Guwahati amongst First 20 Winners of the Smart City Challenge

The Government on 28th January, 2016 announced the 20 winners of the Smart City Challengecompetition for financing during this financial year. Announcing the cities here today, Minister ofUrban Development Shri M.Venkaiah Naidu said that the winners were from 11 States and the UnionTerritory of Delhi and the selection was totally objective and transparent based on standardizedprocesses. Guwahati has been qualified as one of the top 20 cities that will be developed as a smartcity. Guwahati secured the 17th rank with a total score of 57.66 percentage.

The 20 cities selected in the first round include Bhubaneswar (Odisha), Pune (Maharashtra), Jaipur(Rajasthan), Surat (Gujarat), Kochi (Kerala), Ahmedabad (Gujarat), Jabalpur (MadhyaPradesh), Visakhapatnam (Andhra Pradesh), Sholapur (Maharashtra), Davangere (Karnataka), Indore(Madhya Pradesh), New Delhi Municipal Corporation (NDMC, Delhi), Coimbatore (TamilNadu), Kakinada (Andhra Pradesh), Belagavi (Karnataka), Udaipur (Rajasthan), Guwahati(Assam), Chennai (Tamil Nadu), Ludhiana (Punjab), and Bhopal (Madhya Pradesh). The selectedcities will be equipped with basic infrastructure, efficient urban mobility and public transport, ITconnectivity and e-governance mechanisms. In the future, the government plans to announce 40 citieseach to be developed as smart cities.

Launch of Bi-lingual Website

Guwahati Municipal Corporation launched its updated bi-lingual (Assamese and English) web portal atthe onset of New Year on 1st January, 2016. The new web link of the Guwahati Municipal Corporationis www.gmcportal.in. This is the only bilingual website among all the functioning governmentwebsites in Assam. The new website would represent GMC's advanced and revamped vision in servingthe people of the city in a better and efficient way. The new website is much faster and looks betterthan its earlier version. The website also comes with easy navigation facilities that would help peopleget direct information on GMC, including details related to various branches, zones, divisions andother GMC offices and tenders, e-newsletters and current projects. The Online Property Tax Portal isalso integrated along with it for ease of access.

Along with detailed information on various offices and services under GMC, the website would alsoprovide a glimpse into the ancient history of Guwahati and major tourist hotspots in the city.The new website would also provide an access to all future e-governance facilities which would beavailed by the citizens. The new website will also give an insight into the organizational structure ofthe Corporation which includes the various offices, branches, divisions, zones, etc.

The web portal also showcases the various government schemes and mission programs undertaken bythe Corporation. The website also displays the various important government website links such asGovernment of Assam portal, GMDA portal, District Administration portal, etc for quick reference bythe general public.

Swachh Survekshan Survey Conducted

As a prelude to encouraging cities to improve urban sanitation, Ministry of Urban Development, conducted asurvey of the recurring nature and subsequent rating of 75 cities including 53 cities with population of morethan 1 million and state capitals which also included Guwahati as well. The survey was conducted from 4th

January to 6th January 2016 at mainly three levels – Municipal Survey (Interactions with officials), CitizenFeedback (Interactions with the Citizens) and Independent Observer (Site visits on toilet sites, slums, bulk wastegenerators and significant places in the city.The main areas of evaluation were - Strategy for Open Defecation Free town (ODF) and Integrated Solid WasteManagement (SWM), Information, Education and Behavior Change Communication (IEBC) activity, Door todoor Collection, Sweeping, Collection & Transportation, Processing and Disposal, Public & Community ToiletProvision and Individual Toilets.

Promotion of Compo Green

Guwahati Municipal Corporation on 1st January, 2016 promoted for the first time, theorganic manure ‘Compo Green’ which is produced at the Corporation’s Compost Plant atBoragaon, Guwahati. The Guwahati Municipal Corporation (GMC) is taking steps to promote organicmanure among the residents. The GMC has recently launched the retail sale of organic manure as'Compo Green'. Project Manager, SWM, GMC, looking after the project, said Compo Green packets of1 kg and 5 kg respectively will be available in the market from the later part of this month. Atpresent, Compo Green is at the launch stage. It will be available in the retail market from the end ofthis month. Compo Green is pure organic manure made up of organic wastes collected from the city.The GMC has opened sales counter at its Waste Purchase Center at RGB Road. Also through NGOs, it

The Project Manager further added that if every household in the city adopts theprocess of making organic manure, then about 70% of the waste will be reduced from our city. GMCwill be promoting this product all over Assam and provide training to the interested people for makinggood organic manure. This product is not for business purpose. This is a step forward towardsenvironmental protection.

The Project Manager informed that the initiative is getting appreciation from thecitizens. There are a couple of projects being run in the city for in-house composting on experimentalbasis. These two projects are being assisted by the GMC. An NGO called Environ has developed'Waste Assimilator' for solid and liquid waste management in households.

The 'Waste Assimilator' is a small bin made of plastic or concrete working on asimplified technology of enhanced microbial growth which will assimilate biodegradable solid wastequickly through a hybrid earthworm.

Interview of Community Organisers under NULM

National Urban Livelihoods Mission (NULM)was launched by the Ministry of Housing andUrban Poverty Alleviation(MHUPA), Government of India in 23rdSeptember, 2013 by replacing the existingSwarna Jayanti Shahari Rozgar Yojana(SJSRY).The NULM will focus on organizingurban poor in their strong grassroots levelinstitutions, creating opportunities for skilldevelopment leading to market-basedemployment and helping them to set up self-employment venture by ensuring easy access tocredit. The Mission is aimed at providing shelterequipped with essential services to the urbanhomeless in a phased manner. In addition, the

Under the flagship program of National UrbanLivelihood Mission (NULM), Government ofIndia., the interview for 14 nos. of CommunityOrganiser(CO) to be engaged was held from 19thto 22nd , January 2016 in Uzanbazar Mayor’sOffice Guwahati Municipal Corporation. Theapplication for the said post was collected by theDirector Municipal Administration, Guwahatiand forwarded to GMC for conducting interview.

The Guwahati Municipal Corporation (GMC) hasstarted the cleaning and desiltation of the citydrains to their respective bed levels and digging ofthe Bharalu River in order to prevent the flashfloods faced by the city during the monsoons.Most of the city drains are being cleaned and de-silted through contractors and few drains are beingtaken up departmentally.

Bhogali Bihu Eve Celebration

An Informative and Interesting programme was coveredby the Assamese News Channel, Pratidin Time at theGarage Branch of the Guwahati Municipal Corporationon 13th January, 2016, the eve of Bhogali Bihu. Theprogramme showcased the various talents of the officialsand employees of the Corporation like LivePaintings, Singing modern Assamese songs, Poemrecitation, Group Bihu dance performances, etc.

Interactive sessions on experiences of employees wasalso part of the programme. The Hon’ble Mayor andCouncillors also graced the programme with theirpresence. The Corporation’s past and present activitiesand achievements were also exhibited during theprogramme.

Republic Day Celebrations

The 67th Republic Day of India wascelebrated in all the branches of GuwahatiMunicipal Corporation with great fervour.Flag hoisting ceremonies were organisedin all zones and branches of theCorporation.

Inauguration of Pension Scheme for GMC Employees

Hon’ble Chief minister Tarun Gogoi today formally inaugurated a pension scheme for employees of theHon’ble Chief minister Tarun Gogoi today formally inaugurated a pension scheme for employees of theGuwahati Municipal Corporation. Altogether 1,700 corporation employees, who were appointed before2005, will benefit from the scheme. The employees who retired after January 1, 1996, and those serving thecorporation but appointed before January 1, 2005, will also get the pension benefit. The state governmentabolished pension in 2005.

GMC Commissioner said at the inauguration programme today that for the first time in its history theCorporation succeeded in becoming self-reliant this financial year by earning a revenue of Rs 65 crore, anincrease of Rs 21 crore over last year.

Speaking on the occasion, the Hon’ble Chief Minister said that the introduction of the pension schemewould improve the civil amenities in Guwahati. He said that the revenue of the Corporation has alsoincreased and hoped that it would become self-reliant soon. He said that increase of revenue of theCorporation is an indicator of the development of Guwahati city. He added that in 2001, when the presentgovernment assumed office, the government was not even in a position to pay salaries, not to speak ofpaying pension. The Reserve Bank had also stopped giving overdraft to the Assam Government. TheGovernment was forced to divert funds earmarked for development work for payment of salaries.

However, the situation has now changed and the government does not have to divert funds for payment ofsalaries. He also said that development and law and order are inter-related and the overall situation has alsoimproved considerably. The function was also addressed by GMC Mayor Abir Patra.

Guwahati Municipal Karmi Sangha general secretary Chandan Sarma said the employees were elated overthe government's initiative and they would try their best to improve the city further.

Sources said the Assam government will require Rs 130 crore, including clearance of arrears, afterimplementation of the pension scheme.
