1. INTRODUCTION
1.0 State and District Vision
The Government of Maharashtra (GoM) has recently
announced its vision of making the state Open
Defecation Free (ODF) by March 2018.1 In order to
contribute to this vision of the GoM, Zilla Parishad,
Chandrapur decided to make the district ODF by June
2017 and developed an appropriate strategy and
detailed action plan, outlined in this document.
1.1 Current sanitation situation in the district
A snapshot of the sanitation situation, as of 1st December 2016, with respect to baseline
Survey 2012 (BLS-2012) is presented in Table-1 below.

1.2 The Targets
1.2.1 BLS 2012 Target
An analysis of block wise status of sanitation reveals that out of the 14 blocks remaining to
be made ODF, seven blocks have above
80% coverage, 3 blocks have coverage
between 70% and 80% and remaining 4
blocks have coverage below 70%. Details
are given in table-2, below.
Six blocks (Chimur, Saoli, Warora,
Gondpipri, Rajura and Chandrpur) have a
target above 5000 units in 217 GPs and
contribute about two-thirds (66%) of the

total target. Hence, these blocks need special attention.
There are 94 GPs which have target below 50 IHHLs. Total 22 GPs have target above 400
IHHLs and these 22 GPs bear nearly 22% (14,468 IHHLs) of the district’s target.

1.2.2 Additional families and defunct toilets:
Two additional factors add to the target load.
These are additional families and defunct
toilets in the district.
Of 32, 810 new households formed in
GPs after baseline survey, 93% donot
have a toilet, and
25% of total toilets built so far are in
some state of repair and are not in
useable condition or used for other
purposes (defunct toilets)
These households, totalling about 91,749, also
need to be covered to achieve complete
elimination of open defecation. Block wise
status of additional families and defunct toilets in the district is presented in Table-3.

2. ENABLING FACTORS AND BOTTLENECKS
Chandrpur district has done well in
moving towards achiving 100% ODF
status in the district. This
achievement is due to a vibrant
enabling environment, though
bottlenecks exisit in some aspects.
The same are presented in the
schematic below. In moving forward,
this strategy aims to strengthen the
enabling factors and address
bottlenecks.
-High political involvement- guardian minister, MPs, MLAs
-Utmost importnace by the CEO- regular reviews, monitoring
-Social media based daily monitoring mechanism already functional
-Smooth and timely fund transfers
-Capable and dedicated staff

3. THE STRATEGY
This section presents the strategy and action plan adopted by Zilla Parishad, Chandrapur to
achieve the goal of making the district ODF by June 2017. While the primary aim of the
strategy is to cover the BLS-2012 target, the strategy also focuses on covering additional
families without toilets and families with defunct toilets, in convergence with other
programs. Another key focus area of the strategy is to ensure sustainability of the ODF
status.
The unit of planning in this strategy is a block and builds on three pillars; (i) Demand
Management (ii) Deamnd Response Mechanism and (iii) Oversight and monitoring. Key
elements of these pillars are explained in the schematic diagram presented below.
Next section of this document details the key strategic actions followed by the action plan.

4. STRATEGIC ACTIONS AND ACTIVITY PLAN
The key strategic actions and a detailed action plan under the three strategic pillars are
captured in this section.
4.1 Demand Management
While there is a good awareness
about need for adopting
sanitation behaviour, there are
some sections where the
awareness is not yet translated
into demand. Hence, generating
demand for building toilets
among these sections is
paramount. Second, creating
demand for making the entire
GP ODF is also equally important and hence demand creation is a non-negotiable in this
strategy.
The district would adopt three processes for this;
ODEP process- for generating demand for making the GP ODF,
Behaviour Change Communications (BCC) for generating demand for building toilets and
using them, and
Effective engagement of elected representatives and other key stakeholders for proving
overall leadership and oversight to the drive.
This section presents the strategic actions related to generation, articulation and
consolidation of demand for sanitation.

4.1.1: Strategic planning and prioritization IHHL construction
All the 344 GPs will be targeted simultaneously but the achievement of ODF status is likely
to spread in the next 7 months, based on the burden. While the GPs with very low burden
are expected to become ODF earlier, focusing on high burden GPs is a non-negotiable.
a. BLS-2012 families
On the basis of GP wise data, planning for achieving ODF status of each GP was undertaken
and plotted against monthly time frame. Based on this, the likely time frame for each block
to become ODF was also estimated. These details are presented in Table-4.

As per the Zilla Parishad goal, all the reaming 344 GPs from the 14 blocks are to be made
ODF by June 2017. Following is the detailed planning-
3 blocks Brahmapuri, Mul and Pombhurna are to be made ODF in December 2016,
Korpana block to be made ODF in April, Rajura, Sindewahi, Warora in May and Remaining
7 blocks in June 2017.
Making high burden GPs (more than 450 IHHLs) ODF is a challenge and therefore need
special attention. Because of this high burden GPs in Bhadrawati, Chimur, Nagbhid and
Chandrapur blocks, it is estimated that these blocks could become ODF only in June 2017.
b. Additional families and defunct toilets:
As discussed earlier, additional families and defunct toilets add to the open defecation
burden in the district. These families would also be targeted under the strategy. This exact
status under these categoris will be clarified and confirmed during ODEP process and the
action plan for addressing such families will be finalized during the process itself. The
MREGS functionaries at village and block level will be involved in the process, and a realistic
plan will be developed. Additional families and defunct toilets will be targeted in the same
time frame proposed in the above table for achieving ODF status. The process for
addressing these families is elaborated further under the section on convergence.

The momentum for rolling out ODEP has already begun in the district. 5 master trainers and 8 motivators already trained, and 15 master trainers and 405 motivators/ champions to be trained further. This human resource will be primarily responsible for implementation of the strategic actions at GP/ block level.
4.1.2 Rolling out ODEP Process
Open Defcation Elimination Plan (ODEP) is an effective tool for mobilizing community,
triggering action and generating implementable plan for eliminating open defecation in the
GP. The actual targets in each GP will be
revisited during the ODEP process and
realistic plans for target the GPs and Blocks
will be drfated.
The momentum for rolling out ODEP has
already begun in the district. Five master
trainers and eigth motivators from Zilla
Parishad, Chandrapur have already been
trained, and are ready to train other
personnel at district/ block level. Additional
15 master trainers and 405 motivators/ champions will be trained through district and block
level trainings on ODEP.
The 5 master trainers and 8 motivators already trained during ToTs will be responsible for
the district and block level trainings. These will be the chief facilitators of the training and
DWSM team will provide handholding support. A GP wise schedule of ODEP process will be
finalized during the block level trainings. The process will be implemented in each GP as per
the schedule. The ODEP team (master trainers, motivators and champions) from the block

along with GP level functionaries will be facilitators of the process. Their main roles and
responsibilities are listed below.
The ODEP action plan will be prepared and displayed in public palce in every GP. The ODEP
process will be adapted as per the need and volume of target of the GPs. The ODEP plans
will be consolidated at block and district levels. The BDOs, EoPs and Dy CEO (WATSAN) will
closely monitor the ODEP process roll out. Vigilence committees may also be set up if
required for close GP level monitoring of the process.

The ZP will ensure smooth flow of funds and involvement of all village level functionaries,
for the process. The ZP will also arrange appropriate transport facilities for the ODEP team
for their travel to villages.
An ODEP kit will be prepared by the ZP which will contain material required for ODEP,
mason and service provider lists, flex of technical information about two pit latrine design,
and a pocket diary to be distributed to each household during IPC drives. These kits will be
handed over to each targeted GP for further distribution to the households.
4.1.3 Behaviour Change Communications (BCC):
A district level training for planning BCC activities and effective use of BCC materials will be
organized for the block and village level functionaries, in 2nd week of January, 2017, to
prepare a detailed BCC plan of action. The proposed BCC activities are listed below.

To better manage home visits for generating demand for construction and use of toilets, the
district would prepare a detailed ‘home visit plan’. Efforts will be made for celebration of
‘Gram swachhata Din’ regularly in every GP.
All relevant communication materials and tools will be developed by the district, by end
January 2017 and distributed through most appropriate channels. The key materials are:
a pocket diary on technical information,
pamphlets on importance of total sanitation,
stickers and flex on police act, pledge to make GPs ODF
Specially designed items like glasses, cups, watches with the emblem of sanitation
pledge.
Good practices case studies
Besides, the district would organize cross learning visits to GPs that have already achieved
ODF status and are sustaining the same.
4.1.4 Involvement of elected representatives for oversight and effective monitoring
In all, there are There are about 180 elected
representatives at various levels (excluding GP
level) in Chandrapur district and could provide
leadership for the program. This draft strategic
plan would be discussed with them and finalized
with their inputs. The steps for enhanced
ownership and involvement of these leaders are;
- Requesting them to discuss and review
progress on district swachhata plan during their
meetings like District Planning Committee (DPC)
meetings, Zilla Parsihad meetings, Panchayat
Samiti meetings.

Involvement of political leaders is crucial for awareness, demand generation as well as for oversight. For this, a Gat level Task Force (GTF) will be set up and gat wise status of sanitation will be discussed and monitored based on real time data.
-Regular progress reports would be prepared for
each ‘Gat’ and shared with the leaders for their
update and actions. The gat wise status sheet
will be updated and will be discussed on priority
during every monthly meeting of ZP members.
- Decision may also be taken for recognition of
good work/ approach by a Gat or functionary.
- A Gat level Task Force (GTF) of elected
representatives and government officers from
every Gat will also be formed for coordinating
implementation of the strategy and its oversight as required. The GTF will be led by the ZP
member and will include the PS members, Extension officers, BRCs, other line department
officials, Gramsevaks, etc.
4.1.5 Involvement of Other Stakeholders -
Apart from the political leaders, many other stakeholders play an important role in the
society and could influence the sanitation behaviour of the people, to varying degrees.
These stakeholders include social leaders, Deepshikhas, SHG members, CBOs, NGOs,
religious leaders, social units of companies, police patils, gaon patils, police department, KRC
members, NSS students, etc. Data regarding these stakeholders will be collected. Apart from
one to one communication with these stakeholders, the District Swachata Plan would also
be presented to them, in a workshop, to elicit their interest and register their willingness to
support the same. Interest/ commitment expressed by them would be recorded and the ZP
would make all arrangement to enable their active and timely involvement.
4.2 Demand Response Mechanism
Chandrapur district has a good demand response mechanism for sanitation and efforts
would be made to build on this system. The key aspects that would be strengthened are; (i)
monitoring technical quality of construction, (ii) strengthening/ supplementing financial
resource mobilization, (iii) ensuring effictive supply chain links, (iv) effective convergence,

Quality of toilets will be ensured through technical trainings to masons and functionaries, quality monitoring during and after construction and awareness generation through development of sanitation parks.
and (v) making available capable and optimal human resources. Following section presents
the key strategic aspects of the response mechanism in the district.
4.2.1: Monitoring Quality of Toilets Construction
Proper monitoring of the toilets during construction and quality assurance needs to be
ensured for reducing the number of defunct toilets, in
future. The following steps have been designed to
ensure quality of toilets built;
A one day training of village level functionaries
regarding technical quality will be organized in
each block. During the training, technically
appropriate construction of various types of
IHHLs will be discussed, highlighting the key
technical aspects to be checked and monitored
during and after construction.
Training of masons in every block will be
organized to explain technicalities of various types of toilets. A check list/
information sheet regarding toilet technology designs and technical considerations
will also be provided to the masons.
The motivators/ champions will monitor toilet construction quality in each GP during
and after construction.
The master trainers and BRCs will randomly monitor IHHL quality. Inappropriate
construction will be reported to the district level officials who in turn will take
corrective measures.
Sanitation parks will also be developed where the households will get cost effective
quality material, guidance for construction and reference to masons. These
sanitation parks will work for spreading technical information and also timely
availability of material and service providers.

Convergence of government schemes will mainly aim at providing benefits to additional families, non-eligible families under SBM and for repairs of defunct toilets.
4.2.2 Effective Convergence of Government Schemes
The ZP proposes to develop an effective convergence between relevant government
schemes and the same would be implemented, as shown below.
- The eligible families under SBM will be targeted under SBM.
- Funds from other schemes like MREGS, IAY, CSR funds would be mobilized for
households with defunct toilets and additional households without toilets.
- Remaining households which would not be
eligible for any of the above funds would be
motivated to use their own resources.
For this, various activities will be implemented which
include interdepartmental meetings for discussion of

4.2.3. HR development and deployment to high burden areas
Adequate, capable and responsive human resources at all levels are necessary for a robust
response mechanism. In Chandrapur, there are 13 positions of DWSM experts sanctioned,
out of which 11 are filled and 2 are vacant. As far as BRC members are concerned, 44
positions in the district are sanctioned, out of which 42 have been filled. There is one vacant
position each in Rajura and Korpana blocks.

Efforts will be made for

in many blocks/ GPs.
- Specific ‘Gats’ would be allocated to each BRC member and Extension Officer for
exclusive focus.
- Efforts would be made to rope in officers from other departments (MREGS, NRLM,
ICDS, education, health and revenue department etc.), Gat wise, as required and
feasible.
- The ODEP master trainers will be allotted the responsibility of SBM implementation.
- A refreshers training on ODEP to the master trainers and motivators is proposed in
April 2017, where the knowledge regarding ODEP will be refreshed and the critical
issues faced by the master trainers and motivators during implementation will also
be addressed. Guidance will also be provided on how to achieve the remaining
targets by June 2017.
-A MREGS task force will be developed at the district level which will aim at
streamlining and smooth functioning convergence with MREGS. A film or process
guideline for receiving benefits for sanitation under the scheme may also be
released.
4.2.4 Supply chain management
Considering the IHHL construction targets, huge
supply chain arrangements are required.
Availability of trained masons, availability and
information about material suppliers and service
providers and their management is critical.
Presently, mason groups are functional in every
block which contribute majorly to the toilet construction activity. These are informal group
of 4 or more masons who collectively work as a group.
There are also many material suppliers in the district for materials like sand, cement, bricks,
pipes, pans, etc. The available supply chain arrangements in the district are presented in the
table and map below.
Details of masons and suppliers are presented in table-8 and the map below.

First of all, every block will prepare a list of trained masons, suppliers/ service
providers available in the block. The lists will also include the masons’ groups. These
lists will be further consolidated at district level. This will clearly put forth the picture
of adequacy and need of additional supply chain arrangements.
A block level workshop of service providers and suppliers, including the masons,
groups will be organised immediately to inform them about the present need and
their expected involvement and support. Critical aspects like timely availability of
supplies, rate negotiations, transport facilities, etc. may be discussed with them
during the workshop.
Just like BRC staff, even the masons and suppliers can also be shifted from ODF
blocks to the high burden blocks. Their willingness and availability for support in
other blocks may be finalized in the block level workshop. The list of masons and
suppliers in each block will be published on the web for easy access by the
functionaries and villagers. The lists will also be made available in every GP the
gramsevak will help the villagers in identifying a mason and supplier based on the
list.
Apart from this, a supply chain helpline will also be initiated where the callers will be
provided the information about available masons/ suppliers in their area.
4.2.5 Effective Fund Flow Mechanism
The following steps would be adopted by the ZP to enhance fund flow speed and
effectiveness;
- The blocks will raise a demand note to the district in advance, based on the on-going
constructions in the block.
- The ZP will release funds to blocks , in advance, based on this demand
- Once, a toilet is completed and verified, the funds will be transferred to the
beneficiary account within 15 days
- The SBM funds kept aside for CB and IEC activities will be made available to the
blocks on time, and its usage will be ensured.

- The ZP would dialogue with all the private companies situated in the district and try
to raise CSR funds, to the extent possible.
- Maharashtra state government recently formed a Swachh Maharashtra Kosh (Fund)
on the lines of Swachh Bharat Kosh. The district would submit a proposal to avail the
Kosh funds.
4.3 Oversight and Monitoring

wise progress, daily. This mechanism would also be used for financial
progress and activity monitoring.

Oversight by political leaders- As discussed before, oversight of sanitation
activities and progress in their respective Gats/constituencies by elected
representatives would be institutionalized.
Concurrent online and offline data- The district and block level functionaries
are also taking special efforts for maintaining concurrent online and offline data, which is
found to be useful in reducing data gaps and enable faster uploading on the website. This
good practice would be continued.
Ensuring receipt of incentives- The block level staff will make a phone call to
few random beneficiaries to confirm if his account has been credited with the
incentive amount. This new step would help in checking fund transfer process.
The responsibility of this activity needs to be fixed.
Fortnightly meeting of motivators- A fortnight meeting of all motivators will be
conducted at block level by concerned DWSM experts. This block level review will be
done GP wise and feedback on future planning and addressing challenges will be
provided to the motivators. Block wise/ Gat wise progress will also be
communicated to the Blocks, GTF and other stakeholders to enable their timely
actions.
Regular meeting of master trainers at district level- similarly, DWS experts will
also conduct regular meetings of the master trainers, at the district level to review
block wise progress and plan future actions.
Third Party Monitoring- Apart from the official review, a third-party task
force will be set up for reviewing the on-field status of program
implementation to provide real and unbiased status (both quality and
quantity) of progress and will also keep a check on the functionaries.

4.4 Sustainability Plan
Sustaining ODF status is very crucial for realizing the intended benefits of SBM initiatves and
the following activities are planned for the same;
The ZP would develop special IEC and BCC activities focusing on use and
maintenance of toilets and would implement the same to influence individual/
hsoeuhold and community behaviors.
Follow up and monitoring system will be set up in every GP. This system will
comprise of Open Defecation Elimination Follow up Committee and a Toilet Use
Monitoring Committee. These committees will take care of maintenance of
sanitation structures and will monitor the ODF+ activities and ZP will train them
adequately for the same.
The OD status within GPs that achieved ODF status would be monitored and
analysed periodically.
The status reports, along with deviations and course correction measures, would be
shared with all key stakeholders for their action.
To ensure continued improvemented in environmental sanitation, the ODF+
activities will also be promoted in all ODF GPs. These include activities for effective
SLWM, personal hygiene, MHM, institutional sanitation etc.
Village sanitation days will be planned and implemented and topics for discussion
will be based on the context and specific need of the GP. Also, discussions regarding
sanitation will be held during every gramsabha.
