Task 2.1 (D3): UNEXE

UK History: Strong emphasis on RES-E

with a focus on competitive mechanisms.

Since 2007 relatively rapid movement to

adopt RES-H policy strategy.

Nov. 2008: Last minute addition of a

RES-H tariff mechanism to Energy Act.

Details to be produced within 12 months.

Previous policy based around grants

and a few other mechanisms.

Likely to be ongoing planning issues,

especially surrounding larger scale RES-

H, notably biomass combustion.

Task 2.1 (D3): UNEXE

Current contribution of RES-H: 0.6% of all

UK heat use (and in decline since 1994).

Government proposed target: 11-14% of

heat by 2020.

14% RES-H will be needed if UK is to

meet its 2020 EU-agreed target of 15% of

all energy to come from renewables.

Little emphasis on cooling, though

associated energy use becoming more

significant. Some concern from Electricity

Transmission Network Operator as to

effects on London network stability.

No policy announced as yet, some

discussion has taken place.
