Community Interest and Opinion Survey
Executive Summary Report
Purpose
ETC Institute partnered with the City of Cape Coral to conduct a citizen survey to better
understand residents’ priorities for parks, recreation, and educational services. Data from the
survey will help to establish priorities for the future improvement of parks, recreation
facilities, programs and services provided by the City of Cape Coral. As a part of this effort,
the survey will provide key data and information the City of Cape Coral needs to form an
effective and viable plan that will address current and future needs, assist in more efficient
delivery of programs/services, and provide guidelines on how to operate facilities and assets in
the future.
Methodology
A goal was set to obtain a minimum of 500 completed surveys within the City of Cape Coral
boundaries. Surveys were sent out to a random selection of households throughout the City of
Cape Coral boundaries. Of the households that were requested to participate in the survey, 575
respondents participated. The results for the sample of 575 households have a 95% level of
confidence with a precision rate of at least +/- 4%.
Cross-Tabular Analysis By Various Demographics
To gain additional information regarding key short and long range strategic decision-making for
the City of Cape Coral Parks and Recreation Department, survey results were further broken
down by key demographic factors: These factors which are all included in the report include
breakdowns by:
Age and Gender
Hispanic Ancestry and Length of Residence
Household Types (with and without children)
The following pages summarize major survey findings. To provide additional information, on
selected pages we have highlighted findings of importance from the survey question in bold.

Usage, Quality, and Importance of Parks and Recreation Facilities
From a list of 22 outdoor and indoor parks and recreation facilities offered in the City of Cape
Coral, respondents were asked to indicate whether or no they had used the facility. If the
respondents indicated yes, they had used the facility, they were then asked to indicate the overall
condition of the parks and facilities they had utilized.
Usage: Sixty-seven percent (67%) of respondents indicated that their household has used the
beach. Other facilities used include: Yacht Club (61%), small neighborhood parks (60%), and
community parks (53%).
Quality: Based on the percent of respondents who visited parks, the top three parks and facilities
that had the highest “excellent” ratings include: nature parks (33%), historical museum (33%),
and baseball and softball fields (33%).
Importance: Based on the sum of respondents’ top four choices, 40% indicated the most important facility to their household was the beach. Other most important facilities include: small
neighborhood parks (35%), community parks (35%), Yacht Club (31%), nature parks (21%), and
boating/kayaking areas (19%).
Note: When taking into consideration those who indicated the park or facility as their first
choice most important, Yacht Club moves up from the 4th
cumulative most important, to

Small Neighborhood Park Services
Respondents were asked to indicate their level of satisfaction with 10 services provided by the
City of Cape Coral Parks and Recreation Department. Respondents were then asked to indicate
the top three most important services that should receive the most attention from city leaders
over the next two years.
Satisfaction with Small Neighborhood Park Services: Based on the sum of respondents who
indicated they were either “very satisfied” or “satisfied” with the service, 83% were satisfied with mowing and trimming in parks. Other similar levels of satisfaction include: overall
condition of trash pickup in parks (78%), overall condition of playground equipment (71%), and
overall condition of landscaping (shrubs and flowers)(71%). Respondents were the least satisfied
with the overall condition of outdoor restrooms (55%).
Most Important Small Neighborhood Park Services: Based on the sum of respondents’ top
three choices, 39% indicated that the overall condition of outdoor restrooms should receive the
most attention. Other services that should receive the most attention include: overall condition of
playground equipment (28%), and the adequacy of park lighting (28%).
Note: When taking into consideration only households who indicated the item as their first
choice most important, overall condition of playground equipment was the first choice
most important service.1
Respondents were asked the farthest distance they would be willing to travel to the neighborhood
park most important to their household. Fifty-nine percent of respondents indicated they would
be willing to travel more than 2 miles. Other distances include: 2 miles (27%), 1 miles (9%), and
½ mile (5%).
Program Participation and Services
Participation in Programs: Respondents were asked if any members of their household had
participated in programs offered by the City of Cape Coral Parks and Recreation Department
over the past 12 months. Thirty-one percent (31%) of respondents indicated that they had
participated in programs.
Satisfaction with Program Services: Respondents were asked to indicate their level of
satisfaction with 10 different program services provided by the City of Cape Coral Parks and
Recreation Department. Based on the sum of respondents who indicated they were either “very satisfied” or “satisfied”, 83% indicated they were satisfied with the times programs are offered.
Other similar levels of satisfaction include: location of programs (81%), quality of instructors
(77%), and quality of the facility where program is offered (75%).
Most Important Program Services: Based on the sum of respondents’ top three choices, 43% indicated they most important program service to their overall satisfaction was fees charged for
value received. Other important services include: times programs are offered (42%), location of
programs (36%), and quality of instructors (35%).

Facility Needs and Importance
From a list of 25 parks and recreation facilities, respondents were asked to indicate all of the
parks/facilities their household has a need for. The following summarizes key findings:
Facility Needs: Fifty-seven percent (57%) or 34,637 households indicated a need for the beach.
Other most needed facilities include: small neighborhood parks (55% or 33,483 households),
nature parks (47% or 28,317 households), large community parks (44% or 26,555 households),
Yacht Club (42% or 25,704 households), and trails (42% or 25,583 households).
Facility Importance: Based on the sum of respondents’ top four choices, 31% indicated small
neighborhood parks was the most important to their household. Other most important facilities
included: beach (30%), nature parks (21%), large community parks (20%), and Yacht Club
(20%).

Program Needs and Importance
From a list of 21 parks and recreation programs, respondents were asked to indicate all of the
programs their household has a need for. The following summarizes key findings:
Program Needs: Forty-five percent (45%) or 27,041 households indicated they had a need for
special events. Other most needed programs include: adult fitness and wellness programs (41%
or 24,854 households), adult programs for 50 years and older (35% or 21,451 households),
nature programs and environmental education (28% or 16,711 households), and adult continuing
education programs (28% or 16,711 households).
Program Importance: Based on the sum of respondents’ top four choices, 27% indicated that
special events were the most important to their household. Other most important programs
include: adult fitness and wellness programs (26%), programs for adult 50 years and older
(21%), nature programs and environmental education (14%), and adult continuing education
programs (13%).
Most Participated in Programs: Based on the sum of respondents top four choices, 15%
participated in special events the most often. Other most participated in programs include: nature
programs/environmental education (10%), golf lessons and leagues (9%), adult fitness and
wellness programs (9%).
Reasons Preventing the Use of Facilities and Programs
Respondents were asked to indicate from a list of 18 potential reasons which ones prevented
their household from utilizing parks, recreation and sports facilities or programs from the City of
Cape Coral Parks and Recreation Department more often. Thirty-five percent (35%) of
households indicated they were prevented from using facilities and programs more often because
they do not know what is being offered. Other reasons include: program or facility not offered
(20%), I do not know locations of facilities (18%), and program times are not convenient (18%).

Ways Households Learn About Programs, Facilities, and Services
Respondents were asked to indicate they ways their household learns about programs, facilities,
and services. Forty-four percent (44%) of households indicated they learn through the parks and
recreation program guide. Other ways include: newspaper articles (42%), from friends and
neighbors (42%), and from the city website (39%).
Support for New or Increased Programming in Neighborhood Parks
Based on the sum of respondents who were either “very supportive” or “somewhat supportive”, 95% were supportive of the City of Cape Coral to develop or increase levels of special events in
neighborhood parks. Other similar levels of support include: after school programs for youth
(81%), fitness and wellness programs (92%), and summer youth day cams (83%).
Indoor Program Spaces Households Would Use if Developed
Respondents were asked to indicate from a list of 21 indoor programming spaces which ones
their household would use if developed by the City of Cape Coral. Fifty percent (50%) of
respondents indicated their household would use a walking and jogging track. Other indoor
programming spaces include: weight room and cardiovascular equipment areas (38%) and
aerobics/fitness/dance class space (37%).
Respondents were then asked to indicate which indoor programs they would use the most often.
Thirty-five percent (35%) indicated they would use the walking and jogging track the most often,
followed by the weight room and cardiovascular equipment area (25%), and the
aerobics/fitness/dance class space (19%).
Support for Facilities Being Developed at Oasis Boulevard City Park
Respondents were asked to indicate from a list of 13 potential parks and recreation facilities
which ones they support being developed at Oasis Boulevard City Park. Fifty-four percent (54%)
of respondents indicated their household would support walking trails being developed. Other
facilities supported include: nature trails (44%), biking trails (44%), and picnic areas (43%).
Support for Using Tax Dollars to Fund Projects
Based on the sum of respondents who were either “very supportive” or “somewhat supportive”, 88% support new walking and biking trails to be funded using tax dollars. Other similar levels of
support include: Improvements to existing community centers (86%), new indoor community
center with types of program spaces most important to members of household (84%), and
improvements to the existing senior centers (83%).

Satisfaction with the Overall Value Received
Fifty-nine percent (59%) of respondents indicated they were satisfied with the overall value their
household receives from the City of Cape Coral parks and recreation facilities and programs.
Twenty-eight percent (28%) were neutral and 14% were dissatisfied.
Importance for the City to Provide High Quality Parks, Trails, and Facilities
Eighty-eight percent (88%) indicated that it was either “very important” (69%) or “somewhat
important” (19%) for the City to provide high quality parks, trails, and facilities. Ten percent
(10%) were “not sure” and 2% indicated that it was not important.

National Benchmarking
Since 1998, ETC Institute has conducted household surveys for needs assessments, feasibility
studies, customer satisfaction, fees and charges comparisons, and other parks and recreation issues
in more than 400 communities in over 49 states across the country.
The results of these surveys has provided an unparalleled data base of information to compare responses
from household residents in client communities to “National Averages” and therefore provide a unique tool to “assist organizations in better decision making.”
Communities within the data base include a full-range of municipal and county governments from
20,000 in population through over 1 million in population. They include communities in warm weather
climates and cold weather climates, mature communities and some of the fastest growing cities and
counties in the country.
“National Averages” have been developed for numerous strategically important parks and recreation planning and management issues including: customer satisfaction and usage of parks and programs;
methods for receiving marketing information; reasons that prevent members of households from using
parks and recreation facilities more often; priority recreation programs, parks, facilities and trails to
improve or develop; priority programming spaces to have in planned community centers and aquatic
facilities; potential attendance for planned indoor community centers and outdoor aquatic centers; etc.
Results from household responses for the City of Cape Coral were compared to National
Benchmarks to gain further strategic information. A summary of all tabular comparisons are shown
on the following page.

Importance-Satisfaction Matrix Analysis Cape Coral, Florida
Overview
Today, City officials have limited resources which need to be targeted to activities that are of
the most benefit to their citizens. Two of the most important criteria for decision making are
(1) to target resources toward services of the highest importance to citizens; and (2) to target
resources toward those services where citizens are the least satisfied.
The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better
understand both of these highly important decision making criteria for each of the services they
are providing. The Importance-Satisfaction rating is based on the concept that public agencies
will maximize overall customer satisfaction by emphasizing improvements in those areas
where the level of satisfaction is relatively low and the perceived importance of the service is
relatively high. ETC Institute developed an Importance-Satisfaction Matrix to display the
perceived importance of major services that were assessed on the survey against the perceived
quality of service delivery. The two axes on the matrix represent Satisfaction (vertical) and
relative Importance (horizontal).
The I-S (Importance-Satisfaction) matrix should be interpreted as follows.
Continued Emphasis (above average importance and above average satisfaction).
This area shows where the City is meeting customer expectations. Items in this area have
a significant impact on the customer’s overall level of satisfaction. The City should
maintain (or slightly increase) emphasis on items in this area.
Exceeding Expectations (below average importance and above average satisfaction).
This area shows where the City is performing significantly better than customers expect
the City to perform. Items in this area do not significantly affect the overall level of
satisfaction that residents have with City services. The City should maintain (or slightly
decrease) emphasis on items in this area.
Opportunities for Improvement (above average importance and below average
satisfaction). This area shows where the City is not performing as well as residents

The Importance-Unmet Needs Matrix is a tool for assessing the priority that should be placed on parks and
recreation facilities and recreation programs in the City of Cape Coral. Importance-Unmet Needs
Assessment were completed for the City of Cape Coral. Each of the facilities and programs that were
assessed on the survey were placed in one of the following four quadrants:
Top Priorities (higher importance and high unmet need). Items in this quadrant should be given
the highest priority for improvement. Respondents placed a high level of importance on these
items, and the unmet need rating is high. Improvements to items in this quadrant will have positive
benefits for the highest number of residents.
Continued Emphasis (higher importance and low unmet need). Items in this quadrant should be
given secondary priority for improvement. Respondents placed a high level of importance on these
items, but the unmet need rating is relatively low.
Special Interest/Lower Priority (lower importance and high unmet need). This quadrant shows
where improvements may be needed to serve the needs of specialized populations. Respondents
placed a lower level of importance on these items, but the unmet need rating is relatively high.
Lowest Priority (lower importance and low unmet need). Items in this quadrant should receive the
lowest priority for improvement. Respondents placed a lower level of importance on these items,
and the unmet need rating is relatively low.

Priority Investment Rating Cape Coral, FLorida
The Priority Investment Rating (PIR) was developed by ETC Institute to provide governments with an objective tool for evaluating the priority that should be placed on parks and recreation investments. The Priority Investment Rating was developed by ETC Institute to identify the facilities and programs residents think should receive the highest priority for investment. The priority investment rating reflects the importance residents place on items (sum of top 4 choices) and the unmet needs (needs that are only being partly met or not met) for each facility/program relative to the facility/program that rated the highest overall. Since decisions related to future investments should consider both the level of unmet need and the importance of facilities and programs, the PIR weights each of these components equally.
The PIR reflects the sum of the Unmet Needs Rating and the Importance Rating as shown in the equation below:
PIR = UNR + IR
For example, suppose the Unmet Needs Rating for playgrounds are 26.5 (out of 100) and the Importance Rating for playgrounds is 52 (out of 100), the Priority Investment Rating for playgrounds would be 78.5 (out of 200).
How to Analyze the Charts:
High Priority Areas are those with a PIR of at least 125. A rating of 125 or above generally indicates there is a relatively high level of unmet need and residents generally think it is important to fund improvements in these areas. Improvements in this area are likely to have a positive impact on the greatest number of households.

Improvements may be warranted if the needs of very specialized populations are being targeted.

Playground equipment get EXTREMELY hot on Joe Stonnis
playground due to lack of shade from sun. A child or adult
wearing shorts could easily burn themselves during the Florida
summer on the slides and swings. All benches are in bright sun,
no shaded seating for children or adults, VERY minimal seating
in playground only 2 benches. TONS of fire ant hills
throughout this same park in grassy areas, very large ant hills.
These are obvious needs for playground and lawn
maintenance, Im extremely disappointed the City over looked
