In this, its tenth year, the Academy can once again look back

on a busy and successful twelve months. As the independent

voice of the technological sciences community, acatech has

contributed in a variety of ways to the public debate both at

home and abroad and has raised a number of new issues.

We have addressed several important social questions in the

areas of “education and technology communication”, “ener-

gy, resources and sustainability” and “technologies”, with the

aim of using scientific knowledge to promote innovation.

What are the key technology areas of the future? What fac-

tors will be crucial to the success of German innovation policy

in the face of global competition? These are some of the

issues that the German government discussed with represen-

tatives of the scientific and business communities during the

Innovation Dialogue, a regular exchange that acatech has

been organising since 2010.

The cornerstone of a successful innovation policy is to ensure

that technology and technology education are firmly ancho-

red as an integral part of our culture. In 2012, we founded

the National MINT Forum together with a number of impor-

tant partners. The aim of the Forum is to improve education

in Mathematics, IT, Natural Sciences and Technology.

Foreword

Germany’s decision to shift towards renewable energy produc-

tion could be one potential driver of innovation. Together

with the German National Academy of Sciences Leopoldina

and the Union of the German Academies of Sciences and

Humanities, we are developing science-based scenarios for

the “energy systems of the future”. A concurrent interdiscipli-

nary Dialogue Forum is engaged in drafting specific recom-

mendations on this topic. In 2012, as a starting point for this

work, we put forward a series of proposals on how to fund the

transition to sustainable energy, presented roadmaps for

migrating to smart energy grids and highlighted the policy

strategies needed to adapt to climate change.

Our strategic initiative “Industry 4.0” addresses the funda-

mental transformation of the way that we manufacture goods

and shows how information technology can be deployed in

traditional industries to simultaneously create value and

ensure sustainability. acatech is also researching the social

aspects of information technology. We are consulting a

diverse group of technology scientists, sociologists, philoso-

phers and legal experts in order to investigate the meaning of

“privacy” in the digital age.

The Academy entered into various new international partner-

ships during 2012. We concluded a number of agreements

and partnership arrangements with the national academies

of technology in China, India and the US, as well as chairing

the Euro-CASE Innovation Platform.

Our work relies on the interdisciplinary, cross-sectoral, evi-

dence-based dialogue that is a key feature of the Academy.

We would therefore like to express our gratitude to everyone

whose knowledge and commitment have helped make

acatech a platform for lively exchanges on a variety of issues.

We hope you enjoy reading our annual report.

A strong innovation system will help to ensure sustaina-

ble growth, create value and secure jobs both in Ger-

many and in Europe. The key enablers are productive

research, highly innovative businesses and a society where

conditions are conducive to innovation. acatech is the organ-

iser of the Innovation Dialogue, an exchange between the

German government – represented by the Federal Chancel-

lor, the Federal Minister of Education and Research and the

Federal Minister of Economics and Technology – and repre-

sentatives of the scientific and business communities and

civil society. acatech President Henning Kagermann chairs

the Steering Committee appointed by the Federal Chancel-

lor, which comprises representatives from these three sec-

tors. The Dialogue provides the German government with

independent expert advice on innovation policy issues. It

draws on acatech’s network of partners to analyse the latest

developments in the field of innovation and makes recom-

mendations geared towards the targeted development of

Germany’s innovation system.

The Innovation Dialogue’s Committee Office is located at

acatech’s offices and assists with the preparation of meet-

ings by compiling dossiers on the relevant topics. The Dia-

logue partners, the Federal Chancellery and the relevant Fed-

eral ministries are involved in this process in order to ensure

that the recommendations are relevant to concrete govern-

ment initiatives.

> INNOVATION POLICY ADVICE

The Innovation Dialogue provides the Federal Government with

independent expert advice. During 2012, participants in the Innovation

Dialogue discussed which technology fi elds have high potential

for creating value in Germany and how the international dimension

of German innovation policy can be expanded.

Innovation Policy Advice

In 2012, the Innovation Dialogue held two meetings that

were attended by Federal Chancellor Angela Merkel. The

topics of the meetings were “technology fields and innova-

tions in services with great potential for added value and

employment in Germany” and “the international dimension

of German innovation policy – using the example of Asia”.

In addition to the Innovation Dialogue, acatech also

addresses cross-cutting innovation policy issues through the

Innovation Forum, where the recommendations of the Inno-

vation Dialogue are progressed. The Forum’s work included

the preparation of the joint initiative on “National Compe-

tence Monitoring” in conjunction with the Federation of Ger-

man Industries, that will begin work in 2013 on designing

an early warning system for identifying competence needs in

the German innovation system.

The regulatory framework for implementing the transition to

sustainable energy will be key to ensuring the future competi-

tiveness of German industry. acatech addressed this issue

through an ad hoc project entitled “Towards a financially via-

ble transition to sustainable energy”. A project group led by

the German Council of Economic Experts member Christoph

M. Schmidt developed a series of recommendations geared

towards creating an appropriate regulatory framework to ena-

ble efficient implementation of the transition to sustainable

energy at national, European and international levels.

Every society in the world uses energy and resources. How

individual societies differ is in the way that they use

these resources and in their responses to the question con-

cerning the best energy system. The German government’s

decision to phase out nuclear power will require a complete

overhaul of Germany’s energy system, a process that will

involve major challenges but will also provide equally signifi-

cant opportunities.

One area that will be affected by the transformation of the

energy system is the network of national and European elec-

tricity generation and distribution systems. The infrastructure

required for the transition to sustainable energy comprises

smart, ICT-enabled grids. acatech analysed how to deliver

these grids in its “Future Energy Grid” project that concluded

in February 2012.

The 2012 position paper on the potential of “Biotechnological

Energy Conversion in Germany” investigates the circumstances

under which biomass could have a role – both as a raw mate-

rial and an energy carrier – in contributing to security of sup-

ply and reducing greenhouse gas emissions.

Energy, Resources, Sustainability

The decision to phase out nuclear power also raises as yet

unanswered questions regarding the disposal of nuclear

waste from existing nuclear power stations. In 2012, the

Academy launched a project on “Partitioning and Transmuta-

tion” that addresses the social implications of this research-

intensive technology.

In addition to reducing greenhouse gas emissions, strategies for

adapting to climate change will also be important in the future.

The Academy addressed this second pillar of climate policy in its

position paper “Adaptation strategies in climate policy”, where

particular attention is paid to the theme of natural resources.

The “Georesource Water” project that was concluded in 2012

and the position paper “Soil – a Geological Resource” (January

2013) also dealt with the topic of natural resources.

As a once-in-a-generation project, the cost to the economy of

the transition to sustainable energy will be a key issue. The

position paper “Towards a Financially Viable Transition to Sus-

tainable Energy” discusses what the regulatory framework for

this project should look like (see page 7).

The Academy will continue to address the need for a finan-

cially viable, secure and sustainable energy system over the

coming years. In order to ensure that the transition to sustain-

able energy benefits from comprehensive scientific advice, the

German Academies of Sciences have approved an acatech led

project on “Future Energy Systems”. With the support of a Dia-

logue Forum, this interdisciplinary project will develop poten-

tial actions for policymakers and the scientific and business

communities.

Ultimately, the transition to sustainable energy will not be

judged solely on how successfully it is implemented in Germa-

ny. It will only achieve true success if it also becomes a model

for others. It thus constitutes a major opportunity not only for

Germany to export new technologies and boost growth and

prosperity domestically, but also to promote climate and

resource protection worldwide.

Our society is being transformed by the increasing signifi-

cance of the Internet and smart devices in our daily lives

and in industry. This theme has therefore been a major focus

of the Academy’s work, both in the past and in 2012.

The first three industrial revolutions were triggered by the

steam engine, electricity and computers. Now, Cyber-Physical

Systems are setting a fourth industrial revolution (“Industry

4.0”) in motion. The convergence of the virtual and real world

is resulting in the emergence of new value chains linking sup-

pliers, logistics providers and customers. Members of acatech

worked with representatives of the scientific and business

communities and the trade unions to produce a report

entitled “Recommendations for implementing the strategic

initiative Industry 4.0” that describes how Germany can deli-

ver the transformation required to implement Industry 4.0

and secure its competitive position.

Both mobility and logistics are facing new challenges owing

to the increasing importance of energy and resource efficien-

cy and the growing individualisation of demand. The Internet

of Things and Services is enabling “smart logistics” and

“smart mobility” systems comprising networks of several

small-scale entities and is key to efficient logistics and mobili-

ty. acatech addressed this issue in its 2012 position paper

“Moving People and Goods”.

The Academy is also addressing the new issues confronting

society in an increasingly networked world. The “Resilience by

Design” project was launched in 2012 to investigate the

structural requirements needed to make critical infrastructure

more resilient to threats such as natural disasters or technolo-

gical accidents. The “Internet Privacy” project, meanwhile, is

looking at how a culture of privacy and trust can be estab-

lished on the Internet. The competition “Vergessen im Inter-

net” (How to Forget on the Internet) encouraged a debate on

the pros and cons of unlimited and irrevocable availability of

data. The winners of the three categories “raising awareness”,

“manners and rules” and “technologies for forgetting” were

selected by the German Minister of the Interior Hans-Peter

Friedrich and acatech President Henning Kagermann.

The opportunities and challenges arising from networking

and digitalisation remain one of acatech’s main focuses, and

the Academy will continue to address the most pressing poli-

tical and social issues in this area.

Learning about what we refer to in Germany as the MINT

subjects – Mathematics, IT, Natural Sciences and Technol-

ogy – is the key to people’s personal development. The MINT

subjects help people learn to think analytically and develop

their creative, design and social skills. They also play an

indispensable role in enabling engagement in society,

informed participation in debates about social challenges

and, of course, access to higher education. Moreover, the

opportunity for everyone to benefit from a broad-based edu-

cation irrespective of their race or gender is the key to pro-

duce the highly skilled workforce needed to ensure the suc-

cess of German industry.

For all of these reasons, acatech attaches particular impor-

tance to fostering the next generation of mathematicians,

scientists and engineers. The Academy has therefore devel-

oped a mission statement that will form the basis of its pri-

orities and work programme in the sphere of education over

the next few years.

It is against this backdrop that acatech has become involved

with the “Haus der kleinen Forscher” (Little Scientists’ House)

Foundation as coordinator of the organisation’s research

steering committee. The committee performs a consultancy

Education and Technology Communication

role, providing accompanying research support and evaluat-

ing the Foundation’s activities. By doing this, acatech is fos-

tering the development of education provision for young

children, ensuring that it is integrated into continuous edu-

cation processes.

Elsewhere, a project providing practical laboratory sessions

for engineering students is geared towards improving the

quality of higher education. Another initiative is investigat-

ing ways for Germany’s “Duales Studium” (work-study pro-

gramme) to attract previously overlooked target groups to

study MINT subjects. acatech has also looked at the job pro-

file of design engineers and developed a set of recommenda-

tions regarding their training and continuing professional

development under the auspices of the Industry 4.0 initia-

tive. All of these activities are being supported by the

National MINT Forum, an association currently numbering

24 organisations that is committed to promoting education

in the MINT subjects.

The Academy is also engaged in finding the best way to

shape the dialogue with the public on scientific advances.

acatech has presented an initial set of recommendations on

the Communication of New Technologies that highlight the

need for an open-minded dialogue on controversial research

topics. Another joint project launched this year by acatech,

the German National Academy of Sciences Leopoldina and

the Union of the German Academies of Sciences and Human-

ities focuses on the relationship between science and the

media. acatech will continue to address how to best shape

and develop different forms of dialogue and engagement

over the coming years.

International networks and exchanges with leading institu-

tions across the globe are crucial to enable us to promptly

address relevant technology and strategic issues. acatech’s

international activities are therefore geared towards buil-

ding an active network of partners with whom we can

cooperate and carry out projects. This facilitates a conti-

nuous exchange of information and helps to ensure that

due consideration is given to the international context when

we make recommendations on the science and innovation

system. In 2012, acatech signed new agreements with the

China is one of Germany’s key partners in the sphere of international

innovation policy. Accordingly, the Presidents of acatech and the

Chinese Academy of Engineering (CAE) signed an agreement

establishing closer cooperation in the areas of smart cities, energy,

the environment and innovation policy.

International Relations

Chinese Academy of Engineering (CAE) and the Indian

National Academy of Engineering (INAE) and entered into a

partnership on smart cities, energy, the environment and

innovation policy. We also launched a partnership with the

US National Academies of Sciences (NAS) aimed at promot-

ing an ongoing transatlantic exchange on current innova-

tion policy issues.

The European Union is one of the main focuses of our inter-

national activities. In 2012, the Executive Board adopted a

three-pronged European strategy: the Academy will become

a partner of the European Institutions, particularly with

regard to innovation and technology policy, it will establish

itself as an institution that provides independent, science-

based policy advice and, in its capacity as chair of the Euro-

CASE Innovation Platform, it will work together with other

European academies of Applied Sciences, Technologies and

Engineering in order to develop joint policy papers in the

field of European Innovation Policy. In his official address at

the kick-off event of the Brussels Office, Robert-Jan Smits,

Director-General of the European Commission’s DG

Research and Innovation, highlighted the particular need

for independent science-based policy advice of the kind pro-

vided by acatech.

This meeting was followed by another high-level event

attended by EU Commissioner for Energy Günther Oetting-

er, where the position paper “Towards a Financially Viable

Transition to Sustainable Energy” was discussed from a

European perspective. This event was another example of

an ongoing series of discussions with representatives of the

European Institutions.

The public debate on technological developments plays a

key role in shaping opinions and decisions among poli-

cymakers and society as a whole. As a key element of its

remit to provide advice to policymakers and society, the

Academy therefore fosters a dialogue on the opportunities

and threats of technological developments with policymak-

ers and members of the business community, civil society

and the media.

Legislators find themselves confronted by an increasing num-

ber of regulatory issues arising from complex technological

developments. In 2012, acatech provided advice on these

issues to the relevant German parliamentary committees

and to the Study Commissions on “Growth, Wellbeing and

Quality of Life” and “the Internet and Digital Society”. Over

the course of the year, the Academy was involved in discus-

sions with federal and regional government representatives

acatech’s competition “How to Forget on the Internet” provided

students with the opportunity to discuss ways of protecting people’s

privacy on the Internet with policymakers and scientists.

Dialogue

including Transport Minister Peter Ramsauer and leader of

the Rhineland-Palatinate regional government, Kurt Beck, as

well as representatives of the European institutions.

The Academy also contributed to the technology and innova-

tion policy debates of the political parties and the strategic

discussions of the political foundations. Henning Kagermann

addressed the Economic Congress of the Green Parliamentary

Group, for example, while the Academy also hosted a high-

level event in Cadenabbia, northern Italy, with the Konrad

Adenauer Foundation and the Stifterverband der deutschen

Wirtschaft (Association of German Business Donors). Both of

acatech’s Presidents had contacts with the Federal Commit-

tee of the Confederation of German Trade Unions (DGB). In

addition, the Academy placed particular emphasis during

2012 on enabling NGOs and other civil society organisations

to contribute their views at acatech events.

In order to promote the general public’s understanding of

technology, our two Presidents were invited by Federal Presi-

dent Joachim Gauck to speak to the public on the subjects of

resource efficiency and e-mobility at the Week of the Environ-

ment, while Reinhard F. Hüttl, Klaus Töpfer (Institute for

Advanced Sustainability Studies) and Robert Schlögl (Max

Planck Society) hosted an expert session on the transition to

sustainable energy that was broadcast by live stream. The

Academy also produced a YouTube video aimed at explain-

ing smart grids to a lay audience. acatech cooperated with

other major scientific institutions and foundations through

the Wissenschaft im Dialog (Science in Dialogue) platform

and organised a number of events and activities as part of

the Science Year 2012 initiative.

The results of acatech’s projects – from adaptation strategies

in the sphere of climate policy to the foundation of the

National MINT Forum – were reported by a broad spectrum of

general and specialist media. The Academy promotes excel-

lence in technology journalism through its PUNKT – Prize for

Technology Journalism and Technology Photography which

included a multimedia category for the first time in 2012

(see p. 44). The PUNKT Prize is sponsored by acatech’s Com-

munication Group that brings together communicators from

companies, scientific organisations and associations repre-

sented in acatech’s Senate and is itself also a forum that pro-

motes dialogue with the public on the subject of technology.

The Senate forms the second pillar of the Academy, alongside the Members. Its members are distinguished individuals from

technology-oriented companies, associations, societies and the political arena, as well as the presidents of the major scientific

organisations. The members of the Senate advise the Academy on strategic issues and pass on proposals from the business commu-

The Executive Board represents the National Academy of Science and Engineering externally and is responsible for its manage-

PUNKT PRIZE

In 2012, the winner of the “Photo” category of acatech’s annual PUNKT – Prize for Technology Journalism and Technology Pho-

tography was a composition featuring a style of image rarely found in conventional technology photography. Andreas

Meichsner’s winning entry, entitled “TÜV”, comprises a series of photographs portraying German technical inspectors at work.

The jury’s citation states that “The images of testing activities offer an affectionate and unconventional take on what is often

regarded as the ‘typically German’ field of safety testing and provide unexpected insights into the ‘venerable’ institution of tech-

nical inspection.” The jury praised the ‘gentle humour’ found in the images. The PUNKT Prize is awarded for Text, Photo and
