Sir, This has reference to your letter no.7541dated 19.02.2016 seeking environmental clearances for the above project under EIA Notification 2006 and subsequent letter no.3gg3 dt.07.10.2016 on the subject mentioned above giving clarifications. The proposal has been appraised as per the provisions under the EIA Notification 2006 and on the basis of the documents enclosed with the application such as Checklist, Form-1, prefeasibility Report, Approved Mining Plan, Environment Management Plan etc. and observations of the State Expert Appraisal Committee, Odisha. It is a proposed mining of minor mineral- road metal from Arjunapalli Road Metal euarry located at Village- Arjunapalli, Tahasil- Kabisuryanagar, District- Ganjam, Odisha with total production capacity of 6,750 cum of road metal over lease area of 13.750 acres or b.560 ha. The Arjunapalli Road Metal Quarry has been negotiated by Tahasildar Kabisuryanagar, to Sri Prava Ranjan Mishra of M/s Premex vide letter no: 593 dt' 26.02.2015. The mining plan along with progressive mine closure plan of the mining project has been approved by Deputy Director ,Geology, O/o Joint Director, Geology (s.Z),Berhampur-10 on dt. 04.09.2015. Sir,This has reference to your letter no.7541dated 19.02.2016 seeking environmental

clearances for the above project under EIA Notification 2006 and subsequent letter

no.3gg3 dt.07.10.2016 on the subject mentioned above giving clarifications. The

proposal has been appraised as per the provisions under the EIA Notification 2006 and

on the basis of the documents enclosed with the application such as Checklist, Form-1,

prefeasibility Report, Approved Mining Plan, Environment Management Plan etc. and

observations of the State Expert Appraisal Committee, Odisha.

It is a proposed mining of minor mineral- road metal from Arjunapalli Road Metal

euarry located at Village- Arjunapalli, Tahasil- Kabisuryanagar, District- Ganjam, Odisha

with total production capacity of 6,750 cum of road metal over lease area of 13.750 acres

or b.560 ha. The Arjunapalli Road Metal Quarry has been negotiated by Tahasildar

Kabisuryanagar, to Sri Prava Ranjan Mishra of M/s Premex vide letter no: 593 dt'

26.02.2015. The mining plan along with progressive mine closure plan of the mining

project has been approved by Deputy Director ,Geology, O/o Joint Director, Geology

(s.Z),Berhampur-10 on dt. 04.09.2015. Mineable reserves as per the approved mine

plan are 10,06,240 cum with total production capacity of 6,750 cum of road metal duringr -\\--\

the lease period as stated in the approved mining plan. During the plan period, a total of

925 numbers of saplings will be planted by the project proponent in an area of 0.17 ha.

Project proponent has earmarked Rs.0.89 Lakhs/annum towards environmental

protection measures as recurring cost. There is no forest land involved in the lease area.

As per the application submitted by the project proponent /Tahasildar, there is no

protected area i.e. National Park /Sanctuary, Biosphere Reserve, Tiger Reserve located

within 10 km radius; there is no lnter-State boundary and critically polluted area as

identified by CPCB within 5 km radius of the mine lease area and there is no court case /

litigation pending against the project.

Considering the information/documents furnished by the project proponenU

Tahasildar, the State Expert Appraisal Committee (SEAC) after due considerations of the

relevant documents submitted by the project proponenUTahasildar have recommended

for Environmental Clearance with certain stipulations.

The State Environment lmpact Assessment Authority (SEIM) after considering

the proposal and recommendations of SEAC, Odisha hereby accords Environmental

Clearance in favour of the project upto the lease period as recommended by the

Tahasildar Kabisuryanagar vide letter no.7541 dated 19.02.2016 under the provisions of

EIA Notification 2006 and 2009 and subsequent amendments thereto subject to strict

compliance of the stipulated conditions as follows.

9tipulated Gonditions :-

Validity Period:

1) This environmental clearance shall be valid for the lease period as may begranted by the lease granting authority.

Operating Conditions:2) This environmental clearance is granted with a condition that planting on safety

zone as proposed should be completed within thel't year of operation.

3) Any change in the plan of operations and calendar of operations is notpermissible.

4) Mining activity shall be carried out as per approved mining plan prepared for thisproject.

5) No mining shall be carried out in the vicinity of natural /manmade archeological

sites.6) lt shall be ensured that quarrying is not carried out within 500m of structures,

bridges, embankment, dams, weirs, ground water extraction points, water supply

head works, extraction points for irrigation and any other cross drainagestructures.

7) The project proponent shall ensure that no mining activity takes place beyond 6mbelow ground level.

8) lt shall be ensured that quarrying shall not be carried out below ground water tableunder any circumstances. lf ground water table occurs /intervenes within thepermitted depth, then also quarrying shall be stopped.

9) Topsoil, if any, shall be stacked properly with proper slope with adequatemeasures and should be used for plantation purpose.

10) The project proponent shall obtain necessary prior permission of the competentauthorities for drawl of requisite quantity of water (surface water andgroundwater), if any, required for the project.

11) The project proponent shall take all precautionary measures during miningoperation for conservation of flora and fauna.

Drilling, Blasting and Explosives:12) Wet drilling method is to be adopted to control dust emissions. Delay detonators

and shock tube initiation system for blasting shall be used so as to reducevibration and dust.

13) Drilling and blasting (wherever required) shall be done only by licensed explosiveagent by the proponent after obtaining required approvals from Competentauthorities.

14) The explosives shall be stored at site as per the conditions stipulated in thepermits issued by the licensing Authority.

15) Blasting shall be carried out in a such a manner that the splinters generated shallnot fall beyond the mining lease area. Blasting shall be carried out afterannouncing to the public adequately through public address system to avoid anyaccident.

Pollution abatement measures:16) Greenbelt shall be developed along the boundary of mining lease area, with the

native tree species.17) Fugitive dust emissions from allthe sources should be controiled regularly.1B) Water spraying arrangement on haul roads, should be provided and properly

maintained.19) Loading and unloading areas including all the transfer points should also have

efficient dust control arrangements. These should be properly maintained andoperated.

20) The following measures are to be further implemented to reduce air pollutionduring transportation during transportation of mineral.

o Roads shall be graded to mitigate the dust emission.o Overloading of tippers and consequent spillage on the roads shall be

avoided. The trucks shall be covered with tarpaulin.21) The following measures are to be implemented to reduce Noise pollution.

(i) Power and regular maintenance of vehicles and other equipment

(ii) Limiting time of exposure of workers to excessive noise.(iii) The workers employed shall be provided with protection equipment and

earmuffs etc.(iv) Speed of trucks entering or leaving the mine is to be limit to moderate

speed of 25 kmph to prevent undue noise from empty trucks.Measures should be taken to comply with the provisions laid under Noise pollution(Regulation and control) (Amendment) Rules, 2010 issued by the MoEF & cc,GOr.

The proponent shall take necessary measures to ensure.no adverse impacts dueto mining operations on the human habitation existing nearby.The proponent should re-vegetate the area through indigenous plants which were

24)removed from the areas for the mining.

25) The area should be prepared in such a way as to stimulate/ensure the regrowth ofvegetation.

Waste Disposal:26) Waste oils, used oils generated from the EM machines, mining operations, if any,

shall be disposed as per the Hazardous Wastes (Management, Handling, andtrans-boundary movement) Rules, 2008 and its amendments thereof to therecyclers authorized by SPCB, Odisha.

Compliance and Monitoring:27) The applicant will submit half-yearly compliance report on post environmental

monitoring in respect of the stipulated terms and conditions in the EnvironmentalClearance to the State Environmental Assessment Authority (SEIAA) ,Odisha ,

SPCB & Regional Office of the Ministry of Environment & Forest, Odisha on1"t June and 1tt December of each Calendar year.

28) At the end of mine closure, the Proponent shall immediately remove all the shedsput up in the quarry and all the equipment in the area at the time of closure of theoperation of quarry.

29) The conditions stipulated in the environmental clearance must be totally compliedwith before the lease granting authority. Tahasildar, Kabisuryanagar, Dist-Ganjam will closely monitor the strict compliance on the ground of all theconditions of EG including safety zone planting and submit half yearlymonitoring reports.

Other lmportant Stipulations :

30) Concealing the factual information or failure to comply with any of the conditionsmentioned above may result in withdrawal of this clearance and attract actionunder the provisions of Environment (Protection) Act, 1986.

31) The project proponent shall take statutory clearance /approval /permission fromthe concerned authorities in respect of his project as and when required.

32) Any change in mining technology/scope of working shall not be made without priorapproval of the SEIAA.

33) The proponent shall all other mandatory clearances from respective departments.

34) A copy of the clearance letter shall be sent by the proponent to concerned

Panchayal,zilaParisad /Municipal corporation, Urban Local Body and the Local

NGO.

35) The sElAA, odisha may revoke or suspend the order, if implementation of any of

the above conditions is not satisfactory. The SEIAA, Odisha reserves the right to

alter /modify the above conditions or stipulate any further condition the interest of

environment Protection.36) That the grant of this Environment clearance is issued from the environmental

angle only, and does not absolve the project proponent from the other statutory

obligations prescribed under any other'law. or any other instrume.nt in force' The

responsibility, to comply with the conditions laid down in all

llainst this,environmental clearance shall lie with the National Green

Tribunal, if preferred, within a period of 30 days as prescribed under section 16 of
