systems have become important over the last one decade in
standardizing systems. This course imparts training in ISO
quality systems and practices including designing such quality
systems and audits. This course will be held using external
agencies.
Eligibility: Officers up to JAG of Mechanical Department
Outstation Courses
Courses on IT for Mechanical Department will be held at CRIS/
New Delhi which will cover large scale IT systems like FOIS,
COIS, COA, MMIS etc. Trainees will have to arrange own
accommodation at New Delhi. Two outstation courses on Tender
and Contract Management and Disaster Management will be
organized at Mumbai.

HHP Diesel Locos
High horsepower locomotives have proliferated all over Indian
railways. These are modern generation locomotives with
systems completely different from the previous generation of
locomotives. Trainees will be taught about the systems of these
locomotives with respect to field maintenance.

Mandatory Course for Direct Recruit Mechanical Section
Engineers
Directly Recruited section engineers are trained during this
course on the wider aspects of working of the Mechanical
Department in Indian Railways.
Eligibility: Directly recruited supervisors under initial training, of
Mechanical Department
Chemistry and Metallurgy for Senior Supervisors
This is a mandatory course for Chemical and Metallurgical
Supervisors (CMS). They are trained on the various aspects of
their working like rubbers and polymers, metallurgy, testing,
biodiesels etc.
Eligibility: Chemical and Metallurgical Supervisors
Mandatory Course for Direct Recruit CMA Supervisors
Directly Recruited section engineers are trained during this
course on the wider aspects of working of their Department in
Indian Railways. They are trained on rubbers and polymers,
metallurgy, testing, biodiesels etc. Course includes mandatory
field visits.
Eligibility: Directly Recruited CMAs during their initial training
Brief Details on Courses at IRIMEE

About IRIMEE
Indian Railways Institute of Mechanical and Electrical Engineering (IRIMEE) is the oldest CTI of Indian
Railways. It was originally set up in 1888 as the Technical School of the Railway Locomotive Workshop,
Jamalpur by the East India Railway (EIR).
The first train of EIR, filled to capacity, was flagged off on August 15, 1854, from Howrah to Hooghly, a
distance of 24 miles. The Railway grew very rapidly to Jamalpur in 1861. Jamalpur was near Munger, a
manufacturing town considered in those days to be “Birmingham of the East”. Initially Jamalpur was only a
steam loco changing station and light repairs to the locomotives were done in the running shed. The original
locomotive workshop of EIR was located at Howrah. It was shifted to Jamalpur on 8th
February, 1862.
The workshop started with around three-and-a-half thousand men and expanded quickly to more than
twenty thousand men. A night school was initially started for training apprentices. However, in 1888, EIR
established a Technical School at the workshop, where the trade Apprentices Scheme was started for imparting
specialized on-the-job training in mechanical engineering and steam locomotives.
An Apprentice Mechanics scheme was begun at this school in 1905, for Anglo-Indians. On the
completion of this five-year apprenticeship, the apprentice mechanics were appointed as Assistant Foremen or
Assistant Superintendents on the EIR. The scheme was extended in 1911 to cover other Indians.
The first decade of the twentieth century was a period of intense political activity in India when the
demands for Indianization of Civil Services proliferated. The royal Commission on the Superior Civil Services in
India under the Chairmanship of Lord Lee which submitted its Report in 1924 recommended the setting up of a
Public Service Commission. The first Public Service Commission was set up on October 1, 1926 under the
Chairmanship of Sir Ross Barker. This was renamed later as the Federal Public Service Commission (1935) and
after Independence accorded Constitutional status as the autonomous entity of Union Public Service
Commission in 1950.
Selections were held for the flagship Special Class Railway Apprenticeship Scheme by the Public
Service Commission in 1926 and the first batch of these apprentices joined the Technical School on February
14, 1927. From 1st April 1974, the administrative control of Technical School was transferred from Eastern
Railway to the Railway Board. The Technical School was then renamed as Indian Railways Institute of
Mechanical and Electrical Engineering (IRIMEE).
Training Facilities
IRIMEE has air-conditioned classrooms equipped with modern teaching aids
such as overhead LCD projectors, smart boards, computers connected to the internet
through a LAN. There are model rooms for Carriage & Wagon, Air-brake systems, 140-
Tonne Crane, ALCO locomotives and High horsepower EMD locomotives. It has an
excellent Mechatronics Lab and a Biodiesel lab. Diesel Loco simulator is also available
for giving training on the working and troubleshooting of diesel locomotive.
IRIMEE has a well-stocked library with about 17,000 books on technical,
scientific and management subjects. It also subscribes to over 30 Indian and foreign
periodicals and journals on subjects relevant for faculty and trainees. It has a collection
on educational CD ROMs and video films. The library has institutional membership of
the British Council Library, Kolkata.
