Standard

Why a Review of 2-4 Standards? Ongoing NCAA academic reform.

All other student-athlete standards have been examined based on research (e.g., initial eligibility and progress toward degree).

Research now available, not previously.

Two-four transfers do not graduate/remain eligible at same rates as nontransfers.

Goals of 2-4 Transfer Academic Review

Establishment of 2-4 transfer academic requirements that:

Improve academic success and graduation from four-year institution.

Result in outcomes closely mirroring nontransfers.

Principles

Maximize first-year college success, ensuring student-athletes are on track to graduate in five years.

Be research based and yield ineligibility rates and outcomes similar to nontransfers.

Be minimal standards and NCAA members should continue to make admissions decisions.

Consider simplicity of application and understanding by all involved.

Strive to emphasize requirements needed to prepare student-athlete for academic success at four-year institution.

Key Research Findings - Academic Performance of 2-4 Transfers Two-four transfer students enter NCAA Division

I schools with lower high school grades and test scores than other groups of students.

Two-four transfers leave college ineligible at higher rates than any other group of student-athletes.

Two-four transfer graduation rates lag those of student-athletes who enter a Division I school from high school.

Research Findings – Grade-Point Average

Grade-point average at two-year institution is the strongest predictor of first year academic success at four-year institution.

Ineligibility rates decrease significantly as a function of increased two-year institution grade-point average.

For two-year transfer student ineligibility rates to mirror college freshman, the current 2.000 grade-point average requirement must increase.

Research Findings – Courses

Number of physical education activity credits at two-year institution has a significant negative relationship with four-year college success.

Student-athletes with fewer physical education activity credits have better academic performances.

Research Findings – Courses

Student-athletes with more core academic credit perform better at four-year institutions.

Core credits in English, math and science are particularly predictive of four-year college success.

Science in particular is a strong predictor of success.

Summary

Grade-point average at the two-year institution is the best predictor of all first-year outcomes examined.

Ineligibility rates decrease significantly as a function of increased two-year institution grade-point average.

Student-athletes with more core academic credit perform better at four-year institutions. Science is a strong predictor.

Summary(continued)

Students with high numbers of physical education activity credits tend to have less academic success at the four-year institution than their two-year institution grade-point average would predict.

Generally, high school academic variables do not add appreciably to prediction once academic behavior at the two-year institution is known.

Year of Academic Readiness Concept

Provides additional time and opportunity for student-athletes who are academically underprepared to take remedial courses and generally enhance their academic readiness prior to transfer to a four-year institution.

Current Initial Eligibility StandardsQualifier

Graduate from high school.

Complete NCAA-approved courses.

Earn a minimum required core-course grade-point average (GPA).

Earn a required SAT or ACT sum score.

Current 2-4 Transfer StandardsQualifier

To be immediately eligible for competition:

Minimum one full-time term of enrollment in residence at a two-year college;

2.000 GPA on transferable hours; and

Complete an average of 12 hours of transferable credits per term of full-time enrollment at the two-year college.

Current 2-4 Transfer StandardsQualifier Continued

The student-athlete is considered enrolled full time and subject to the average of 12 standard when:

Registers in a term full time; and Attends the student's first day of classes for that

For student-athletes first entering a collegiate institution before August 1, 2012.

Students-athletes not meeting this standard are eligible for:

Practice. Financial Aid. Must complete a year in residence before

competition.

Baseball and Basketball student-athletes. Cannot transfer after the first term

(semester, quarter) and be immediately eligible for competition.

Physical Education Activity Courses

Current standard only applies to Men’s basketball.

2-4 and 4-2-4 transfers cannot count more than two credits of PE activity courses to meet applicable transfer requirements.

Physical Education Activity Courses Exception:

For SAs who enroll in a PE degree program or education program that requires PE activity courses.

May count the minimum number of activity credits required for the specific degree program.

Physical Education Activity Courses Example: Handle State University offers a Middle School

Education undergraduate degree. The degree requires six semester hours of

physical education activity courses for graduation.

May use up to six hours for transfer standards.

For SAs first entering a collegiate institution

Full time on or after August 1, 2012:

Qualifiers The physical education activity credit hour limits

will be applicable to all sports.

Minimum transferable grade-point average needed for competition in first year in residence increases to 2.500.

Case Study Willie

Qualifier. Football student-athlete. Willie attends Redhead College, a two-year

institution in Texas. Enrolled full time Fall 2010, Spring 2011 and

Fall 2011.

October 2011: Willie withdrew from two courses, falling below full time for the semester.

Willie would like to transfer to a four-year institution for the 2012 spring term.

What standards apply to Willie? Current standard.

How many transferable hours must he complete? 36 transferable hours.

How many PE activity hours may he use? Unlimited, Fall 2010 enrollee, football SA.

What is the minimum GPA Willie must earn? 2.000 GPA.

Case Study George

Qualifier. Baseball student-athlete. Plans to transfer to a four-year in Fall 2013. Enrolled full time Fall 2012 and Spring 2013. Earned 24 hours at Cloud Nine College after

two semesters. Four hours earned were PE activity courses.

What is the minimum GPA George must earn? 2.500 GPA.

How would you advise George? Work with four-year school to determine GPA. Complete summer school courses to increase

transferable hours.

Minimum three full-time semesters/four quarters.

48-semester/72-quarter hours of transferable degree credit.

Graduate from two-year college.

Minimum 2.000 GPA.

Men’s basketball. Physical Education Activity Courses. 2-4 and 4-2-4 transfers cannot count more

than two credits of PE activity courses to meet applicable transfer requirements.

Graduation Requirement

For nonqualifiers and 4-2-4 transfers: Must receive an associate or equivalent

degree in an academic or technical curriculum.

Graduation Requirement Continued

Student-athletes who transfer after completing all necessary degree requirements for graduation but prior to receiving a degree is considered to have satisfied the two-year college graduation requirement.

For SAs first entering a collegiate institution full time on or after August 1, 2012:

The physical education activity limits will be applicable to all sports.

Minimum transferable grade-point average needed for competition in first year in residence increases to 2.500.

For SAs first entering a collegiate institution full time on or after August 1, 2012:

Nonqualifiers:

• For nonqualfiers who don’t meet 2.500, may practice and receive athletics aid above a 2.000.

• In addition to six-semester/eight-quarter hours of transferable English and three-semester/four-quarter hours of transferable math, will need three-semester/four-quarter hours of transferable science.

Nonqualifier. Men’s Soccer student-athlete. Enrolls full time at Royal Albert College, a

two-year institution in the fall of 2010. Completes four full-time terms at RAC.

Earned a total of 50 hours. 10 hours remaining for A.A. degree. Only 39 of those hours transfer to Beatle

University, a four-year institution recruiting Waylon.

He has not earned transferable English, math or science courses.

What this means for you: The standard not simply what is displayed

on your institution’s transcript. Student-athlete will have to be aware of

what courses would transfer and recalculate GPA.

North By Northwest University limits acceptance of transfer credits to not more than 40 credit hours.

Case Study Andy

If Andy earns 60 credits at the two-year college that normally would be transferable to the certifying institution, what hours are used to certify GPA?

North By Northwest must calculate the grade-point average based on all 60 credits.

Case Study Dylan

Dylan’s GPA Potential Issues

Eight A’s in PE activity part of the current 2.500 GPA.

Six additional hours that would be transferable but for grades earned (six hours of F).

Dylan’s GPA Calculation

Assuming all PE credit hours (eight) count:

48 credit hours x 2.500 = 120 grade points.

120/54 (includes 6 hours of F) = 2.222 GPA.

2.222 is the GPA for the 2-4 transfer standard.

Dylan’s GPA Calculation

Based on Dylan’s initial term of full-time enrollment, he meets the transfer GPA standard.

If Dylan was a Fall 2012 initial enrollee, he would not meet the GPA standard.

How would you advise Dylan? Summer school course work up to nine hours. Retake courses in summer to improve grades.

Enrolled full-time at a 4-year institution. Enrolled full-time at a 2-year institution. Transfers to a 4-year institution.

4-2-4 Transfer Defined

Full-time Enrollment Defined

Enrolled in a minimum, full-time program; Present on the first day of classes.

If the student-athlete withdraws or falls below full-time, still considered a transfer.

Current 4-2-4 Standards

To be immediately eligible for competition: Complete an average of 12 hours of transferable

credits per term of full-time enrollment at the two-year college;

2.000 GPA on transferable hours; Graduate from the two-year college; and One calendar year has elapsed since the departure

from the previous four-year college.

Current 4-2-4 Standards

Exceptions. Return to the original institution. Nonsponsored sport at original four-year

institution. Average of 12 per full-time term; and 2.000 GPA on transferable hours.

New 4-2-4 Transfer Standards

2.500 GPA for base rule and nonsponsored sport qualifier exception.

Physical Education activity course limits applicable to all SAs.

Nonqualifiers subject to completion of transferable core–curriculum requirement(six-semester/eight-quarter hours of transferable English and three-semester/four-quarter hours of transferable math, will need three-semester/four-quarter hours of transferable science).

May use transferable credits earned while enrolled at a previous four-year college to meet requirement.

What are Roy’s remaining requirements? A.A. degree. Determination of transferable hours, needs

24 hours. Determination of transfer GPA.

What if Roy was an initial full-time enrollee in Fall 2012?

2.500 GPA. If a nonqualifier, would be subject to the core

course standard (English, math and science). Can Roy combine the core courses earned at Lone

Star and Odessa? Yes.
