Critical Incident Management Program
Initiated in 2001 in Saginaw County with support of Superintendents and Police Chiefs .
Formed a consortium and created a unified response for allSaginaw County schools.
Uniform reactions for schools.
All police officers trained in quad response
Critical Incident Management Program
Fire departments trained in support for violent incidents.
With a Dept. of Educationgrant, CIM has expanded totrain over 250 school districtsand the program has beenimplemented as a county-wideprogram in over 30 counties.

Secure Mode for External ThreatsWhen the potential for external threat arises, such as an off campus critical incident, the following actions will commence to secure the buildingsand members:
Secure Mode• Lock and secure classroom and continue activities within the building.• Bring in any students from outdoors to indoors, use three whistle blasts.• Assigned staff will insure all entrances are secured except for designated
entrances.• Staff will monitor all student movement including class exchanges.• Only building entry will be at control points designated by the
administration.• Outdoor activities only allowed upon administration approval.• Campus may be closed for lunch depending on activity.• Administration determines when normal activity continues.
