The Wisconsin Interscholastic Athletic Association (WIAA) is a voluntary, unincorporated, and nonprofit organization. TheAssociation membership has a diversified membership of public high schools, nonpublic high schools, public middle schools, andnonpublic middle schools. Its purpose is to organize, develop, direct and provide interscholastic athletics for member schools.

There are 514 senior high schools affiliated with the WIAA. The estimated number of student-athletes in athletics is 80,000-85,000 annually.

Governance of the WIAA is performed by the member schools. Rules and policies of the Association are developed, promulgated and implementedby the membership either through membership vote for constitutional issues or through a membership-elected committee structure for sport seasonsregulations. Therefore, ownership of the membership’s rules and regulations, as well as the responsibility of compliance with them, lies with each memberschool.

WIAA Provides Opportunities; Structure . . .

Friends,2020 has been a challenging year for all of us. It has been particularly challenging to our member schools and thestudents they serve. The fact that we are enjoying this culminating event in the 2020 cross country sport season is atribute to the school leaders, athletic directors and coaches who have “willed” this to happen.This event also serves as a tribute to the dedication, determination and resolve of the young people competing heretoday; as well as to all the high school athletes who have confronted the disappointments and frustrations of all that has engulfed them inrecent months and have risen above every obstacle and adversity.Lastly, we must recognize and thank all the parents and fans who have “masked-up”, observed distancing and mitigating protocols in order togive kids, schools and coaches this chance to get back together, to compete in the sports and activities they love and have missed.Thank you to all who have contributed in both great and small ways, because it has taken all of us to bounce back this far.We have a way to go yet. But with your help and all of us continuing to work together, there can be hope!Sincerely,

As fans watch the games during the tournament, some wonder how the rules of the game and of the WIAA were created.

♦ The National Federation of State High School Associations is the authority of the competition rules for sport contests (i.e. uniforms,length of contest, game rules). As a member of the NFHS, the WIAA adheres to those rules as a member in good standing. TheWIAA, as well as all state associations in the NFHS, has input with an advisory role in the review and promulgation of the playingrules. The NFHS office is located in Indianapolis, Indiana.

♦ For changes to the membership’s Constitution, Bylaws and Rules of Eligibility, a vote of the entire membership is required at the Annual Meetingeach spring. The Constitution contains information relating to the Association as an organization. The Bylaws encompass information relating tomember high schools’ responsibility concerning WIAA rules and regulations. The Rules of Eligibility embody information relating to therelationship of the student-athlete to the high school and the WIAA.

♦ The Board of Control has the ultimate authority in determining the outcome of sport seasons rule recommendations and regulations. Changesto the sport seasons regulations are advanced through the democratic committee structure. Among the advisory groups that provide input to theBoard are the coaches advisory committees for each sport; the sports advisory committee, comprised of school athletic directors from each ofthe seven districts; the Advisory Council, consisting of school administrators from each elector district; and the executive staff. Other groups withadvisory responsibilities include the Medical Advisory Committee, Sportsmanship Committee and the Officials Advisory Committee. The SeasonRegulations address, among other topics, definition of the sports seasons, participation, contest control and tournament procedures. 

Currently, the Association sponsors 24 sports including baseball, basketball, cross country, 8-player, 11-player football, golf, hockey, soccer, swimming& diving, tennis, track & field, volleyball and wrestling for boys; and basketball, cross country, golf, gymnastics, hockey, soccer, softball, swimming &diving, tennis, track & field and volleyball for girls.

Rich In HistoryThe WIAA goes back to 1913 to determine its first boys cross country tournament

champion. Milwaukee Riverside was the first team champion.Milwaukee Normal School (now University of Wisconsin-Milwaukee) conducted the

first State meet and the next 22. The meet has been staged in 13 different locations,including Milwaukee (four different sites), Madison, South Milwaukee, Whitefish Bay,Hartford, Kettle Moraine, Wausau, Kenosha, Wisconsin Dells and presently WisconsinRapids, where it has been since 1988. In 2020, three locations host the State Meet, onefor each division because of COVID-19 mitigation guidelines. The sites are ArrowheadH.S., Colby H.S. and Maple Grove Venues in West Salem, Wis.

There was one class of competition until 1933, when for one year it changed to twodivisions. The format reverted back in 1934 because of insufficient school participationuntil 1949 when it returned to two classes. It became three classes in 1956 and hasremained at three except in 1968, 1969 and 1970 when it was two classes. Terminologywas changed to Divisions 1-2-3 instead of Classes A-B-C in 1990.

Milwaukee Riverside not only won the first championship, but also the next seven, aswell as six more from 1923 to 1928. Darlington also won six straight championships,capturing Division 3 titles from 2011-16.

Riverside has won the most championships with 16, and all of them were wonbetween 1913 and 1936. South Milwaukee and Stevens Point are next with 10 titles;Darlington, Madison West and Shorewood have won eight; Fennimore has seven teamtitles; Albany and Milwaukee Bay View have six; and Cochrane-Fountain City, MilwaukeeWashington, Port Washington and Whitefish Bay have five. Milwaukee Washington alsohas been runner-up 11 times.

Only six boys have won three individual championships. They are Jim Brice ofWrightstown (1975-77), Paul Voss of Clinton (1977-79), Phil Downs of Madison Memorial(1989-91), Chris Solinsky of Stevens Point (2000-02), Tyson Miehe of Darlington (2011-13)and most recently Dave Vannucchi of Luther (2016-18). There have been an additional 32boys in Wisconsin who have won two individual titles.

Milwaukee Riverside has produced the most individual champions with 10, followedby South Milwaukee with eight. Shorewood, Stevens Point and Madison West hasproduced six. Menomonee Falls North and Milwaukee South have produced fiveindividual champions, and Boscobel, Madison Memorial, McFarland, Port Washingtonand Whitefish Bay have claimed four individual championships. Individual titles have beenwon by runners from 128 different schools.

The WIAA began sponsoring a girls cross country tournament program in 1975.

Prairie du Chien won the first championship with Waukesha South finishing runner-up.The State meet has always been held in conjunction with the boys State meet. (See

Boys Cross Country for history of sites of State meet). There was only one class ofcompetition for the first three years (1975-77). It became two classes in 1978 and threeclasses in 1980. Terminology was changed from Classes A-B-C to Divisions 1-2-3 in 1990.The girls ran a 3,200-meter until 1993 and then a 4,000-meter race up until 2014, whenthe distances were extended to five kilometers.

Waukesha West leads the way in number of State Championships with seven. LourdesAcademy is next on the list with six. Luxemburg-Casco and Pewaukee have won the third-most titles with five. Albany, Arrowhead, Edgar, Fennimore, La Crosse Central, Middleton,Mount Horeb (not including a title as a co-op program with Barneveld) and Tomahawk aretied for third with four each; followed by Boscobel, Brookwood, Cochrane-Fountain City,Neenah, Prentice, Stevens Point and Verona with three each.

Only Waukesha West (1998-2001) has won four consecutive championships. Threeconsecutive titles have been won by Albany (1989-91), Arrowhead (2011-13),Dodgeville/Mineral Point (2010-12), Fennimore (1980-82), La Crosse Central (1988-90),Lourdes Academy (2013-15), Middleton (1995-97), Neenah (1981-83), Pewaukee (2001-03) and Prentice (1985-87).

Molly Seidel of University Lake School (2008-11) and Suzy Favor of Stevens Point(1982-85) are the only Wisconsin girls cross country runners to win four State titles.

Cathy Branta of Slinger (1978-80) and Ashley Beutler of New Glarus/Monticello (2004,2006-07) are the only other runners to have won three titles. Suzie Houston of Tomahawk(1975-76), Maryann Brunner of Waukesha North (1978-79), Jackie Anderson of MountHoreb (1981-84), Clare Eichner of Wauwatosa East (1986-87), Amy Wickus of Baraboo(1988-89), Avrie Walters of La Crosse Logan (1991-92), Sue Daggett of Random Lake(1991-92), Kristina Betzhold of Eau Claire North (1993-94), Rachel Earney of Cochrane-Fountain City (1995-96), Liz Reusser of Middleton (1997-98), Kelly Bogard of Kimberly(2005, 2007), Gabby Levac of Arrowhead (2008-09), Alexandra Fons of Franklin (2010-11),Dana Feyen of Gale-Ettrick-Trempealeau (2016-17) and Marissa Ellenbecker of Edgar(2017-18) have two titles.

Mount Horeb, Slinger, Stevens Point and University Lake School have produced themost individual champions with four. Baraboo, Cochrane-Fountain City,Dodgeville/Mineral Point, Edgar, New Glarus/Monticello, Pardeeville, Random Lake andShorewood have produced three individual champions. Individual titles have been wonby runners from 81 different schools.

2020 State PreviewGIRLS DIVISION 1 NOTES: The reduced field of teams and competitors has six teams and 11individuals returning after finishes in the top 20 last year. Most notably, Muskego returns inpursuit of its third straight title. The Warriorsshould be considered a strong contender foranother title, returning six of the seven runnersthat participated in the meet last year. Each ofthose returners finished in the top 62. Last year’srunner-up Onalaska is back to challenge for theteam title with all seven of the runners from lastyear’s team returning to the meet, including threethat finished in the top 20. Whitefish Bay hasthree returning runners from its seventh-placeteam last year, and Homestead returns five froman 11th-place finish. Other returning top-20teams from a year ago are Kimberly, which hasfour participants returning from a 14th-placefinish in 2019, and Slinger, which has fivereturners back from its 18th-place standing. Individually, Senior Kora Malecek of Onalaska is thereturning Division 1 champion. The four-time qualifier has also finished fifth in 2018 and 11th in2017. Senior Kate Sperka of Muskego looks to challenge her for the top spot after a fourth-placefinish last season to go with runner-up finishes in 2018 and 2017. Senior Molly Desotell of NotreDame, who moves up a Division this year, could also challenge for the title. She placed third inDivision 2 last season, 14th in 2018 and 12th in 2017. Another experienced contender is seniorBrooke Edwardson of Kimberly. She placed sixth a year ago after coming in third in 2018 and15th in 2017. Senior Anna Fauske of Kaukauna rebounded from placing 97th in 2018 with aninth-place finish last year. She ran to an eighth-place finish her freshman season. Other returningrunners finishing in the top 20 in 2019 with sights on challenging the leaders are senior LeaneWillemse of Homestead, who was 11th last year and 17th in 2018; junior Isabella Ross of OakCreek, who placed 13th a year ago; junior Rachel Helm of Muskego who was 14th last season;senior Julia Neustedter of Brookfield Central, who was 15th last year following a 23rd-placestanding in 2018; and seniors Lydia and Amalia Malecek of Onalaska, who were 18th and 20thlast year, respectively.

GIRLS DIVISION 2 NOTES: The reduced field of teams and competitors has six teams thatqualified and competed last season and 12 individuals returning after finishes in the top 20.Osceola is the top returning team after a runner-up finish a year ago. The Chieftains return fourrunners from last year’s State-qualifying team. Freedom placed third last season, second in 2018and won back-to-back titles in 2016 and 2017. The Irish return five participants that ran in theState meet last season. Winneconne returns four runners from the team that placed sixth lastseason, and Tomahawk and Lake Mills return with four competitors from teams that placed ninthand 10th, respectively. The only other top-20 team from last season’s championships returningto the field this year is Kewaskum, which has three runners back for the team that placed 15th.Individually, junior Kayci Martensen of Southwestern/Benton/Cuba City is seeking a secondstraight crown in addition to her third-place finish in 2018. She should expect a challenge fromjunior Anna Gallagher of Two Rivers, who was runner-up to Martensen last season coming off afifth-place finish in 2018. Four others finishing within the top nine a year ago that should contendfor medals this year are sophomore Rachel Ulrich of Osceola, who was fifth last year; juniorJessica Wilson of Little Chute, who was sixth; sophomore Mikaela Helling of Two Rivers, who wasseventh; and sophomore Kaitlyn Carlson of St. Croix Central, who placed ninth. The remainingtop-20 finishers last year returning this year are sophomore Mya Hartjes of University School ofMilwaukee, who was 11th; senior Savannah Schley of Loyal/Greenwood, who moves up a divisionfollowing a 12th-place run in Division 3 last season and a 15th-place finish in 2018; senior MyaKizer of St. Croix Central, who was 14th; sophomore Joey Perry of Winneconne, who was 18th;and junior Sophie Moravec of Martin Luther, who was 19th last year and 18th in 2018; and seniorElle Erato of Catholic Memorial, who was 20th.

DIVISION 3 GIRLS NOTES: The reduced field of teams and competitors has seven teams thatcompeted last season and nine individuals returning to State this year after finishes in the top 20last year. Gillett is the top returning team from last year’s meet, capturing the silver trophy. TheTigers return five runners in their quest for the State title. Auburndale also appears poised for arun at the team title with five returning runners back from the team that placed third a year agoand was runner-up in 2018. Lancaster is also expected to be in the mix for the title. The Arrowshave six returning runners from the squad that placed fifth last season, including two individualsthat placed in the top 20. Ozaukee returns four runners following its seventh-place standing in2019, as does Durand after finishing eighth. The remaining two teams that also qualified last yearare Cameron and Catholic Central, who finished 14th and 15th, respectively. Both those squads

appear to be loaded to improve this year with eachreturning six of the seven runners that ran in lastyear’s State meet. Junior Abby Bartel ofWeyauwega-Fremont is back to defend theindividual title she won last season. In addition sheran to an 11th-place finish as a freshman in 2018.Junior Brookyn Luebke of Manitowoc Lutheran wasfourth last season, and sophomore Molly Heidornof Colfax placed fifth. Junior Anelise Egge ofKickapoo/La Farge was sixth last season to improveon her eighth-place finish in 2018. Junior LanaBlumer of Chetek-Weyerhaeuser placed eighth in2019, and senior teammate Natalie Poppe finished15th. Junior Bridee Burks of Lancaster finished just

out of the top 10 last year at 11th, and senior teammate Kristin Muench placed 18th. SophomoreClaudia Lasiowski of Chequamegon finished 14th last season; and junior Madison Sand ofDurand seeks to return to the success she experienced in 2018 with a third-place finish. She fellto 16th last year. Two seniors also look to return to past form. Sylvia Hansen of Gillett attemptsto return to title contention after racing to a third-place finish in 2017, and senior Helen Carstensof North Crawford was 47th last year after placing sixth in 2018 and 12th in 2017. Senior BellaSimmons of Glenwood City rounds out the group finishing within the top 20 last season, placing19th.

DIVISION 1 BOYS NOTES: The reduced field of teams and competitors has four teams and sixindividuals returning after finishes in the top 20 last year. Oconomowoc is the highest finishingteam returning to the field this season with a fifth-place finish in 2019 on the heels of a sixth-place finish in 2018. The Raccoons return three runners from that squad. Slinger returns fiveparticipants from the team that placed 13th last season, and Kenosha Indian Trail has threereturners from a team that was 14th. The only other team that qualified last season returning tothe field this year is New Richmond, which returns five runners from the team that placed 17th.Senior Cael Grotenhuis of Slinger has the distinction of being the top returning individualperformer at last year’s State meet with his runner-up finish. Senior Joshua Truchon of West AllisHale is back in the field after placing fourth last season and just missing cracking the top 20 in2018, placing 21st. Senior Nolan Richey of Kimberly also has sights on contending for theindividual title after a sixth-place result a year ago. Senior Nathan Baker of Grafton moves up adivision after placing 10th in Division 2 last year. The only other two runners back after placingin the top 20 last year are senior Gavin Czarnecki of Beaver Dam, who was 15th, and senior NikoMartinez-Ortiz, who was 16th.

DIVISION 2 BOYS NOTES: The reduced field of teams and competitors has four teams thatparticipated in the State meet last season, including two team champions, and 11 individualsreturning following finishes in the top 16 last year.Three-time champion Valders is back in pursuit of itsfourth consecutive team championship with threereturning runners that helped secure the crown lastyear, including two individuals that placed in the top14. Aquinas was the team champion in Division 3 thepast two seasons. The Blugolds move up to challengefor the Division 2 title with five returning runners fromlast year’s squad. Freedom moved up to third in theteam standings last season after an 11th-place finish in2018. They return five runners attempting to be amongthe challengers for the team title.Deerfield/Cambridge and Winneconne finished ninthand 10th last year, respectively. They both return fourrunners to the meet this season. Osceola finished 13tha year ago, and the Chieftains enter the meet withthree runners that competed in last year’s meet. The race for the individual title in Division 2 maybe hotly contested. Senior Leo Richardson of Edgewood is back for another shot at thechampionship. He is the top returning runner from last year’s meet after finishing runner-up. Alsojoining the field this year is the third- and fourth-place finishers in Division 3 last season. HunterKrepline of Brillion moves up after finishing third in 2019, ninth in 2018 and 19th in 2017. SeniorAndrew Skemp of Aquinas was fourth a year ago in Division 3. Other returning runners expectedto be among the leaders after finishing in the top 10 in Division 2 last year are junior ShaneGriepentrog of Valders, who was eighth, and Senior Jack Reiter of Freedom, who was ninth. Alsolooking to move up in the results are seniors Jakob Eggen of St. Croix Central and BradyNiemeier of West Salem, who placed 11th and 12th last year, respectively. Junior NathanielOsborne of Brookfield Academy moves up from Division 3 to challenge for a top-10 positionafter placing 11th last season and 18th in 2018. Three other placers within the top 20 last yearin Division 2 are back for another opportunity to compete at State. They include junior ClayTaylor of Valders, who was 14th last year and 21st in 2018; junior Zach Huffman ofDeerfield/Cambridge, who was 15th; and junior Drew Stephens of University School ofMilwaukee, who was 17th. Senior Charlie McKinney of West Salem has qualified for the fourthstraight season hoping to return to the success he had with an eighth-place finish in 2017.

DIVISION 3 BOYS NOTES: The reduced field of teams and competitors has only two teams thatcompeted last season and six individuals returning to State this year with finishes in the top 20last year. With Pacelli’s fifth-place finish last year, the Cardinals are the top returning qualifyingteam in the meet. They look to move up in the team standings with four returning runners thatgained experience at State last year. McDonell Catholic returns four runners from a team that

placed ninth last season, Individually, sophomoreGabe Hoerter of Pacelli is the top returningperformer after finishing sixth a year ago. JuniorParker Schneider of Durand is back to contend forthe individual title after placing seventh in 2019and 23rd in 2018. Senior Jarret Carpenter ofCashton hopes to continue his career progressionto run among the leaders this year after finishingninth last year and 16th in 2018. Other finishers inthe top 20 last year looking to be among thefrontrunners this week are senior Nick Connolly ofIowa-Grant, who was 14th; junior Dan Anderson ofMcDonell Catholic, who was 15th; and seniorOwen Jones of New Lisbon, who placed 18th.

Scoring & Team Classification

The 2020 cross country season has taken on a new look. Threehunred forty-five WIAA member schools opted into the fall crosscountry season. Divisional lines were re-drawn to include 103 schoolsin Division 1, 104 in Division 2, and 138 in Division 3. Each division isrepresented by 12 teams at this year’s State Meet.

Teams qualified for the State Meet via a different path this year. Asubsectional round was added to the tournament series to create amore localized approach to the first round of the tournament. Eachdivision consisted of 12 subsectionals. In Divisions 1 and 2,subsectionals consisted of 8-9 teams. In Division 3, subsectionals werecomprised of 11-12 teams.

Two teams and the top five individual runners, not on a qualifyingteam, advanced from subsectional to six sectional sites. Teams thenqualified for the State Meet by finishing first or second at theirsectional tournament. Additionally, the first five individuals who arenot on a qualifying team also advanced. This creates a State Meet, ineach division, with 12 teams and 30 individual runners.

This year’s State Meet will run at three different locations – one sitefor each division. The field of qualifiers will be divided into 3 races inorder to minimize the number of individuals on the course at one time.In a typical year, 190 girls/boys will race at the same time, representingtheir division. This year there are 114 qualified runners in each genderand division. They will run in three separate sessions of 38 runners. Theresults from each session will be combined prior to being scored.

A cross country team consists of a maximum of seven runners.The race distance is 5,000 meters for both boys and girls.Scoring in cross country is based on one point for first place, two

for second, three for third, etc., until all runners representing teamshave been ranked and tallied. The team score is determined bytotaling the points scored by the first five finishers of each team, butthe sixth and seventh runners score indirectly because they push backthe finish places of runners from other schools. Individual qualifiers aredisregarded in determination of team points.

Ties in team scoring are resolved by comparing the sixth-placefinishers from the tying teams. The team with the best sixth-place finisherwins. If a team does not have a sixth-place finisher, the other team winsthe tie-breaker. If tying teams have only five finishers, the team with thebest score involving the first four finishers wins the tie-breaker.

Trophies are awarded the champion and runner-up teams in eachdivision of competition. Medals are awarded to the members of thechampionship and runner-up teams (7), plus the first 10 individualfinishers in each division.
