This training will focus on what types of permits are available and when to use each type of permit. Jessica Giesinger from BPIA member, Pivot Bio, will walk through how to use the USDA-APHIS PPQ ePermits system which can be confusing to navigate. An overview of potential state requirements that are in addition to the federal PPQ requirements will be discussed. To close the session, a USDA-APHIS, PPQ representative will discuss the difference between commercial and research permits, CBI and how to properly mark documents as confidential and answer any additional questions that members may have related to PPQ and permit.

Emma is a Senior Evaluator in the Microbial and Biochemical Evaluation Section of PMRA-Health Canada. A toxicologist by training, Emma conducts pre- and post-market hazard evaluations and

exposure assessments for non-conventional pesticide active ingredients and end-use products, including biochemicals, essential oils, plant growth regulators, and pheromones. Emma earned her M.Sc. and B.Sc. degrees from the University of Guelph with focus on Biomedical Toxicology and Nutrition.

Prior to joining ARA he was the Chief Executive Of!cer of the National Association of Wheat Growers and worked in two grain grower organizations in his home state of Oregon. Darren is a graduate of Oregon State University.

Michael Cordaro

Steve Crook

Steve’s work unit issues over 22,000 permits annually for a large variety of commodities, from

fresh fruits and vegetables and propagative material to pests, soil, and research material. Steve’s work unit also enforces compliance issues for imported goods, environmental documentation, protected plants, and the Lacey Act. Steve has extensive experience working with international and port of entry procedures as well. Steve began working for the Federal government in 1992 as a Peace Corps volunteer in Cameroon. He received his Bachelor of Science in biology from the University of Alabama and a master’s degree in Public Management from the University of Maryland’s School of Public Policy.

Alexandra Dapolito Dunn

Alex is Assistant Administrator for the Of!ce of Chemical Safety and Pollution Prevention. Previously, she served as the Regional Administrator for EPA Region 1, and her responsibilities included

overseeing the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont and ten tribal nations.Before joining EPA Region 1 in January 2018, Ms. Dunn served through that time as Executive Director and General Counsel for the Environmental Council of States (ECOS), a national nonpro!t, nonpartisan organization committed to helping state agencies improve environmental outcomes for all Americans. From 2014 to early 2018, Ms. Dunn helped state governments improve water infrastructure, air pollution control, site cleanup, chemical management, and economic development. Prior to joining ECOS, Ms. Dunn was Executive Director and General Counsel for the Association of Clean Water Administrators.Ms. Dunn has been published in the areas of the ethics of community advocacy, environmental justice, urban sustainability, water quality, cooperative federalism, and the Clean Water Act. She has taught on the subjects of environmental justice, and human rights and the environment as Dean of Environmental Law

He is a three-time Michigan State Spartan, earning a B.S. from the Department of Horticulture, a M.S. from the Department of Entomology and a Ph.D. from the Department of Community Sustainability.

Steve Foss

Steve received his Master’s degree in Horticulture from the University of Hawaii. His 39-year career in agriculture includes work in !eld/crop management,

research, consulting and regulatory. Currently he is responsible for reviewing pesticide/fertilizer labels and data for Section 24cs, Section 18 emergency exemptions, Experimental Use Permits, adjuvants, Section 25b and Section 3 pesticides. Steve also worked several years with WSDA’s Waste Pesticide Program and led two surface water/private drinking well/drift monitoring projects for speci!c pesticides. Prior to coming to WSDA in 1990 he worked as Research Analyst at SRI International, Research Biologist with ICI Americas (formerly Stauffer Chemical), and as a Horticulturist/Assistant Field Manager at Mac Farms of Hawaii.

Rose Kachadoorian

Rose helped write the State Lead Agency Response to National Association of State Department of Agriculture on biostimulants, and also AAPCO’s

Comments on EPA’s Draft Guidance for Plant Regulator Label Claims, Including Plant Biostimulants. Ms. Kachadoorian is a Program Manager with the Oregon Department of Agriculture’s (ODA) Pesticides Program, and has been with ODA for over 24 years. She oversees pesticide registrations, certi!cation and licensing of pesticide applicators, and pesticide-related endangered species and water quality issues. She is also heavily involved with pollinator protection issues, at both the state and national level.

Spencer Karabelas-Pittman

Jeannine Kausch

Acting Senior Advisor, U.S. Environmental

Jeannine has served in different capacities in the Biopesticides and Pollution Prevention Division of the U.S. EPA’s Of!ce of Pesticide Programs

since 2007. The majority of that time has been spent in the Microbial Pesticides Branch, working !rst as a Risk Manager and later as the Product Manager. During that time, she led several teams that comprehensively assessed and mitigated risks and completed numerous registration actions, including those involving approximately 60 new active ingredients. More recently, she has assumed the role of acting Senior Advisor in the Immediate Of!ce and now spends her time on special projects and issues associated with all of the pesticide types managed by her division: biochemical pesticides, emerging technologies, and microbial pesticides. She also has extensive experience in working on pesticide enforcement actions with regional and state partners and takes pride in continuing to learn about pesticide-related laws and regulations and passing that knowledge to junior staff and external stakeholders, who are always asking challenging questions. Prior to joining the U.S. EPA, she was a Biological Technician with the Bureau of Land Management and Pennsylvania Game Commission, collecting !eld data on animals like the greater sage-grouse and white-tailed deer, and a Chemical Operations Task Leader with the U.S. Army, participating in monthly training exercises in southern California for deploying military personnel. Jeannine has a Master of Studies in Environmental Law from the Vermont Law School and a Bachelor of Science in Wildlife and Fisheries Science from the Pennsylvania State University.

Dr. Ulrich Kuhlmann

Ulrich has worked at CABI for the past 20 years, starting out as Head of CABI Switzerland’s arthropod biological control research programme

where he was responsible for the development and management of several international agricultural classical biological research projects. In 2010, Ulrich was appointed as Regional Director, CABI, Switzerland, as well as Programme Executive of Plantwise – CABI’s !rst "agship programme that works in close partnership with relevant parties to strengthen national plant health systems from within, thereby enabling countries to provide farmers with the

knowledge they need to lose less and feed more. In 2016, Ulrich moved on to the role of Executive Director, Global Operations, where he works on fostering collaborations between the eleven CABI centers and international partners, and developing new opportunities to improve agricultural production, alleviate poverty and enhance nutrition and food security. He is also responsible for overseeing the strategic direction and delivery of CABI’s scienti!c program.

Russell Laird

Russell has more than 25 years of diverse career experience in government relations as well as public affairs and business management. He has direct

experience in the Washington, DC, public policy environment through work on Capitol Hill and federal agencies as well as various leadership roles in the private sector. He has served as staff of a Member of Congress and a committee in the U.S. House of Representatives managing legislative processes as well as oversight of federal agencies. He managed a program of stakeholder outreach for Philip Morris Company, which at the time included Kraft Foods and laid claim to being the largest purchaser of agricultural commodities in the country. He gained practical industry experience by managing his own business in the agriculture industry which involved cooperative work with the U.S. Department of Agriculture (USDA) Agricultural Research Service. He served on the transition team for the President, and the beachhead team at USDA. Russell received his Bachelor of Science degree in Agricultural Economics from Texas Tech University.

Jennifer Lilly

Having worked in agriculture for 20 years, Jennifer spent the past 10 focused on regulatory and now serves as the Senior Regulatory Manager for

Biotics at Indigo Ag. Jennifer also co-chairs the BPIA Regulatory Committee while co-leading the BPIA Hemp Taskforce, which led her to moderating the Industrial Hemp Panel. Jennifer is excited to support the needs of the hemp industry through the promotion of biological inputs at BPIA.

Amy Roberts

Regulatory Manager, Lallemand Plant Care

Amy has over 27 years of experience and expertise in successfully leading biopesticide registration efforts for products in the U.S. and abroad. Amy is recognized as an expert in biopesticide registration

and in the distinctive issues related to this class of products. Ms. Roberts has extensive knowledge and insight into the workings and procedures of the Biopesticides and Pollution Prevention Division, the U.S. Environmental Protection Agency’s division that regulates biopesticides, as well as strong working relationships with U.S., Canadian, international regulators, allied organizations, and trade groups. She currently serves as co-chair of BPIA’s Regulatory Committee.

Soumya Roy

Currently, Soumya heads up the Process Engineering Group and Emerging Technologies. He has been with Ocean Spray for 13 years in various capacities. He has over 24 years of expertise

in the Food and Supplement industry. Besides Ocean Spray, Soumya worked at GNC as a Senior Director and at General Mills as a Scientist at various levels. He currently serves on the Advisory Board of Food Science Program at the Framingham State University and conducts collaborative research with many universities across the United States. He holds a bachelor’s degree in Dairy Technology from India, an M.S. in Food Science from Clemson University, a Ph.D. in Food Engineering from the Penn State University and a M.B.A. from Babson College. Soumya is an inventor of over 13 patents and his current research includes the use of cranberry as biopesticide.

Terry is the Global Regulatory Leader for Corteva’s portfolio of biological products. Prior to joining Corteva, Terry was Vice President for Regulatory Affairs and Sustainability at Agrinos and held

leadership roles with Syngenta, The Scotts Company and Monsanto working in global regulatory affairs, sustainability, industry relations and research and development. He helped establish and chair BPIA’s Biostimulant Innovation Committee and was co-founder of the Biostimulant Industry Workgroup. Mark Trimmer has more than 30 years of experience in research, product development, registration, technical service, and technology licensing in the crop protection industry. Mark previously worked in International Product Development for American Cyanamid, Technology Acquisition & Licensing for BASF, and Vice President R&D for NutraPark prior to founding his own company. Over his career, Mark has worked both domestically and internationally to develop and register crop protection products across a wide range of crops and uses. Nick Young

protocol for their Organic Input Material Program implemented worldwide. His role involves education and outreach, as well as regulatory enforcement of fertilizing materials. Nick currently serves as President of the Association of American Plant Food Control Of!cials. Nick studied Plant Science at California State Polytechnic University Pomona, where he also taught as an Adjunct Professor. His received his initial undergraduate degree from University of California, Santa Barbara. He resides in Orange County, California with his wife, two children, and two unruly Australian Shepherds.

Beau Whitney
