The Eurofit administrations and authorities at sub-national level are those which are able to assess the implications of EU legislation and policies for their individual bodies as well as to manage related programs/funding and to clearly represent their demands to both central government as well as the EU institutions, potentially in conjunction with other municipalities, regions, Länder, provinzie, regioni, counties, comunidades autonomas, etc.

mayors/presidents cabinet/department• Specialized European units in each department or

one “European-coordination” unit with horizontal tasks and -if possible- competencies

• Instruments:– Guidance through information and services– Coaching and consultancy to other units– Coordination of foreign missions and activities– Assistance in management of EU funds

Ad 2 (and 4):• A strategic internal building of a corporate

“sub-national identity ” is essential for a targeted and effective cooperation with Europe

• Networking and other forms of cooperation of public interests at “home” and the mobilization of economic and civil society to achieve the set goals (public-private partnerships)

• Establishment of an office in Brussels (representation office)

with the objective of strengthening the Eurofitness in the administration (still a goal in many EU member states, “old” and “new” ones)
