What's in it for me?

• We offer free workshops for Micro –small businesses to be able to understand the process of Fire Risk Assessment which could save them time/money as well as avoiding the possibility of prosecution.

• To create a trust between the Regulators and the BME business to come to us to ask for advice.

Ways to engage Positively

• Use of Community leaders

• Trained Champions with cultural and language skills

• Use of the business world to show the advantages of compliance and bringing investment into business which wish to grow

Partnership with Universities

• NFRS are forming partnerships with Nottingham University to train selected foreign students to understand Fire Protection and to help get any relevant messages across.

• Weeks of action which look at the community Pakistani etc.

• Joint working with Community Fire Safety which includes an interaction with both domestic and commercial parts of the community.

• Business Lunches to inform around growth and funding as well as Fire Safety /food and Health & Safety advice.

Getting to know areas/Communities by talking to groups and the use of

associations.

• Gaining trust by following up any previous involvements.

• Getting language support when needed.

• Involvement with local events or business issues

• Partnership working with other regulators

What does not work?

• An over reliance that everyone will be on board with your plans.

• Business working to your time.

• Cultural awareness of safety and how to sell it.

The future• Secure funding for engagements

• Working to their time increase flexibility

• Go to them and don’t be put off, you need to meet them on their grounds in their time

• Always look for engagement opportunities

• Is education a way forward to the next generation to educate the elders.

A Partnership between Leeds City

Council Migrant Access Project and

WYFRS Fire Protection

Business Support In The Community

Background

• Summer 2014, Leeds – Dangerous conditions were identified with a flat above a takeaway following AFF.

• The takeaway owner had leased the entire 2 storey building.

• The flat was rented out privately to an Italian family who spoke virtually no English.

• Interim measures implemented with reassurance from takeaway owner to stop trading until resolution reached.

Conclusion

• The Migrant Access Project provided access to an Italian Translator at no cost;

• But the family had vacated to unknown location –Safeguarding issues?

• Housing officers attended and prohibited the flat.

• Takeaway owner subjected to a week of loss earnings.

Outcomes

• Recognised the value of each other.

• Migrant and Refugee training provided to FP Inspectors using FP scenarios and discussion by LCC.

• Prevent similar situations from reoccurring – How?

• Multi –Agency working relationship established

Migrant Access Project (MAP)

• Aim: to help reduce pressures on statutory services and support new migrants to settle in Leeds

• What: Migrant Community Networkers (MCN) –trained community leaders who speak community languages

• How: over 80 MCNs – spread important information, help integration and active citizenship

• Fire Service and MAP – improving engagement with migrant communities, in particular new migrants. Raise awareness. Prevention.

• Concerns around some new communities accessing accommodation

• Swahili Speaking Cultural Community – large community, meet weekly, large gathering to celebrate Eid, little or no Health and Safety planning.
