07 Greater Kashmir SRINAGAR | December 8, 2016, Thursday DSEK withholding our appointment orders, allege KGBV teachers We don’t have required vacancies: DSEK SYED RIZWAN GEELANI Srinagar, Dec 7: The Directorate of School Education Kashmir (DSEK) has allegedly withheld the appoint- ment orders of the female Kasturba Gandhi Balika Vidyalaya (KGBV) teachers despite the approval for regularization given by govern- ment five months ago, teachers told Greater Kashmir on Wednesday. They said, "Our services were regularized five months ago and the DSEK was supposed to issue our appointment orders on identified posts within one week. Ironically, same has been delayed till date," the aggrieved teachers said. They said the school education department on July 1, 2016, regular- ized the services of KGBV female teachers ten years after their appointment in the department. In the government order, Direc- tor School Education (DSE) Kash- mir and Jammu were directed to utilize the Sarva Shiksha Abhiyan (SSA) vacancies for the regulariza- tion of KGBV teachers “as a first charge” against SSA posts. “The directions were implement- ed in Jammu region but in Kashmir we are still waiting for our appoint- ment orders,” the teachers said. They said services of around 108 KGBV teachers were regularized in Jammu region. They have also joined on the available SSA vacan- cies in their respective districts. “Ironically, we are running from pillar to post for our appointment orders,” the KGBV teachers said. As per the confirmation orders, the concerned directors were also asked to utilize the SSA vacancies of adjacent districts in case the required posts were not available within the respective districts of teachers. They alleged that DSEK has halted the process for unknown reasons. The sources in the department said 336 KGBV teachers were recruited on ReT pattern in Kash- mir of which services of 30 teach- ers were regularized in past years. “The KGBV teachers are confirmed on the analogy of ReT scheme after completion of five years of services. Till date 200 teachers have complet- ed five years services for which the department has 202 vacant posts available in SSA,” the sources said. Meanwhile, KGBV teachers threatened to stage protests against DSEK if the orders were not issued till Saturday. “He (DSEK) has already signed the order for eight teachers but has not issued it for unknown reasons,” said State President KGBV Teachers forum, Mymoona Khan. When contacted the DSEK, Ajaz Ahmad Bhat said, “We are deliberating on the issue. We don’t have required vacancies available in department.” He however said that he is unaware about the number of vacan- cies required and identified for absorbing the teachers. “I don’t have any details about this,” he added. Theft of manuscript of Holy Quran HC directs CBI to file probe status by Dec 26 D A RASHID Srinagar, Dec 7: The Jammu and Kashmir High Court has directed the Central Bureau of Investigation (CBI) to inform it about the status of probe into theft of four hundred year old manu- script of holy Quran that went missing from SPS museum in 2003 here. The CBI has already taken over the investi- gation of the case relat- ing to theft of artifacts including the holy Quran having seal of Emperor Aurangzeb. Hearing a Public Interest Litigation titled Valley Citizens Council versus state & others, a division bench of Justice Muzaffar Hussain Attar and Justice B S Walia ordered the CBI to file the status report of about the probe by December 26. Moreover, the court directed the government to provide necessary logistic support to the CBI to carry out probe into theft of four hundred year old manuscript of the holy Quran. “The CS shall con- sider the request of CBI and provide necessary logistic support to enable the said authority to con- clude the investigation of the case at the earliest,” the bench said. In its compliance report, the CBI through its Inspec- tor General has stated that in pursuance to the court directions, the agency on October 27 has registered the case and took it up for investigation. The probe agency sub- mitted that for a speedy investigation, the chief secretary of the state be directed to provide suitable accommodation comprising three rooms with further logistic support-- two vehicles, appropriate security and manpower including one officer from Crime Branch Srinagar, who would be well conversant with the case as well as Dogri and Urdu lan- guage. The Court asked Addi- tional Advocate General B A Dar to file status report in this regard by next date of hearing. On September 22, this year, High Court had handed over the case related to theft of holy Quran handwrit- ten by Mughal Emperor Aurangzeb and other artifacts of historical importance from S P S museum for probe to CBI The investigation of the case was handed over to CBI in the month of September by the Court with the observation that the Crime Branch Kash- mir has failed to solve the case. FIR No. 106/2003 was registered in the con- cerned police station in the same year when the manuscript was stolen from the museum. The Court has already put hope on CBI for conclu- sion of the investigation within reasonable time and satisfied that CBI is alone to investigate the matter efficiently and appropriately. Rajiv-Farooq accord triggered violence in Kashmir: Saraf MUDASIR YAQOOB Srinagar, Dec 7: Lok Janshakti Party (LJP) National Youth Wing presi- dent, Sanjay Saraf Wednesday alleged that it was the Rajiv-Farooq accord that triggered armed violence in Kashmir. “I believe that it is because of Rajiv-Farooq accord that turned Muham- mad Yousuf into Syed Salahudin and in turn triggered armed uprising in Kashmir,” Saraf said while addressing media persons in a local hotel here. He said. “We (Kashmiris) are demanding freedom carrying the flags of other country in our hands. Nobody knows where we are going.” The national spokesman of LJP said despite passing of 150 days of shutdown in the Valley, nobody knows where they are going and what they are doing. I believe it is a people’s movement but there are some elements playing politics over the issue. Whenever a Kashmiri is martyred, some elements come forward and start their politics on it. The people who are torching school buildings want to leave Kashmiris illiterate,” he said. He said that the new generation of Kashmir is being pushed to the wall. Taking a dig at NC president Farooq Abdullah, Saraf said that those who earlier used to claim that ‘Kashmiriyo ko goli maro’ are now-a-days telling people that they are with them. “He ( Dr Farooq) had also said that throw Hurriyat leaders into Jehlum and now he has extended his support to Hurriyat in pursuing the struggle. If Dr Farooq Abdullah is willing to extend his support to Hurriyat then he must join hands with Hurriyat,” he added. Later, he appealed Hurriyat leadership to take note of the suffer- ings of common people. “Everybody especially transporters and students have suffered in the current uprising. I appeal Hurriyat leaders to take note of the sufferings of people who have suffered losses due to the shutdown in Kashmir,” he said. Kashmir students ‘assaulted’ at Dehradun: AJKYS SSM College misleading KU: BE students Srinagar, Dec 7: Several Kashmiri students were alleg- edly assaulted by local goons at Dehradun in Uttarakhand. The President of All Jammu and Kashmir Youth Society (AJKYS) Sajid Yousuf in a statement here said the Kashmiri students studying at CIMSR College Dehradun talked to him over phone and informed him about the attack on them. Sajid Yousuf said: “I got many phone calls from the students regarding the same. One of the student said locals beat Kashmiri students inside the campus on Tuesday. Kashmiri stu- dents locked themselves inside their rooms to save their lives and Police acted like a mute spectator.” Yousuf said,“I talked to PDP's youth president Waheed-ur-Rehman Para, Con- gress leader Salman Nizami and discussed the matter with them. They assured me of all possible help.” Sajid Yousuf said, “I talked to Director of CIMSR College Dehradun Dr. Jaduan on phone.” Yousf said, Principal informed him that six local students were arrested by Police but they were later released. “We will take strict action against the culprits. We have already filed a FIR against the students involved in this case,” Yousuf quoted Dr Jaduan as having said. ‘80% syllabus incomplete’ Srinagar, Dec 7: The second semester Bachelor of Engineering (BE) students of SSM College Wednesday staged protest against the College management for what they called ‘misleading’ the University of Kashmir (KU). The students, who assembled at Press Enclave here, said that they have completed only 20% syllabus while the College authori- ties in their report to Kashmir University have claimed that they have completed the syllabus which is not only misleading and baseless, but also an attempt to play with the careers of the students. “How did SSM Col- lege authorities submit the course comple- tion certificate? We don’t blame Kashmir University but we want Vice-Chancellor (V-C) of University of Kashmir (KU) Prof Khurshid Iqbal Andrabi to initiate action against the college management. The fact is that 80% of our syllabus is still incomplete,” said protesting students. They said that there examinations would start from 14th of this month while the fact is that students are yet to submit their exami- nation forms. The students demanded post- ponement of the said exams. CNS Police arrest duo for preparing fake certificates Srinagar, Dec 7: Jammu and Kashmir Police busted a fake certificate racket at Parimpora here, police sources said on Wednesday. They said a group of people earlier this month had lodged a complaint in the Crime Branch that the owners of two Goods Carrier Companies have availed the services of a computer expert and they are preparing fake degree certifi- cates, licenses, identity cards and bill books. The Crime Branch accordingly informed the police station Parimpora. A Police team from PS Parim- pora raided the offices of both the companies and seized the computers as well as fake docu- ments, sources added. The Investigating Officer Abdul Rasheed told CNS that they managed to arrest two accused from the spot and are on the lookout for four others. “It may be a big scam. We are investigating the maer and all efforts are on to nab the absconding persons involved in the fraud,” he said. CNS GOVT. 5. A Bidder requiring any clarification of the bidding documents may ask questions on line in the e-procurement portal using his/her DSC provided the questions are raised within 06 days prior to the deadline for on-line submission of bids.

6. Bids received on line as well as in hard copies shall be opened at 1100 Hours on 15/12/2016 in the office of Directorate of Urban Local Bodies Kashmir Habitat Centre Bemina Srinagar in the presence of the bidders or their authorized representatives, who wish to be present. Bidders can witness the opening of bids after logging on to the site through their DSC. If the office happens to be closed on the last date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.

7. Bids must be accompanied by bid securing declaration form duly completed, Bid security and cost of bid documents including VAT of the amount as specified for the work in the table above.

8. The cost of bid documents shall be remitted in the shape of demand draft issued from any Nationalized Scheduled Bank in favour of Executive Engineer Town Drainage Division Kashmir payable at Srinagar.

9. The Bid security shall be in the form of CDR/FDR/Bank Guarantee pledged in the name of Director Urban Local Bodies Kashmir Payable at Srinagar.
