1.0 BACKGROUND
This report summarizes the results of groundwater, surface water and water level monitoring workcompleted by Viacom Inc. during the fourth quarter of 2004 at the Lemon Lane Landfill site.
Monthly and quarterly groundwater and surface water monitoring was performed at a total of sixlocations (springs and streams) in accordance with monitoring requirements outlined in the April2003 Long-Term Groundwater Monitoring Plan for Lemon Lane Landfill, QAPjP Volume XXXIII.Continuous monitoring of water levels was also performed at six locations.
2.0 SURFACE WATER MONITORING
The monitoring work described in this report was performed on November 18 and December 16,2004 and January 28, 2005. This three month time period constitutes the fourth reporting quarterfor Lemon Lane Landfill for 2004.
Scope of Work
The scope of surface water sampling for this monitoring period comprised monthly and quarterlysampling stipulated in the Long-Term Groundwater Monitoring Plan, as summarized in Table 1.
Surface water sampling was performed at the following locations:
Quarry Springs (monthly)Illinois Central Spring (monthly)Slaughterhouse Spring (quarterly)Quarry A SpringQuarry A +C Springs, andQuarry B Spring

Quarry Springs Observation and Sampling
There are several spring emergences that are collectively known as the Quarry Springs.Historically, the three main ones have been referred to as Quarry A, Quarry B and Quarry CSprings. The monthly monitoring samples have been samples of the combined discharges of all ofthe Quarry springs flowing at the time of sample collection. Since January 2004, observations offlow conditions in the Illinois Central swallowhole area and the Quarry Springs area have been aroutine part of the monthly non-storm monitoring and sampling routine.
Beginning with the September 2004 monthly sampling event, separate samples from Quarry BSpring and from the Quarry A+C Springs combined flow were collected when adequate flowconditions were observed. In November 2004, Quarry A Spring was added to the list of springs tobe sampled monthly, adequate flow permitting.
Sample Collection and Handling
Samples at the spring locations were collected by carefully filling a new disposable beaker. Thewater was transferred from the beaker into pre-cleaned amber glass 1-liter bottles supplied by theanalytical laboratory. Routine sampling parameters including temperature and conductivity weremeasured and recorded. Spring flow was also estimated and recorded.
Samples were analyzed by Heritage Lab of Indianapolis, Indiana. The samples were analyzed to adetection limit of 0.1 parts per billion (ppb) for all PCB parameters (except Aroclor 1221; detectionlimit 0.2 ppb) by EPA SW-846 method 8082. Samples were also analyzed for total suspendedsolids (TSS) by EPA method 160.2.
Quality Assurance
For quality assurance purposes a duplicate sample and a field blank were collected during eachsampling event. All environmental and blank samples were labeled and logged onto a chain ofcustody form. The samples were stored and transported on ice in insulated coolers. Custody of thewater samples was maintained by Viacom until shipment to the analytical laboratory. SamplesLL12190, LL12233 and LL12370 were the field blanks for the sampling events reported herein. NoPCBs were detected in any of these blank samples.
Analytical Results for Surface Water Samples
Field parameter measurements, PCB analytical results, and QA/QC results for water samplescollected during this reporting period are reported in Table 2 - Quarry Springs (combined flow),Table 3 - Quarry Springs (individual springs), Table 4 - Illinois Central Spring, and Table 5 -Slaughterhouse Spring (attached). Historical (post-remediation) results are also provided in thesetables. Copies of the chain-of-custody forms are provided in Appendix A. Copies of thecertificates of analysis are provided in Appendix B. A validation summary for these samples

appears in Appendix C. Copies of the field sampling data sheets are on file at PSARA'sBloomington Branch Office.
3.0 CONTINUOUS FLOW AND WATER LEVEL MONITORING
The purpose of flow and water level monitoring is to evaluate site-specific data characterizing sitehydrologic response under storm and non-storm conditions, and to evaluate correlations betweenPCB concentrations, spring flow and groundwater elevations.
Scope of Work
The scope of groundwater level and flow monitoring during this reporting period involved the useof dedicated instrumentation to record water level and other parameters as summarized in Table 6.Water lever transducers, water level data logging equipment, and piezometer crest gauges wereoperated during all or part of the period from November 2004 through January 2005. Theapproximate locations of the stations in which these instruments were used are shown on Figure 1,Monitoring and Sampling Locations.
Flow and Water Level Plots
The following plots of the monitored stations for this reporting period are attached:
water elevation and temperature at MW-6, PZ-H and PZ-Iwater elevation, temperature and specific conductance at MW-20water temperature and specific conductance at Illinois Central Spring Emergence
Quality Assurance
As a quality assurance check, rainfall records for this time period were obtained from the PurdueUniversity State Climatologist's web site (http://shadow.agry.purdue.edu/sc.index.htnil) for the raingauge station at the Monroe County Airport. This record was obtained for comparison to the siterain gauge data, which is located outside the PSARA office. Raw rainfall data from the web siteappears in Appendix D. Monroe County Airport rain events of approximately 0.25" or more areindicated on the attached data plots.
As a further data quality check, manual water level measurements were made after significant stormevents and specific conductance was spot checked at four locations. The purpose of the manualchecks was to verify instrument readings. Manual field check data collected during this reportingquarter are shown on the data plots.
A complete instrument maintenance log for all of the Lemon Lane Landfill installations is attachedas Appendix E. This log details the installation, re-indexing, and maintenance histories of eachtransducer and data logger present at Lemon Lane Landfill during the third quarter.

Discussion
The subsequent plots are annotated with details of when the instrumentation was installed orremoved, or other field activities of interest.
Crest Gauges
Crest gauges in landfill cap piezometers PZ-AD, PZ-AS, PZ-BD, and PZ-BS were monitoredduring the fourth quarter of 2004. Results presented in Table 7 indicate no apparent movement ofthe gauges in PZ-AS and PZ-BS during this quarter, which means that no significant amount ofwater was observed in these piezometers during this monitoring period. The gauges in PZ-AD andPZ-BD indicated that a slight amount of water was in the bottom of those piezometers during atleast a portion of this monitoring period.

Data Validation
Validation Results for the November 2004 Lemon Lane Spring Water Samples
1. Validation of the following samples has been completed:
• LL 12187-LL12193
2. Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, no data qualificationsare recommended.
3. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
o Precision and accuracy: Precision and accuracy were accessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. Allrequirements were met.
o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The field sampling locations andtechniques as well as lab procedures were in accordance with the approved samplingplan and QAPjP. Therefore the representativeness requirements were met.
o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptableanalyses by the total performed. An acceptable analysis is defined as one that conformedto QC protocols and is not rejected. All these analyses were accepted. The projectcompleteness goal has been met to date.
o Comparability: All the samples taken, analyzed and validated by Viacom were taken byViacom or it's contractors sampling crews using the same procedures as previoussamples at this location. These samples were analyzed by Heritage Labs. Care shouldbe taken when attempting to trend Heritage sample results with other labs using slightlydifferent procedures. Overall these results should be directly comparable to otherHeritage lab results from these locations.
Overall, the main objective of the sampling event was to determine if PCBs are present at a concentrationof .1 ppb or more. This data is of sufficient quality to satisfy this goal.
