Blinn College, the Junior College District of Washington County, is receiving proposals for a Microsoft Lync 2010 System Expansion.

I. GENERAL INFORMATION

Blinn College, the Junior College District of Washington County is receiving proposals for design, installation and configuration of a Microsoft Lync 2010 system expansion.

Pursuant to the Provisions of Texas Government Code Title 10 subtitle D Chapter 2156.121-2156-127, General Services Act rules and regulations adopted there under, sealed proposals will be received until the date and time established for receipt. After receipt, only the names of the bidding companies will be made public. Prices and other proposed details will only be divulged after award. All requests for information will result in written responses sent to all applicants known to the College. All proposals shall become the property of the College.

The College reserves the right to accept or reject any and all proposals, wave any formalities in the proposal process and award proposals in a manner most advantageous to the College and to negotiate with any providers as deemed advisable or necessary for the best interest of the College.

II. SUBMITTAL OF PROPOSALS

o Proposals must be received no later than 2:00 PM, Thursday April 7, 2012. Proposals received after this due date shall not be opened and will be returned to the sender.

o Proposals must be submitted to Blinn College Purchasing Department, 902 College Avenue, 204 Old Main Building, Brenham, Texas 77833 or hand delivered to 806 College Avenue Room, 204 Old Main Building, Brenham, Texas 77833.

o Four (4) Copies of the proposal and one (1) electronic copy must be provided.

o Proposal envelopes must be sealed and properly marked with proposal number and name in the lower left-hand corner of the envelope.

o All communication concerning this RFP must be made through Michael Welch, [email protected], 979-830-4221. Any amendments to the RFP will be distributed electronically to the vendors. Any questions or clarification request must be via e-mail to Michael Welch. All vendors will receive a copy of the answers.

III. SCOPE OF PROPOSAL

Blinn College will be expanding its current Microsoft Lync 2010 Unified Communications system and seeks proposals to provide design, installation and configuration of a second Lync data center pool at its Brenham, Texas campus. This project also includes the addition of two new branch sites by adding Blinn’s Sealy and Schulenburg, Texas campuses to its current Microsoft Lync network. This is “Phase II” of a three-step program to move the college away from its existing Nortel PBX systems towards a complete Unified Communications solution. When all three steps have been completed, the Lync UC system will provide UC services for 900 employees on five campuses and telephony for 1400 dormitory students.

Blinn College is considering a project start date of May 1, 2012, and a completion date of June 30, 2012.

This request for proposals consists of four sections: I. System Requirements, II. Current Systems, III. Required Responses and IV. Selection Process

IV. SYSTEM REQUIREMENTS a. Provide solution on proposed Microsoft Lync 2010 expansion that will establish a 2nd data

center pool on the Brenham, TX campus. The design shall provide failover capabilities between the existing Lync data center pool in Bryan, TX and the new Lync data center pool to be established in Brenham, TX. The solution will also include adding two new branch locations (Schulenburg & Sealy) utilizing Audiocodes Survivable Branch Appliance gateways.

b. The proposal shall only provide design, installation and configuration. All hardware, software and licensing will be provided by the college.

c. Requirements for the Brenham, TX data center pool are to provide UC for up to 450 employees and up to 1400 student dormitories. This site will also require up to 48 analog ports utilizing Audiocodes MediaPack 124 Analog Voip gateways. The existing Audiocodes Mediant 1000B MSBG gateway will be relocated to the Schulenburg campus and a new Mediant 1000B gateway (no onboard OSN3) with one 2-span E1/T1 module interconnected to a Nortel Meridian Option 81c will be deployed. The design of this second Lync data center pool must allow for users registered to it to automatically fail over to the Bryan Lync data center pool in the event it goes down. Should the WAN connection to this site fail, all voice traffic should route out over PSTN. This site is located 50 miles from the Bryan campus, which is interconnected by a 1 Gbps data connection.

d. Requirements for the Schulenburg, TX campus are to deploy the existing Audiocodes SBA from Brenham with two new FXS modules installed for analog devices. There will be approximately 28 UC-enabled users at this site. The design of this branch site should allow for survivability should the WAN connection back to either of the Lync data center pools become unavailable. Schulenburg has two T1 data connections to the Bryan campus

and one ISDN PRI to AT&T PSTN. The Schulenburg campus is located 55 miles from Brenham and 90 miles from Bryan.

e. Requirements for the Sealy campus are to deploy a new Audiocodes Mediant 1000B MSBG with one FXS and one FXO module to serve approximately 8 UC-enabled users. The design of this branch site should allow for survivability should the WAN connection back to either of the Lync data center pools become unavailable. There is one T1 data connection to the Brenham campus and three B1 lines from AT&T PSTN. Sealy is located 32 miles from Brenham and 74 miles from Bryan.

f. Requirements for existing data center pool in Bryan and branch site HSC are for both locations to fail over to new data center in Brenham as needed.

g. Since PSTN for Bryan and Schulenburg campuses is provided by Verizon and PSTN for Brenham and Sealy campuses is through AT&T, the design must maintain the current 4-digit dialing between all campuses to minimize long distance fees.

V. CURRENT SYSTEMS

Three networked Nortel Meridian 1 PBX systems include: one 81C in Brenham, one 61C in Bryan, one 11C in Schulenburg. All campuses share a common Nortel CallPilot voicemail server and there is a small call center utilizing Nortel Contact Center 6.0. The Sealy campus is currently served with i2004 sets from the Bryan switch and separate local B1 lines integrated into a Nortel BCM 50. All three systems are networked (see attached diagram 1). Inter-campus calling is via SIP utilizing Nortel signaling servers on each system.

The Microsoft Lync Server 2010 Enterprise Edition system includes: one data center pool in Bryan, one branch site in Brenham and one branch site at the Texas A&M University Health Science Center (HSC) in Bryan (see attached diagrams 1& 2). All users at the HSC campus are fully UC-enabled (approx. 74). Approximately 700 Faculty and Staff are currently UC-enabled for PC-to-PC only with no external voice capabilities.

IX. FELONY CONVICTION NOTIFICATION

State of Texas Legislative Senate Bill No. 1, Section 44.034, Notification of Criminal History, Subsection (a), states “a person or business entity that enters into a contract with a school district must give advance notice to the district if the person or an owner or operator of the business entity has been convicted of a felony. The notice must include a general description of the conduct resulting in the conviction of a felony.”

Subsection (b) states “a school district may terminate a contract with a person or business entity if the district determines that the person or business entity failed to give notice as required by Subsection (1) or misrepresented the conduct resulting in the conviction. The district must compensate the person or business entity for services performed before the termination of the contract.

This notice is not required of a publicly-held Corporation.
