OVERVIEWDefinition of camps and clinics.

General guidelines.

Employment.

Definition of recruited prospective student- athlete (PSA).

DEFINITION OF CAMPS AND

CLINICS

INSTITUTIONAL CAMPS/CLINICS

Owned and operated by a member institution or its athletics department staff members.

PSAs participate.

May occur on or off an institution’s campus.

An Institution’s sports camp or instructional clinic shall be any camp or clinic that is owned or operated by a member institution or an employee of the member institution’s athletics department, either on or off it’s campus.

An institution’s football or basketball camp or clinic may be conducted only during an institution’s summer vacation period, unless such activities meet the provisions regarding developmental clinics set fourth in bylaw 13.11.3.1

INSTITUTIONAL CAMPS/CLINICS(CONTINUED)

Bears the name of a member institution or a current athletics department staff member.

A member institution’s sports camp or clinic shall be open to any and all entrants(limited only by age and number)

PURPOSE OF INSTITUTIONAL CAMPS/CLINICS Special emphasis on instruction/practice.

In a particular sport or sports. May include competition.

Designed to improve skills and knowledge.

Diversified experience.

NONINSTITUTIONAL CAMPS/CLINICS Not owned or operated by the institution or

employee of the institution’s athletics department.

May be held at any location, including institution’s campus.

GENERAL GUIDELINES

ATTENDANCE Must be open to any and all entrants (limited only by

number, age, grade level and/or gender). 

Not permissible to provide free or reduced admission to high school, preparatory school, two-year college athletics award winner or a PSA being recruited by your institution.

May invite specific PSA provided the institution legitimately advertises the camp.

May operate a team camp provide the institution legitimately advertises the camp.

APPAREL AND AWARDS

PSAs may receive apparel, merchandise or an award provided the cost of the apparel, merchandise or award is included in the admissions fees for the camp or clinic.

RECRUITING AT CAMPS/CLINICS Interaction between PSAs and coaches employed

by camp/clinic is not subject to recruiting calendar restrictions.

Coaches are prohibited from recruiting during the time period of the camp or clinic.Written or verbal offer of financial aid.Making recruiting presentations.Setting up official or unofficial visits.

ALL OTHER SPORTSTIME PERIOD

Any time during the year.

Never during a dead period.

EMPLOYMENT AT CAMPS AND

CLINICS

MEN’S BASKETBALL CAMP/CLINIC EMPLOYMENT LEGISLATION

Shall not employ (salaried or voluntary) a PSA or give free or reduced admission privileges to any individual who has started classes for the ninth grade at any institutional basketball camp/clinic who: A representative of an institution’s athletic interest may

not pay a PSA’s expenses to attend a member institution’s sports camp or clinic.

PSA’s will not be allowed even at their own expense to run a concession stand or sell items associated with the institution’s camp.

Enrolled student athletes may not at their own expense run concessions or sell items related to the institution’s camp or clinic as that will be considered an extra benefit.

ATHLETICS DEPARTMENT STAFF EMPLOYMENT AT CAMPS/CLINICS (CONTINUED)

Current Coaching Staff Memebers May be employed at a noninstitutional, privately owned

camp/clinic, provided the camp/clinic is operated in accordance with restrictions

May not be employed at an institutional camp or clinic that is conducted off the institution's campus during a quiet/dead period.

May not be employed at a noninstitutional, privately owned camp or clinic that is conducted off the institution's campus during a quiet/dead period.

STUDENT-ATHLETE EMPLOYMENT Student-athletes (SA) may be employed at:

Own institution’s camps/clinics.

Other institutions’ camps/clinics.

Noninstitutional camps/clinics.

STUDENT-ATHLETE EMPLOYMENT(CONTINUED) Employment considerations:

Must perform general supervisory duties.

Must be paid the going rate.

May not be paid based on skill level.

May not be compensated if only lecturing/demonstrating.

May not conduct own camp/clinic.

DEFINITION OF RECRUITED

PROSPECTIVE STUDENT-ATHLETE

PSA (CONTINUED)

Under current legislation a PSA is considered to be recruited if any of the following occur:

Provided an official visit. Having arranged off-campus contact.  Initiating or arranging a telephone call on

more than one occasion.

Issuing a National Letter of Intent (NLI) orwritten offer of athletics aid.

PSA RULE(CONTINUED)

:

Attendance at any institutional camp or clinic is solicited by the institution.

Institution provided recruiting materials. Provided an official visit. Any recruiting contact including

electronic contact and contact initiated by PSA.

Extended a verbal offer of athletics aid.
