POVERTY LINE IN THE PHILIPPINES1.How many are poor in the country?

Latest statistics released by the NSCB last 6 June 2006 indicates that approximately 24 out of 100 Pinoy families did not earn enough in 2003 to satisfy their basic food and non-food requirements. This was a slight improvement from the 2000 situation wherein 28 out of 100 families experienced income shortfall from the poverty threshold. The decrease by 3.1 percent in poverty incidence translated to a corresponding decrease by around 124,000 in the number of Pinoy families straining to make ends meet.  Annual per capita poverty threshold for the Philippines in 2003 stood at P12,309. 

3. In 2007, what is the minimum income needed by a 5-member family so as not to be considered poor?

For 2007, Filipino families consisting of five members should be earning a combined monthly income of PhP 6,195 in order to meet their most basic food and non-food needs for this year. A sole breadwinner in a five-member family residing at the National Capital Region (NCR) is expected to find a difficult task in bringing the entire family above the poverty line if he/she only earns at most PhP 265 per day.

2. Which Provinces are the poorest in 2003?

The poorest province in 2003 in terms of poverty incidence of families is Zamboanga del Norte (64.6%), followed by Maguindanao (60.4%) and Masbate (55.9%).  Other provinces included in the ten poorest are the following:  Surigao del Norte (54.5%), Agusan del Sur (52.8%), Surigao del Sur (48.6%), Misamis Occidental (48.1%), Mt. Province (46.7%), Biliran (46.5%), and Lanao del Norte (46.5%).

NUTRITION IN THE PHILIPPINES

Significant National Government Policies And Activities On Nutrition

♫ The creation of the nutrition service of the department of health in 1968;♫ The creation of the national food and agriculture council in 1969;♫ The creation of the national nutrition council (NNC) in 1974;♫ Acceleration of the supplementary school feeding programme of the

national government, with particular emphasis on mindanao in 1977;♫ Reorganization of the food and nutrition research institute in several stages

in 1982;♫ Implementation of the milk code rules and regulations covering the

advertising, promotion, and marketing of breastmilk substitutes;♫ Reorganization of the NNC in 1987 and transfer of its administrative

responsibility from the department of social welfare and development to agriculture in 1988;

♫ The enactment of the salt iodization law nationwide (ASIN law);♫ Implementation of the sangkap pinoy seal programme (food fortification)

and the araw ng sangkap pinoy (ASAP), a supplementation programme incorporated with national immunization day in 1993-1995;

POLITICS OF HUNGER

LAKASS Programme (Lalakas ang Katawang Sapat sa Sustansiya)

- is a community-based nutrition action programme which combines the delivery of direct nutrition services with effective and sustainable development programmes to ensure the nutritional well being of the population within the framework of community development.

Philippine Plan of Action for Nutrition (PPAN), 1999-2004

-is the country's response to malnutrition.  An integral component of the Medium-Term Philippine Development Plan 2004-2010, PPAN provides the framework for improving the nutritional status of Filipinos.  It also contributes to the achievement of the UN Millennium Development Goals as well as poverty reduction.

National Nutrition Council-responsible for creating a conducive

policy environment for national and local nutrition planning, implementation, monitoring and evaluation, and surveillance using state-of the art technology and approaches.

-it aims to assess the efficiency and effectiveness of local governments in planning and implementing local nutrition programs

Barangay Nutrition Scholars (BNS)

-are the barangay-based volunteers tasked to coordinate the delivery of basic nutrition and related services in their respective area of assigments.  Both the MELLPI and BNS evaluation are institutionalized activities since 1979 of the national and local nutrition committees.

-is the vehicle which will support and facilitate the Child-friendly Movement, the mobilisation of all sectors of society, for the realisation of children's rights

Fifth Country Programme for Children (CPC V) 

-is a system or network of systems that assembles, analyses and disseminates information about people who are food-insecure or at risk: who are they, where are they located, and why are they food-insecure or vulnerable.   It is intended to collate and analyze relevant data for measuring and monitoring food insecurity and vulnerability by linking existing information systems in the country, and avoiding duplication of efforts.
