Το Πανεπιστήµιο Κύπρου έχει την τιµή να φιλοξενεί, στο πλαίσιο της σειράς διαλέξεων Kapuscinski, που διοργανώνονται σε συνεργασία µε την Ευρωπαϊκή Επιτροπή και το Αναπτυξιακό Πρόγραµµα των Ηνωµένων Εθνών, τον φιλόσοφο, νευροεπιστήµονα, συγγραφέα και γεωστρατηγιστή, Καθηγητή Nayef Al-Rodhan.

Η σειρά διαλέξεων «Kapuscinski Development Lectures» έχει ως στόχο να συνδράµει στη συζήτηση και τον σχηµατισµό της ευρωπαϊκής πολιτικής για την ανάπτυξη µέσα από εκδηλώσεις υψηλού επιπέδου. Οι διαλέξεις διοργανώνονται προς τιµήν του Πολωνού δηµοσιογράφου και συγγραφέα Ryszard Kapuscinski, ο οποίος απεβίωσε το 2007 και ήταν διάσηµος για τα ρεπορτάζ και τα βιβλία του, τα οποία πραγµατεύονταν την κατάσταση στις αναπτυσσόµενες χώρες ανά την υφήλιο.

The series “Kapuscinski Development Lectures”, named for Ryszard Kapuscinski, a polish reporter and writer who covered developing countries, is organized jointly by the European Commission, the United Nations Development Programme and partner universities and development think-tanks. Over 70 lectures gathered since 2009 over 20,000 participants. In October 2014 - December 2015 the lectures organised in all EU member states contribute specifically to development policy debates as part of the European Year for Development 2015.

The lecture series offers students from the European Union member states an unprecedented opportunity to learn and discuss about development issues such as climate change, human rights, aid effectiveness, Europe-Africa relations, Millennium Development Goals among other. The high-level events contribute to the debate and formulation of the European development policy. The lectures are livestreamed at http://ww-w.kapuscinskilectures.eu and their content is shared on this website.

Prof. Nayef Al-Rodhan MD, PHD, is a philosopher, neuroscientist, geostrategist and author. He is an Honorary Fellow at St.Antony's College, the University of Oxford , UK, and Senior Fellow and Director of the Geopolitics and Global Futures Programme at the Geneva Centre for Security Policy in Switzerland. He was educated at the Mayo Clinic, Yale University, and Harvard University. He is a Prize-winning scholar who has written 21 books and numerous articles on Emerg-ing Strategic Technologies, Political Philosophy, Neuro-philosophy, Outer Space Security, Sustainable security, Sustainable Governance, Trans-cultural Security and Geopolitics. He has also pioneered the study of the intersection of Neurosci-ence and International Relations. He is a member of the World Economic Forum's

Main Elements Of Cyprus Development Policy

Due to the current economic situation in the country, Cyprus‘ development cooperation policy was maintained at the same level since 2013, while the undertaking of new projects and technical assistance has been frozen. Nevertheless, Cyprus continues to fulfill its contractual obligations concerning the European Development Policy, as well as towards international organizations such as WFP, FAO, UNIDO, UNDP etc. In 2014, the Cypriot contribution to the EU Development Policy through the 10th EDF amounted to euro 2,829,877.90.

Moreover, Cyprus continues to actively participate in the Council procedures of formulation of the EU development policy, while, as a member of the Open Working Group on Sustainable Development Goals [OWG on SDGs], it is actively engaged in the process of developing global Sustainable Development Goals, which should be coherent with and integrated in the UN development agenda beyond 2015. Cyprus is also a member of the Commonwealth Working Group which prepares the post-2015 development agenda.

As a small island state with particular environmental challenges, Cyprus stresses the importance of implementing a comprehensive policy for eliminating climate change and for promoting the principles and aims of blue economy. We also believe that special emphasis should be given to initiatives related to democ-racy, rule of law, eradication of poverty, and improvement of living conditions. Efficient and effective actions for climate adaption and mitigation, such as the facilitation of investment for inclusive green growth are important elements for achieving a transformational change towards sustainable development. Finally, Cyprus strongly supports a right-based approach encompassing all human rights, including fundamental principles and rights at work, as well as the involvement of the private sector and of all stakeholders for the effective implementation of objectives which will be included in the Post-2015 Development Agenda.

On the humanitarian side, Cyprus spears no effort in seeking creative ways to donate its limited resources, such as in-kind assitance (especially medicines), offered recently to Iraq and Palestine Authority. Moreover, during 2014, it has pledged 10,000 euro at the Syria Donor Conference, donated 20,000 euro to the Philippines Government towards natural disaster relief and offered humanitarian aid to Syrian refugees in Lebanon, as well as a small amount to the UN Ebola Response MPTF.
