During JanuarY, U.S. strength in-country increased 'fr~m nearly 391,000 to about 404,000. Breakdown of U.S. strength by service at 26 January'was~ Army 253,000; Marine Corps 73,000; Jdr Force 53,000; Navy 24,000; and Coast Guard 400(+). Other Free vforldstr~ngthremained at about 53;000. Th~ three Free liorld countries most he. a vily represented were ! Republic .of Korea, Aust!'c1.lia and the Republic of the Phil1,ppines. Es.timated enemy strength in-country inoreased from 280,000 to 284,000.

Known pnemy personnel losses (based on partial returns) were over 4,900 killed, an incrf!<1se over December's 4,059 killed.. Totnl Chieu Hoi Returnees during January numbered over 2,300, down slightly from Deoember but still maintaining the high peak entered in Ootober '" November. Enemy weapons losses during the first 21 days of the. month were 1",525 individual weapons and 69 crew-served weapons, well above prece.ding month's. figures of. 1,306 individual weapons and 83 crew-served weapoijs .• ,

The New Year's stand-down was in effeot from 0700H on 3'1 December until 0700H on 2 Jnnuary. During the st/md_down period, USMACV recorded 111 inci­dents and reported 24' to the press as significant.

The 2d Brigade, 9th Infant~J Division arrived in the Republic on 30 January. .

Air activity over North Vietnam continued to be curtailed by bad wenther. Strike pilots took adVantage of short breaks in the bnd wenther to strike at targets near Thai Nguyen. and major lines of communic'ation between Phu Ly and Thanh Iloa. '

In the Republic, USilF and USHC p:l;lots continued to support ground operations. Operation Ceck'\r Fnlls and Prairie received the m8.jority of the support.

Enemy Units initiated a number of significant smnll-unit attacks against U.S. units during the month.

The first of these attaoks occurred in Pleiku Province early on 7 Jan­uary when an enemy force attacked Camp Holloway Airfield employing a ground assault supported by mortars~ Enemy secondary attacks ,were launched against Pleiku Air fuse and Lac Trung Sub Secto~ at the srun time. The enemy mortars delivered 207 rounds of 81mm mortar fire from 10 mortar positions within a 20 minute perlod. Elements of the ground assault penetrated to the center of Camp Holloway where they emPloyed satchel charges and grenades. ArtUlery; armed helicopters and flares hips supported the defense. Friendly. casualties" were light; equiJl'l1ent and aircraft da!llo~ge ~ere light' •. One enemy !llortar was destroyed. Enemy casualties are unknown.

25th Infantry Division changed operational control to the 1st CaY Div (Air­mobile) and joined the operation. The operation continued to produce num­erous significant contacts durinr, the month and by the end of January had cumulative results of over 1500 enemy killed.

Ml,ElJG HO 8 was initiated 3 January in Binh Dinh Province' by the 26th Regt Cap ROK Inf Div to accomplish search and clear with helicopter assaults and clearit:lg operat~~ns astride Highway 1 North of S.ng Cau inPhtt Yen Pro­vince. The operation continued throughout the month and by' 31 January had resulted in Qver 150 enemy killed and' over 110 enemy weapons captured.

Bf.EK ~Ui I (vIllITE HORSE I) was initiated 29 Janu.'lry in Khanh Hoa Province by elements of 29th and 30th Regiments, 9th ROK Inf Div. In the first two days of the opemtion, the ROK troops killed 71 enemy Rnd seized 129 weapons, suffering no casualties themselves.

II l'ield'Force initiated Operfttion CEDhR nus 7 Janmry agftinst the Iron Triangle (I,n Son Base) and Than Dien Forest Reserve area. Najor elements ~'lrtici~1.ting in the multi-division operation were units of the'Zd and 3d Bdes, 1st Inf Div; 173d Abn Bde; 2d Bde, 25th Inf Div; 196th Lt Inf Bde; 11th Armd Cav Regt; plus [.RVH abn and Hanger battalions. The principal aspects of the operation Were the sealing off of the 50-60 square kilometer area of the Iron Triangle and th~ Thanh Dien Forest Reserve, helicopter assault of the Ben Suc area, evncuation of the more than 5,000 persons in the area along with their livestock and possessions, and the subsequent thorough reduction of the Iron Triangle ene~y baSe and headquarters areas. Finftl results were: 720 en"lllY kill.ed; 725 persons detained; 555 individual weapons; 23 crew­served weapons; 3,709 tons of rice; 1,500 gallons of fish sauce; 1,960 gre­mldes; 60,300 rounds of small arms runmunition; 1,520 gallons of gas,?line; 1,040 gallons of other POL products; 121 ClIICOM gas masks;. 285 pounds of documents; 394 batteries; 345 sampans; and large quantities of other muni­tions and materiel. Over 1,100 bunkers ane! 420 tunnels were uncovered. It was the first multi-division offensive designed to neutralize a known major enemy base area. It also had as one of its prir.mry obJectives the removal and relocation of the oi vilian inhabitants of the area. The operation was highly successful in nll its ftspects.

On 10 January USMl,CV announced deployment of U.S. engineer, s'ignal and security units into the GVN IV Corps Tactical Zone. The units deployed to Dong Trun 8 kilometers vlmv of Ny Tho in Dinh Tuong Prov.ince to prepare a U.S. operating base there.

IlJ.1 SON II, a multi-battalion combined US/flRVN operation, was continued in support of revolutionary develo}1!lE'nt in Binh Duong Province. The operation is the longest on record for this conflict, having been initiated 23 May. The operation accounted for 72 enemy killed durine January, bringing .the cumula­tive totals for the operation to 245 at the end of January.

Htstorically, the older programs seemed to have hRd only nebulous meaning to the o'll1llo'sses of 'population, but the lID program W!l.S redefined and pointed directly tOward providing security for the people and enhancing their economic and social position. Factors that have been addressed of late include the status of hamlets and the amount of population living in secured areas. Many adjustments were made throughout 1966 in hamlet status and census figures. Criteria for measuring the status of hamlets' was upgraded, and the total numbers planned in different sections of the country were changed. ' .
