KHADI AND VILLAGE INDUSTRIES COMMISSION 3-IRLA ROAD VILE PARLE MUMBAI-400 056 No: Adm-II/6thCPC/Trg/2008-09(415) Date: 31-03-2009 In continuation to Standing Order No. 1675 dated 23rdOctober 2008 and Standing Order No. 1676 dated 24thOctober 2008 wherein, the implementation of the recommendations of 6th CPC to the employees of the Commission were approved, the following orders are issued with regard to Group '0' employees w.e.f. 01.01.2006. 2. In terms of the provisions under Note 1 (a) (b) & (c) below Rule 7-D ofCCS (Revised pay) Rules - 2008 the Group 0 employees of the Commission (under regular, trading, schematic and S&T establishments) having requisite qualifications recommended by the 6thCPC prescribed for entry into PB-l and such of those employees who do not have the required qualification (Le. a pass in matriculation or equivalentlITI) after imparting training to be placed in PB-l (Rs. 5200 - 20200) with Grade Pay ofRs. 1800/- 3. Accordingly, the pay scales of Group 0 employees of the Commission (under regular, trading, schematic and S&T establishments) who are having requisite qualification, already revised in - IS PBs corresponding to the pre-revised pay scales will be refixed/revised in the PB-l - Rs. 5200 - 20200 with grade pay of Rs. 1800/- w.e.f. 01.01.2006 and arrears be drawn. 4. The Group 0 employees who do not have the requisite qualification as above, will undergo a comprehensive training programme which is being organized by the Departmental Training Centres of the Commission/other centres in difference batches and after successful completion of the training programme, they should submit the Certificate issued by the training centre to their respective Controlling officers for recording the same in the service book of the concerned for re-fixation/revision of pay in the PB-l - Rs. 5200 - 20200 with grade pay of Rs. 1800/- w.e.f. 01.01.2006 and arrears be drawn. f. 5. Inter se seniority of all the employees in erstwhile Group 0 will be fully maintained with Group 0 employee in a higher Fifth CPC pay scale being placed higher vis-a-vis an employee in a lower pay scale. Within the same pre-revised pay scale, the seniority will be fixed on the basis. of date on which the person came to be placed in that pay scale. p.t.o

In continuation to Standing Order No. 1675 dated 23rdOctober2008 and Standing Order No. 1676 dated 24thOctober 2008 wherein,the implementation of the recommendations of 6th CPC to theemployees of the Commission were approved, the following ordersare issued with regard to Group '0' employees w.e.f. 01.01.2006.

2. In terms of the provisions under Note 1 (a) (b) & (c) belowRule 7-D ofCCS (Revised pay) Rules - 2008 the Group 0 employeesof the Commission (under regular, trading, schematic and S&Testablishments) having requisite qualifications recommended by the6thCPC prescribed for entry into PB-l and such of those employeeswho do not have the required qualification (Le. a pass in matriculationor equivalentlITI) after imparting training to be placed in PB-l (Rs.5200 - 20200) with Grade Pay ofRs. 1800/-

3. Accordingly, the pay scales of Group 0 employees of theCommission (under regular, trading, schematic and S&Testablishments) who are having requisite qualification, already revisedin - IS PBs corresponding to the pre-revised pay scales will berefixed/revised in the PB-l - Rs. 5200 - 20200 with grade pay of Rs.1800/- w.e.f. 01.01.2006 and arrears be drawn.

4. The Group 0 employees who do not have the requisitequalification as above, will undergo a comprehensive trainingprogramme which is being organized by the Departmental TrainingCentres of the Commission/other centres in difference batches andafter successful completion of the training programme, they shouldsubmit the Certificate issued by the training centre to their respectiveControlling officers for recording the same in the service book of theconcerned for re-fixation/revision of pay in the PB-l - Rs. 5200 -20200 with grade pay of Rs. 1800/- w.e.f. 01.01.2006 and arrears bedrawn.

5. Inter se seniority of all the employees in erstwhile Group 0 willbe fully maintained with Group 0 employee in a higher Fifth CPC payscale being placed higher vis-a-vis an employee in a lower pay scale.Within the same pre-revised pay scale, the seniority will be fixed onthe basis.of date on which the person came to be placed in that payscale.

6. All the Controlling Authorities of Group D employees ofCommission will prepare the pay fixation proposal as explained aboveand get it vetted from Directorate of Audit and arrears of payrevision/re-fixation for the period 01.01.2006 - 31.08.2008, will bepaid as specified in the Standing Order No. 1675 and 1676. Arrears onthe pay fixation/pay-revision for the period from 01.09.2008 onwardsmay be paid in full in the year 2008-09. Further, in respect of thoseGroup D employees who will complete the training and submit theCertificate on or after 01.04.2009, the arrears of revision/pay-fixationmay be paid in full after compliance of conditions prescribed for thesame.

7. Though the Group-D employees are being placed in PB-I withGP of Rs. 1800 they will continue to hold the present designation andattend the duties and responsibilities. However, as and when required,any other duties with higher responsibilities will be entrusted to themin the interest of the COminission's work.

8. Copy ofO.M. No. 1/1/2008-IC dated 24-12-2008 of Ministry ofFinance, Dept. of Expenditure, Govt. of India, is enclosed herewithfor guidance/follow-up.
