WOODBRIDGE PARKSIDE Maintenance Association NEWSLETTER—JANUARY 2018 BOARD MEETINGS… The Open Session of monthly Board meetings are held on the fourth Thursday of the month at 6:00 p.m. at the Woodbridge Village Association, 31 Creek Road. The Community Forum is held at 6:00 p.m. and owners are encouraged to attend. There will be a combined Nov./Dec. meeting on Dec. 6, 2018. WOODBRIDGE VILLAGE ASSOCIATION ARCHITECTURAL REMINDERS AIR CONDITIONING UNITS: Woodbridge Village Association (WVA) requires that all replacement air conditioning units have a submitted Home Improvement Application and approval prior to beginning the project. REAR YARD PATIO COVERS: WVA requires that the permanent REMOVAL of a patio cover have a submitted Home Improvement Application and approval prior to beginning the project, as well as replacement patio covers and new installations. WVA imposes penalties if projects requiring architectural approval are performed before seeking and being granted approval. All other exterior improvements (e.g. windows, front doors, garage doors, etc.) also require approval, but the above two are often missed and homeowners end up with penalties. The Home Improvement Application can be found at www.wva.org, or by visiting WVA at 31 Creek Road, Irvine. Once the Application is completed, submit it to Woodbridge Parkside through Total Property Management, it is reviewed for Property Rights by the Parkside Board at the next Board Meeting, and then forwarded to WVA for final review and approval. FIRE LANES… As a reminder, ALL Parkside interior streets are designated as fire lanes, with the exception of the curbs immediately adjacent to Peppergrass Park. As vehicles parked in fire lanes interfere with emergency vehicle access, any vehicle parked in a fire lane is subject to immediate towing. City streets – Fallbrook, Alderwood, Briarwood, Eagle Point – not the fire lanes, may be used for parking excess vehicles. The Vehicle Code states, in part, “...No person shall stop, park, or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device along the edge of any highway, at any curb, or in any location in a publicly or privately owned or operated off-street parking facility, designated as a fire lane by the fire department or fire district with jurisdiction over the area in which the place is located.” In order to be in compliance with the legal requirement for fire lane designations, the fire lane areas throughout the Association must be marked. As such, out of the options offered (signage at the curb edge or red curbs through were not chosen), the asphalt roadway edge in the fire lane areas will be painted red, with the words “FIRE LANE” in white, approximately every fifteen feet. This painting will take place during January 2018. The Board of Directors felt that painting the asphalt was the most aesthetic of the options.

COMMON AREA MAINTENANCE EMERGENCIES

Homeowners and residents are required to contact Total Property Management, not a vendor of

their choice, when a common area emergency arises. Total is available to handle emergencies

twenty-four hours a day.

Any contractor working on the Association’s common area, before arriving on site, must

provide proof of current insurance: General Liability Insurance with $1 million coverage

(naming the Association and the management company as additional insured), Auto insurance,

and Worker’s Compensation insurance. Total tracks insurance coverage and expiration dates for every vendor hired

by the Association.

Plumbing emergencies, in particular, are often difficult to determine the maintenance responsibility without

investigating the exact leaking point. If you have a plumbing emergency and are unsure of the location of the

leak, please call Total Property Management, who will send out the Association’s plumber. The Association's

plumber is very familiar with the plumbing. They will come out, assess the situation, fix it, and bill accordingly.

Homeowners get the benefit of having a licensed and properly insured vendor, a warranty, as well as a very

reasonable rate. Also, if it turns out to be Association responsibility, the Association’s vendor is the one who is

there working on it.

HOMEOWNER TREES AND FOLIAGE

Please ensure that foliage growing inside your yards is not growing on or through the fences. Please also ensure that

trees, shrubs, etc. are cut back away from the fences and buildings and all vines or “clinging” plants are not allowed to

attach to the buildings or fences.

Trees should be trimmed away from the buildings, and not planted in such close approximation to the fences or

buildings that will cause lifting, cracks, etc.

Any necessary repairs resulting from damage to the fences or buildings (or any other portion of the common area)

caused by foliage/trees planted in a homeowner’s exclusive use area will be the sole financial responsibility of the

homeowner.

HOLIDAY DECORATIONS

Please remember, your seasonal decorations must be removed from your unit by

January 15, 2018.
