Immediately following the 9/11 attacks upon the United States the Armed Forces of

both the U.S. and Allied Coalition needed to deploy and conduct operations. Extensive

Diplomacy needed to occur to make possible bed-down, basing and overflight, by

these forces, to get to the theater of operations. Leading the effort was the State

Department’s Bureau of Political & Military Affairs. One of the many bilateral

discussions dealt with the Chagos Archipelago, Diego Garcia (DGAR).

In light of security of both ENDURING FREEDOM and IRAQI FREEDOM operations, the

return of the DGAR native islanders was quite contentious. Weapons storage,

Government Contractors, facilities and the environment were also issues

Leading the 25-person US Delegation was Chuck Wilson who was successful in

coming to agreement with the UK on the resolution of differences between the two

countries.
