PRESENTATIONThe National Assembly of the Republic of Nicaragua presents to the Citizenship the illustrated version of the Law No. 693 “Law of Sovereignty and Food Security and Nutrition” (S.S.A.N.), for their acronym in Spanish, approved in this State Power on June 18 of the year 2009 and publish in the Daily Gazette on July 19 of the same year. This version was validated by means of focus groups made with institutions of the government to a central level MAGFOR, MINED, MINSA and INTA and with representatives of the Municipal Local Government of San Juan de Limay productive families and entities of the relevant governments.

Since 1997 that began the impulse of this law to this day, studies were made in different process, particularly the diagnosis “Food Insecurity and Nutritional: A Challenge for the Nicaraguan Legislation”.

Also we analyzed national and international documentation, including recommendations and measures that the governments took as a commitment in the Summit meeting in Rome specially the recommendations that the FAO has made to our country.

Likewise we made consults with different parliamentary groups and various organized sectors of the Civil Society such as Purpose of Lobbying Group, Interest Group for the Sovereignty and Food Security and Nutrition (GISSAN), for their acronym in Spanish, AGRICULTURAL BUREAU, COSEP, and institutions of the government such as MAGFOR, MINED, MINSA, among others.

The law has as an objective to guarantee the right of every Nicaraguan to count with enough food, safe and nutritious according to their vital needs; This being accessible in physical, economical, social and cultural form timely and permanent; assuring the availability, stability and sufficiency through the development and rectory from the state, of public politics linked to sovereignty and food security and nutrition.

For the implementation of the object of law, and the right to food, as a fundamental human right that includes the right to be free from hunger and be protected against it, to a proper feeding and to the sovereignty and food security and nutrition, the National System of Sovereignty and Food Security and Nutrition (SINASSAN), for their acronym in Spanish, its created establishing the regulations of the same. This system is compose of a set of Private and Public Institutions and Organizations of the Civil Society with expertise in the Sovereignty and Food Security to a national, departmental, regional and municipal level.

With the implementation of the law, will strengthened the development of the Food Security and Nutrition and its institutionalization in our country.

The actual context shows us a historical challenge to go forward in the implementation of the law SSAN, for their acronym in Spanish, to face the global and national context unsustainable price increases in food, climate change, the financial and economic crisis with devastating impact in the emergent countries like ours, that is found in a situation of poverty, extreme poverty, food insecurity and nutrition, with a mayor impact in the rural areas, on women and multi ethnic communities, which force us as a nation, to give urgent structural answers to this serious situations to advance in its resolution.
