Changing Times

• DOGM is experiencing increasing environmental pressure from government (all levels – local, state, and federal), general public, and NGOs relating to air, water, sensitive species protection

• More and more people want more and more factual information – DOGM would like to be considered a credible source of such information

• DOGM works to achieve balance between supporting responsible development of resources and protecting public values and interests

The Top Issues for DOGM

1. Hydraulic fracturing – primarily affects O&G Program

2. Decisions by USFWS concerning the potential listing of sage grouse and other sensitive species

3. Air quality in the Uintah Basin

Rulemaking Actions by BOGM

• Hydraulic fracturing rule, R649-3-39, eff. 11/1/13

• Surface owner protection rules, R649-3-38, eff. 1/23/13

• Amended waste management and disposal rules, R649-9, eff. 7/1/13

• Electronic board meeting rules, R641, eff. 9/25/13
