Thank you for your letter of Uay 21 in reference to the payment of t l ,OOO. to ~r . ~ller and $750. to me.

The securities belonging to this trust fund standing in the names of the trustees can be transferred either by endorsement by all three trustees on the back of each stock certificate or registered bond , or by stock powars and bond powers which I!D.lst be executed by all three trustees if they all happen to be in the U. S. A. Therefore, in order to expedite the transf er and to avoid the risk of sending the securities around to be endorsed by the trustees, I have asked 1\r. IJiller to prepare and send to you, Mr. Delano and Llr. Dall stock and bond powers to be signed by each of you.

On 1la.y 13 I sent a copy of the petition and account and a copy of the waiver and consent executed by Mrs . Robinson and a waiver executed by 11\Y brother, as one of the ~ecutors of the estate of James H. Roosevelt , to the Bankers Trust Company and asked them to siP,n and r eturn the waiver, and to date I have not heard from them.

I will prepare a waiver to be executed by ~s . Clark and Miss Nllen Roosevelt,representing the estate of John A. Roosevelt,and vlill be ready whenever you 1vant to see them about sip,ning it.

The Secretary ot the Trea8urJ has announced the !rhird War Loan Drive beginning September 9th, 1943 when Government Securities totaling fl6,000,ooo,ooo, will be otte.red tor public aubacription. In addition to War Savings Bonds Series E, F & G and Ta:a: Series 0 Notes, there are three other types ot Government securities being offered as follower

United States Treasury 2~ Bonds dated September 16th, 1943, matur­ing December 16th, 1969 but redeemable at the option ot the United States attar December 16th , 1964. The bonds will be issued in cou­pon or tully registered form in denominations from f 600.00 up.

United States Treasury ~ Bonds dated September 16th, 1943, matur­ing September 16th, 1963 but redeemable at the option ot the United States after September 16th, 1961. The bonds will be issued in cou­pon or tully registered form in denaninations from t600.00 up.

United States Treasury 7/B~ Certificates ot Indebtedness, dated September 16th, 1943 maturing September let, 1944 and not subject to call prior to maturity. Bearer Certificates with coupons attached will be issued in denominatio.Ds from t l,OOO. OO up.

In the case of the 2j% Treasury Bonds , thel~ is a provision which will perwit redemption at par at the owner•e death provided the bonds were actually owned by the deceased at the time ot hie death and the entire proceeds of redemption will be applied to the payment of Federal Estate taxes.

The total ot tl6,000,000,000, the largest ever sought by the Govern­ment , is to be borrowed from investors other than ooameroial banks. Therefore, we are all called upon to lend our money to help win the war by subscribing to some of t hese issues.

. We urge our depoei tors and friends to arrange now to enter sub-scriptions as soon as the drive opens in order that this great National Loan may be successfUl.

I am now rep~ing to your letter of August 28th relating to the balances in the account ot your mother' s estate . At the close of business August .31st those balances, as per the enclosed statement, were as fol­lows:

In rega.rd to the pr incipal. balance, I bel ieve that should be maintained to cover the payment of legacies and additional administration expenses, such as legal fees. I have talked with Henry Hackett about those balances and he suggests that as t o the principal amount the Executors might cons ider paying the remaining legacies in lieu of Executors ' commissions - that is, $5,000. each to you and 'to him.

As to the income balance, following your suggestion I shall enter a subscription for t 50,000. United States Treasury new issue 2 l/2% bonds, maturing December 15, 1969. The interest on those bonds as it is collected will be credited to your account, inasmuch as the purchase is b eing _ made frOUI the accumuiated income in your mother ' s estate .

I think Henry Hackett's suggestion that the legacie s be paid to the Executors iB a good one and if you approve I should be very glad to arrange for the disbursement. If you desire, we can credit your account here rlth the $5,000. and perhaps you would want to use that sum towards the purchase of Third War Loan bonds for your own a ccount.

Aaoog the securities wbich we hold in JOUr llother'e estate, there were $201 000.00 United Statee Trea1JU17 ~ Boods which were called for reduption on October 15th, 194S and in lieu of cash ~ent an exchange was offered into United States TreaSU1'7 2% Bonde of l951-195S or United States Trea1NI7 2~ Bonde 1964-1969.

As there waa no illlllediate need tor cash in the estate and believing that the exchange offering was one that the Executors should take adT&Dtage ot, and feeling that 7011 would prefer the 2~ Bonde, I c~ pleted the exchallge tor that issue. In that connection we have received and placed in eate-keeping with the other securities belonging to ycur Mother's estate the followings

120,000. United States Trea11UI7 2j% Bonds dated Septellber 15th, l94S due Deee~~ber 15th, 1969 redeemable on and after Decllllber 15th, 1964; interest June and December 15th - Hos. S6280L - S6281A tor $10,000. eaoh in bearer fora with December 15th, 194ll and subsequent coupons attached.
