911 Call Flow
1. Subscriber dials 911
2. Call is routed from CO to Tandem/Selective Router – ANI is sent with the call
3. Selective Router determines the correct PSAP
4. The ANI/ALI Controller requests the ALI associated with the ANI from the ALI Database
5. The call is routed to the PSAP Agent Telephone and the ALI Data is routed to the Agent Workstation

– Associates to physical location where trunk terminates
ISDN/PRI Trunk:
– Depends on CM translations & LEC Administration

Avaya CM must send out the correct ten-digit ANI

– Non-DID via public-unknown – Emergency Extension Forwarding
• 911 Calls that drop
• Must administer a system-wide timer
– Crisis Alert notifies personnel when a 911 call has been made. Notifications can be sent to internal stations and/or digital pager
– 911 Call Monitoring – allows a recipient of a crisis alert notification to monitor the call.
– Malicious Call Trace to help reduce prank calls and increase ability to catch perpetrators.

IP Addressing Data in PBX
If you populate the IP Address Mapping screen with emergency numbers, the featurefunctions as follows:
● If the Emergency Location Extension field in the Station screen is the same as theEmergency Location Extension field in the IP Address Mapping screen, the featuresends the extension to the Public Safety Answering Point (PSAP).
● If the Emergency Location Extension field in the Station screen is different from theEmergency Location Extension field in the IP Address Mapping screen, the featuresends the extension in the IP Address Mapping screen to the Public Safety AnsweringPoint (PSAP).

Current:29-11-106. Disclosure of 9-1-1 dialing and calling capabilities. (1)WHEN THE
METHOD OF DIALING A LOCAL CALL FROM AN MLTS TELEPHONE REQUIRES THE DIALING OF AN ADDITIONAL DIGIT TO ACCESS THE PUBLIC SWITCHED NETWORK, MLTS OPERATORS SHALL PROVIDE WRITTEN INFORMATION TO THEIR END-USERS DESCRIBING THEPROPER METHOD OF DIALING 9-1-1 FROM AN MLTS TELEPHONE IN AN EMERGENCY. MLTS OPERATORS THAT DO NOT GIVE THE ANI, THE ALI, OR BOTH SHALL DISCLOSESUCH FACT IN WRITING TO THEIR END-USERS AND INSTRUCT THEM TO PROVIDE THEIR TELEPHONE NUMBER AND EXACT LOCATION WHEN CALLING 9-1-1.
Proposed (July 2006 Update) The proposed amendments to the 911 Statute require operators of MLTS
serving multiple buildings, or serving buildings of more than 40,000 square feet or more than 10 separately secured units, to implement solutions which will report to the 911 call center the actual location of the phone from which the 911 call has been placed.
